The author is deconstructing the logics and the consequences of 'structural adaptation' to the laws of the market and profit in Serbia from the 1960s until today. The paper consists of three systematic parts. The first one is a description of the period from 1965 to 1991. It is shown that the roots of capitalist restoration can be found in economical reforms undertaken within nominal socialism, which opened the way for a more free action of the market mechanisms. The second part of the paper is dedicated to the so-called 'Milosevic period' (1991 - 2001) during which, under the auspices of degenerated political capitalism and in a blocked context, the process of structural adaptation continues, in favour of the continuative nomenclature of the former collective owners, or the new class of lumpenbourgeoisie information. The third part is an analysis of the neoliberal period after the 'democratic' changes in 2001 and the character of its own comprador political capitalism, which enters the final phase of the structural adaptation and redistribution of wealth towards the higher classes. Based on the results of the analysis, the author concludes that the process of a decade of destruction of Serbian society was conditioned by an agenda, i.e. it was conditioned by class interests. The author analyzes the ambivalence of liberalism regarding political & economic freedoms. While classical liberals advocated individual freedom vs the aristocratic state, modern liberals advocate the controlled rule of the majority by means of the state & the law. Since their original idea of the freedom of private ownership led to the creation of boundless wealth, they have sought ways of limiting state ownership & establishing an intermediate category of ownership. However, the advocacy of intermediate ownership & intermediate state does not suffice for a success at the polls, so liberals have adopted the conservative concept of the protection of public good from the fury of private interests. Today's marginalization of liberal parties has not prevented liberal ideas to penetrate into the programs of all democratic parties. Talovci su tijekom XV. st. pripadali krugu najmoćnijih rodova Ugarsko-Hrvatskog Kraljevstva. Zahvaljujući velikomu bogatstvu, temeljenom na prihodima s mnogobrojnih posjeda na području današnje Hrvatske, Slavonije i Austrije, tradicionalnoj obiteljskoj politici odanosti ugarsko-hrvatskom kralju Sigismundu Luksemburgovcu i njegovim nasljednicima na prijestolju te ženidbenim vezama s uglednim srednjoeuropskim velikaškim obiteljima (Alšanski, Levanjski), Talovci su se od sitna plemstva s kraja XIV. st. tijekom prva tri desetljeća XV. st. uzdignuli u jednu od najmoćnijih velikaških obitelji Ugarsko-Hrvatskoga Kraljevstva. ; The Talovac nobility belonged in the 15th century to the circle of the most powerful noble families in Croatian-Hungarian Kingdom. Due to their extreme wealth, which they thanked to the profit collected from numerous estates across the territory of present Croatia, Slavonia and Austria; the traditional family policy of loyalty to Croatian-Hungarian king Sigismund of Luxembourg and his successors to the throne; as well as to matrimonial bonds with distinguished central-European aristocratic families (Alsace; Levant), the Talovac nobility had –during the first three decades of the 15th century – risen from lower aristocracy of the end of the 14th century to one of the most powerful noble families in Croatian-Hungarian Kingdom.

Pedeset godina nakon stjecanja neovisnosti države Afrike su i dalje u lošijoj ekonomskoj situaciji nego ostatak svijeta. Cilj ovog rada je analizom dostupnih znanstvenih radova i literature ocijeniti predstavljaju li državne granice prepreku ekonomskom razvoju Afrike. Granice koje su ucrtavali kolonijalni vladari uzrok su brojnim ratnim sukobima. Brojni narodi u Africi su dolaskom kolonizatora izgubili svoje države i kraljevstva. Važan segment kulturnog identiteta nekog naroda je granica. Granice su podijelile narode između dviju ili više država te im znatno otežale položaj u novostvorenim državama. Afričko rudno bogatstvo predstavlja problem u pograničnim područjima, gdje je nerijetko dolazilo do ratnih sukoba. Međunarodni sud pravde je u zadnjih pedeset godina riješio brojne granične sporove, no brojni su ostali neriješeni. Na prostoru Afrike djeluje mnogo međunarodnih i regionalnih ekonomskih organizacija koje pokušavaju potaknuti ekonomski rast i razvoj Afrike. Sadržaj diplomskog rada dobra je podloga nastavnicima geografije za pripremu i izvedbu nastavnih sati za realizaciju ishoda u četvrtom razredu gimnazije o državnim granicama. ; Fifty years after independence, African countries are still in a worse economic situation than the rest of the world. The aim of this paper is to analyze the available scientific papers and literature to assess whether state borders are an obstacle to the economic development of Africa. The borders drawn by the colonial rulers are the cause of numerous war conflicts. Numerous peoples in Africa lost their states and kingdoms with the arrival of the colonizers. An important segment of a nation's cultural identity is the border. Borders divided peoples between two or more states and made their position in the newly created states much more difficult. African mineral wealth is a problem in border areas, where war conflicts have often occurred. In this article, the author relates the role of money & finances with the basic structuring of social relations. Money is the only universal form of social wealth, its measure & its meaning. Up to the present, however, the economic theory has been underestimating & overlooking money's politico-economic role. This is revealed most radically in periods of major financial & economic crises. Consequently, the author points out that today's economy of depression often depresses the economists themselves & their science. Bidet's theory of modernity, along with Habermas's, is the last large-scale attempt at theoretical explanation of the social totality, but his theoretical reconstruction of society by means of underlying "metastructures" is based on non-financial & non-monetary forms of social mediation. In contrast, the author of this article seeks to prove that precisely money & finances belong to the central metastructure of market society. What is important here is not only the subversive role of money as the monopoly-holding & political good in the exchange, but also its financial form of debt, resulting from the particular social role of debt accumulation. Society is connected with debt accumulation, & the economic sovereignty of money is its political legitimacy as debt. Therein lies its sociality, the foundation of underlying communication & of cooperation as metastructure of market society development. The present-day crisis has propelled the debt accumulation problem to absurd levels. It has brought to light that the greatest contradictions of today's market society are based on the economic & social globalization of finances. Contemporary capitalism is a genuine financial capitalism, which is why there can be no solution without a politico-economic & cultural reconstruction of the monetary regime & of financial economy. Odlikovanja Španjolske u Zbirci odlikovanja Hrvatskoga povijesnog muzeja nisu zastupljena u velikom broju i ne mogu reprezentirati svu kulturnu raznolikost i umjetničko bogatstvo te zemlje. Nedostaju stari viteški redovi, poput Vojničkoga viteškog reda Alcantara, Vojnoga viteškog reda Calatrava, "noviji" ordeni, poput Vojnog ordena San. Fernanda i Vojnog ordena Sv. Hermenegilda. Kada bi se zbrojili svi španjolski redovi i odlikovanja tijekom stoljeća, njihovi stupnjevi i varijante, bilo bi ih impozantnih nekoliko stotina. Dakako, skupiti ih sve na jednom mjestu nemoguća je misija i za velike španjolske kolekcije odlikovanja, a kamo li za kolekcije u našoj sredini. Većina španjolskih odlikovanja potječe iz darovane Zbirke odlikovanja dr. Veljka Malinara, a nekoliko lijepih primjeraka stekli smo i razmjenom sa zagrebačkim kolekcionarom Tomislavom Muhićem. Do 1990. godine Hrvatski povijesni muzej nije imao niti jedno španjolsko odlikovanje, a sada ih ima ukupno dvadeset i tri. ; The Croatian History Museum does not have many Spanish decorations in its Collection of Decorations and they are not representative of all the cultural diversity and art wealth of this country. There are no old orders of chivalry such as the Military Knightly Order of Alcantara, Military Knightly Order of Calatrava, "newer" orders such as the Royal Military Order of St Ferdinand and the Royal and Military Order of San Hermengildo. If all the Spanish orders and decorations, their classes and variants during the centuries were to be added up, an imposing number of several hundred would be reached. Even the great Spanish collections of decorations find it almost impossible to collect them all in one place, let alone a collection in Croatia. Most Spanish decorations in the collection of the Croatian History Museum are part of the donated Collection of Decorations of Dr Veljko Malinar, and several fine specimens were acquired by exchange with the Zagreb collector Tomislav Muhić. Until 1990 the Croatian History Museum did not have any decorations from Spain, it now has a total of twenty-three.

