In order to develop a coherent legal framework in terms of territorial organization of public power, it is important to elucidate the contents of the notions one operates with in this domain. The conceptual incoherence on using the essential notions persists in the legal system of the Republic of Moldova, which generates ambiguities and misinterpretations. To avoid such situations, it is important to conceptualize the meaning of the essential notions with which one operates both in the academic environment and in the system of public authorities.
The article offers a brief overview of the administrative-territorial organization and reorganization in the former county of Arad. Old medieval boundaries have known significant changes after the installation of Habsburg rule. Political, social and military reasons determined the imperial authorities to make several reorganizations of the area. Institutions were designed to ensure proper functioning of the county, but also contributed to the upgrade of the administrative structures on the Enlightenment spirit.

This article explores a number of the themes that late researcher and professor Alexandru Duţu treated in his the articles, book reviews and interviews published in the Romanian cultural and opinion press between 1990 and 1998 (Arc. Litere. Arte & Meşteşuguri, Cotidianul. Litere Arte. Idei, Dilema, Secolul XX, Transilvania, Viaţa Românească etc.). As some of these themes are covered also in his scientific works, the study contributes thus to an inventory of the historical premises for Duţu's ideas on the formal and contradictory duality of the modern world, including the duality of "organic" and "organized solidarities", as well as the Janus-like nature of liberty or of liberties. Furthermore, it investigates his view on the reconstitution within the orthodox space of the Romanian cultural and political tradition, "ravaged" by the rationalism of the 19th century modernization efforts. This "aggression" led to the emergence of a new image of tradition, in folkloric tones, that has stubbornly endured also throughout the protochronism preached by the communist regime. Finally, the article approaches the sensitive theme of human condition during communism and the Duţu's self- professed "inner exile", as well as on his reactions as a citizen of the polis. All these stem from this long scholarly history of dual worlds, particularly the condition of the individual for more than three centuries: that of a relentless search for the lost harmony between the "world within" and the "world outside"), as well as from the internalization of his personal development.
The reforming of the local power territorial organization in the Republic of Moldova is an obvious fact. The need for change is known at the government and civil society levels and it is frequently addressed by the academic environment. The article summarizes the multiplicity of approaches, positions and expected outcomes of the reform in a synthetic model that includes the principles, objectives and conditions of the successful implementation of the local power territorial organization reform in the Republic of Moldova. It is argued the idea of abandoning the paradigm of the "administrative-territorial organization of the state territory" in favour of the public power territorial organization paradigm. The pursued aim is to reduce the theoretical and conceptual fragility of the reform.
The Church-State relationships in EU Member States are in a process of a radical transformation. This is the result of a rapid political integration and also of the major transformations of the modernity. Religion is still part of the European public space even if, according to modernity premises, it should be only a private matter. According to Max Weber and other authors, secularization diminishes the role of the religion in society. However, these theories are being contested in recent years, due to the interpretation of statistical data and to the emergence of fundamentalist religious movements spreading around the world. Consequently, secularization is a tendency and not an "iron law". As regards the current role of the religion, Silvio Ferrari developed the theory according to which there is a common European model. This model does not exist yet, but certainly we live in an era defined by the continuous searching of such a model. There is no European identity without common values. Some of these values, like toleration, do have a profound religious foundation. European integration is based on the action of different actors, including interest groups located in Brussels. The Churches and the religious organizations are also part of this category of actors and they try to be part of a process by which a common space for consultation will emerge.
The European Union is a rather new player in international relations. The European Union is neither a state nor international organization. With the accession to the European Union, the states transfer some attributes of sovereignty and, thus, the governing is done by the European Union mostly, taking part in its relations with third countries. At the same time, it contains some elements of the union (confederation, federation). Therefore, the European Union is more than an international organization. We find elements of the federation, confederation without being identified as such, being established on a system of organization. The European Union aims for integration of societies within a single economic, social, political, legal area. The European Union acts as a proper system based on an idea of creating strong Union bonds between the people of Europe, by establishing an internal market, an economical Union. The European Union, in its relations with the member states, keeps the ultimate goal that it has, being an international legal person, special competences, realizing common goals established with the member states. The legal basis of the European Union is represented by two treaties: the Treaty on European Union and the Treaty on the Functioning of the European Union. The well-known Lisbon Treaty represents legally an amending treaty of the previous legal instruments - a compromise between the need for reform, on the one hand, and the need to live in a united Europe, on the other hand. The member states of the EU relate to two legal systems. As a result of their participation in an international organization with supranational character, Member States of the European Union assume a number of commitments with repercussions to their state sovereignty. The Member States coexist with the European Union. The European Union has become, along with its Member States, a matter of international law; even if it shows itself as a conglomerate of states - international organization; it is a union of states established by state attributes, an entity more complex and powerful, with a higher importance with its relations with the Member States, but also with an increased influence on international arena.
In this paper, we analyze the role and functions of the socialist enterprise, a place in which the interaction between power and society is strongly emphasized. Focusing on the last decade of communist rule, we have chosen as a case study an enterprise created in the late 70's: the Călăraşi Integrated Iron and Steel Works. We were interested in how the Romanian Communist Party was organized inside the enterprise and the duties of party organizations. Recruiting new party members, mobilizing workers were only two of the party organizations tasks within enterprises. These topics were, in many occasions, the focus points of the Party organizations reports. An important part of this study was devoted to activities organized within the socialist enterprise. Socialist emulation, cultural and artistic activities, sports occupied a central place in everyday life of the industrial workers. Especially in the last decade of communist domination, any event is a cause for celebration, this phenomenon being in contrast to the austerity imposed by the regime. In communist Romania, the socialist enterprise was, above all, one of the most important places of propaganda, domination and control.
