O artigo apresenta reflexões teóricas sobre a produção e organização do espaço sob a influência do Estado. O espaço é entendido como o ambiente que sustenta as relações sociais ao mesmo tempo em que é modificado por elas, sendo compreendido como paisagem cultural. Por meio do sistema de regulação urbanística, o Estado intervém na produção e na organização da paisagem. O objetivo do artigo é discutir fundamentos para a construção da gestão democrática dos municípios brasileiros com o intuito de concretizar a noção de direito à cidade. A discussão é feita mediante pesquisa teórica que articula a formação da urbanística moderna, sua vinculação com a ciência moderna e sua ruptura com a política. A (re)vinculação da urbanística com a política, chave para a concretização do direito à cidade, pressupõe estruturas de gestão democrática. Essas estruturas necessitam de aberturas para a democracia direta, essa, exercida por meio da construção e reconstrução de verdades mediante o diálogo, pressupõe um Estado que provê os mínimos sociais para a redução das desigualdades das estruturas de poder e para a superação da distinção entre as atividades de planejamento e gestão. ; The article presents theoretical reflections on the production and organization of space under the influence of the State. Space is understood as the environment that sustains social relations while being modified by them, being understood as a cultural landscape. Through the urban regulation system, the State influences the production and organization of the landscape. The purpose of this paper is to discuss the foundations for the construction of the democratic management of brazilian cities in order to realize the notion of the right to the city. The discussion is made through theoretical research that articulates the formation of modern town-planning, its link with modern science and its rupture with politics. The (re) linking of town-planning with politics, key to the realization of the right to the city, presupposes democratic management structures. These structures need openings for direct democracy, which, exercised through the construction and reconstruction of truths through dialogue, presupposes a State that provides the social minimums to reduce inequalities in power structures and to overcome the distinction between planning and management activities.

Este artigo pretende, por um lado, explorar as ordenações teóricas que traçam a formação da classe eleita – ou as elites – transcorrendo a sua afirmação da circulação das profissões que acedem ao campo político e, por outro, entrecruzando os estudos de Foucault sobre parresía e elutéria com a noção weberiana de fechamento partidário, compreender o modo como os profissionais da política articulam a sua existência entre a vida civil e a vida estatal. Assim, esta análise orienta-se para a compreensão dos traços distintos dos grupos profissionais, enquanto característica objetiva para acesso e uso do poder em benefício próprio. Assente num estudo, que tem por base o caso dos deputados da Assembleia da República Portuguesa e na constatação que nela predominam "economistas", "advogados" e "professores", enquanto membros ativos, escrutam-se duas ordenações em coabitação nesta classe eleita: por um lado, entre o desapego, a ausência de medo e a capacidade de agir francamente, enunciados como qualidades interiores constituintes do político, e por outro lado, as práticas exteriorizadas com fins acobertados nas estratégias dos aparelhos partidários, formam-se duas configurações de sentido – a do político inteiro e a do político fracionado, ambos cultivados numa coexistência hegemónica, que enuncia, como modo extensivo da política, a transmutação da solidariedade ideológica para a introdução do antagonismo económico. ; This article aims to explore the theoretical structures that influence the formation of the elite class – or the elites – analysing the affirmation of these structures within the circulation of professions that have access to the political sphere, while comparing Foucault's studies on parrhesia and eluteria with Weber's concept of social closure by means of politicl parties, to understand how political professionals articulate their existence between civil society and public service. This analysis is orientated towards understanding the distinct traits of professional groups, as an objective characteristic for access to, and use of, power for personal benefit. Based on a study of MPs of the Portuguese Assembly of the Republic and the finding that "economists", "lawyers" and "teachers" are the predominant professions, detailed analysis is provided of two structures of cohabitation within this elite class: characterised on the one hand, by nonchalance, fearlessness and the capacity to act frankly, enunciated as constituent inner qualities of any politician, and on the other hand, by externalized practices, with hidden goals in the strategies of the party apparatuses. These two structures establish two configurations – that of the full-time politician and that of the fractioned politician, both of which are cultivated in a hegemonic coexistence, which expresses, as an extensive mode of politics, a transmutation of ideological solidarity for the introduction of economic antagonism.