U ovom radu istražuje se veza između gospodarskog rasta i razvoja tržišta dionica u regiji GCC, a to je Vijeće za suradnju arapskih država Zaljeva, odnosno Saudijske Arabije, Bahreina, Ujedinjenih Arapskih Emirata, Omana, Kuvajta i Katara u razdoblju od 2000. do 2017. godine. Generalizirani linearni mješoviti model (GLMM) primjenjuje se kako bi se utvrdila povezanost i priroda odnosa. U usporedbi s konvencionalnim regresijskim modelima, GLMM pruža pouzdanije rezultate uzimajući u obzir podatke koji nedostaju i uklanja razlike specifične za pojedine zemlje. Ovim istraživanjem se potvrđuje značajna pozitivna povezanost između likvidnosti na burzi (SML) i realnog bruto domaćeg proizvoda (BDP) po stanovniku, kao i da je negativna povezanost između tržišne kapitalizacije (SMC) i BDP-a dugoročno beznačajna. Rezultati također ukazuju da su SML i SMC značajno i pozitivno povezani. Uzimajući u obzir da uspješne burze mogu povećati nacionalno bogatstvo, smanjiti preveliku ovisnost o nafti kao glavnom faktoru gospodarskog rasta, rezultati sugeriraju da bi kreatori politike u regiji trebali imati aktivniju ulogu u stimuliranju svojih tržišta dionica uključujući i globalnu integraciju. ; This paper attempts to test the relationship between economic growth and equity market development in GCC region which is the Cooperation Council for the Arab States of the Gulf, namely, Saudi Arabia, Bahrain, the United Arab Emirates, Oman, Kuwait and Qatar over the period of 2000 and 2017. The Generalized Linear Mixed Model (GLMM) is adopted to find the nexus and the nature of the relationship. Compared to the conventional regression models, GLMM provides a more reliable conclusion accounting for the missing data and eliminate the country specific differences. The study finds a significant positive association between stock market liquidity (SML) and per capita real gross domestic product (GDP) but insignificant negative association between stock market capitalization (SMC) and GDP in the long run. The results also indicate that SML and SMC are significantly and positively correlated. Considering well-performing stock markets can enhance the nation's wealth, reduce the over-dependence on oil as a major contributor to the economic growth, the results suggest that policy makers in the region ought to play more active role to stimulate their equity markets together with global integration.

RIJEČ UREDNIŠTVAZa tematiku i aktualnost ove rubrike Šumarskoga lista očito nije potrebno brinuti. Naime, svako malo mediji nam prenose vijesti o novim nesporazumima pa i sukobima šumarske struke i amaterskih udruga, koje si umišljaju da sve znaju o šumarstvu. Interesantno, primjerice u kirurgiju se ne petljaju! Tako ovih dana u Glasu Istre čitamo: Nastavlja se fajt oko Motovunske šume – Tartufari uzvraćaju udarac: Hrvatske šume ponašaju se kao feudalac! Šire o tome pisat ćemo na temelju egzaktnih podataka u jednoj od rubrika sljedećeg dvobroja Šumarskoga lista. Ovdje ćemo komentirati Zakon i ulogu Hrvatskih šuma d.o.o.Feudalizam je oblik društvenog odnosa koji je prevladavao u srednjem i dijelu novoga vijeka, ukinut 1848. godine, a feudalac je vlasnik zemljišta za kojega drugi rade. Da li su Hrvatske šume d.o.o. vlasnik zemljišta-šume i da li odgovaraju tome kriteriju? Za odgovor na ovo pitanje pozivamo se ponajprije na zakon, u ovome slučaju Zakon o šumama, koji u članku 2. (1) kaže: Šume i šumska zemljišta dobra su od interesa za Republiku Hrvatsku te imaju njezinu osobnu zaštitu, a u istom članku (3) Vlada Republike Hrvatske upravlja šumama i šumskim zemljištem u interesu Republike Hrvatske, prema u daljnjem tekstu navedenim načelima. Članak 3. (1) navodi: Šume i šumska zemljišta specifično su šumsko bogatstvo te s općekorisnim i gospodarskim funkcijama šuma uvjetuju poseban način planiranja, gospodarenja i korištenja na načelu održivog gospodarenja šumama. (2) Održivo gospodarenje šumama znači korištenje šuma i šumskog zemljišta na način, i u mjeri, koja održava njihovu bioraznolikost, produktivnost, kapacitet za regeneraciju, vitalnost i potencijal da trenutačno i ubuduće ispune odgovarajuće ekološke, gospodarske i društvene funkcije na lokalnoj, nacionalnoj i globalnoj razini te koja ne uzrokuje štetu drugim ekosustavima. Po tome načelu potrajnosti, hrvatskim šumama šumarska struka gospodari već više od 250 godina. Uz gospodarske funkcije šuma (proizvodnju drvnih sortimenata, proizvodnju šumskog reprodukcijskog materijala i proizvodnju nedrvnih šumskih proizvoda), treba imati na umu da ona osigurava i njene općekorisne funkcije navedene u članku 4. (1) do (9). Dakle, u gospodarenju s tim najsloženijim ekosustavom nema mjesta amaterizmu i interesnim skupinama! Žalosno je i nelogično, ali istinito, da je politika koja treba strogo zagovarati Zakon, češćesklonija njima nego struci. Imajući u vidu prethodno rečeno o šumi kao specifičnom šumskom bogatstvu, logično je da operativno njima može upravljati i gospodariti specifična pravna osoba koja posjeduje potrebnu infrastrukturu, opremu i posebice visoko stručne kadrove. Kada je riječ o visokostručnim kadrovima opetovano ističemo, kako se još u 19. stoljeću odlučilo da šumama trebaju upravljati i gospodariti fakultetski obrazovani stručnjaci, pa ističemo da je i šumarska fakultetska nastava u Hrvatskoj uspostavljena već 20. listopada 1898. godine. Stoga je logično da upravljanje i gospodarenje šumama Vlada Republike Hrvatske povjerava javnom šumoposjedniku Hrvatske šume d.o.o. čiji je osnivač. Članak 44. (1) propisuje: Javni šumoposjednik i Ustanova (kada se radi o zaštićenim šumama) dužni su osigurati zaštitu šuma i šumskih zemljišta u vlasništvu Republike Hrvatske od protupravnog prisvajanja, korištenja i drugih protupravnih radnji te provoditi šumski red. Iz svega je razvidno da je sve zakonom propisano i da su Hrvatske šume d. o. o. provoditelj Zakona o šumama, a nikako feudalac. No, kada raspravljamo o stanju u našoj Državi, počevši od društvenih odnosa, gospodarstva, pa sve do prevelikog uvoza "svega i svačega", svima su "puna usta" Pravne države, naravno samo kada to njima ide u prilog, a briga ih za opći interes.Uredništvo ; EDITORIALWe should never be concerned about the themes and topicality of this column of Forestry Journal. Every now and then the media reports on the latest misunderstandings and even conflicts between the forestry profession and amateur associations which imagine that they know everything about forestry. Interestingly, they never meddle in surgery, for example. The Voice of Istria recently wrote: The battle of the Motovun Forest continues - Truffle hunting people strike back: The company Croatian Forests Ltd behaves like a feudal lord! This topic will be dealt with more extensively on the basis of exact data in one of the columns of the next double issue of Forestry Journal.Feudalism is a form of social system that prevailed in the Middle and part of the New Age and was abolished in 1848. A feudal lord was a land owner who had other people working for him. Is the company Croatian Forests Ltd the owner of the land - forest and does it match these