The article is focused on the interaction of civil society institutions within government organizations. Effective forms of interaction of civil society institutions with government organizations are examined through the prism of public control, mass media and citizens' appeals. Increasing the effectiveness of civil society leads to simultaneous increase in the efficiency of the state. The government focuses its efforts on performing strategically important functions such as defense, state security and citizens' security, foreign policy, formation of the stable financial and fiscal policy.

The article examines postmodern as the crisis in the being of human and society in terms of the unity of theory and practice. There is compares postmodern society with the communist and information. There is analysis some variants of development, especially European society in terms of a new source of passionate impulse: new ethno genesis in connection with the increase in the number of migrants, passionate impetus from the US, China, Russia, emergence of a new syncretic religion. The conclusion is that the difference between the post-modern and the freedom not to have an ontological character are only apparent. Postmodern tolerance is a consequence of the absence of ontological foundation of postmodern existence.

This article presents an introduction to the publication of "Foreword" (1940) — prepared by P.A. Sorokin (1889–1968), a Russian and American sociologist — for the first American edition of "Community and Society" (1887) by F. Tönnies (1855‒1936), a German sociologist. "Foreword" is examined as a standalone theoretical piece in order to complete the historical-sociological facts and circumstances of its creation and publication, the ideological connections of the text in question with any other theories, and above all — with the sociology created by F. Tönnies. In "Foreword", which is filled with references to ideas by major representatives of Chinese, European and Arab cultures and to the social values in their ideological heritage, P.A. Sorokin established the universal character of the social organization types introduced by F. Tönnies — "community and society" ("Gemeinschaft und Gesellschaft" in German) — and stated his ideological affiliation to this dichotomy. Thus, the project for the theory of society and social evolution by P.A. Sorokin has been shown to cover both social forms introduced by F. Tönnies. The identified social values, which constitute an independent foundation for Sorokin's theory of society and social evolution, help in developing the gnoseological aspect of his sociology. The writing of F. Tönnies, as well as P.A. Sorokin's "Foreword", defined their era. They include multiple points for incorporating new ideas in order to expand and evolve the theory of modern society.

Our study of the ideas of organicism in contemporary research on man and society has stemmed from two significant circumstances.Firstly, organicism is an original approach in natural science has a long lineage (dating back to the classical antiquity), and as such it is akin to the natural-scientific approach of the characterological creatology (which is being developed by the author of this article). For this reason, the study of the basic ideas of organicism allows us to clarify some of the key intentions of the characterological creatology. Secondly, the methodology of organicism has been actively used and developed in recent years by Russian scholars of philosophy, sociology, political studies. In part, this interest has been determined by the recent "conservative turn" in Russian society, but it is also due to some specific features in the evolution of the global society.As the author of the article demonstrates, organicism has a large number of predecessors and "founding fathers" in both modern and contemporary philosophy. Among them are European and Russian conservatives, Herbert Spencer's positivist sociologists and many others. But the true origin of organicism, as it is asserted, lies in the philosophical naturalism of Aristotle. The works of Russian scholars of both Soviet and post-Soviet times (Aleksei F. Losev, Aza A. Takho-Godi, Konstantin S. Khroutski) helped us consider the essence of Aristotle's organicism, in particular the special importance of internal (immanent) causality for understanding the process of development. Following K. S. Khroutski, we emphasize the proximity of the Aristotelian position both to classical Russian school of natural science and to the classical natural-scientific characterology (and characterological creatology as well).Special attention is paid to the social applications of organicism, which are dealt with via the cases of contemporary Russian research in social sciences. The three cases are as follows: 1) the study of the phenomenon of the Novgorod Veche (K. S. Khroutski and Anatoly V. Karpov); 2) the analysis of the situation in contemporary Russian state and society (Rimma I. Sokolova); 3) the analysis of the phenomenon of Russian artel (Vitaly V. Averyanov et al.). We conclude by asserting the methodological and philosophical significance of organicism for the study of contemporary development processes. ; Обращение к исследованию идей органицизма в современных науках о человеке и обществе, предпринятое в данной статье, продиктовано двумя важными, с точки зрения автора, обстоятельствами.Во-первых, органицизм представляет собой оригинальный естественно-научный подход, имеющий давнее происхождение (начиная с Античности), и как таковой он является родственным естественно-научному подходу характерологической креатологии (который развивается автором данной статьи). По этой причине исследование основных идей органицизма позволяет прояснить некоторые ключевые интенции характерологической креатологии. Во-вторых, методология органицизма активно используется и развивается в последние годы отечественными исследователями — философами, социологами, политологами. Отчасти это связано с наметившимся в последние годы «консервативным поворотом» внутри российского общества, но также имеет свои причины в закономерностях эволюции глобального социума.Имея ряд предшественников и отцов-основателей в философии Нового и Новейшего времени (европейские и русские консерваторы, позитивистская социология Г. Спенсера и др.), органицизм свое подлинное начало получает в философском натурализме Аристотеля. С опорой на исследования отечественных ученых советского и постсоветского времени (А. Ф. Лосева, А. А. Тахо-Годи, К. С. Хруцкого) рассматривается существо органицистских воззрений Аристотеля, в частности особое значение в его философии внутренней (имманентной) причинности для понимания процессов развития. Вслед за К. С. Хруцким отмечается близость естественно-научных воззрений Стагирита классической русской (российской) естественно-научной школе, делается вывод о параллелях между некоторыми идеями классической естественно-научной характерологии (и характерологической креатологии) и идеями органицизма.Особое внимание уделено социальным проекциям органицизма, рассмотренным на материале современных российских исследований в области социальных наук. Приводятся три примера использования органицистской методологии в анализе: 1) феномена новгородского вече (К. С. Хруцкий и А. В. Карпов); 2) состояния современного российского общества и государства (Р. И. Соколова); 3) феномена русской артели (В. В. Аверьянов и др.). Делается вывод о методологической и мировоззренческой значимости органицизма для исследования современных процессов развития.