Gender is indeed fully social, but it is also embodied; it concerns the way reproductive bodies enter human history. The steering of the process of social embodiment is inherently political; it is affected by recent changes in the institutional world. Notably, gender relations are re-shaped in colonialism and post-colonial globalization, themselves gendered processes. In the reconfiguration of power, a new kind of ruling class, organized on a world scale, has been emerging; its masculinized leadership is articulated with local patriarchies in the new economy. Unrestrained neoliberal power leads to new levels of commodification of bodies and new patterns of gendered violence. Background: In a society increasingly marked by the logic of contemporary capitalism, education becomes an instrument for the reproduction of alienated labour forces. Objectives: To provide an overview of the characteristics of subjectivity and attitudes of the postmodern subject based on the studies of Fredric Jameson and David Harvey; unveiling the development of techniques for producing more effective ways of subjecting the company culture to neoliberal rationality described by Pierre Dardot and Christian Laval and their influences on the formation of contemporary identities; reflect on the role of education, in particular of scientific education, in overcoming the state of alienation brought about by the capitalist system of neoliberal societies. Design: Articulation between exploratory and bibliographic research, articulated with the theoretical frameworks of Paulo Freire's critical theory and pedagogy. Settings and Participants: Given the typology of the research carried out, articles, books and documents about the capitalist system in neoliberal societies, the educational legislation and Paulo Freire's pedagogy. Data Collection and analysis: Critical reflection on the texts consulted and included in the research. Results: There is a relationship between the subjects constituted from the marketing logic and the role of the school as a reproducer of mechanisms of subjugation to the hegemonic capitalist system; there is also the business and industrial influence in the development of educational policies throughout the history of education. Conclusions: As a possibility of transforming this scenario of alienation from the educational system to hegemonic power, the Freirean conception of emancipatory critical humanist education is presented, in addition to the reproduction of capitalist logic, based on the awareness of subjects based on dialogical pedagogy and the appropriation of the scientific knowledge as a transformer of reality.

The STS movement, which emerged in embryonic in the middle of last century and made over the decades, remains relevant to the society we live in. Thus, it is recurrent the need for a participation of this society in the direction given to the scientific and technological activity, demanding more democratic decisions. In this sense the research is based on the questionings: what is the characterization of educational practices carried out in STS field in Basic Education and in teacher training?; And, as has been the participation of society in scientific and technological development? As objectives, we seek: (i) identify which subjects have participated in decision-making on scientific and technological development, and how; (ii) analyze data referrals in respect of educational practices STS; (iii) to investigate whether the STS assumptions are advancing the Academy to implement educational practices; (iv) to point out horizons for Science Education in the perspective of curricular settings guided by the constitution of a culture of participation. It is a bibliographical research whose methodology was the Discursive Textual Analysis, composed of unitarization, categorization and communication. The corpus of analysis emerged four categories: 1) Limitations practices STS implemented; 2) Methodological aspects of practicas STS; 3) Social participation in the development of ST in classrooms; 4) Justifications for insertion of STS practices.