criteria? To answer these questions we should first consult the law, in this case the Forest Law. Article 2 (1) of the said Law states: Forests and forest land are natural goods of interest to the Republic of Croatia and enjoy its particular protection. In the same article (3) it is stated that the Government of the Republic of Croatia manages forests and forest land in the interest of the Republic of Croatia according to the principles listed further on. Article 3 (1) states: Forests and forest land constitute specific forest wealth and together with non-market and market forest functions dictate a particular manner of planning, management and usage according to the principles of sustainable forest management. (2) Sustainable management of forests means using forests and forest land in the manner and to the extent to which it maintains its biodiversity, productivity, regeneration capacity, vitality and potential to, now and in the future, fulfil the relevant ecological, economic and social functions locally, nationally and globally without inflicting harm to other ecosystems. The Croatian forestry profession has applied the principle of sustainability to Croatian forests for over 250 years. In addition to commercial forest functions (production of wood assortments, production of forest reproductive material and production of non-wood forest products), we should bear in mind that it also ensures its non-market functions listed in article 4 (1) to (9). Therefore, management of this most complex ecosystem excludes amateurism and interest groups! Sadly and illogically, but true, politics which should strictly enforce the Law, is more often inclined to them than to the profession. In view of what was said above about the forest as specific forest wealth, it is logical that it should operatively be managed by a specific legal entity which has the necessary infrastructure, equipment and highly skilled personnel in particular. As for highly skilled personnel, we repeatedly point out that it was decided no later than 19th century that forests should be managed by academically educated experts. Furthermore, the university forestry education in Croatia was established as early as 20th October 1898. It is logical, therefore, that the Government of the Republic of Croatia entrusted the company Croatian Forests Ltd, a public forest owner which it founded, with forest planning and management. Article 44 (1) states: The public forest owner and Institution (in case of protected forests) are obliged by law to ensure the protection of forests and forest land owned by the Republic of Croatia from unlawful appropriation, use and other illegal activities, as well as enforce the forest order. Clearly, everything is regulated by law: hence, the company Croatian Forests Ltd is the law enforcer and by no means a feudal lord. Yet, when we discuss the situation in our State, starting from social relations, economy and excessive import of "anything and everything", we all swear by the legal State, but only when it is in our favour, while public interest is of no concern whatsoever.Editorial Board

U Vijestima iz sektora, u svom napisu gosp. Borislav Škegro pod naslovom "Može li državni holding biti učinkovit? Bude li se vodio logikom profita, bit će dividenda!" za primjer navodi poslovanje (odnos) šumarstva i drvoprerađivačke industrije. Kaže kako drvoprerađivačka industrija bilježi sjajne rezultate u proizvodnji, izvozu i zapošljavanju, ali ne zadovoljava potražnju, jer je ograničavajući čimbenik nedostatak drvne sirovine (nema dovoljno drva kaže on). To smatra apsurdnim, "jer u šumama danas postoji višak drva – kod hrasta npr. i do 1/3 ukupne mase". Te povećane količine drvoprerađivačka industrija bi u kešu platila, zaposlila nove ljude, izvezla, naplatila i platila povećane poreze, "ali to nikako ne ide – nitko ne traži dividendu", kaže on. Poruka je očito novom ministru "da za početak upiše dodatnih 200 mil. kuna dividende kao prihod proračuna", pa će biti "drva k'o u priči, a dividenda i poreza k'o drva".Obrazlažući uvodno način poslovanja holdinga navodi kako se mjeri samo prinos na uloženi kapital i nema drugih ni trećih "socijalno osjetljivih, generalno razvojnih društvenih kriterija . dividenda postaje značajni neporezni dio prihoda državnog proračuna .nema opravdanja za zadržavanje radnih mjesta i socijalnim, lokalnim i političkim kriterijima". Tu imamo navode i nekih drvoprerađivača da bi trebalo zabraniti izvoz trupaca, te da potrošimo 200 mil. dolara na uvoz namještaja od hrvatskih trupaca koje smo jeftino izvezli – na taj način rasipamo nacionalno bogatstvo.Što se tiče šumarstva, na tragu potpuno laičkog razmišljanja gosp. Škegre da se može sjeći koliko kome treba, a ne prema Gospodarskoj osnovi, slično razmišljanje dijeli i predsjednik Udruge poslodavaca, a ono se ponajprije odnosi na cijenu drvne sirovine – kada bi ona bila niža (a sada je najniža u EU), onda bi hrvatska drvoprerađivačka industrija bila konkurentna. Prvome možemo odgovoriti da su etatne mogućnosti ograničene i da se u duhu načela potrajnog gospodarenja u šumarstvu sječe nešto ispod godišnjeg prirasta drvne mase, a ne koliko prekapacitirana pilanska prerada traži, pa nema govora o tome da će biti drva k'o u priči, a onda i dividenda. Njih može biti samo ako se naša drvoprerađivačka industrija posveti smanjenju ostalih 80 % troškova proizvodnje, a ne da stalno plače nad previsokim troškovima drvne sirovine, koji u strukturi troškova čine maksimalno 16-20 %. Osim toga, mora se držati načela da najkvalitetniju sirovinu maksimalno finalizira u proizvod s najvećom dodanom vrijednosti. Na to je, sigurni smo, jedino može prisiliti tržišna cijena drvnih sortimenata. Isto tako potrebno je okrenuti se najnovijim tehnologijama i ulaganju u znanje na svim razinama. Slažemo se da treba zabraniti izvoz trupaca, jer smo u dosadašnjim tekstovima u ovoj rubrici između ostalog naveli da 8 m3 izveženih trupaca znači da izvozimo jedno radno mjesto. No, koliko je nama poznato, osim nekih mekih listača i proizvoda neinteresantnih za naše drvoprerađivače, Hrvatske šume d.o.o. ne izvoze trupce, ali znamo da to čine neki drvoprerađivači, tako da dio ugovorenih količina po netržišnoj cijeni upravo radi izvoza "kamufliraju" u razne oblike minimalne pilanske prerade (prizme, fličevi, grede, četvrtače i sl.). Glede uvoza namještaja mišljenja smo da bi svatko rađe kupio domaći ako je jefiniji i barem jednako kvalitetan kao uvozni – zašto on to nije neka odgovore drvoprerađivači koji imaju domaću sirovinu po netržišnim cijenama i tako reći na svom lageru gotovo bez troškova transporta. Upravo o rasipanju nacionalnog bogatstva pisali smo u više navrata, ponajprije govoreći o šumarstvu kao specifičnoj gospodarskoj grani, a ne onoj kako je vidi gosp. Škegro i privatnici drvoprerađivači. Osim toga, očito se uzaludno trudimo upozoriti da šuma ima osim sirovinske uloge i onu ekološku, socijalnu i ekofiziološku, koje su višestruko vrjednije od sirovinske, pa je gospodarenje šumom upravo suprotno od prethodno proklamiranog "holdinškog pristupa". Svakako, kada to