This article analyses the positions of Germany, France and the EU institutions with regard to the negotiations on two of the most important elements agreed: the Single Supervisory Mechanism (SSM) and the Single Resolution Mechanism (SRM). This article highlights the different approaches and lines of conflict on the centralisation of competences, legal basis, and, in case of the SRM, the sources of funding.
Regarding its economic policy, the interimistic Government of Thailand is in a difficult position. On the one hand fast rising consumer prices in Bangkok (where the concentration of the Thai industry creates additional problems), low wages and insufficient social legislation would call for accelerated decisions. On the other hand the powerfull apparatus of bureaucracy has not changed since the ancien regime, so that many reform-proposals from the "professorial government" are being blocked. The individualistic and liberal accent in the Thai way of life will be an obstacle for socialization, now and in the future. Good chances for the economy are in the primary sector, where large agricultural resources are still available and in the tertiary sector, where tourism and banking are expanding rapidly. Compared to other countries in South East Asia like South Korea, Taiwan and Hong Kong, however, the manufacturing sector will develop only on a modest scale within the next couple of years.
Is the economic and financial crisis also a crisis of Economics? From different perspectives, today there is rather harsh criticism of Economics as a Social Science. In this paper, first, some of the recent failures of Economics are discussed. Then some of the criticisms are taken up that are less convincing, in particular criticisms of the application of the economic model of behaviour, the mathematisation of Economics and the principle of value freedom. The ap-propriate role of the government as well as of competition is discussed, and also which other consequences should be drawn for Economics as a science but also for economic policy. Fi-nally, we debate whether there is, besides the economic crisis, really as crisis of Economics as well.
According to the leading German economic research institutes, the German economy is experiencing a drastic slump as a result of the corona pandemic. In order to slow down the wave of infection, the state has severely restricted economic activity in Germany. As a result, GDP is expected to shrink by 4.2% this year. The recession is leaving clear traces on the labour market and the national budget. At its peak, the unemployment rate will soar to 5.9% and the number of short-time workers to 2.4 million. This year, the fiscal policy stabilisation measures will lead to a record deficit in the general government budget of 159 billion euro. After the shutdown, the economy will gradually recover. Accordingly, the increase in GDP next year will be strong at 5.8%. This forecast is associated with considerable downside risks, e.g. because the pandemic can be slowed faster or because the recovery of economic activity will be less successful than expected or there may be a new wave of infection.
Der Angriff Russlands auf die Ukraine hat die wirtschaftlichen Rahmenbedingungen in Europa drastisch verschlechtert. Die Preise für Rohstoffe und Energie und hier besonders für Erdgas sind stark gestiegen, die Sanktionen bringen den Handel mit Russland, der über Energielieferungen hinausgeht, nahezu zum Erliegen, und die Finanzmärkte werden von den eingetrübten Aussichten und der Möglichkeit russischer Zahlungsausfälle belastet. Im Fall eines Stopps der Gaslieferungen wäre für Deutschland mit einer Bewirtschaftung des Rohstoffs und einer scharfen Rezession vor allem im Verarbeitenden Gewerbe zu rechnen. Wenn, wie hier unterstellt, Gas weiter geliefert wird, ist der konjunkturelle Haupteffekt der Krise der Energiepreisanstieg, der zu Realeinkommenseinbußen der privaten Haushalte und zum Verlust an Wettbewerbsfähigkeit von Unternehmen führt, insbesondere wegen des in Europa besonders teuren Erdgases. Auch werden Wertschöpfungsketten, die durch die Ukraine oder Russland führten, zerrissen. Der in den meisten Weltregionen schon vor Kriegsbeginn hohe Inflationsdruck verstärkt sich weiter. In den USA werden die geldpolitischen Zügel gestrafft, damit geht das Risiko eines Konjunkturabschwungs im Land selbst, aber auch weltweit einher. Die deutsche Konjunktur trifft der Krieg in einer Erholungsphase, nachdem die Winterwelle der Pandemie den privaten Konsum und die wirtschaftliche Aktivität im Schlussquartal 2021 noch hatte schrumpfen lassen. Auch wenn die Pandemie noch keineswegs vorbei ist, dürfte die Erholung mit der Aufhebung vieler zur Pandemiebekämpfung erlassener Restriktionen im März an Schwung gewinnen. Denn die privaten Haushalte werden einen Teil ihrer während der Pandemie angesammelten Ersparnis in den kommenden Quartalen wohl zusätzlich verausgaben, was insbesondere den Dienstleistern zu Gute kommt. Die Produktion dürfte im zweiten Quartal deshalb recht kräftig expandieren. Freilich muss das Geld auch verwendet werden, um die höheren Lebenshaltungskosten zu bestreiten. Die Teuerung, Ausfälle von Exporten nach Osteuropa und eine allgemeine Verunsicherung sind Kanäle, über die der Ukrainekrieg den gesamtwirtschaftlichen Zuwachs in der zweiten Jahreshälfte deutlich dämpfen wird.
