In November 2004 the Nordic Council of Ministers together with the Nordic countries, Estonia, Latvia, Lithuania and Poland decided to initiate a colaboration by approving an action plan for improved co-operation between the countries concerned in the area of construction and building. The co-operation will take place through the following activities: to make market information and information on national regulations accessible to potential actors on the market to expand the basis of experience and newfound knowledge in housing construction to undertake a comparative analysis of regulations within the building sector intended to serve as a basis for deliberations on possible harmonization to make it possible to compare competency requirements imposed on certain actors in the building process to establish a network for joint research and development on issues relevant to the plan of action This report describes the main principles of the building legislation of the three Baltic countries and Poland, and compares some of the central issues. The Baltic Sea Parliamentary Conference (BSPC) was established in 1991 as a forum for political dialogue between parliamentarians from the Baltic Sea Region. BSPC gathers parliamentarians from altogether 27 national parliaments, regional parliaments and parliamentary organizations around the Baltic Sea. The BSPC thus constitutes a unique parliamentary bridge between all the EU- and non-EU countries of the Baltic Sea Region. BSPC aims at raising awareness and opinion on issues of current political interest and relevance for the Baltic Sea Region. It promotes and drives various initiatives and efforts to support a sustainable environmental, social and economic development of the Baltic Sea Region. It strives at enhancing the visibility of the Baltic Sea Region and its issues in a wider European context. Este último fenómeno se instaló en la agenda de preocupaciones sociales en 2004, con el caso Blumberg, consolidándose un proceso de construcción social y política de la "inseguridad" como un problema público, general y de emergencia permanente. Al mismo tiempo que la seguridad se constituía como un problema de relevancia pública, el eje de las demandas viró hacia la escala local, instaurando una paradoja: pese a que, en muchos casos, los intendentes carecen de facultades, responsabilidades y recursos en cuanto aplicación de la ley, persecución penal y dispositivos de seguridad pública, son el centro de imputación de demandas entre sus electores. En la confusión entre violencia, conflicto, criminalidad y sensación de inseguridad, los gobiernos locales han adoptado respuestas pragmáticas de todo tipo para transmitir la idea de seguridad ciudadana: esa forma en que las sociedades perciben y enfrentan los riesgos y amenazas en su entorno más inmediato. El objetivo de esta ponencia es presentar las tendencias recientes en materia de políticas de seguridad ciudadana en los municipios argentinos, y los principales desafíos que enfrentan en la materia. --

BackgroundIn vitro studies suggest that reducing cholesterol inhibits HIV replication. However, this effect may not hold in vivo, where other factors, such as cholesterol's immunomodulatory properties, may interact.MethodsFasting blood samples were obtained on 165 people living with HIV at baseline and after 24 weeks on highly active antiretroviral therapy (HAART). Participants were classified as hypocholesterolemic (HypoCHL; <150 mg/dl) or non‐HypoCHL (>150 mg/dl) and were compared on viro‐immune outcomes.ResultsAt baseline, participants with HypoCHL (40%) exhibited lower CD4 (197 ± 181 vs. 295 ± 191 cells/mm3, p = 0.02) and CD8 (823 ± 448 vs. 1194 ± 598 cells/mm3, p = 0.001) counts and were more likely to have detectable viral loads (OR = 3.5, p = 0.01) than non‐HypoCHL controls. After HAART, participants with HypoCHL were twice as likely to experience a virological failure >400 copies (95% CI 1‐2.6, p = 0.05) and to exhibit <200 CD4 (95% CI 1.03‐2.9, p = 0.04) compared with non‐HypoCHL. Low thymic output was related to poorer CD4 cell response in HypoCHL subjects. Analyses suggest a dose‐response relationship with every increase of 50 mg/dl in cholesterol related to a parallel rise of 50 CD4 cells.ConclusionsThe study implicates, for the first time, HypoCHL with impaired HAART effectiveness, including limited CD4 repletion by the thymus and suboptimal viral clearance.