Reports and suggestion documents by international organizations can be analyzed as discursive representations of power exercising, as long as they disclose relations between supranational organizations and their member countries and delimit the meanings of political fields. During the last 40 years, the development reports have been dealing with those fields and their meanings, which have changed permanently. In the context of the Critical Discourse Analysis, this article reconstructs general structure of reports as genres in which meanings rely on the association of topics and indicators. The general conclusion stands that the meaning changes has influenced in a devaluation of the education, in terms of economic development, and a valuation of the science and has determined a parallel existence of both. ; Los informes y documentos de recomendación publicados por las organizaciones internacionales pueden abordarse como representaciones discursivas del ejercicio de poder en tanto que, por un lado, dejan ver la relación entre los países y organizaciones de nivel supranacional y por otro delimitan el significado de los distintos campos de acción política que son su objeto de análisis. Los informes de desarrollo han abordado dichos campos a lo largo de 40 años, en los cuáles sus concepciones han cambiado de manera recurrente. En el marco de análisis crítico del discurso se reconstruye la estructura general de los informes como un género, en el que se asocian temas e indicadores como formas de significación. Se concluye que el cambio de los sentidos de la educación y la ciencia repercute en una devaluación de la primera, en términos del desarrollo, y en una nueva valoración de la segunda, lo cual determina una existencia paralela entre ambas. ; Os relatórios e documentos de recomendação publicados pelas organizações internacionais podem ser abordados como representações discursivas do exercício do poder, quanto, por um lado, mostram a relação entre países e organizações supranacionais e, mesmo asim, definem o significado dos diferentes campos de ação política que são seu objeto de análise. Os relatórios de desenvolvimento abordaram esses campos por 40 anos, nos quais suas concepções mudaram. Com análise crítica do discurso propõe a estrutura geral dos relatórios é reconstruída como um gênero, no qual temas e indicadores são associados como formas de significância. Conclui-se que a mudança nos sentidos da educação e da ciência tem impacto na desvalorização do primeiro, em termos de desenvolvimento, e uma nova avaliação do segundo, que determina uma dupla existência entre os dois.

In the 1970s, the term "civil society" was reinvented almost simultaneously in Latin America and Central and Eastern Europe.The problems of consolidating democracy are often interpreted as the result of a weakened civil society that has not established itself as an independent arena in the new political system. This article explores the basic similarities and differences in the character of civil society in both regions aswell as asks several questions concerning its relations with political regimes and the role of social movements international nongovernment organizations in theformation of civil society. ; Nos anos 1970, o termo "sociedade civil" foi reinventado quase simultaneamente na América Latina e na Europa Central e Oriental. Os problemas com a consolidação da democracia são freqüentemente interpretados como resultado de umasociedade civil fragilizada, que não se estabeleceu como arena independente no novo sistema político. Este artigo exploraas similaridades e diferenças básicas no caráter da sociedade civil em ambas asregiões e faz alguns questionamentos acerca das relações com os regimes políticos bem como sobre o papel dos movimentos sociais e das organizações nãogovernamentaisinternacionais na formação da sociedade civil.

Apesar dos últimos anos não registrarem mudanças significativas nos indicadores da tuberculose no Brasil, há clara modificação no cenário político do enfrentamento dessa doença, no qual se destaca o aparecimento da sociedade civil. São feitas considerações sobre as condições que contribuíram para o seu aparecimento, tais como a origem, a composição, as ações, os parceiros e as perspectivas da mobilização social. Em função de iniciativas para o controle da tuberculose no âmbito internacional e de empreendimentos para incentivar a mobilização social nos níveis estaduais e municipais, o governo federal passou a imprimir uma política mais consistente e coerente, passando também a incluir a sociedade civil em suas ações. Mesmo sendo um ator reconhecido pelo poder público e considerado estratégico para o êxito das ações de controle da tuberculose, a participação comunitária requer incentivos e apoio constante de outros setores. ; Although no significant changes in the tuberculosis indicators have been registered in Brazil in recent years, there is a clear shift in the political scenario regarding the manner this disease has been tackled, with the appearance of civil society standing out. Considerations about the conditions that contributed to its emergence are made, such as the origin, composition, actions, partners and perspectives on social mobilization. Due to initiatives for tuberculosis control on an international level and attempts to encourage social mobilization on state and municipal levels, the Brazilian federal government began to engage in a more consistent and coherent policy, also including civil society in its actions. In spite of being an actor acknowledged by the public power and considered strategic for the success of tuberculosis control actions, community participation requires incentives and constant support from other sectors.

