Politik Ekonomi Dalam Kebijakan Pengelolaan Parkir Pada Minimarket Di Kecamatan Rawalumbu Kota Bekasi
Research tried to find out the subject matter in the parking policy at the minimarket in 2019 and knew the plans of Bapenda and Dishub after temporarily dismissing the parking policy. The study used the theory of State and Illegality Edward Aspinall &van Klinken. Research methods are used in the form of qualitative research types with data search through observation, interviews, and documentation. The results of this study are first, the Bekasi City Government wants to take advantage of the tax potential that can be obtained from parking in the minimarket, because it can be used as an opinion for the Bekasi City area. Second, in 2019 Bapenda engaged the organization to be the party that manages parking in the minimarket because to realize the vision-mission of the Mayor of Bekasi itself, one of the visions that Bapenda wants to realize is to create the widest range of jobs. Third, Bapenda and Dishub are currently conducting a review of the parking policy in the minimarket which has been temporarily stopped after problems between the minimarket and the organization in 2019. Bapenda and Dishub are planning to make a policy of paying contributions to parking at minimarkets. The contribution payment policy that is being designed as a form of seriousness of the Bekasi City Government in the desire to use parking in the potentially taxable minimarket.

Transforming the digital leadership to improve public service performance in the COVID-19 outbreak
The low HDI in Pandalungan is a government-focused development priority, especially in the healthcare sector. The attempts to break the COVID-19 chain must be made to improve the quality of government services in the region. In optimizing the activities, the sub-district leaders play a significant role. There is an appeal to the sub-district leaders to enforce social distance since there is no face-to-face meeting with the appliance assigned. The Camat (a sub-district head) needs to adjust to this situation, so the Camat uses new media to perform his tasks. The COVID-19 pandemic affects several aspects of life, including the style of leadership. Digital leadership has become a model of leadership that is successful during the time of the COVID-19 pandemic. The current study, based on those evaluations, is aimed at assessing the impact of digital leadership on the performance of public services by the sub-district chief Pandalungan. To meet the goal of the study, a qualitative approach is applied. It can be concluded that transformational leadership is oriented towards the organization's vision and goals, which are outlined in action.

MARITIME DIPLOMACY SEBAGAI STRATEGI PEMBANGUNAN KEAMANAN MARITIM INDONESIA
Indonesia's geographical conditions that sourrounded by ocean should be considered as an added value for maritime diplomacy for the sake of the development of Indonesia. Therefore, in terms of geoculture, Maritime Diplomacy should be taken into account as one of the main pillars to build maritime security in Indonesia including the use of maritime diplomacy in response to security threats, so that the defense capabilities will be gradually improved. This article will examine the importance of organizing Indonesia's maritime sector regarding the vision of the Global Maritime Fulcrum (GMF) in order to see the strengths and weaknesses of Indonesian Navy's capabilities as an instrument of Indonesia's Maritime diplomacy to support the development of maritime security. This article also argued that the most important in Indonesia's Maritime Diplomacy is that Indonesia is capable to guarantee maritime security for all stakeholders regionally and globally. Indonesia needs to improve management and expand promotion for all trading ports available, namely Jakarta and Surabaya as well as other ports as a hub of global maritime prospects. By enhancing maritime safety and security, various international cooperation will be maintained and pro table for Indonesia.

COLLABORATIVE GOVERNANCE DALAM PENGEMBANGAN KAWASAN EKONOMI KHUSUS
Tourism is a large sector that includes many things in it. Facilities and infrastructure that can support the life of the tourism sector are not only owned by one party, but involve various stakeholders so that collaboration between these stakeholders is needed to collaborate, but collaborative governance in the development of the Tanjung Lesung Special Economic Zone is still not optimal. The purpose of this study was to determine and analyze collaborative governance in the development of the Tanjung Lesung SEZ. This research is based on the Collaborative Governance Theory from Ansell and Gash. This theory is to examine the collaboration process which includes dimensions including the collaboration process, initial conditions, institutional design, and facilitative leadership. The research method used is a qualitative method with a descriptive approach. Because the main purpose of this study is to describe and provide an explanation of collaborative governance in the development of the Tanjung Lesung SEZ. Informants were determined by purposive sampling and snowball techniques. The data collection technique used is by conducting observations, interviews, literature studies and documentation. The result of this research is that Collaborative Governance in the development of the Tanjung Lesung SEZ has not been implemented optimally. Suggestions from this research are that the community increases its resources so that they can collaborate, the government provides ongoing training to help the community actively collaborate and the government forms a special forum as a forum to communicate and discuss the vision and mission to be achieved together. ; The development of tourism is not only conducted by one stakeholder, but it involves various stakeholders and therefore needs the collaboration among them. The purpose of this research is to describe the collaborative governance in developing the special economic zone of Tanjung Lesung. The description of collaborative governance is based on collaborative governance model that emphasizes four dimensions, namely starting condition, institutional design, facilitative leadership, and collaboration process. Method of this research is descriptive-qualitative method. This research needs primary and secondary data. Primary data of this research are collected by in-depth interview and observation, and secondary data of this research are collected by documentation. The collected data, both primary and secondary, are qualitatively described. Results of this research indicate that the collaborative governance based on the dimensions of starting condition, institutional design, facilitative leadership, and collaboration process in developing the special economic zone of Tanjung Lesung is not optimally implemented yet. This research recommends that the community increases its resources in order to involve in collaboration; the government provides the sustained training to help the community in order to actively collaborate and forms a special forum to communicate and discuss the vision and mission to be commonly achieved in developing the special economic zone of Tanjung Lesung.

