"ZOMIA" AS A MODEL OF NON-WESTERN POLITICAL RESISTANCE ; «ЗОМИЯ» КАК МОДЕЛЬ НЕЗАПАДНОГО ПОЛИТИЧЕСКОГО СОПРОТИВЛЕНИЯ
Various forms of state power are associated with various forms of resistance. This article argues that there is not only a Western or non-Western form of state power, but also the corresponding Western and non-Western forms of political resistance. Methodologically, the article is based on a semantic-pragmatic approach to the formation of concepts. This article clarifi es the concept of "non-Western political resistance." First, the semantics of this concept is determined through a review of relevant scientifi c literature, namely the works of M. Foucault, M. Mann, I. Neumann and J. Habermas, and then using it studies Zomia as a case of a non-Western form of resistance. As a result of the conceptual study, the following conclusions can be made. Western forms of state power are based on governmentality or infrastructural power. Such governance methods give rise to their corresponding Western strategies of political resistance, based on the deliberative form of democracy as the closest to democracy based on communicative rationality. Non-Western forms of state power are understood as governance practices based on disciplinary or despotic power. They give rise to forms of non-Western resistance corresponding to them, which include either the desire to physically move away from state control in geographically inaccessible areas (the case of Zomia), or protest resistance up to civil wars and terrorism. ; Различные формы государственной власти связаны с различными формами сопротивления. В данной статье утверждается, что существует не только западная или незападная формы государственной власти, но и соответствующие им западная и незападная формы политического сопротивления. Методологически статья основывается на семантико-прагматическом подходе к формированию концепций. В данной статье уточняется концепция «незападного политического сопротивления». Сначала семантика этого понятия определяется через обзор релевантной научной литературы, а именно работ М. Фуко, М. Манна, И. Нойманна и Ю. Хабермаса, а затем с помощью кейс-стади Зомии как незападной формы сопротивления. В результате проведенного концептуального исследования можно следить следующие выводы. Западные формы государственной власти основаны на правительственности или инфраструктурной власти. Такие методы управления порождают соответствующие им западные стратегии политического сопротивления, основанные на делибиративной форме демократии как наиболее близкой к демократии, основанной на коммуникативной рациональности. Под незападными формами государственной власти понимаются практики управления, основанные на дисциплинарной или деспотической власти. Они порождают соответствующие им формы незападного сопротивления, включающие в себя либо стремление физически удалиться от государственного контроля в географически труднодоступные районы (Зомия), либо протестное сопротивление вплоть до по- встанческих войн и терроризма.

JADIDS OF BUKHARA AND NON-WESTERN NATIONALISM ; ДЖАДИДЫ БУХАРЫ И ИХ НЕЗАПАДНЫЙ НАЦИОНАЛИЗМ
Early conceptualization of ation and nationalism across Central Asia in the late 19th – early 20th century was a reaction to the conquest of the region by tsarist Russia. For the development of contemporary society projects Bukhara merchants and pilgrims on the famous Tatar educator I. Gasprinskiy's advice puts forward a new elite – they were Jadids. Most of Jadids demonstrate less politicized nationalism of non-Western orientation, as basic value for them was multiethnic nation (millet). In this context Jadids insisted on the primacy of education and culture in the development of the nation. Today's interest in the ideas of Bukhara Jadids, in their interpretation of development issues can help to preserve and develop the sociocultural multipolarity and shape the phenomenon of citizenship desired for the countries of the region. ; Ранняя концептуализация нации и национализма по всей Центральной Азии в конце XIX – начале XX в. была реакцией на завоевание региона царской Россией. Для освоения модернистских проектов бухарское общество купцов и пилигримов с подачи известного татарского просветителя И. Гаспринского, выдвигает новую элиту: джадидов. Большинство джадидов представляли национализм в менее политизированных, незападных красках, т.к. базовой ценностью для них был полиэтничный народ (миллет). В таком контексте джадиды настаивали на первенстве образования и культуры в вопросах развития нации. Сегодняшний интерес к идеям бухарских джадидов, к их интерпретации вопросов развития может помочь сохранить и развить социокультурную многополярность и сформировать нужный для государств региона феномен гражданства.