nismo napravili do sada, a o tome smo pisali u Šumarskome listu br. 11-12/2014., vrijeme je da se konačno zacrta konzistentna šumarska politika, kojoj treba pridodati i drvoprerađivačku industriju koja će se novo-sačinjenim strategijama provoditi. Time ćemo izbjeći nakaradna "mlečanska" razmišljanja o šumi i ukloniti netržišini odnos šumarstva i drvoprerađivačke industrije te odrediti ispravan status šumarstva u hrvatskome gospodarstvu. Uredništvo ; In his article entitled "Can a state holding company be efficient? If governed by the logic of profit, there will be dividends!", Mr Borislav Škegro illustrates his standpoint with the example of the forestry and wood processing industry business (relationship). According to him, the wood processing industry records outstanding results in the production, export and employment, but cannot satisfy the demand because it is faced with the limiting factor of the lack of raw wood material (there is not enough wood, says he). He thinks this is absurd, because "there is a surplus of wood in the forests today – up to one third of the total mass of oak, for example." The wood processing industry would pay for these excess quantities in cash, it would employ new labour force, it would export, earn and pay increased taxes, but "it just does not work – nobody wants dividends", says he. Evidently, a message for the new minister is to "for a start, add the additional 200 million kuna of dividends to the budget income"; by doing so, there will be "wood in excess, and dividends and taxes in abundance". When he expostulates on the manner of how a holding company conducts business, he says that only income from the invested capital is measured and that there are no second or third "socially sensitive, generally developmental social criteria . a dividend becomes an important part of the tax-exempt income of the government budget . there is no justification for preserving working places and for the social, local and political criteria". There are also opinions of some wood processing companies which require a ban on the export of logs. They point out that we spend 200 million dollars on the import of furniture made of Croatian logs that were exported cheaply – which is a way of squandering our national wealth. With regard to forestry, the uninformed musings of Mr Škegro, according to which one can fell as much timber as he or she needs, and not according to management plans, are complemented by similar thoughts of the president of the Employers' Association, which concern primarily the price of raw wood: if it were lower (although currently it is the lowest in Europe), then the Croatian wood processing industry would be more competitive. The first gentleman should be informed that the capacities of the annual cut are limited and that in the spirit of the principle of sustainable management, forestry follows the principle of cutting slightly below the annual wood mass increment and not according to the demands of the over-capacitated sawmill processing. Therefore, it is out of the question that there will be wood in excess and dividends in abundance. There can be dividends only if the Croatian wood processing industry applies itself to cutting down on the 80% of production costs, rather than constantly lamenting on the excessively high price of raw wood material, which accounts for a maximum of 16–20% in the cost structure. In addition, it should do its utmost to use the best quality raw material in the final product with the highest added value. We are sure that the wood processing industry can be forced to do the aforesaid only by market prices of wood assortments. Another step to take is to turn to cutting edge technologies and investment into knowledge on all levels. We agree that log export should be banned, because we have already pointed out in previous texts that 8 m3 of exported logs equals one exported work place. However, as far as we know, apart from some soft broadleaves and products which the Croatian wood processors are not interested in, the company Hrvatske Šume Ltd does not export logs, unlike some wood processors. This means that for the sake of export, they "camouflage" a part of the quantities contracted at a non-market price into different forms of minimal sawmill products (Count, Flitch, Square and similar). As for imported furniture, we are confident that people would rather buy a home-made piece of furniture on condition that it is cheaper but of equal quality as the imported one. Why it is not cheaper and of good quality rests on our wood processors, who have home raw material available at non-market prices and at almost no transport costs. Our articles have repeatedly pointed at squandering the national wealth when writing about forestry as a specific economic branch, but not as an economic branch viewed by Mr Škegro and some private wood processors. Obviously, in vain have we tried to explain that apart from its raw material role, the forest also has other roles, such as the ecological, social and eco-physiological roles, which are several times more valuable than the raw material role. Consequently, managing a forest is in stark contrast with the proclaimed "holding approach". It is high time we finally formulated a consistent forestry policy (we wrote about this in Forestry Journal 11-12/2014), adding to this the wood processing industry, which should implement the newly-formulated strategies. By doing so we will put a stop to absurd irrational contemplations on forests, do away with non-market relationships between forestry and wood processing industry, and define an adequate status of forestry within Croatian economy. Napor na uključenju načela održivosti u osnove prostornog planiranja u današnjem postsocijalističkom svijetu traži nove odnose između ustaljenih i suvremenih sudionika. Pojedini interesenti uključeni u razvoj, upravljanje i politiku djeluju na ishod regionalnih i urbanih sustava u Hrvatskoj ponekad bez obraćanja pozornosti na održivost. Njihovo djelovanje pokazuje nedostatak svijesti i negativan odnos prema održivosti u planerskoj praksi gdje je glavni cilj unaprijediti kakvoću života sadašnjih i budućih naraštaja. Bez dobrih ideja o nosivim kapacitetima i održivosti, neki od ovih sudionika zanemaruju planerska znanja i ekspertizu (CAVRIĆ, NEDOVIĆ – BUDIĆ, 2007.). Vještinama i znanjima planeri ih savjetuju, međutim, glavna pokretačka sila još je uvijek politički utjecaj. Takvi predlagači uspijevaju zaštititi svoje osobne probitke glede prostora i zemljišta nauštrb javnosti i običnih građana, podržavajući sustav izrade "preslikanih" planerskih izvješća, pogodujući tek daljem urbanom širenju i nenadziranoj izgradnji. Na žalost, poradi dužega vremenskog društvenog ignoriranja i jake sveze lobija investitora, arhitekata i građevinara, različite međunarodne planerske ideje s "održivošću na umu" još ne utječu na hrvatsku teoriju i praksu planiranja. Neke su od njih jednostavno neprihvaćane, netočno tumačene ili odbacivane zahvaljujući krutoj zakonskoj regulativi, nepostojanju formalnog školovanja planera i povlaštenom