PERANAN PARTAI POLITIK SEBAGAI PILAR DEMOKRASI PASCA REFORMASI DI INDONESIA
Political parties initially formed on the basis of a desire to unite the various groups of people who have the same vision and mission, so that the mind and their orientation can be consolidated. Departing from that, it can be described that political parties are organized groups, where members have an orientation, values , and ideals of the same, which aims to realize these goals by acquiring political power and seize the political. In order to achieve the objectives of political parties should be able to carry out their functions properly. The functions of political parties are as follows: (1) Means of Political Communication, (2) Means of Political Socialization, (3) Means of Political Recruitment, and (4) Means Regulatory Conflicts. Post-reform in Indonesia, political parties are not able to function properly as a pillar of democracy. Several factors could be the cause of the failure of political parties in Indonesia to perform its functions, namely (1) the party system in Indonesia, (2) cultural elitism, and (3) political pragmatism itself. To improve the conditions said, one of the political parties as democratic institutions that play an important role in the democratic process should be able to provide political education for the people of Indonesia, and to be able to put its position actively and creatively in order to carry out the duties and functions both in the preparation for the general election and in the aftermath of the elections.

Factors Affecting Political Participation In Public Kabupaten Bungo Regency Year 2015
Elections (elections) is one way in the democratic system to elect representatives of the people who will sit in the people's representatives and is a form of fulfillment of citizens' rights in politics. It turns out that the political process originally expected to get high participation support, it is still low public participation. The low participation of the community to vote in polling stations (TPS), was not the first phenomenon that occurred in Bungo District. It should support high and quality political participation of the community, but in fact the voter participation rate is only 69.18% who participate in voting in the election of regional head (Pilkada). In accordance with the problems studied, then this type of research is categorized as descriptive research.Given the large number of population and limited ability of the researcher then the research conducted on the sample representing the population. So the sample in this study amounted to 100 people.Data collection techniques in this study were conducted by: Interview, Questionnaire, and Documentation. The results of this research,Many factors caused a person to participate in the elections of Bungo District in 2015. From various forms of political participation, voting or voting is one form of political participation of the community. Factors influencing the political participation of the community in the Pilkada of Bungo Regency in 2015 amongst the Political Awareness of the Community as well as the Attitudes and Beliefs of the people. From the results of the questionnaire analysis there are several factors that influence a person to participate namely First, knowledge of the community environment. The percentage of people who chose to have knowledge of the vision and mission of the chosen candidate, 63 people (63%) stated "yes", while 37 people (37%) stated "no". Having knowledge of selected candidate pairs, 83 people (83%) stated "yes", while 17 people (17%) stated "no". Second, knowledge of politics. Percentage of voters attended political campaign activity, as many as 20 people (20%) stated "yes", while 80 people (80%) stated "no". Third, interest to participate in political activities. The percentage of voters whose interest to be a successful team, as many as 9 people (9%) stated "yes", while 91 people (91%) stated "no". Attitude and belief of a community of Rimbo Tengah Sub-district in Bungo District Election 2015, it is based on the results of research conducted that is concern for the progress of Bungo District with the percentage of community participation that chose because concern for the progress of Bungo Regency as many as 89 people (89%) stated "yes", while 11 people (11%) stated "no". In line with the findings discussed above, from the analysis of respondent's characteristic that factors influencing political participation in Pasir Putih Urban Village are knowledge about society environment, politics, and interest to participate in political activity and attitude and belief of someone to progress of region. For political party activists and political leaders, to provide more information that can be directly to the community through campaigns and deliver the vision and mission to be done if elected, so that people are confident with their choice.The KPU may conduct a good socialization activity so that the voters understand and know the candidate pairs to be elected.Keywords: Factors, political participation, Pilkada.

