The book contains a thorough analysis of the European Union institutional system as a specific, sui generis international organisation, in the context of its legitimization (its validity and legitimacy). The book is mainly theoretical. Primarily, the author aims at presenting a reliable depiction of the EU institutional system legitimization through the prism of the theoretical output concerning legitimization of the political power, including and accentuating the indicated specificity of the EU as a distinct international organisation. Secondly, he took into consideration the changes introduced into the legal foundations of the EU functioning, pursuant to the Lisbon Treaty – the latest treaty reforming the structures of the Union. In the context of the main theme of the present study, these changes are important not only in terms of the EU institutions themselves, i.e. their competences and reciprocal relations, but also with regard to the fundamental change of the legal character of the EU, and the alterations introduced into the individual Union politics. Thirdly, the author attempts to present the problem of the EU institutional system legitimization in the special circumstances, i.e. in the situation of the most profound economic crisis that the EU members have faced since the beginning of the integration process. The EU is regarded as a specific structure, being neither a state nor a typical international organisation. Such an approach was the starting point for the main premise of the present book – the idea that the thesis about the deficiency of democracy in the EU, formulated in the literature on the subject and in the public debate, is a certain simplification, and the characteristic features of the EU and its institutions, which provoked the formulation of such a thesis, should be considered in a broader context, such as the problem of the EU institutional system legitimization and, alternatively, the deficiency of that legitimization. For the direct democratic legitimization is only one of many sources of legitimacy of the EU institutional system and of the Union as a specific international organisation in general – an extremely important source, perhaps the most important, yet not the only one. Thus, the legitimization of the EU and its institutions should be analysed in a broader perspective, which also includes other sources of legitimization – as it is done in case of every political power which, striving for its legitimization to be as strong as possible, attempts to derive it from the largest number of sources. According to the author of the book, to base the EU institutional system legitimization only on the grounds of the direct democratic legitimization characteristic of a democratic state, would be tantamount to a certain disruption of the right order. It would rather be a symptom of too advanced an integration on the "institutional" level in comparison to the extent of the "material" integration. Until the EU is a structure sui generis, in which case it is a combination of features characteristic of an intergovernmental, international organisation, a supranational organisation or a state, the nature of legitimization of this structure should also be specific. The most important role should be played by the democratic legitimization, which should be completed with other sources, owing to which the functioning of the EU institutional system, and the whole EU, could be recognised as legally valid. Apart from the main thesis also other theses and hypotheses are posed in the book. The first chapter is a certain theoretical introduction and a basis to the deliberations presented in the further parts of this study. In the first subsection, with reference to the literature on the subject, the problem of legitimization (legitimacy) of the political power, i.e. the concept, classifications and sources of legitimization (legitimacy) of the political power, have been synthetically depicted. In another part of chapter one, the author attempts to relate the problem of legitimization to the EU as a specific international organisation and to formulate his own definition of legitimization deficiency with regard to EU institutional system. Bearing in mind that the problem of legitimization deficiency in the EU (EC) has not been discussed on a larger scale until certain stage of development of integration process was reached, in 1.3. subsection, the author raises some questions concerning: the sufficiency of legitimization of the integration process during the first few decades after the Second World War, the grounds for that legitimization and the reasons why, at a certain stage of the EU (EC) development the legitimization of the Union's institutional system started to be considered insufficient, which was manifested in the opinions acknowledging the democracy and legitimization deficiency. The first chapter ends with a passage devoted to the importance of the EU institutional system legitimization, whereas the significance of legitimization to the political power and political institutions in general, consitutes its reference point. The second chapter (subsections 2.3.