The present article is devoted to the study of famous Ottoman historian Kâtip Çelebi's views in the context of Ibn Khaldūn's teaching. The prominent Muslim historian Ibn Khaldūn (1332–1406) adheres to a scientific method in the fi eld of historical studies and gives economic priority over religious in the formation and development of the state and civilization. The political changes in the Islamic world in 15th century (the territorial expansion and culmination of Ottoman Empire) were of the utmost signifi cance to the development of Ottoman historiographical tradition. Ibn Khaldūn's dominate infl uence on Ottoman intellectual thought remained until 20th century; hence the modern Turkish scientists designate this centuries-old tradition as "Ibn Khaldūnizm" (İbn Haldunculuk). Kâtip Çelebi shared Ibn Khaldūn's method of historical criticism. The author considers that Katib Celebi should be viewed not only as historian, but also as an important representative of the Islamic sociological tradition established by Ibn Khaldūn. Kâtip Çelebi rethought and developed Ibn Khaldūn's views on state. ; Катиб Челеби (Хаджи Халифа) — выдающийся османский ученый-энциклопедист, историк и мыслитель XVII в. Политические изменения в исламском мире в XV–XVI вв. (экспансия Османской империи и ее подъем) привели к появлению османской историографической традиции, многие представители которой, в том числе Катиб Челеби, развивали свои учения об обществе и государстве под влиянием средневекового мусульманского историка Ибн Халдуна (1332–1406). Среди наиболее оригинальных аспектов социологической теории Ибн Халдуна — следование в области исторических изысканий критическому и причинно-следственному методам и признание социальных, экономических и географических факторов как основных в развитии общества, государства и цивилизации. Катиб Челеби разделял идею Ибн Халдуна о необходимости использования критического метода и отказа от простого описательства в области исторических исследований. Как и великий арабо-мусульманский историк, Катиб Челеби считал, что развитие общества является историческим процессом, который включает в себя несколько этапов. Он стремился переосмыслить и развить некоторые положения учения Ибн Халдуна о государстве.

