The political relationship between the United States of America and the USSR determined the international relations during the period of the "cold war". The election of Mikhail Gorbachev to general secretary of the Communist Party was a turning point in international relations. Boris Yeltsin signed the agreement to disband the Soviet Union, which according to legal regulations was then transformed into Russia. B. Clinton, who accepted all of the decisions of Russian president, and also supported financially a number of new initiatives from B. Yeltsin, continued the good relationship between Russia and the USA instigated by G. Bush. The election of W. Putin to the Russian presidency was followed by a new strategy from Russia towards western countries, particularly towards the USA. Instead of following the strategy of partnership Putin tried to limit the influence of the USA on Russian policy. The situation changed after the terrorist attack on 11th Sept. when W. Putin, President of Russia, was one of the first world leaders to assure G. Bush in an official phone call that Russia intended to support all military action taken by the USAagainst the perpetrators. If Russia intends to have a great influence on the international political relations and take part in international policy it should change its position towards USA into one of partnership and co-operation.

The geopolitical location of Poland in Central Europe determines the role of platform between the countries of Western and Eastern Europe. This location nowadays and very probably access to Eropean Union's structures and the NATO in near future will support the development of economic relations in Eastern Europe and will enable an additional source of income for the country by transit including through the sea ports. To make this development real it's necessary to expand the transport infrastructure for all means of transport because its present weakness is a barrier for goods transportation and it negatively influences the development of the region and the country - it's irrevocable condition of effective transport policy performing to consider the transit policy. The analysis of changes in transit services realization in Polish ports makes conclude that the transport and transit policy is inefficacious or even there's no such a policy. The statistical data show that the turnover broke down in 1991. The evident transit decreasing in railway transport and inland shipping caused by modification of Polish geopolitical location, economic transformation process in Central Europe, the fall of Soviet Union and Council for Mutual Economic Aid had the unprofitable effect on reloading of goods and transit reloading in Polish ports in the years 1991-96. After 1991, the Ukrainian and Belarusan transit determined by geopolitical factors has appeared. After independence regaining by Ukraine this country faced with the problem of reconstructing transport connections with foreign countries, especially in the direction: Odessa - Gdańsk and Gdynia. The substantially important for Polish- Ukrainian co-operation will be constructing of the transport track linking ports of Black Sea via Lvov and Lublin to ports of Gdańsk Bay: "Via Intermare". This assignment will enable to increase activity of regions crossed by the track and also will strengthen economic relations between Poland and Ukraine. The economic crisis in Central Europe caused not only transit decreasing but also competition among the transit countries. In this competition Poland is rather weak competitor because of insufficient transport infrastructure. Also teh changes of geopolitical location highly influenced the amount and directions of cargoes reloaded in Polish ports. Polish territorial self-government has been reactivated 40 years after its abolishment in 1950. During the past period, the powers of self-government were taken over by lrcal organs of central state administration. Subsequently, the latter organs were subject to decentralization. However, due to political reasons this process could not have achieved its objectives. The change of the political system in 1990 could bring self-government back to life. Nevertheless, its formation meets many obstacles. A strong need is felt to work out a new model of self-government, adequate to a considerable increase in social and economic functions of a modern state. The scope of the self-government activity is nowadays much larger than in the past and thus it is no longer possible to reactivate the traditional system of self-government whose activity could be financed from its own revenues. Besides, it is equally difficult to make a self-government system in the Polish socio-economic conditions similar to the one operating in modern West Europen countries, with its wide scope of activity and powers. A particular difficulty arises from the fact that the Polish self-government model must take into account a critical state of economy and budget during the process of implementing the economic reforms. In effect, the Polish self-government system of today retains some elements of mechanisms functioning during the decentralization of central state administration, especially the mechanism of adjusting subsidies for local organs~to the scope of their tasks. Difficulties in balancing the central budget make it impossible for self-government to carry out its functions. Moreover, it turns out that it is far from easy to subsidize the self-government activity without limiting its independence. In such conditions there exists the danger of weakening the position of self- -government and obliterating the differences between self-government and central state administration. The democratic procedure of electing the self-government organs cannot alone be considered sufficient for the realization of aspirations of the local population to decide independently about the satisfaction of its own needs. ; Digitalizacja i deponowanie archiwalnych zeszytów RPEiS sfinansowane przez MNiSW w ramach realizacji umowy nr 541/P-DUN/2016