–2.8.) presents a synthesis of the evolution of the EU (EC) institutional system in the context of its legitimization, from the moment of the EC founding treaties ratification, till the time the changes pursuant to the Lisbon Treaty were introduced. The author focused here mainly on the competences of the particular EC (EU) institutions and their reciprocal relations, which should make it possible to observe two main tendencies in the dynamics of changes taking place in this field, and present its specificity and distinctiveness in comparison to the systems of democratic states. At the beginning of this chapter, a thesis has been formulated (simultaneously, becoming an extension of the attempt to determine why, at a certain stage of the integration process, the issue of democracy/legitimization deficiency started to be discussed – a question that was raised in the first chapter), which states that the legitimization of the EU institutional system will be sufficient, if the law regulations and political practice of their functioning are convergent with the level of advancement of the integration process in various spheres of social life; in other words, the "institutional" integration should correspond with the "material" integration (that is the Union politics). To that end, the author made an attempt to present, in a synthetized form, the development of the "material" integration (subsection 2.1.), which he completed with an analogical endeavour to illustrate the evolution of the EU (EC) institutional system in the context of its legitimization (subsection 2.9). For in accordance with the increasingly common approach, the EU institutions are treated as a system, the concept and principles of which have been presented in 2.2. subsection. In the third chapter, the author presents the EU institutional system in its current form, that is with the changes introduced under the Lisbon Treaty. Here, the selected aspects regarding competences and functioning of the particular EU institutions have been depicted, as well as the relations between them in the context of legitimization. Additionally, three selected problems regarding the EU institutional system have been raised, which are especially important in the context of its legitimization (the relation between the EU institutional system and the institutions of the EU member states, the question of transparency in the functioning of the EU institutions, as well as the Union budgets in the consecutive years). In the last subsection (3.9.) the specific features of the EU institutional system, significant in the context of its legitimization, have been identified. The fourth chapter is devoted to the functioning of the EU institutional system in the perspective of four basic sources of its legitimization, i.e. indirect and technocratic, direct and democratic, utilitarian, and one consisting of "values". The chapter ends with a conclusion outlining the specificity of the EU and its institutional system with regard to the sources of its legitimization, which is especially important in the context of the book's main thesis. The fifth chapter concerns the problem of legitimization of the EU institutions in the context of the economic crisis, which the EU member states struggle with since around the year 2008. The sixth chapter, in turn, regards the so called subjective (empirical, social) dimension of the EU institutions' legitimization, that is, the way this problem is perceived by the citizens of the EU member states. It has been based on the results of opinion polls conducted for the use of Eurobarometer, from among which these questions and answers were selected, which could be applied to illustrate the way the EU citizens perceive the Union institutions in the context of their legitimization. The closing remarks include the most important conclusions drawn from the conducted analyses and the potential reforms and modifications of the EU institutional system, which may allow for the reinforcement of its legitimization, primarily in its democratic aspect. Calling presumed alimentary boundaries into question, the city distinguishes itself as soon as the end of the Ancien Régime through a wide use of the hoppy beverage and the making of a product with specific organoleptic qualities being exported to the southeast quarter of the country. Skilfully maintained, this original situation turns Lyon into one of the main French beer production centres of the first half of the century. Things change with the advent of the Second Empire. New drinking trends and habits, birth of a European then worldwide consumption market and substantial scientific and technical improvements combine themselves to change the activity into a definite way. Thus, the Rhône brewing sector, leaded by Lyon's breweries and initially made of numerous and small short-lived handcraft production units selling locally only, becomes in a few decades an industry operating towards foreign markets and formed by a handful of big factories gathering workforce, capitals and market share. Regulatory framework itself (professional legislation or insalubrity control) and fiscal politics on national and municipal scales contribute also to the transition. Since they have to adapt their manufacturing and formation processes, as well as supplying and selling strategies, the redefinition of urban and commercial logics has a direct impact on brewers' practices: in a wider sense, it is the organization of the beer sector