Ural and West Siberian Hoards (Bronze age - Early iron age): Composition, context and interpretation
The present article analyses the hoards of the Bronze Age - Early Iron Age discovered in the forest-steppe and mountain-forest of the Trans-Urals, as well as the Middle and Lower Ob areas. Only three hoards dating back to the Bronze Age have been discovered: Andreevo, Prygovsky and Gladunino. By the Ural-Siberian standards, these are considerable collections consisting of metal-intensive symbolic objects (celts, knives, sickles). The hoards are grouped in the forest-steppe area, where the population of the Petrovo and Alakul cultures of the Andronovo community lived at that time (first half of the 2nd millennium BC). Conversely, hoards dating back to the Early Iron Age are localised in the taiga zone. Being characterised by a distinctive composition and definite chronological contexts, these hoards reflect profound changes in the lifestyle of Siberian aborigines caused by the widespread introduction of metal, the development of reindeer herding, new communication corridors and fur trade. The first group is represented by hoards that comprise symbolic metal items dating back to the second half of the 1st millennium BC (Azov Mountain, Karaulnaya Mountain, Lozvinsky, etc.). Sometimes they are accompanied by arms (arrowheads and chopping weapons). This group of hoards is unanimously considered to be votive in character. The hoards of the second group (from the 1st century BC to the 2nd-3rd centuries AD) are confined to the lower reaches of the Ob and Irtysh, as well as the Surgut Ob area (Istyatsk, Kazym and Gornoknyazevsk). They are characterised by the presence of bronze cauldrons or other packaging, items of long-distance import (Parthian or Bactrian silver medallions; helmets made in Central Asia; a large number of Sarmatian and even Chinese bronze mirrors, often with engraved local images). Hoards of that period, aimed at hiding prestigious and valuable things, are seen as retrievable. Hoards belonging to the third group (3rd-8th centuries AD) can be referred to as weapon hoards (Parabel, Kholmogory, Ishim, etc.). They are localised mainly in the lower tributaries of the Ob in its middle course. They predominantly consisted of various weapons: arrowheads, spears, axes, sabres, broadswords, combat knives. In addition, bronze mirrors and plates having concentric ornaments, zoomorphic and anthropomorphic images were found in all complexes. Weapon hoards, interpreted as sacred arsenals, reflect the dominant priorities of that time (formation of the military elite; a special status of military practices) and growing military tensions caused by the struggle for control over the foraging territories and trade routes. © 2019 Tyumen Scientific Centre of Siberian Branch of the Russian Academy of Sciences. Рассматривается проблема положения военнопленных в Западной Сибири в 1917 г. В годы Первой мировой войны на территории Западной Сибири было размещено около 200 тысяч военнопленных. После Февральской революции 1917 г. правила содержания военнопленных в регионе значительно смягчились. Они получили право всюду бывать и ходить без конвоя по улицам. Ослабление надзора за военно-пленными привело к тому, что многие из них пытались по подложным документам бежать через Китай на родину. В концентрационных лагерях с помощью местных советов создавались выборные комитеты из числа военнопленных, которые занимались вопросами быта. Военнопленные стали принимать активное участие в политической жизни революционной России. Из военнопленных — активных сторонников местных большевиков стали формировать воинские части «интернационалистов». «Интернационалистам» противостояли чехи и словаки, которые лояльно относились к Временному правительству и в составе почти 40‑тысячного корпуса собирались сражаться против германских войск. В этот период военнопленные, размещенные в сельской местности и занятые на частных промышленных предприятиях, стали требовать от властей качественного улучшения своего положения. Благодаря поддержке местных советов социальный статус военнопленных в регионе заметно изменился к лучшему. Международные инспекторы, проверявшие условия содержания военнопленных, стали предъявлять российским властям ранее просто немыслимые претензии. После прихода к власти большевиков и подписания сепаратного Брестского мира военнопленные получили возможность вернуться на родину.DOI 10.14258/izvasu(2016)2-11 ; The article considers the problem of the condition of war prisoners in West Siberia in 1917. During World War I about two hundred thousands of war prisoners were placed on the territory of West Siberia. After February revolution in 1917 the rules of keeping war prisoners in the region considerably softened. They got the rights to be everywhere and to walk on the streets without the guard. The weakening of supervision for war prisoners resulted in the fact that many of them tried to escape across China to their motherland with the help of false documents. In the concentration camps with the help of local soviets war prisoners committees were created which were engaged in the everyday problems. War prisoners began to take an active participation in the political life of revolutionary Russia. Military units of "internationalists" were formed from war prisoners who actively supported local bolsheviks. The "internationalists" resisted the Czechs and Slovaks who were loyal to the Provisional government and who were going to fight against German troops within the corps containing almost forty thousand people. In that time war prisoners who were placed in village area and worked at private industrial enterprises began to demand the qualitative improvement of their conditions from the authorities. Thanks to support of local soviets, social status of the war prisoners in the region greatly changed for the better. The international inspectors, who controlled the conditions of keeping the war prisoners, began to present inconceivable claims to the Russian authorities. After the bolsheviks came to power and signed the Brest separate peace, war prisoners got a chance to return to their motherland.DOI 10.14258/izvasu(2016)2-11