položaju tek jednog tipa ovlaštenih planera tj. arhitekata . Osjetljivost za alternativna razvojna rješenja, sudjelovanje javnosti, novine u ponašanju, organizaciji i tehnologijama, raznovrsnost pomagala za provedbu u planerskoj "kutiji s alatima", kao i različite vrste planerskih poslova u usmjeravanju održivih promjena, tek treba prepoznati u zemlji koja je u procesu pristupanja EU. Unatoč tomu, ovaj rad teži sumirati održivost i njezine sastavnice kao nove postavke, u kojima je glavna misao vodilja novoga globalnog pristupa planiranju, objavljena od Centra za ljudska naselja Ujedinjenih Naroda (UNCHS) kako slijedi: "Novo planiranje je manje kodirano i tehničko, više inovativno i poduzetničko. Ono je više sudioničko i usmjerenije projektima nego cjelovitim prostornim sustavima. Plansku ekspertizu sve češće ne zahtijeva samo država već i dioničarski i javni dijelovi građanskog društva. Prijeporno nije planiranje samo po sebi, nego njegov cilj: da li ga voditi uglavnom učinkovitošću, jačajući postojeću razdiobu bogatstva i moći, ili bi trebalo odigrati distribucijsku ulogu da može pomoći pri stvaranju minimalnih standarda urbanog življenja" (Hague, 2001.). ; Effort to incorporate sustainability aspects into the spatial planning agenda requires new relationships between conventional and new players in today's post-socialist world. Some stakeholders engaged in development, management and governance are sometimes tailoring the destiny of regional and urban systems in Croatia without sustainability concerns. Their activities show the lack of awareness and negative attitude towards sustainable planning practices where the major goal is to improve the quality of life of current and future generations. Without sound ideas about carrying capacities and sustainability, some of these actors have ignored the planning knowledge and expertise (CAVRIĆ, NEDOVIĆ – BUDIĆ, 2007). Planners advise upon them with their professional skill and knowledge but the driving force is still political power. These proponents have managed to safeguard their own spatial and land interests on the expense of the public and ordinary citizens, by maintaining the system of "copy-paste" planning blue prints, suitable for supporting emerging urban sprawl and uncontrolled construction activities. Unfortunately, due to the long-term social ignorance and strong alliance of developer's lobbies, architects and constructors, various international planning ideas with "sustainability in mind" have not affected Croatian planning theory and practice, yet. Some of them are petrified, misinterpreted or simply abolished owing to obstinate legislation, the non-existence of formal planning education, and the privileged position of only one brand of chartered planners (e.g. architects) . Alternative development solutions, such as public participation, behavioral, organizational and technological advances, diversity of implementing instruments in the planner's "toolkit", and the planner's numerous tasks in guiding sustainable change, are still to be recognized in this EU accession country. Notwithstanding, this paper aims to summaries sustainability and its derivates as the new paradigms, in which the guiding leitmotif of the new global agenda for planning is spelled out by the United Nations Centre for Human Settlements (2001b) as follows: "The new planning is less coded and technical, more innovative and entrepreneurial. It is more participatory and concerned with projects rather than whole spatial systems. Planning expertise is increasingly sought not only by the state, but also by the corporate sector and civil society. What is controversial is not planning per se, but its goal: whether it should be directed chiefly at efficiency, reinforcing the current distribution of wealth and power, or whether it should play a distributive role to help create minimum standards of urban liveability" (Hague, 2001).

RIJEČ UREDNIŠTVAU prošlome dvobroju pisali smo na temu "Treba li osuvremeniti Nacionalnu šumarsku politiku i strategiju?" očekujući odgovore na postavljena pitanja. Nismo ih još dobili, a nema niti najave o široj stručnoj raspravi, osim što čujemo kuloarske pohvale kako je to prava tema za raspravu. Znači i dalje ćemo probleme u struci rješavati nesveobuhvatno nego po nametnutoj nam potrebi "iz rukava". Napomenuli smo, kako sigurno ima još pitanja i nismo trebali dugo čekati argumente za pitanje iz naslova. Naime, ovih dana čitamo u Poslovnom dnevniku, kako drvoprerađivači traže od Trgovačkog društva Hrvatske šume d.o.o. smanjenje cijenu sirovine za 15 % i produženi rok plaćanja na prvotno 90 dana, a prema zadnjoj informaciji čak na 120 dana te kako će Hrvatske šume d.o.o. ovih dana "vagati" rezanje cijena. Ta potreba tumači se padom cijena drvoprerađivačkih proizvoda na tržištu za 20 % i narudžbi za 25 % pa se od Države traže kompenzacijske mjere. Najviše su kaže se pogođeni proizvođači peleta i paletiziranog ogrjevnog drva, dakle proizvoda s malom dodanom vrijednošću. O tim proizvodima (kao i o parketu proizvodu iz tzv. "dorade" te finalnim proizvodima) smo više puta pisali, ističući kako je sirovina posebice za pelete ponajprije otpad finalne prerade drva, dakle suho, a ne mokro drvo čije sušenje na potrebnu vlažnost bitno podiže troškove proizvodnje. Oni su upravo kompenzirani do sada, moglo bi se reći brutalno "jeftinom sirovinom", a sada se traži i njeno smanjenje i produženje roka plaćanja. Ako je to 90 dana onda je to obrtaj kapitala 4 (za 120 dana to je okruglo 3 - dakle katastrofalno) i tu nema osiguranja postojećeg stanja a kamo li razvoja, no jeli to važno kada sve to plaća šuma! Naravno, zagovornici netržišnog poslovanja iz Drvnog sektora sugeriraju u odnosnom tekstu, kako Vlada "nakon ozbiljnih intervencija u brodogradnju i kroz konsolidaciju strateških tvrtki, ima priliku usvojiti hitne sektorske mjere kroz poslovanje Hrvatskih šuma d.o.o." Uz prethodno spomenuto smanjenje cijena od 15 % i produženje roka plaćanja na 120 dana, od 7 predloženih mjera Vladi, interesantna je ona, značajna sastavnica tržišnog poslovanja o ukidanju maloprodaje u Hrvatskim šumama d.o.o. – znači uklanjanje konkurencije. Komparirajući prodajne cijene glavnih drvnih sortimenata s tržištima u okruženju (Austrija, Italija, Mađarska, BiH i Srbija) s onima po kojima Hrvatske šume d.o.o. prodaju drvne sortimente našim drvoprerađivačima, dolazimo do brojke od oko 500 mil. kuna godišnje, kojim Država već potiče drvoprerađivače. Koliko i kako pak drvoprerađivači pripomažu Hrvatskim šumama d.o.o. kod rješavanja pitanja zaliha drvne sirovine, to je posebno pitanje? Kada im treba sirovina, vrši se pritisak na dobavljača da im se ona osigura bez obzira na vremenske uvjete i nastanak šteta na šumskom tlu. Kada ima viška drvne zalihe to nije njihov problem, bez obzira na potpisane ugovore! O nenaplaćenim potraživanjima Hrvatskih šuma d.o.o. od kupaca nećemo ovom prilikom. Isto tako predstečajne nagodbe nećemo niti spominjati, kao i tumačenja odgovornih kako su tim mjerama spašavali radna mjesta u preradi drva, a ne pogodovali velikim dužnicima. Država daje