The paper draws on the survey led on 2.500 walloon people in collaboration with IWEPS in 2003-2004. It studies the impact of the belgian law that makes voting compulsory. If it was no longer teh case, who would go on voting ? Results of the survey shows that the constituency would differ rather strongly from what it is now : in particular, amnong the poor people and the less educated would many would drop voting. But it would be the case too of lonely people, for instance or people who feel unsecure. The result would be that the specific demands form those categories would loose much weight in the political process.

In France, after the 2005 riots, both registration and turnout increased sharply during the 2007 presidential election in those places. Yet their inhabitants face numerous social and physical barriers, reducing the likelihood that they would vote. We try to explain this paradox using combined theoretical frameworks from urban sociology, electoral sociology, electoral geography and public policies in a comparative research design. The core hypothesis is that those social groups are increasingly involved in politics and in voting. This study uses several methodological tools involving aggregate data analysis, survey data analysis, polling station observation and field interviews. The results show that public policies designed to influence turnout are sharply divided. However, some important IT managers such as the director of ANSSI, or scientists have clearly distanced themselves. To cope with cyber threats, the Internet voting of French citizens abroad was even abolished on 6 March 2017. In an attempt to resolve these contradictions, we will try to answer the following questions: - What is the benefit/risk ratio, facing technologies that are necessarily imperfect but bring new services? - Why are technical improvements face the intrinsic problem of dematerializing anonymous systems?-Why free software, formal verification or blockchain technology probably can't get us out of this situation? - Knowing that, what precautions or attitudes can Adminstrators Systems & Network and developers have in place today to implement computerized voting services? ; Le vote dématérialisé possède des avantages apparents séduisants et provoque un engouement des nou-veaux responsables politiques nationaux. The new millennium places Africa on the international political stage. In Fact, Africa lives the globalization dynamic in accordance with a gradual transition to a pluralistic democracy. However, the democracy underscores the presence of modern State institutions on rural and traditional societies. In the occidental societies the electoral democracy is originate from a community model. This electoral democracy has gradually changed into a democracy which is taking in consideration the individual opinion and the free expression. This question makes sense in African societies. Due to its geographical localization, the Mali was the best African performer until its exceptional crisis in 2012. Is it possible to consider the 2012 occurrences as a breach in the country's history? What is the country political resiliency? This thesis has been started before those events. The thesis was elaborated on two complementary approaches. In fact, the first part is a quantitative approach composed of local maps and national scale circle. The second part is a qualitative approach composed of three arrivals of local "ideal-types". Those approaches highlight the birth of a hybrid political regulation between local elite which are historically following the occidental modern path and the native representation of the power. Despite a decentralized innovative reform, those origin tensions take place in a local scale since the colonial period. Finally, through an electoral behavior prism, the Malian electoral democracy observation represents an original component of the current sociopolitical comprehension. ; Ce nouveau millénaire place l'Afrique sur la scène politique internationale. Issue d'un modèle communautaire dans les sociétés occidentales, la démocratie électorale a progressivement évolué vers la prise en compte des opinions individuelles. Cette question est également posée dans les sociétés africaines. Par rapport à sa position géographique, le Mali faisait figure de " bon élève " au regard du contexte africain jusqu'à la crise qu'il a connue en 2012. Les évènements de 2012 sont-ils un hiatus dans l'histoire du pays ? Quelle est la capacité politique de résilience du pays ? Cette thèse entamée avant ces évènements, à travers à la fois une approche quantitative (cartes par commune et cercle à l'échelle nationale) et qualitative (approche de terrains dans trois idéaux types communaux), met en évidence la naissance d'un système hybride de régulation politique entre des élites locales historiquement liées à la trajectoire occidentale de la modernité, et les représentations autochtones du pouvoir. Malgré une réforme de la décentralisation innovante, ces tensions ont pour origine des crises récurrentes à l'échelon local depuis la période coloniale. En définitive, l'observation de la démocratie électorale malienne à travers le prisme des comportements électoraux s'avère un élément original de compréhension de la situation sociopolitique actuelle.

This PhD thesis aims at contributing to a better understanding of political change in France and Germany since 1945 by analyzing transformations in the vote of a particular social group: the working-class. Based on survey and election results data, it defends an approach that focuses on change in both the cleavage structures and the issues shaping the political competition. Rejecting the assumption that the working-class is naturally inclined to vote for the left-wing parties, it shows that the working-class voting behaviour depends on the nature of the conflicts that are promoted by political elites. It analyses the dealignment of the working-class in both countries (from the 1960s in Germany, from the end of the 1970s in Germany) and the realignments that occurred since the beginning of the 1980s. Within this framework, it emphasizes the crucial impact of generational replacement: working-class people who vote for right-wing parties or abstain from voting today are not the same than working-class people who voted for left-wing parties yesterday. Finally, it underlines the existence of contextual dynamics and local anchorage of cleavage structures beyond the changes identified in national election studies. ; Cette thèse vise à progresser dans la compréhension des transformations du paysage politique en France et en Allemagne depuis 1945 en analysant les changements du vote d'un groupe social particulier : les ouvriers. L'intervention visait à présenter, à un public international, la longue expérience belge en matière d'obligation de vote. Le rapport est contient quatre sections qui portent respectivement (1) sur l'instauration du vote obligatoire, (2) sur les effets de ce principe, (3) sur les sanctions qui sont prévues par le Code électoral, mais qui ne sont guère appliquées en pratique, et (4) sur la tendance à l'effritement du principe. ; Peer reviewed

This paper outlines a fresh approach to voting as a communicational process. In a context of crisis of representation, recent work in ICS encourages the use of "incommunication" to analyse the relationship that forms during political elections between governors and governed. A diversion by way of political anthropology will lead to mention of Eshu (Elegba, Legba), who in Africa forms a synthesis between communication that is inherent in all forms of power and the individual and collective expression of the guardians of power. ; Le vote constitue une sorte de trou noir des travaux en communication politique conduits en sciences de l'information et de la communication. Quant aux études électorales produites en science politique, elles renseignent de plus en plus précisément sur ce que sont les électeurs et les conditions dans lesquelles ils formulent leurs votes, mais peinent à éclairer ce qu'ils disent. Le présent article vise à tracer le cadre d'une approche renouvelée du vote envisagé comme un processus communicationnel. Dans un contexte de crise de la représentation, de récents travaux en SIC incitent à mobiliser la notion d'incommunication pour analyser la relation qui s'établit, à l'occasion des élections politiques, entre gouvernants et gouvernés. Associated with representative democracy, voting in France is often seen through its results (abstention, blank vote, registration or non-registration on electoral lists, etc.), which suggests that the actual democratic would be characterized by the votes cast. For the citizen, the vote has a meaning that goes beyond the ritual of the ballot box. As a socio-psychological subject, he votes regarding fundamental issues in order to bring out solutions and construct himself through this historical action seen as a powerful, effective and useful. In order to understand the significance of voting as a political act expressed in many social actions, which are based on the psychological foundations of human action, we positioned ourselves upstream and downstream of the vote and considered the voting behavior relatively to knowledge, beliefs, normative, affective dimensions, in short, to the attitude that supports it.The general aim of our research is to specify the conditions that construct the voting behavior. ; Associé à la démocratie représentative, le vote en France est souvent observé à travers ses résultats (chiffre d'abstention, du vote blanc, inscription ou non inscription sur les listes électorales, etc.), ce qui laisse entendre que le fait démocratique serait caractérisé par les suffrages exprimés.