A televisão chegou à Colômbia em 1954 como uma plataforma politica da ditadura militar e como parte de um projeto de modernização que tentava criar uma ideia de nação a partir da cultura e a educação. Com o tempo adquiriu uma importância que iria muito para além das ideias iniciais do Estado, assumindo um papel ativo dentro da sociedade, acompanhando suas mudanças e muitas vezes, ocasionando-as. A singularidade da televisão colombiana está dada pela combinação de diferentes graus de presença do Estado e da empresa privada, que não a colocam do lado de experiências públicas ou privadas, mas em um híbrido de televisão pública comercial. Esta característica descreve tanto um modelo de negócio quanto um papel da televisão como ator social, um rol que se transforma com o tempo e com as mudanças da sociedade. Considerando estas características, a partir de uma analise documental, o artigo explora a relação que a televisão tem estabelecido com a Colômbia como nação em diferentes momentos, levando em conta as mudanças tanto do meio como do país. A analise permitiu observar a importância da televisão na ampliação de oportunidades educativas, na modernização e secularização progressiva do país, as possibilidades inclusivas do meio, a preponderância da ficção como relato nacional e do humor como crítica social, entre outras.

First stated at the end of the last century, the inclusive education proposal had more significant effervescence in the first decade of the current century, as we verified in the scope of the research, studies, and legislative enactments. Nevertheless, the educational process of people with disabilities is precarious in Brazil and worldwide. That is evident both by the unavailability of basic accessibility resources and services and the persistence of beliefs and attitudes that hinder the decent educational inclusion of these people. This article aims to reflect on the educational inclusion of people with disabilities in the contemporary context, taking as a reference the critical theory of society, mainly the studies of Adorno (1970/1995, 1972/2010). It also analyses the need to expand the focus on this issue beyond the specificities of people with disabilities. In parallel, this text points out the need to foster individuals' formation in the educational environment capable of recognizing the humanity within all and each of us. It is considered that this will only be truly possible when the educational systems assume the commitment to the formation of human values that awaken us to perceive similarities and differences in the other as natural aspects of human diversity that constitute us. This change largely depends on proper formation supported by the individuals' critical self-reflection and society, concomitantly. Otherwise, we will be increasingly exposed to barbarism, resulting from a pseudo-formation/semi-formation that still prevails in most institutions. ; A proposta de educação inclusiva, iniciada no final do século passado, obteve maior efervescência na primeira década do século vigente, conforme verificamos no âmbito das pesquisas, estudos e promulgações legislativas. Todavia, no Brasil, assim como em muitos países do mundo, o processo educacional de pessoas com deficiência ainda é permeado por muita precariedade, evidenciada tanto pela indisponibilidade de recursos e serviços básicos de acessibilidade, quanto pela manutenção de crenças e atitudes que impedem a inclusão educacional digna dessas pessoas. O presente artigo visa refletir acerca da inclusão educacional das pessoas com deficiência no contexto contemporâneo, tomando como referência a teoria crítica da sociedade, sobretudo os estudos de Adorno (1970/1995, 1972/2010). Analisa-se, também, no decorrer deste trabalho a necessidade de ampliação do olhar em relação a essa temática para além das especificidades que possuem as pessoas com deficiência. Ademais, buscou-se, paralelamente, apontar a necessidade de fomentar no ambiente educacional uma formação que permita ao indivíduo reconhecer a humanidade contida em todos(as) e em cada um(a). Considera-se que isso só será verdadeiramente possível quando os sistemas educacionais assumirem o compromisso com a formação de valores humanos que nos despertem a perceber nos outros semelhanças e diferenças como aspectos naturais da diversidade humana que nos constitui. Esta mudança depende, em grande medida, de uma verdadeira formação, amparada na autorreflexão crítica dos indivíduos e da sociedade, concomitantemente. Do contrário, ficaremos cada vez mais expostos à barbárie, resultante de uma pseudoformação/semiformação, que ainda impera na maioria das nossas instituições.
