The issue of "women in development" may be usefully conceptualized as having several distinct stages. Although this issue came to both national and international prominence very quickly, there are continuing problems in translating concern into action. If cumulative, self-corrective knowledge about what helps and what hurts women in various development efforts is ever to be compiled and communicated, a more institutionalized system of information is needed.