ABSTRACT The World Health Organization (WHO) recorded as many as 2,299 cases of death with a case percentage of 66% during 2018 to 2020 in the Democratic Republic of the Congo due to the Ebola virus. Ebola virus is a member of the Filoviridae family. One of the viro cores consists of glycoprotein (GP). Messenger RNA (mRNA) generates long GP chains for the attachment protein (GP 1) and the fusion protein (GP 2). Epitope-based vaccines are a promising approach because epitopes represent immunogenic regions that elicit immunity specifically. Epitope prediction was performed based on the GP EBOV sequence available in the Data Bank. The designed vaccine could be one of the candidates for the Ebola virus vaccine. The design of the virus with access to NCBI AAB81004 was carried out by testing such as B cell epitope, T cell, and their antigenicity using the VaxiJen v2.0 server and IEDB. The T cell epitope prediction results showed that 20 T cell epitopes interacted with the Major Histocompatibility Complex (MHC) with the highest score of 2.8069. B cell epitope by linear BepiPred assay had 77 candidate epitope peptides from sequence 401-477. Karplus and Schulz's flexibility predictions showed a predictive value of 1.119 with a threshold of 1.008, with the analyzed area having an antigenic tendency where the threshold area was yellow. Atherosclerotic cardiovascular disease is an increasing concern for patients with human immunodeficiency virus (HIV) infection. We investigated carotid intima‐media thickness (IMT), flow‐mediated dilation (FMD), pulse wave velocity (PWV) and the augmentation index (AIx), evaluated as indices of subclinical atherosclerosis, in HIV‐infected patients compared to uninfected subjects. We enrolled 80 HIV‐infected patients, 68 of whom treated with combined antiretroviral therapy (cART) and 12 therapy‐naïve, matched with 82 healthy subjects for age, systolic and diastolic blood pressure. We investigated IMT, FMD, PWV, AIx, viro‐immunological parameters, inflammatory markers, microalbuminuria and other biochemical parameters. Compared with uninfected subjects, HIV‐infected subjects had higher IMT, PWV and AIx values (all P=0.0001); and lower FMD (P=0.001). In the HIV+ group, naïve patients had statistically lower levels of IMT (P=0.02), and AIx (P=0.042) and higher FMD (P=0.032) compared with cART‐treated patients. In the HIV+group, IMT values was significantly related to the number of CD4+ (r=−0.31, P=0.008) and CD8+ cells (r=0.261, P=0.025), interleukin‐6 (r=0.284, P=0.015) and endothelin‐1 (r=0.302, P=0.009). Vascular dysfunction evaluated as IMT, FMD and arterial stiffness is increased in HIV‐infected subjects than in healthy subjects. Furthermore, cART‐treated patients showed higher IMT and AIx and lower FMD values than naïve patients. Our data support the hypothesis that both HIV infection and cART treatment are risk factors for accelerated arteriosclerosis.

"This book provides the reader with understanding of the phenomenon of silent resistance, collecting and presenting research on it. Regulating, governing or controlling human activity often generates open resistance, which has been studied from the points of view of democracy, civil disobedience or political activism, for example. However, power relations and conflicts can also involve another kind of resistance, which may not necessarily even be recognised as resistance at first. It can be called silent, passive, invisible or everyday resistance. Silent resistance is a way of the subjugated or otherwise marginalised to challenge the dominant rules or systems. Because it does not proclaim resistance but rather tries to stay out of publicity, it is risk-free and low-profile activity that is seemingly non-political – and you can get away with it.
Silent resistance can take many different forms: it may appear, for example, as silence and grumbling, isolation, avoiding and hindering issues or shifting attention to something irrelevant. The importance of everyday resistance rises from the signals of small networks in a situation where open confrontation is not possible or desired, but total inactivity is not an option either. Moreover, silent resistance remaining in the margin cannot be considered separate from open resistance, but as an important part in the process of realising more open resistance. Although power relations serve as the event framework of the phenomenon, silent resistance is a weapon not only in the hands of the subjugated. Its tactics can also be used by those who hold power.