which progressively reveals itself. However, it would be untrue to see these businessmen as powerless victims of an uncontrolled process. More than spectators, they are actors of a protean revolution. The prosopographical study of 337 careers considered in their individual and collective dimensions prove the plurality of fortunes: while the model of the small business allows audacious craftsmen whatever their professional and geographical origins (many of them come from Alsace and Germany) to succeed by highlighting their work and satisfying their ambitions, the industrial model is more selective. In the medium term, only a few businessmen will survive, their smaller colleagues and competitors suffering the joint effects of economic conjuncture, market rationalization and family tragedies. At the edge of World War One, six breweries are still in operation: having proven its early adaptation ability by modifying its structure in order to assimilate the productivist modernization, the Rhône brewing sector can be considered as an exception among the pre-industrial activities, a fortiori among those from the food-processing sector. ; Le XIXe siècle est en France celui de la bière : production et consommation annuelles passent en l'espace de cent ans de moins de trois à plus de quinze millions d'hectolitres. Ce seront les seuls à survivre, la plupart de leurs collègues et concurrents payant à terme les effets conjoints de la conjoncture économique, de la rationalisation du marché et des tragédies familiales. In France, the nineteenth century is the age of beer: in a hundred years, annual production and consumption grow from less than three to more than fifteen million hectolitres. Thanks to its advantageous commercial position and the quality of its waters, Lyon occupies a unique place in this developing mass-market. Calling presumed alimentary boundaries into question, the city distinguishes itself as soon as the end of the Ancien Régime through a wide use of the hoppy beverage and the making of a product with specific organoleptic qualities being exported to the southeast quarter of the country. Skilfully maintained, this original situation turns Lyon into one of the main French beer production centres of the first half of the century. Things change with the advent of the Second Empire. New drinking trends and habits, birth of a European then worldwide consumption market and substantial scientific and technical improvements combine themselves to change the activity into a definite way. Thus, the Rhône brewing sector, leaded by Lyon's breweries and initially made of numerous and small short-lived handcraft production units selling locally only, becomes in a few decades an industry operating towards foreign markets and formed by a handful of big factories gathering workforce, capitals and market share. Regulatory framework itself (professional legislation or insalubrity control) and fiscal politics on national and municipal scales contribute also to the transition. Since they have to adapt their manufacturing and formation processes, as well as supplying and selling strategies, the redefinition of urban and commercial logics has a direct impact on brewers' practices: in a wider sense, it is the organization of the beer sector which progressively reveals itself. However, it would be untrue to see these businessmen as powerless victims of an uncontrolled process. More than spectators, they are actors of a protean revolution. The prosopographical study of 337 careers considered in their individual and collective dimensions prove the plurality of fortunes: while the model of the small business allows audacious craftsmen whatever their professional and geographical origins (many of them come from Alsace and Germany) to succeed by highlighting their work and satisfying their ambitions, the industrial model is more selective. In the medium term, only a few businessmen will survive, their smaller colleagues and competitors suffering the joint effects of economic conjuncture, market rationalization and family tragedies. At the edge of World War One, six breweries are still in operation: having proven its early adaptation ability by modifying its structure in order to assimilate the productivist modernization, the Rhône brewing sector can be considered as an exception among the pre-industrial activities, a fortiori among those from the food-processing sector. ; Le XIXe siècle est en France celui de la bière : production et consommation annuelles passent en l'espace de cent ans de moins de trois à plus de quinze millions d'hectolitres. La Unió europea posseïx fins i tot els servicis lingüístics més grans del món ja que treballen hui en dia en 23 llengües oficials. En els estats, també s'observa una activitat de traducció a càrrec de les institucions. Espanya n'és una il·lustració interessant perquè té sis regions on quatre idiomes distints de l'idioma nacional també són oficials: l'èuscar, el català, el gallec i l'aranés. A més de les relacions internacionals i de les migracions, l'estat espanyol té per tant que gestionar este plurilingüisme autòcton. En les comunitats autònomes de què es tracta, també hi ha unitats de traducció institucionals amb què es pot comparar la de Bretanya, on el Consell regional va votar fa pocs anys una política lingüística per al