Political Participation Of Voters In Elections Of The Mayor Of Padang 2018. Essay Civic Education
This study aims to describe political participation and the factors influencing the political participation of novice voters in the Padang Mayor Election in 2018. This research was conducted to describe the political participation of novice voters in the Padang Mayor Election. Therefore, to describe the political participation of novice voter researchers spread a quetionnaire to 138 respondents. According to Ramlan, 1992; Ramli, (2010) Political participation can be interpreted as the participation of ordinary citizens in determining all decisions concering or affecting his life.This type of research is descriptive with research locations in the Kelurahan Pasar Ambacang. The population in this study amounted to 1.377 novice voters and a sample of 138 respondents with a sampling technique using simple random sampling. Data was collected using questionnaire, interviews and documentation, intruments and analyzed using triangulation. The results of the study of political participation in voting as much as 100%, political discussion 54,58%, of campaign activities 16,67%, form and join 0,24% interest groups and individual communication with political and administrative officials 5,31%. Novice voters at the time of voting use their voting right well. Factors influencing the political participation of novice voters are the curiosity of policies promised by the vision and mission of the candidate pair of mayors and the political awareness of the novice voter of the obligations as Indonesian citizens. ANALISIS REKRUTMEN DAN SELEKSI TERHADAP KINERJA PEGAWAI BADAN PENANGGULANGAN BENCANA DAERAH (BPBD) KABUPATEN ACEH SELATAN 2015
The performance of human resources (SDM) plays an important role in every activity in an organization. The same is true for the Regional Body for Disaster Response (BPBD) of South Aceh. The recruitment and the selection constitute a process conducted by an organization in order to add SDM through some stages. This is aimed to provide enough SDM in order that the management can select qualified employees since SDM needed by an organization depends highly on the procedure of recruitment and selection. The research was an explanatorywhich analyzed the influence of the independent variable of the process of recruitment and selection on the performance of BPBD employees in South Aceh District. The samples comprised 46 respondents. The data were gathered by conducting interviews with questionnaires and analyzed by using multiple regression tests with the level of reliability of 95%.The result of the research showed that there was significant influence of the process of recruitment and selection on the performance of BPBD employees in South Aceh District with the percentage of the influence contribution of 24.3%. The variable which had the most contribution on the employees' performance was the variable of Selection.It is recommended that the management of BPBD of South Aceh and other parties concerned should conduct recruitment and selection of employees in good stages of process so that they can obtain human resources that are able to carry out their jobs according to the vision and mission of BPBD in order that the employees' performance becomes optimal in achieving the organization's goalKeywords: Rekrutmen, Seleksi, Kinerja

Implementation of Billboard Tax Policy in the City of Bandung
This study was titled "Implementation of Billboard Tax Policy in the City of Bandung". This study was backed by the writer's interest in seeing the phenomenon of unachieved billboard tax revenue targets for the past few years, even the realization is below 11% of the target that was set in the City of Bandung. The purpose of this study was to find out and analyze the billboard tax policy implementation in the City of Bandung. This study applied the theory of Soren C. Winter that explains three factors that influence the process of policy implementation. This research used a qualitative research method. The results showed that the implementation of the tax policy billboard in the city of Bandung had gone well but there were still obstacles in organizational and inter-organizational behavior, caused by the lack of coordination that existed between BPPD and Satpol PP. Furthermore, the behavior of the target group was also found that there were still negative responses from billboard organizers who are looking for loopholes so they can be detached from the imposition of billboard taxes. Meanwhile, on the other aspects, it had gone well, such as the street-level bureaucrat's behavior, namely through discretion which was done by making barcodes and working fast without waiting for recommendations from other SKPD to supervise billboards that are considered to be in violation. The commitment indicators of organizational and inter-organizational behavior have gone well because employees' actions were in line with the vision and mission of the organization and the last indicator of positive response to the behavior of the target group can be seen from the support of billboard organizers to help the government supervise and remind the public to be obedient on paying taxes.

TINGKAT PARTISIPASI PEMILIH DENPASAR DALAM PILKADA 2018
Indonesia is a democratic country whose implementation is one of them is carried out through a democratic party called elections. Elections are held regularly in Indonesia which has been regulated by the rules and by the executors called the Electoral Commission. Elections in Indonesia are held to select formations in legislative and executive institutions both at the central and regional levels. Elections at the regional level are often referred to as elections, which are commonly used to select regional heads whether governors, regents, or mayors who are held in turn according to the stage of the period or time period. Elections in Bali after the reform period have been held several times, and it is always interesting to observe in addition to the election results, also related to the level of participation of its people as voters. The purpose of this study is to find out about the level of voter participation, especially in Denpasar at the 2018 election and the factors that affect the participation rate.From the results of the study it is known that the rate of voter registration in Denpasar city for the 2018 election is 63.18% that is in the moderate category. This lack of participation rate can be due to several factors, such as: economic factors of people who tend to vote to remain elected during the election process, factors that candidates or candidates feel are less attractive to them, or may be due to factors in voter data collection techniques. So it is advisable to overcome these factors can be done through the selection of the right election time or setting the election day as a holiday, in addition to socializing the mission vision of the candidate, as well as the systematic and measurable implementation of the stage so that no voter loses his or her voting rights due to technical factors.Keywords : Rate, Participation, Regional Elections, Medium, Factors