With the articles in the book, the reader can follow the most diverse situations of silent resistance through both historical and contemporary events. The cases outline different forms of silent resistance, as well as its mechanisms and motives. The articles in the collection reveal aspects of sociology, cultural anthropology, cultural research, youth research and historical research. This emphasises the wide spectrum of silent resistance, its loudness and multidisciplinary character.

In addition to the scholarly contribution on his literary production — La raya oscura (1959) or Habitación para hombre solo (1963)—, works that focus specifically on Segundo Serrano Poncela's political trajectory are scarce. From 1935 to 1943, Serrano Poncela (Madrid, 1912-Caracas, 1976) radically transformed his earlier stance of revolutionary socialism into a strong rejection of communism. In order to shed light on this pathway, I will revisit his historical context, focusing on the importance of the drastic rhetorical change in the discourses of Spanish socialism and communism before, during, and at the end of the Spanish Civil War. His later writings against totalitarianism and communism were influenced by his contribution to the Antifascist Republican Propaganda, which characterized the conflict in terms of a war of liberation of the Spanish people, their culture and traditions, from the fascist foreign dominance. In an attempt to fill this gap, I will examine his trajectory since the essay El partido socialista y la conquista del poder, his articles during the war, and the self-edited journal Panorama. ; Además de las investigaciones académicas sobre la producción literaria de Segundo Serrano Poncela (Madrid, 1912-Caracas, 1976) —La raya oscura (1959) o Habitación para hombre solo (1963)—, aquellas referidas a su contribución como teórico e intelectual político escasean. Esta tesis, realizada en el marco del Doctorado en Ciencia Política de la Facultad de Ciencia Política y Relaciones Internacionales de la Universidad Nacional de Rosario (UNR) estudia las políticas públicas de gobierno digital desarrolladas en la ciudad de Rosario en el período 1993-2013. El interés principal está centrado en analizar sus configuraciones, modelos de formulación e implementación, y áreas públicas de incidencia y desarrollo. La investigación aporta de forma equilibrada tanto análisis de políticas públicas como lecturas históricas sobre los programas, proyectos, acciones y planes llevados a cabo por el gobierno para enfrentar el cambio tecnológico inherente a la expansión de la sociedad informacional. El gobierno digital no puede ser reducido a la mera mediatización de servicios. Como polÌtica estrictamente digital, recurso de implementación o intervención política por afinidad temática, el gobierno digital emerge, incide y atraviesa de forma extensiva y expansiva en al menos cinco grandes dimensiones públicas: prestación de servicios, procesos democráticos, dispositivos socio-educativos, control socio-urbano y desarrollo de la sociedad informacional. The research studies the representations of transitional Estonia in Finnish newspapers. The purpose of the study is to examine the production and reproduction of nationality. Following the tradition of the school of cultural studies, national identities and representations are understood as constructed, dynamic and heterogeneous. The empirical data consists of 309 articles concerning Estonia. The data is collected from three Finnish newspapers: Helsingin Sanomat, Iltalehti and Ilkka. The data covers texts from years 1992 and 2002, three months each. The research is presented in chapters that mix theoretical discussion and data analysis. The different chapters approach the data from different points of view: there is a brief quantitative analysis of the data; a study of the actors and photographs in the articles; a study of the rhetoric in the articles; and a study of the gender images. The study concludes that all the newspapers were greatly interested in the dramatic events in Estonia during the early 1990s. The emphasis was then on domestic politics. However, when the sensations ended and the Estonian society became more stabilized, the