В статье рассматривается взаимодействие власти и общества в ходе избирательной кампании в IV Государственную думу Российской империи на материалах Вологодской губернии. Спад общественной активности после окончания Первой российской революции привел к ослаблению внимания населения к избирательным кампаниям, интерес к парламенту как новому политическому институту явно затухал. Однако к 1912 г. в преддверии выборов в IV Думу в Вологодской губернии наблюдалось явное оживление общественно-политической жизни, а также полевение общественных настроений, вызывавшее озабоченность властей всех уровней. В статье рассмотрены действия вологодского губернатора М.Н. Шрамченко по обеспечению избрания в Думу нужных властям правых кандидатов. Накануне выборов в IV Думу в губернии, как и по всей стране, наблюдалась поляризация политических сил – правым кандидатам властей противостояла оппозиция, опиравшаяся на кадетскую партию и умеренных социалистов. Кадеты формально не имели своей организации, но действовали сплоченно и пользовались серьезным авторитетом среди избирателей городской и, отчасти, крестьянской курии. В статье анализируются избирательные лозунги правых и оппозиции, ход избирательной кампании, ее итоги. Особое внимание уделено показу механизмов поддержки правых кандидатов губернской администрацией, использования ею административного ресурса. Делается вывод об очевидно проявившихся в ходе выборов на провинциальном уровне тенденциях к росту оппозиционных настроений и падению авторитета властей. Выборы в IV Государственную думу, несмотря на все ограничения избирательного закона от 3 июня 1907 г., показали очевидный запрос общества на реформирование страны. Однако провинциальные власти на уровне Вологодской губернии не смогли не только ответить на этот запрос, не пойдя на ограниченный диалог с оппозицией, но даже должным образом консолидировать правые силы. Применяя против оппозиции широкий спектр административных мер, губернская администрация еще больше загоняла ситуацию в тупик, что вело к нарастанию противоречий между властью и обществом.
The article deals with the interaction of the authorities and society during the election campaign to the Fourth State Duma of the Russian Empire and is based on the materials of Vologda Governorate. The decline in social activity after the end of the First Russian Revolution led to a certain weakening of the population's attention to election campaigns, and interest in the parliament as a new political institution was clearly fading. However, in 1912, on the eve of the elections to the Fourth Duma, there was a clear revival of social and political life in Vologda Governorate as well as a shift of public sentiments to the left, which caused concern of the authorities at all levels. The article considers the actions of M. Shramchenko, the governor of Vologda, taken to ensure the election to the Duma of the right-wing candidates who were needed by the authorities. On the eve of the elections to the Fourth Duma, polarization of political forces in the governorate as well as throughout the country could be seen: the opposition relied on the Kadet Party and moderate socialists and stood against the right-wing candidates nominated by the authorities. Formally, the Kadets did not have their own organization, but they acted as a united group and enjoyed serious prestige with the voters of the city curia and, to some extent, peasant curia. The article analyzes electoral slogans of the right-wingers and the opposition, the course of the election campaign, and its results. Particular attention is paid to the mechanisms of support for right-wing candidates by the governorate administration and the use of administrative resources by it. The conclusion is made that the opposition sentiments, which were clearly manifested during the elections at the governorate level, tended to grow and the influence of the authorities tended to decline. Despite all the restrictions of the electoral law of June 3, 1907, the elections to the Fourth State Duma showed obvious social demand for reforming the country. However, at the level of Vologda Governorate, the governorate authorities failed to satisfy that demand by entering into a limited dialogue with the opposition and to properly consolidate the right-wing forces. Applying a wide range of administrative measures against the opposition, the governorate administration drove the situation into a dead end even deeper, which led to an increase in contradictions between the government and the public.

In the article, the author focuses on topical issues related to the anthropological crisis of the information society during the pandemic, when the existing ideas about the state and the traditional family in society are questioned, which affects the social, economic, political, and spiritual priorities of sustainable development and transforms the security sphere. In a pandemic in a special way actualizarea Infosphere (media communication, mediaproduction, information and telecommunication technologies, the Internet), mental-ontological format and spiritual equipment of modern personality, which leads to toxic criticism of traditional family values, the distortion of axiological orientations of the person, initiating multidirectional destructive social interactions and structural transformation of the security sector. ; В статье автор акцентирует внимание на актуальных вопросах, связанных с антропологическим кризисом информационного общества в период пандемии, когда ставятся под сомнение существующие в социуме представления о государстве и традиционной семье, что влияет на социальные, экономические, политические, духовные приоритеты устойчивого развития и трансформирует сферу безопасности. В условиях пандемии особым образом актуализируется инфосфера (медиакоммуникации, медиапродюсирование, информационно-телекоммуникационные технологии, интернет), а также ментально-онтологический формат и духовное оснащение современной личности, что приводит к токсичной критике традиционных ценностей, искажению аксиологических ориентаций человека, инициируя разновекторные деструктивные социальные взаимодействия и структурные трансформации сферы безопасности.