The authors are interested in taking the title Evaluation of Policy Implementation of the Integrated Administrative Service District in Central Halmahera, North Maluku. This study aims to determine how the policy evaluation and implementation PATEN enabling and inhibiting factors PATEN policy implementation. The location of this research is in the district of South Weda Central Halmahera in North Maluku province. This study uses the theory Waynes Parson in Palumbo and the size of the policy evaluation is based on the theory that the evaluation process, the evaluation of formative and summative evaluation. policy resources, communication among organizations, characteristic of the implementing agencies, economic, social and political conditions and the tendencies of implementation. This research uses descriptive method with qualitative approach. Data collection techniques are interviews, document analysis and observation. The data obtained were processed with qualitative data analysis. Informants in this study were 1) the Regent of Halmahera, 2) Regional Secretary, 3) Assistant for Public Administration, Law and Authority, 4) Head of Governance Regional Secretariat of Central Halmahera, 5) Head of Integrated Licensing Service Agency, 6) Head Weda South 7) The community served Based on the research results we concluded that the implementation of the PATEN in the district of South Central Halmahera Weda considered not running optimally. This is due not been reflected in the elaboration of management commitment to the programs and activities of the OPD related, yet the drafting SOP to realize the translation of the vision - the mission of the organization, there are no guidelines for minimum service standards, unclear tasks and functions of the technical team so that the conduct of licensing has not been fully included effective, institutional structure did not reflect the needs and interests of improving the service function to society, Inkonsisiten and lack of support of stakeholders in the implementation of technical policy administration services licensing, not optimal formulation of technical policy administration services licensing, weak coordination between leaders and subordinates in the implementation of integrated license service with the technical team in its OPD and has not implemented the promotion and development of quality apparatus BPPT, facilities and infrastructure not meet minimum service standards have not yet optimal application of ICT-based information system ; The authors are interested in taking the title Evaluation of Policy Implementation of the Integrated Administrative Service District in Central Halmahera, North Maluku. The Campaign Strategy of 2019 Presidential and Vice-Presidential Elections on Social Media ; Strategi Kampanye dalam Pemilihan Presiden dan Wakil Presiden pada Pemilu 2019 melalui Media Sosial
Social media has changed the ways of the political campaign to win their candidates. The media has been prepared for disseminating vision and mission of political candidates since social media has been a promising strategy campaign. This study aims to analyze the campaign strategy of the 2019 Presidential and Vice-Presidential elections on Social Media. The method used was descriptive qualitative. The Data sources were obtained through the winning team accounts of Jokowi and Prabowo on Twitter. Data analysis techniques used Nvivo 12 plus through the crosstab feature. The results of the study found that the two winning team accounts on Twitter @BK52bersamaJKW and @PrabowoSandi_ID were very enthusiastic during the campaign. However, in the consistency level of Twitter account @BK52bersama JKW from February to April was not stable during the campaign process. Meanwhile, the Twitter account @PrabowoSandi_ID Twitter from November to December was inactive and it increased in January. Between the two winning teams; the Prabowo team was more enthusiastic in disseminating the candidate by using the hashtag where the percentage level is higher than the winning team of Jokowi. ; Media sosial telah banyak mengubah cara dalam strategi pemenangan kandidat politik. Secara khusus, para kandidat politik telah mempersiapkan media sebagai strategi yang menjanjikan untuk menyampaikan visi dan misi mereka. Penelitian ini bertujuan untuk menganalisis strategi Pemilihan Presiden dan Wakil Presiden pada tahun 2019 melalui Media Sosial. Penelitian ini menggunakan metode kualitatif deskriptif dengan akun Twitter Tim Pemenangan Jokowi dan Prabowo sebagai sumber data. Data kemudian dianalisis dengan menggunakan Nvivo 12 plus melalui fitur crosstab. Hasil penelitian menemukan bahwa dua akun Twitter, @BK52bersamaJKW dan @PrabowoSandi_ID, sangat antusias dalam strategi pemenangan selama kampanye. Akan tetapi, selama kampanye, tingkat konsistensi akun Twitter @BK52bersamaJKW mengalami ketidakstabilan pada bulan Februari hingga April. Sementara akun Twitter @PrabowoSandi_ID tidak aktif pada bulan November dan Desember tetapi mengalami peningkatan pada bulan Januari. Antara tim pemenangan Jokowi dan Prabowo, tim Prabowo lebih antusias dalam penyebaran informasi dalam berkampanye politik melalui hashtag dan memiliki tingkat persentase yang lebih tinggi daripada pada tim pemenangan Jokowi.