Turks under the Walls of Constantinople (1422): The Image of the Enemy viewed by the City's Defenders ; Турки под стенами Константинополя (1422): образ врага в восприятии защитников города
John Cananus' work about the siege and attack of Constantinople in the summer of 1422 by the Osmanli Turks contains important material for image analysis. Relying on the aforementioned account of the events, the author analyzes the image of the enemy in the eyes of average defenders of the Capital of Byzantium. The research illustrates that the majority of the city dwellers, albeit unaware of the peculiarities of intel-lectuals' anti-Islamic rhetoric, did understand that confrontation with the Islamic world could lead to a loss of their religious identity. Any conflict with Turks was perceived by the people of the epoch through the prism of religious confrontation. However, according to Cananus, the inhabitants of the city did not call Muslims profane or barbarous, and abstained from criticizing their cult or religious rules. The negative image of the enemy is created by alternative means. All the pejorative characteristics have to do with the moral and ethical characteristics of the adversary. Together with that, common Byzantines recognized their courage, bravery and military valor. Without depreciating the enemy's power, they were ready to recognize the military advantage of the Turks. But it was this overpowering force of the enemy that made Constantinople's defenders' feat even more significant. ; Сочинение об осаде и штурме турками-османами Константинополя летом 1422 г., составленное Иоанном Кананом, содержит богатый материал для имагологического исследования. Опираясь на данные этого сообщения, в статье анализируется образ врага в представлениях рядовых защитников византийской столицы. Как показывает проведенное исследование, основная масса жителей города, далекая от тонкостей антиисламской полемики интеллектуалов, тем не менее, понимала, что столкновение с мусульманским миром было чревато утратой религиозной идентичности. Любой конфликт с турками воспринимался людьми той эпохи в плоскости религиозного противостояния. Однако горожане, судя по словам Канана, не называли мусульман «нечестивыми» и «варварами», не критиковали их культ и религиозные правила. Негативный образ врага конструируется с помощью других приемов. Все пейоративные оценки касаются нравственно-этических характеристик противника. При этом рядовые византийцы отдавали должное их храбрости, мужеству и военной доблести. Не умаляя силу и мощь противника, они были готовы признать военный перевес турок. Но именно это военное превосходство врага делало подвиг защитников Константинополя еще более значимым.

The results of the study of the platinum group minerals of the Baimka gold placer cluster, Western
Chukotka, Russia, are presented. Platinum group minerals belong to the iridium-platinum and platinum miner-
alogical-geochemical types with the Late Jurassic cumulative pyroxenite-gabbro complexes as a probable source.
Platinum group minerals came to alluvial gold placers primarily from intermediate reservoirs, which is the Volgian
volcanic-sedimentary sequence. Rounded silicate glass inclusions are a specific feature of platinum minerals from the
Baimka placer cluster.

On 9 November 2019 the thirtieth anniversary of the fall of the Berlin Wall which is undoubtedly the most important historical event since the end of the Second World War was celebrated almost all over the world. First of all, this article is dedicated to the historical events that led to the division of Germany in the immediate post-war period, to the evolution of relations between the two Germanys and, at a global level, between the two opposing blocs at the time of the "cold war" up to the fall of the Wall, on behalf of which the author, who was residing in Berlin at the time, also provides direct testimony. In the second part he moves on to examine the short and long term effects of the fall of the Wall for Germany, for Europe and for the whole world. The multiple problematic aspects are highlighted at each of these levels: a) in particular, with regard to the internal events in Germany, attention falls both on the juridical aspects of reunification (whether it was a matter of reunification on an equal basis or rather an "annexation" of the conquered state by the winner) and the social ones (whether the process of social reunification and cohesion – compared with the analogous processes that have taken place in Italy between North and South – can be said to be complete and successful); b) at the European level the influence that German unification has exerted on the integration process is analyzed. The institution of the single currency, the Euro, in the image and likeness of the old German Mark, as well as the expansion of the EU by accepting new members and attracting countries previously belonging to the Soviet bloc to the western one for mostly geopolitical reasons are definitely determined; c) finally, as regards international relations, the article follows the passage from the illusion of the "end of history" and the relaunch of the United Nations on the basis of values and objectives that are now common, thanks to the end of the Cold War, to the current reality of the "new cold war" and the "fragmented third world war", characterized by the spread of numerous conflicts of different nature. ; Статья посвящена тридцатой годовщине падения Берлинской стены, одного из самых важных исторических событий после окончания Второй мировой войны. В первой части работы исследованы события, приведшие к разделению Германии в послевоенный период, и эволюция отношений между двумя Германиями и, на мировом уровне, между двумя противостоящими блоками во время «холодной войны » вплоть до падения стены. Western Belarus in Soviet-Polish relations: from the Treaty of Riga to reunification with the BSSR