interest faded and fewer reports were published. Estonia was increasingly represented in the context of entertainment and through the winners of the transition period. The negative outcomes of the transition received less attention. It can be argued that the fading interest was also due to a lack of resources ever since the recession of early 1990s and a trend where Finnish interests were concentrating on Western European issues -before and after joining the European Union in 1995. Thus not only the volume of writing, but also the quality of writing, is very much affected by the economic reality. The data demonstrates a biased representation of Estonian women. Estonian women are represented in contexts of prostitution or erotic entertainment. Few women are represented outside these discourses in contexts of business, politics or culture. Abstract Contemporary mobility between Estonia and Finland is a versatile example of a sudden rise of the intermingling of two languages in a diverse language sociological context. The political situation, which prevailed after World War II and during the second half of the 20th century, prevented direct contacts between the Estonian and Finnish speech communities to a very large extent. Everyday contacts were very limited for several decades and took place only very irregularly regardless of the geographical adjacency of the two countries. In the 1990s, the situation changed abruptly after Estonia regained its independence, and some years later free travel was permitted. Currently, both Estonia and Finland are members of the European Union, which has brought the labour markets as well as the cultural and social networks of the two countries very close to one another and strongly contrasts with the earlier situation. Intensive cultural and societal interaction influences the language use of individual people and micro communities in multiple ways. It is seen most illustratively in the private sphere. A regular boat connection between Estonia and Finland brings millions of people across the Gulf of Finland annually and tens of thousands of people have permanently or temporarily settled in their neighbouring country. The shared historical background and inherent grammatical and lexical features of the Estonian and Finnish languages are a substantial part of everyday contacts. These characteristics constitute the basis for mutual interaction and support the learning and adoption of practical skills in the neighbouring language. This article discusses variance in code-switching between Estonian and Finnish both from a structural and interactional viewpoint. By code-switching we refer to the multiple morphological and morphosyntactic ways in which Estonians living in Finland and Finns living in Estonia combine their two sets of linguistic resources. To illustrate this, we use data both from social media and face-to-face conversations. ; Kokkuvõte Naaber- ja sugulaskeelte kohtumine: eesti ja some keele omavaheline lõimumine ja mitmekeelsus 21. sajandil Tänapäeva tihe liiklemine Eesti ja Soome vahel on loonud erakordselt soodsad tingimused eesti ja soome keele vaheliste mitmekesiste kontaktide tekkeks. Pärast teist maailmasõda kuni Eesti taasiseseisvumiseni kehtinud poliitiline olukord pidurdas suhtlemist ja lausa takistas vahetuid kontakte mõlema keele kõnelejate vahel. Igapäevaseid kokkupuuteid oli vähe ja vaatamata riikide geograafilisele lähedusele tuleb neid hinnata pigem juhuslikeks. Olukord muutus järsult 20. sajandi lõpul, kui kehtestati viisavabadus ning oli jälle võimalik vabalt üle Soome lahe sõita. Praeguseks on nii Eesti kui ka Soome Euroopa Liidu liikmed, tänu millele on ka tööturg, kultuurilised kokkupuuted ja sotsiaalsed võrgustikud järjest lähedasemad. Varasemaga võrreldes erineb praegune olukord mitmel viisil. Intensiivsed kokkupuuted kultuuris ja ühiskonnas mõjutavad inimeste ja inimrühmade keelelisi kombeid ja valikuid mitmeti. Üle Soome lahe sõidavad tänapäeval laevadega miljonid inimesed aastas. Kümned tuhanded eestlased elavad Soomes alaliselt või ajutiselt, soomlasi viibib Eestis ohtralt. Ühine ajalooline taust ja keeltevahelised grammatilised ja leksikaalsed sarnasused esinevad igas argipäeva kohtumises. See vundament võimaldab ladusat argisuhtlust ja praktilist keele omandamist naabermaas. Käesolev artikkel vaatleb eesti ja soome keele vahelist koodivahetust, eeskätt struktuurilisi ja suhtlusstrateegilisi erijooni. Erilist tähelepanu pööratakse Soomes elavate eestlaste ja Eestis elavate soomlaste keeles esinevatele vahenditele, millega ühendatakse eesti ja soome keele morfoloogilisi ja morfosüntaktilisi iseärasusi. Arkiset kohtaamiset olivat hyvin vähäisiä ja satunnaisia usean vuosikymmenen ajan huolimatta maidemme maantieteellisestä läheisyydestä. 