potporu, ali "upravljačka ekipa" koja je dovele firmu u to stanje ostaje i dalje na njenom čelu! Što reći nakon svega ovoga nego upitati se, kako to politika zagovorom netržišnog poslovanja u šumarstvu štiti šumu kao nacionalno bogatstvo naroda, a pripomaže razvoju primarne, a posebice finalne prerade drva? Evo im rezultata! Uredništvo ; EDITORIALIn the last double issue we raised the question whether the National Forestry Policy and Strategy should be modernised. While still waiting for some answers, we have only heard that the topic deserves a wide specialist discussion. This means that such issues will continue to be treated individually when they occur, instead of being solved on a global level. We hinted that there certainly were some more questions, and we did not wait long for the reaction; in the Business Diary (Poslovni dnevnik) we have read that the wood processors require from the trading company "Hrvatske šume" a 15% decrease in timber prices and prolonged payment terms of the former 90 days, or, according to the latest information 120 days. The demand accounts for 20% price decrease in wood products on the market and 25% decrease in orders, which calls for compensation measures from the Government. It is said that the most affected are the manufacturers of pellets and pellet-formed fuelwood - the products with low added value. We wrote about these products (as well as about parquet and final products) on several occasions, pointing at the fact that pellets are primarily the waste material from final wood processing, the dry wood, while the moist wood requires price-raising drying to achieve a required degree of moisture. So far they have been compensated by the brutally "cheap raw material"; now both price reduction and payment terms are required. If it is 90 days it means a turnover of 4 (for 120 days it rounds up to 3 - which is a catastrophe). There would be no insurance of the existing situation, not to mention the development. Indeed, does it matter anything at all when forests are here to pay the bill?! The advocates of non-market business from the wood sector suggest that the Government after serious interventions in ship building and through the consolidation of strategic firms has the opportunity to accept urgent sector measures through the business of the Croatian Forests Ltd. With the mentioned price decrease of 15% and the payment prolongation of 120 days, of the seven measures proposed to the Government a significant component of the market business operation is the interesting one - the elimination of the retail sale in Croatian Forests Ltd., which means the elimination of the competition. Compared to the selling prices of the main wood assortments on the markets in the region (Austria, Italy, Hungary, Bosnia & Herzegovina and Serbia), the prices at which Croatian Forests Ltd. is selling their wood assortments to our wood manufacturers amount to round 500 million hrk a year, by which money have the wood manufacturers already been encouraged. Another question is how the wood manufacturer helps Croatian Forests Ltd. with solving the issues of raw wood stock. When they need raw material they exert pressure upon suppliers without considering weather conditions and the damage upon the forest soil; When there is stock surplus, it is not their problem in spite of the signed contracts! To the unpaid credits and debits to Croatian Forests we shall refer on another occasion. We shall not even mention the pre-bankruptcy settlements as well as the explanations of the responsible parties saying that these measures are saving the jobs in wood processing instead of doing favour to the big debtors. A firm with significant rent status as to raw material asked for Government intervention. They received encouragement but the whole "management team" that brought the firm to this situation stayed in charge! What can be said after all this but wonder what kind of policy which supports non-market business in forestry protects the forest as national wealth while encouraging the development of both primary and final wood processing? RIJEČ UREDNIŠTVAOve godine hrvatska šumarska struka obilježit će dvije značajne obljetnice – 175 godina Hrvatskoga šumarskog društva i 145 godina njegovog znanstveno-stručnog i staleškog glasila Šumarski list. Glavni ciljevi ove, jedne od najstarijih strukovnih udruga u Europi, ostvareni su u cijelosti. Zaslugom ove udruge, šumarska nastava započela je kod nas 1860. godine osnivanjem Gospodarsko šumarskoga učilišta u Križevcima, a ona visokoškolska 1898. godine osnivanjem Šumarske akademije kao četvrte visokoškolske ustanove Zagrebačkog sveučilišta. Drugi cilj, pokretanje tiskanja znanstveno-stručnog i staleškog glasila, ostvaren je 1877. godine tiskanjem Šumarskoga lista koji izlazi neprekidno, unatoč ratovima, tako da je ovo prvi dvobroj 145-og volumena. Razlog otvaranja Šumarske akademije (danas Šumarskog fakulteta) bila je spoznaja tadašnjih vlasti da za vođenje šumskog gospodarstva nije dovoljna viša, nego je potrebna visokoškolska sprema. Već tada je shvaćeno kako je šuma najsloženiji ekosustav, zbog čega njime trebaju gospodariti visokostručni kadrovi po načelu potrajnog gospodarenja. To znači da se poštivala struka, a rezultat toga je očuvanost naših šuma. Hrvatsko šumarsko društvo dalo je svoj obol tome izravno, ali i kroz stranice Šumarskoga lista, što vidimo i u tekstovima ovoga dvobroja, posebice u rubrici Aktualno.Kakva je situacija danas sa strukom? Nikakva – ne poštuje se – svi, bez obzira na stručnu kvalifikaciju "znaju sve o šumi", a politika ne nalazi vremena da o njoj stručno raspravlja. Ona odobrava netržišno gospodarenje šumskim resursima, a podupire drvoprerađivače, od kojih se većina bavi primarnom preradom drva s malom dodanom vrijednošću, dok je vrlo mali broj onih koji se bave finalnom obradom drva. Time, osim izvoza drvne sirovine, "izvozimo" i radna mjesta, što očito nekima nije jasno. Prerađujući drvnu sirovinu uglavnom primarnom preradom, poništavamo trud prosječno tri generacije šumarskih stručnjaka, koji su uzgojnim postupcima osigurali njenu visoku kvalitetu i potrajnost.