The sustainable management of natural resources is one of the most important tasks humanity faces. The interdisciplinary online platform MINE-Mapping the Interplay between Nature andEconomy (www.nature-economy.de) aims to contribute to this. MINE can be understood as a bridge between social sciences, economics and the natural sciences. Important building blocks of this bridge are considerations from the fields of political philosophy and ethics. For socioecological transformation processes, MINE offers foundations that are theoretically comprehensive and at the same time practical for politics and economics. Our considerations show how the ideas of MINE came into being, what constitutes the peculiarity of its approach and what it is capable of achieving. In this way, interested persons from the scientific community as well as ecologically engaged citizens should be led towards a fruitful work with the online platform. After the introduction in Part I, in Part II, from the perspective of Malte Faber, who speaks in first-person, motives and experiences are recounted that have led him to found an interdisciplinary research cooperation since 1980. The methods and insight generated in this cooperation became groundbreaking for MINE. Part III deals with the importance of philosophical reasoning for MINE and addresses some guiding ideas and basic building blocks of MINE's approach from a philosophical perspective. In Part IV, five concepts of MINE - three aspects of time, ignorance, joint production, political responsibility and, power of judgment - are introduced to illustrate the MINE-approach by a concrete transformation problem, namely the river Emscher; which was the central sewer of the Ruhr area around 1900 and was completely renaturalized after several decades in 2020. In Part V, Malte Faber illustrates, again in the firstperson perspective, the orientation of MINE through three messages on transformation. In an addendum, Part VI, we critically comment on the five-before-twelve rhetoric that is widespread especially in discourses of climate protection.
International trade conflicts continue to simmer in times of the coronavirus crisis. Most recently, in mid-May, the US government tightened export restrictions for suppliers to the Chinese technology company Huawei. Against the background of the dramatic slump in consumer demand for automobiles, US President Donald Trump might revive his protectionist idea of tariffs on cars and car parts from the EU, escalating the transatlantic trade conflict. Economic policy simulations show that such an escalation has the potential to dampen the economic recovery in Germany after the pandemic shock. Fiscal rules limit the ability to counterbalance the macroeconomic impact of a trade war, putting Germany potentially at a relative disadvantage in this conflict.

Im Zuge dessen wurden diplomatische Konventionen gebrochen und jahrzehntealte internationale Verträge für nichtig erklärt. Auch in der Handelspolitik gilt ein neues Paradigma: Trump hat Sonderzölle angedroht und eingeführt, vor allem auf Importe aus China und der EU, um das amerikanische Leistungsbilanzdefizit abzubauen. Seine Steuerreform 2017 brachte inländischen Unternehmen massive Entlastungen. Welche langfristigen Spuren haben drei Jahre »America-first«-Politik in der Welt hinterlassen. Wie hat sich die US-Steuerreform auf den internationalen Steuerwettbewerb ausgewirkt? Welche Folgen hat der Handelsstreit? Was bedeutet Trumps Politik für den Zusammenhalt des westlichen Bündnisses? Und werden die USA zum Unsicherheitsfaktor für die weltweite wirtschaftliche und geopolitische Entwicklung? Henning Vöpel, HWWI und HSBA Hamburg School of Business Administration, unterstreicht, dass es bei der Auseinandersetzung zwischen den USA und China nicht nur um Handelskonflikte gehe, sondern vielmehr um die nächste geopolitische Ordnung für das 21. Jahrhundert. Harms Bandholz, Fachhochschule Kiel, geht davon aus, dass die Wirkung der Stimulusprogramme der US-Regierung bereits wieder verpufft sei, da die USA ein deutlich reduziertes Potenzialwachstum aufweisen wie im Durchschnitt der 1980er und 1990er Jahre. Gabriel Felbermayr, Institut für Weltwirtschaft, Kiel, rechnet damit, dass auch der neue Deal zwischen China und den USA die negative Dynamik bei den bilateralen Handelsströmen nicht zu Stillstand bringen werde. Auch 2002 sei von Handelsumlenkungseffekte zugunsten von Drittstaaten – der EU, Mexiko, Taiwan – auszugehen, die die amerikanischen Importe aus diesen Ländern auf neue Höhen treiben werden. Die Zeiten der handelspolitischen Unsicherheit seien noch lange nicht vorbei. Christoph Spengel, Universität Mannheim, sieht in der US-Steuerreform 2017 "die vielleicht größte Steuersenkung aller Zeiten für Unternehmen". Konsequenz der Steuersatzsenkung in den USA sei eine Verschärfung des Steuerwettbewerbs um die Ansiedelung von Direktinvestitionen. Jost Heckemeyer, Christian-Albrechts-Universität zu Kiel, sieht Europa durch die Steuerpolitik Trumps unter Druck geraten. Die mittelfristige Wirkung von Trumps Steuerreform auf die Investitionstätigkeit innerhalb und außerhalb der Vereinigten Staaten werde sich zeigen. Aber der internationale Steuerwettbewerb werde weiter verschärft. Martin Mosler und Niklas Potrafke, ifo Institut, zeigen anhand ihrer neuen Studie, wie sich das Abstimmungsverhalten westlicher Industrieländer in der Generalversammlung der Vereinten Nationen unter US-Präsident Donald Trump entwickelt hat Die Übereinstimmungsrate zwischen den Vereinigten Staaten und dem Westen war unter Donald Trump ca. 7 Prozentpunkte geringer als unter früheren US-Präsidenten. Henrik Müller, Technische Universität Dortmund, stellt angesichts der herausragenden Bedeutung der USA für die Weltwirtschaft und die Weltpolitik fest, dass sich die von Washington ausgehende Unberechenbarkeit in einem messbar erhöhten Unsicherheitsniveau auch in Deutschland niederschlägt.