1990-luvulla tilanne muuttui yllättäen, kun Viro itsenäistyi uudelleen ja matkustus vapautui joitakin vuosia sen jälkeen. Tällä hetkellä Viro ja Suomi molemmat kuuluvat Euroopan Unioniin, mikä on lähentänyt työmarkkinoita, kulttuuriyhteyksiä ja sosiaalisia verkostoja. Nykytilanne siis poikkeaa aiemmasta suuresti. Intensiiviset kontaktit puhujayhteisöjen välillä vaikuttavat yksittäisten ihmisten ja ryhmien kielenkäyttöön monella tapaa. Suomen ja Viron välillä matkustavat nykyään vuosittain miljoonat ihmiset ja kymmeniä tuhansia virolaisia asuu Suomessa pysyvästi tai väliaikaisesti. Myös suomalaisia asuu paljon Virossa. Yhteinen historiallinen tausta ja kieltemme väliset kieliopilliset ja sanastolliset yhtymäkohdat tulevat näkyviksi arkisissa kohtaamisissa. Ne luovat pohjan vuorovaikutukselle ja helpottavat käytännön kielitaidon omaksumista naapurimaassa. Tämä artikkeli käsittelee suomen ja viron välisen koodinvaihdon rakenteellisia ja vuorovaikutuksellisia piirteitä. Koodinvaihdolla tarkoitamme tässä erityisesti Suomessa asuvien virolaisten ja Virossa asuvien suomalaisten keinoja yhdistää suomen ja viron morfologisia ja morfosyntaktisia piirteitä. Havainnollistamme tätä sosiaalisesta mediasta ja kasvokkaiskeskusteluista otetuilla esimerkeillä.

Hypertension is more prevalent among HIV‐infected subjects than in the general population, contributing to increased cardiovascular risk in HIV+ patients. The angiotensin II receptor blocker telmisartan is also a partial peroxisome proliferator activated receptor (PPAR)‐γ agonist, with documented effects on improving hypertension, lipid metabolism and renal function. Therefore telmisartan was found to be the first choice for treatment of HIV+ hypertensive patients. Aim of this study was to evaluate the durability on 144 weeks of treatment with telmisartan in HIV+ patients. 13 HIV+ Caucasian male patients treated with combined antiretroviral therapy (cART) and discovered to be naïve hypertensive, were given 80 mg telmisartan daily. Systolic (SBP) and diastolic (DBP) blood pressure, viro‐immunological, lipid and metabolic parameters, including triglycerides, cholesterol, insulin resistance (HOMA‐IR), inflammatory markers, C‐reactive protein (CRP), erythrocyte sedimentation rate (ESR), indexes of renal function and cardiovascular risk, microalbuminuria, cystatin C, were measured at baseline (T0), and after 24 (T24), 48 (T48), 72 (T72), 96 (T96), 120 (T120) and 144 (T144) weeks. Treatment with telmisartan decreased SBP and DBP levels during the 144 weeks of observation. We also observed improved HDL‐cholesterol, HOMA‐IR, microalbuminuria and cystatin C at the end of study. Triglycerides and total cholesterol significantly decreased and HDL‐cholesterol significantly increased. Total cholesterol/HDL cholesterol ratio improved significantly. Throughout in the course of the trial our patients showed a significant improvement of the percentage of CD4+ and CD8+. Eventually in all 144 weeks of therapy with telmisartan 80 mg/day have not observed adverse events or dropouts. Telmisartan was effective in improving hypertension, lipid metabolism and renal function in 144 weeks of evaluation. It determines the improvement of cystatin C and microalbuminuria, markers of renal function and cardiovascular risk. Telmisartan doesn't interfere with cART, not interfering with the recovery of immunological HIV patients. Telmisartan has confirmed durability and effectiveness, excellent tolerability and an high persistance with a good blood pressure control. Therefore telmisartan reveals the first choice in the treatment of hypertension in HIV+ because of significant morbidity in this group of patients.