Šume kao resurs od posebnog interesa za Republiku Hrvatsku, unatoč činjenici da pokrivaju okvirno gotovo 50 % kopnene površine, već u mandatu tri Vlade "nisu zaslužile" biti spomenute u nazivu resornog Ministarstva. Mediji, kada i govore nešto o šumi, to su uglavnom senzacionalistički negativni napisi koji podržavaju kritike nekih ekoloških udruga bez stručne podloge. Naravno, nisu mediji krivi, jer i oni ne posjeduju minimalnu edukaciju o šumi. Svojevremeno, osjećajući potrebu da se mediji educiraju kako bi imali stručnu podlogu za ono o čemu pišu ili govore, tadašnja urednica Hrvatske radio-televizije Lidija Firšt, potakla je uz stručnu potporu Hrvatskoga šumarskog društva pri Hrvatskom novinarskom društvu osnivanje Zbora novinara za okoliš. Taj rad je djelomično nastavila Tanja Devčić, urednica Drugog programa hrvatskog radija, čije se jutarnje emisije "Ekološka minuta" svi sjećamo. Iz toga zaključujemo, kako bi mogla neposredno komunicirati s javnošću, šumarska struka trebala bi imati javnu tribinu. Svake nedjelje gledamo emisije Plodovi zemlje i More, a zašto ne i Šume, makar jednom mjesečno, a imalo bi se o čemu govoriti, primjerice o spomenutoj prodaji i preradi drvnih sortimenata, općekorisnim funkcijama šume, privatnim šumama ili pitanju rješenja sukcesija, jer smo recimo u Gorskom kotaru prije 30-tak godina govorili od oko 70 % šumovitosti, a ona se danas procjenjuje na 82 %. Dakle šuma je obrasla pašnjake i spustila se do vrtova, što bi se moglo riješiti primjerice Zelenom tranzicijom. Da se ne ponavljamo, treba "prolistati" tekstove ove rubrike, gdje se mogu pronaći vrlo interesantne teme za raspravu.Uredništvo ; EDITORIALThis year the Croatian forestry profession marks two important anniversaries – the 175th anniversary of the Croatian Forestry Association and the 145th anniversary of its scientific-specialist and professional periodical – the Forestry Journal. The goals of the Croatian Forestry Association as one of the oldest professional associations in Europe have been achieved in full. It is owing to this association that the forestry education in Croatia started in 1860 with the establishment of the Agricultural Forestry School in Križevci, while higher education began in 1898 when the Forestry Academy was established as the fourth institution of higher education at the University of Zagreb. The second goal, the launching of a scientific-specialist and professional magazine, was achieved in 1877 when the Forestry Journal was published. The Forestry Journal has been coming out continuously, even during war time, so that this edition is the first double issue of the 145th volume. The reason behind the establishment of the Forestry Academy (today the Faculty of Forestry) was the realisation by the then authorities that the management of forestry required not secondary but higher education. It was understood early enough that the forest as the most complex ecosystem needed to be managed by highly qualified personnel according to the principle of sustainable management. Accordingly, the dictates of the profession were meticulously followed, resulting in the current well-preserved state of Croatian forests. The Croatian Forestry Association has given its contribution to this directly but also through the pages of the Forestry Journal, as evidenced by the articles in this double issue, particularly in the column Current Affairs. What is the status of the forestry profession today? Sadly, very poor: it is not respected – everybody, regardless of their professional qualifications "knows all there is to know about forests", while politics does not find time to organize professional debates about the issue. Moreover, it turns a blind eye to non-market management of forest resources and supports those wood processing companies which mostly deal with primary wood processing with low additional value, and only a very small number of them engages in final wood processing. In doing so, not only do we export wood raw material, but we also "export" work places, something that those concerned obviously cannot see. By primary processing of raw wood material, we annul the work of an average of three generations of forestry experts, who have applied silvicultural treatments to ensure its present high quality and sustainability.Despite the fact that forests as a resource of special interests for the Republic of Croatia cover almost 50 per cent of Croatian land area, they have not even "deserved" to be mentioned in the name of the relevant Ministry in the mandates of the last three governments. When forests are treated in the media at all, then the articles mostly echo scientifically groundless but sensationalist and negative criticisms of some environmental associations. Of course, the media cannot be blamed, because they do not possess even the minimal education about forests. Some time ago, aware of the need for the media to be educated in order to have an expert background for what they write or talk about, Lidija Firšt, the then editor of the Croatian Radio Television, initiated the establishment of the Association of Environmental Journalists at the Croatian Journalist Association with expert support of the Croatian Forestry Association. Her work was partly continued by Tanja Devčić, editor of the Croatian Radio Second Channel, whose morning show "Environmental Minute" we all remember. From this we conclude that, in order to communicate directly with the public, the forestry profession should have a public forum. Every Sunday we watch TV shows Fruits of the Earth and The Sea: why not Forests, even if it be once a month. There would certainly be a wealth of topics to discuss, such as the sale and processing of wood assortments, non-market forest functions, private forests or the issue of succession, to name but a few. For example, about 30 years ago the forest cover of Gorski Kotar amounted to 70 per cent, whereas presently it is estimated at 82 per cent. The problem of forests colonizing pastures and approaching gardens can be solved by the Green Transition. Not to repeat ourselves, let us browse through the articles already published in this column and find highly interesting topics for discussion.Editorial Board

Predmet istraživanja ovog rada su modernizacijski razvojni procesi u gradu Splitu i uloga ekoloških stavova i percepcija urbanog okoliša u tim procesima. Rad je utemeljen na kombiniranom pristupu proizašlom iz sociologije okoliša i modernizacijskih teorija. Osnovni je postulat suvremene ekološke sociologije, proizašao iz tradicije "nove ekološke paradigme", da se društvo i okoliš ispituju u interakciji, s povratnim vezama između obje razine. Istraživanje se djelomično temeljilo na ovom pristupu, s obzirom da mu je cilj ispitati na koji se način odnose sociokulturne determinante ekoloških stavova i kvaliteta urbanog okoliša. Ovako orijentirano istraživanje ne zadovoljava strogi Durkheimov postulat o tumačenju društvenih činjenica (isključivo) drugim društvenim činjenicama, ali je usklađen s proširenom istraživačkom paradigmom sociologije okoliša koja teži eksplikaciji međusobnih odnosa društvene i okolišne razine. Drugi dio konceptualnog utemeljenja rada odnosi se na teorijske pristupe koji ekološke orijentacije smještaju u širu sociokulturnu matricu društvenih odnosa. U ovoj su tradiciji posebno prominentna tri pristupa: teorija društva rizika, teorija refleksivne modernizacije i Inglehartova teorija modernizacije. Iz ovih su pristupa proizašle brojne studije o odnosu bogatstva, postmaterijalističkih vrijednosnih orijentacija i okolišnih stavova, koje su se odvijale ili na makro razini nacionalnih država ili na mikro razini individualnih stavova. U posljednjih desetak godina istraživanja proizašla iz ove tradicije bilježe veliki napredak zbog konceptualnih poboljšanja, uz koje slijede i važne metodološke inovacije. U skladu s odgovarajućim nacrtima, istraživanja se provode na individualnoj razini, ali se analiziraju i na individualnoj i na agregiranoj razini, što je urodilo sadržajno bogatijim zaključcima nego studije