After a short sketch of the history of modern business schools in the German speaking countries, their four major activity fields are considered: (i) academic teaching, (ii) scientific research, (iii) consulting and (iv) executive education. While teaching was traditionally dominant, research has gained more importance in recent decades, not only in Economics but also in Management departments. With respect to consulting, we have to distinguish between consulting for governments by economists and for private companies by professors of management. Executive education is mainly a domain of management (and law) departments; economists only play a minor role in this area. We conclude with discussing some of the ethical questions with which Economics and Management departments are confronted today.
The explosion of Covid-19 cases is looming in Germany. The German Society for Epidemiology has warned that the number of cases could soon overshoot the capacity of the healthcare system. This may be true even if Germany follows the 'flatten-the-curve'- approach to reduce infection rates. A suppression of the virus remains the best solution for the crisis. Supply will suffer as long the virus persists. Until then, demand side measures will not cure the epidemic. Coordinated measures for business that ensure compliance and European debt instruments may be part of a strategy to solve the crisis.

Entsprechend fällt der Anstieg des Bruttoinlandsprodukts im kommenden Jahr mit 5,8% kräftig aus.
Based on the hypothesis that microdata are of crucial importance for internationally competitive economic research and scientific advice in economic and social policy, the authors develop various proposals for an improved data supply for empirical work in Germany. Present shortcomings are mainly caused by a lack of coordination between data collecting institutions and scientific users, extensive privacy protection provisions and restrictive information policy of government agencies. In order to overcome these problems, the authors ask for improved participation of scientific users in data collection; provision of recent techniques for data anonymization and decentralized use of confidential centralized data; liberalization of scientific data access; and creation of a documentation center for organization and standardization of data and data access. Finally, empirical economics, especially application of microdata and modern tools of data analysis, should be emphasized within the framework of university education.

The model serves three purposes: economic analysis, policy simulation and short term forecasting. The 27 behavioural equations are largely estimated as error-correction equations. Most of them consist of a long term equilibrium relationship based on economic theory and short term dynamics and thus model a dynamic adjustment process in the case of deviations from the long term steady state. The data base of the model is mainly taken from the seasonally unadjusted quarterly national accounts. In some cases, where only annual data are available a method of temporal disaggregation is applied. Exports of goods are disaggregated further than in the national accounts. Five standard shock simulations are carried out and analysed. ; Ziel dieser Arbeit ist die Modellierung der spanischen Wirtschaft in einem kleinen makro-ökonometrischen Modell. Das Modell dient drei Anwendungszwecken: ökonomische Analyse, Politiksimulationen und Kurzfristprognosen. Die 27 Verhaltensgleichungen wurden weitgehend als Fehlerkorrekturgleichungen geschätzt. Die meisten bestehen aus einer theoretisch fundierten langfristigen Gleichgewichtsbeziehung und der Kurzfristdynamik. Somit wird ein dynamischer Anpassungsprozess im Falle einer Abweichung vom Gleichgewichtspfad modelliert. Die Daten sind Ursprungswerte. Sie stammen hauptsächlich aus den vierteljährlichen volkswirtschaftlichen Gesamtrechnungen (VGR). In Fällen, in denen nur Jahresdaten zur Verfügung stehen, wird eine Methode der temporalen Disaggregation angewendet. Die Güterexporte werden in regionaler Hinsicht weiter disaggregiert als dies in den VGR der Fall ist. Fünf Standard- Schocksimulationen werden durchgeführt und analysiert.