Tutkimus käsittelee kaupunkisuunnittelua, sille ominaisia piirteitä ja suunnitteluun osallistujia. Työn tarkoituksena on selvittää Viron kaupunkisuunnittelun institutionaalista rakennetta Tarton kaupungin esimerkin avulla. Erityiskiinnostuksen kohteena ovat kaupunkisuunnitteluun osallistujien roolit, intressit sekä voimankäyttö. Tutkimuksen laadullisena menetelmänä on käytetty puolistrukturoitua nettikyselyä. Nettikyselyn avulla selvitettiin Tarton kaupungin suunnitteluun osallistuvien intressiryhmien mielipiteitä ja suhtautumista nykysuunnitteluun sekä ehdotuksia suunnittelun kehittämiseksi. Tutkimusaineistona on käytetty kansainvälistä kirjallisuutta, kansallisia raportteja sekä tutkimuksia Viron kaupunkisuunnittelusta. Yksittäisten tapausten havainnollistamista varten on myös käytetty muutamia artikkeleita sanomalehdistä. Teoreettista kirjallisuutta käytettäessä ei ole eritelty esimerkiksi anglosaksisia tutkijoita pohjoismaisista kirjoittajista, vaan lähteitä on tarkoituksella käytetty vuorotellen. Tämä lähestymistapa tarjoaa runsaan ja vaihtelevan teoriapohjan yhdistämällä tai asettamalla vastakkain eri teoreetikkojen näkökohtia. Tutkimus osoittaa, että kaupunkisuunnittelu on suhteellisen universaali diskurssi, vaikka eri konteksteissa ja olosuhteissa suunnittelu lähtee liikkeelle erilaisista periaatteista. Nykypäivän suunnittelun piirteitä ovat rationaalisuus, progressiivisuus, eri toimijoiden välinen voimankäyttö sekä suunnittelijoiden tai kaavoittajien muuttunut rooli. Käytännössä kaupunkisuunnittelu on muuttunut kommunikatiiviseksi, monien intressiryhmien väliseksi vuoro¬vaikutteiseksi prosessiksi, jonka tavoitteena on elinympäristön parantaminen. Kun virolainen kaupunkisuunnittelu asetetaan länsimaalaisten kokemusten ja teorioiden taustalle, tulee selvästi esille neuvostoajan "perintö". Virossa alettiin harjoitella nykyaikaista kaupunki¬suunnittelua vasta 1990-luvun puolivälissä maan yksityistämisreformin lanseerauksen jälkeen. Viimeisen vuosikymmenen nopea talouskasvu on tuonut mukanaan myös kaupunkisuunnitteluun varhaiskapitalismille tyypillisiä kehityspiirteitä: yksityissektorin vetoisuus, puutteellinen kansalaisosallistuminen kaavoitusprosesseissa sekä kaavoittajien ulkopuolinen rooli. Tutkimuksen tuloksena voidaan todeta, että Tarton kaupunkisuunnittelu koetaan markkina- ja politiikkavetoisena ja suhteellisen kaoottisena. Vaikka suunnittelussa kootaankin yhteen eri intressiryhmiä, on kaupunkisuunnittelu hierarkkista siinä mielessä, että joidenkin intressiryhmien – useimmiten poliittisten päättäjien sekä yksityisten toimijoiden – toivomuksia asetetaan etusijalle. Asukkaat eivät ole saavuttaneet merkittävää asemaa kaupunginhallituksen partnerin roolissa, vaikka asukkaiden ei katsota viivyttävän tai estävän suunnitteluprosesseja. Isoimpina ongelmina kaupunkisuunnittelussa nähdään virkailijoiden ja poliitikkojen asema, joidenkin osallistujien vallitsevuus sekä ristiriitaiset intressit. Näiden lisäksi ongelmallisia asioita ovat kaavoittajien vajavainen ammattipätevyys, eri toimijoiden välisen luottamuksen puute ja suunnitteluverkoston johtajuuden puute. Ensimmäisenä suunnittelun parantamismahdollisuutena nähdään suunnittelijoiden roolia – heidän toivotaan panostavan kaavoituksessa enemmän analyyttiseen työhön. Sen yhteydessä avainrooli on suunnittelijoiden kompetenssin nostamisessa. Lisäksi ratkaisuina nähdään suunnitteluverkoston johtajuutta, lisäresurssien myöntämistä kaupunkisuunnitteluun sekä toimijoiden välisen yhdenvertaisuuden helpottamista.