The article aims to show the role of Western Belarus in the Soviet-Polish relations in 1939–1941. It is revealed that for both the USSR and Poland the Belarusian question had no independent value, and was part of the policy of each of these states, aimed at achieving broader foreign policy goals. For the Soviet leadership, it was a struggle to revise the order of things that was established in Eastern Europe within the framework of the Versailles-Riga system of international relations. This policy assumed the inclusion of Western Belarus in the Soviet state. For Poland, the possession of Western Belarus was one of the most important conditions for achieving great power status, without which it was difficult to resist the Russian-German «geopolitical grip». The outcome of the struggle between the USSR and Poland for the territory of Western Belarus was inextricably connected with the collapse of the Versailles system, which made it possible to reunite Western Belarus with the BSSR.
STRUCTURAL-FACIES TYPIZATIONS OF YHE BAZHENOV HIGH-CARBON FORMATION OF THE WEST SIBERIAN BASIN

The Bazhenov high-carbon formation is a part of the Bazhenov formation, characterized by a high content of aquagenic organic matter. Formation is a perspective source for expanding the hydrocarbon resource base. The article presents a combination of the results of core studies, interpretation of well logging and seismic data. A multi-faceted approach to the study of rocks made it possible to divide the West Siberian basin into 13 structur- al-facies zones, each of which has its own structural features of the bazhenov high-carbon formation section. This typification of the section will make it possible in the future to simplify the modeling of the properties of bazhenov high-carbon formation and predicting the most prospective areas.
Western Balkan Countries' Counterterrorism Efforts (Case Study: Albania) ; Контртеррористическая деятельность западнобалканских стран (на примере Албании)
The article is based on a significant number of Albanian sources of information, some of which are being introduced for the first time in the Russian scientific circulation. It analyzes the methods and instruments of countering terrorism and combating extremism in the Balkan region. As a specific case study the author chose Albania. Due to its social and economic (weak economy, high unemployment rate, significant Muslim population, widespread support of radical forms of Islam), and geopolitical situation, it is the most vulnerable country in the region in terms of members of international terrorist organizations' infiltration. At the same time, Albania is among the countries having the highest number of recruited foreign fighters in the Middle East war zones.Since 2012, the country's authorities have started introducing a number of counter-terrorism measures. At the institutional level, this is reflected in the adoption of a set of documents, including national strategies, in the increase of penalties for mercenary activities, and in setting up appropriate state structures as well. In Albania, there currently operate the Albanian State Police Counter-Terrorism Office and the National Coordinator for Combating Extremism. The counter-terrorism activity also includes the efforts of the Prosecutor's office, the Court for Major Crimes, and the Albanian State Intelligence Service (SHISH). However, the priority of the government policy in this regard is not the penalty or hard-line suppression of terrorism. Tirana is confident in the effectiveness of religious education and social programs, including those aimed at the rehabilitation of the militants who have returned from flashpoints. The author criticizes this viewpoint.The article contains recommendations for establishing cooperation with organizations having considerable experience in counter-terrorism activities, in particular, establishing cooperation channels with the Anti-Terrorism Center of the Commonwealth of Independent States. ; В статье на основе значительного количества албанских источников, ряд из которых впервые вводятся в российский научный оборот, проанализированы методы и инструменты противодействия терроризму и экстремизму на Балканах. Конкретным казусом исследования выбрана Албания. В силу социально-экономического (слабая экономика, высокий уровень безработицы, значительный мусульманский сегмент, широкое распространение радикальных форм ислама) и геополитического положения она является наиболее подверженной из стран региона проникновению лиц, включенных в международные террористические организации. В то же время эта страна занимает первые позиции в оценках рекрутинга боевиков, которые едут воевать в конфликтных зонах на Ближнем Востоке. Начиная с 2012 г. руководство страны осуществляет меры контртеррористической направленности. На институциональном уровне это выражается в принятии комплекса документов, в том числе национальных стратегий, в ужесточении наказаний за наемничество, а также в создании соответствующих структур. В настоящее время в Албании действует Антитеррористическое управление государственной полиции, работает Национальный координатор по борьбе с экстремизмом. В контртеррористическую деятельность включены также прокуратура и суды по тяжким преступлениям, Государственная разведывательная служба Албании (SHISH). Однако не наказание и жесткое пресечение террористической деятельности являются приоритетом государственной политики. Тирана уверена в эффективности религиозного образования и социальных программ, направленных в том числе на реабилитацию вернувшихся из горячих точек боевиков. Автор критикует такую позицию.Содержатся рекомендации по развитию взаимодействия с организациями, имеющими богатый опыт контртеррористической деятельности, в частности, речь идет о выстраивании связей с Антитеррористическим центром стран СНГ.