koje su se zadržale na (odvojenoj) mikro ili makro jedinici analize. U radu opisano istraživanje potaknuto je idejom da se istraživanja odnosa okoliša i stavova moraju baviti i entitetima koji se nalaze između ovih dviju razina. Kao odgovarajuća prostorna mezo-razina nametnuo se prostor opsega srednje velikog grada, a kao reprezentativni primjer ovakvog područja izabran je grad Split. Kvaliteta urbanog okoliša je identificirana kao čimbenik koji je od neposrednog značaja za svakodnevni život stanovnika Splita te se očekuje da će imati moderirajući utjecaj na ekološke stavove, uz prije spomenute sociokulturne čimbenike koji proizlaze iz teorija modernizacije. Cilj je istraživanja bio na odgovarajući način izmjeriti kvalitetu urbanog okoliša i potom utvrditi postoji li interakcija između ekoloških stavova, postmaterijalizma i kvalitete okoliša na individualnoj razini, razini gradske četvrti i razini grada Splita. Istraživanjem provedenim na uzorku građanki i građana Splita utvrđeno je da nema empirijske podrške za tezu o prevlasti sociokulturnih determinanti ekoloških stavova u razvijenim društvima. Raširenost ekoloških orijentacija može se bolje objasniti tezom o njihovom općem prihvaćanju među stanovnicima Splita, u skladu s hipotezom o globalizaciji brige za okoliš. Empirijski uočene varijacije u ekološkim stavovima su više povezane sa sociodemografskim karakteristikama i partikularnim elementima modernizacijskog procesa poput političkog sudjelovanja nego sa širokim konceptom postmaterijalizma. Vezu između ekoloških stavova i modernizacijskih tendencija u gradu Splitu moderira kvaliteta okoliša, čiji je utjecaj na navedenu povezanost analiziran na razini gradskih zona. Istraživanje je pokazalo da u različitim zonama grada postoje bitno različiti obrasci povezanosti percepcije okoliša i ekoloških stavova. U pojedinim je dijelovima grada ova povezanost negativna, a u nekim pozitivna, što implicira da se s razlikama u kvaliteti okoliša pojedinih dijelova grada fundamentalno mijenja i struktura ekoloških stavova. Znanstveni je doprinos provedenog istraživanja detaljni opis strukture ekoloških stavova te utvrđivanje obrazaca veza između ekoloških stavova i (post)modernizacijskih vrijednosti, sociodemografskih varijabli i dodatnih čimbenika poput političke participacije na razini grada Splita. Nalaz da u pojedinim dijelovima grada na ekološke stavove djeluju percepcije okoliša u različitim smjerovima i intenzitetima ne bi bilo moguće utvrditi korištenjem samo uobičajenih - mikro ili makro - analitičkih razina i bez ciljanog prikupljanja podataka na razini urbane cjeline. ; Subject of this thesis are the modernization processes in the city of Split, in the context of environmental attitudes and the perception of urban environment in those processes. The thesis is based on the hybrid approach stemming from the environmental sociology and the modernization theories. Furthermore, it is based on the basic assumption of the modern environmental sociology, that society and the environment should be researched interactively, taking into account the links among both levels. The research was partly based on such approach, as its goal was to describe the links between sociocultural determinants of the environmental attitudes and the urban environmental quality. Such research does not fulfill the strict Durkheim's proposal on the explanations of the social facts using (exclusively) other social facts. It is in line, however, with the extended research paradigm of the environmental sociology which aims to make explicit the interrelations between the social and the environmental aspects. The second part of the conceptualization deals with the theoretical approaches which place the ecological orientations into the wider matrix of the social relations. In this tradition, we find three especially prominent approaches: risk society theory, reflexive modernization theory and Ronald Inglehart's version of modernization theory. Many studies analyzing the interrelations between wealth, postmaterialist values and environmental attitudes were based upon these approaches; they were however based either on the macro level of nation states or the micro level of individuals. In the last ten years, conceptual and methodological advances have been made in the environmental attitudes research. In accordance with the appropriate research designs, data has been collected at the individual level, but they are analyzed simultaneously both on the individual and the aggregated level. This has led to the richer conclusions than have been possible in the studies which dealt with the data analyzed separately on the micro and the macro level. The research design described in the following thesis has been motivated by the need to study entities beyond micro and macro levels. Thus, meso level unit in the form of a middle-sized city of Split was chosen. Urban environmental quality was identified as an important factor in the day-to-day lives of the citizens of Split. It is expected that the environmental quality will have a moderating effect in the link between the sociocultural factors and environmental attitudes. Research goal was thus to measure appropriately urban environmental quality and then determine the extent of the interaction between the environmental attitudes, postmaterialism and environmental quality on the 3 levels: individual-, neighborhood- and city-level. Research results, based on the sample of citizens of Split, indicate that there is no empirical support for the hypothesis of sociocultural factors being the most important predictor of environmental attitudes in the developed societies. Variations in environmental orientations are better explained using the globalization hypothesis. In other words, those variations are more closely linked with sociodemographic variables and some particular modernization elements such as political participation, than with a broad postmaterialism concept. The association between the environmental attitudes and the modernization tendencies in Split is moderated by the environmental quality, which was analyzed at the city-zones level. Study results show that there are markedly different patterns of association among the environmental quality perception and the environmental attitudes. The association is negative in some parts of the city, while it is positive in others, implying that differences in environmental quality fundamentally change the structure of environmental attitudes. Scientific contribution of the study is twofold. First, the structure of environmental attitudes is described in detail. Second, the associations in the city of Split among the environmental attitudes, (post)modernization values, sociodemographic variables and additional factors like political participation are disentangled. The main finding - that the perception of environmental quality affects environmental attitudes differently in various city zones - could not be established using only traditional (micro and macro) levels of analysis and without data gathered at the level of the urban settlement.