bretó i el gal·ló.Estes unitats institucionals de traducció i interpretació constituïxen un terreny privilegiat per estudiar l'activitat. El sistema és periòdicament objecte de crítiques pel seu cost. Però quins són precisament estos costos? Què és el que els justifica? Quins beneficis porta el servici a les institucions, als polítics i als ciutadans que mereixen que es defenga? Així és com proposem en la present tesi determinar les «apostes» de la traducció. Apareix que es poden distingir apostes no sols econòmiques sinó també sociolingüístiques, glotopolíticas i polítiques, a qui la traducció contribuïx de forma substancial. ; Europe may have fewer languages than other continents, but it remains highly multilingual at all levels. The European Union even runs the largest language services in the world, working today in 23 official languages. At the level of states, a translation activity can be observed among institutions too. Spain is an interesting example of it because it has six regions where four languages other than the national one are equally official: Basque, Catalan, Galician and Aranese. Besides international relationships and migrations, the Spanish state must therefore manage this autochthonous multilingualism. In the officially multilingual regions, there are also institutional translation units that can be compared to Brittany's. Indeed the Regional Council of Brittany has recently established a language policy for Breton and Gallo. These institutional translation and interpretation units are an adequate field to study the activity. The system is regularly criticised because of its cost. But what are really those costs? And what can justify them? How does the service benefit institutions, elected representatives and citizens and why should this be defended through translation? This is how the ins and outs of translation will be accounted for in the present thesis. It results in distinguishing economic, sociolinguistic, glottopolitical and political stakes to which translation brings an invaluable contribution. ; Si Europa cuenta con menos idiomas que otros continentes, no deja de ser plurilingüe en todos los niveles administrativos de su territorio. En los estados, también se observa una actividad de traducción a cargo de las instituciones. España es una ilustración interesante del fenómeno porque tiene seis regiones donde cuatro idiomas distintos del idioma nacional también son oficiales: el euskera (vasco), el catalán, el gallego y el aranés. Además de las relaciones internacionales y de las migraciones, el estado español tiene por lo tanto que gestionar este plurilingüismo autóctono. En las Comunidades Autónomas de las que se trata, también existen unidades de traducción institucionales con las que se puede comparar la de Bretaña, donde el Consejo regional votó hace pocos años una política lingüística para el bretón y el galo.Estas unidades institucionales de traducción e interpretación constituyen un terreno privilegiado para estudiar la actividad. El sistema es periódicamente objeto de críticas por su coste. ¿Pero cuáles son precisamente estos costes? ¿Qué es lo que los justifica? ¿Qué beneficios lleva el servicio a las instituciones, a los políticos y a los ciudadanos que merecen que se defienda? Es de esta manera que proponemos en la presente tesis determinar las «apuestas» de la traducción. Aparece que se pueden distinguir apuestas no sólo económicas sino también sociolingüísticas, glotopolíticas y políticas, a las que la traducción contribuye de forma substancial. ; Si l'Europe a moins de langues que d'autres continents, elle n'en demeure pas moins plurilingue à toutes les échelles. L'Union européenne possède même les plus grands services linguistiques du monde qui travaillent aujourd'hui en 23 langues officielles. À l'échelle des États, on observe également une activité de traduction prise en charge par les institutions. L'Espagne en est une illustration intéressante parce qu'elle comprend six régions où quatre autres langues que la langue nationale sont également officielles : le basque, le catalan, le galicien et l'aranais. Outre les relations internationales et les migrations, l'État espagnol doit donc gérer ce plurilinguisme autochtone. Dans les régions en question, il existe aussi des unités de traduction institutionnelles qui peuvent être comparées à celle de la Bretagne. Le Conseil régional y a en effet défini récemment une politique linguistique pour le breton et le gallo. Ces unités institutionnelles de traduction et d'interprétation constituent un terrain privilégié pour étudier l'activité. Le système est régulièrement critiqué pour son coût. Mais quels sont précisément ces coûts ? Et qu'est-ce qui les justifie ? Qu'apporte le service aux institutions, aux élus et aux citoyens qui mérite d'être ainsi défendu ? C'est ainsi que nous proposons dans cette thèse de déterminer les enjeux de la traduction. Il en ressort qu'on peut distinguer des enjeux économiques, mais aussi sociolinguistiques, glottopolitiques et politiques auxquels la traduction apporte une contribution très importante.
The article discusses the problem of procedures and specific features of functioning of a modern democratic state, as well as threats resulting from weaknesses of democracy despite existence of mechanisms protecting it from abuse. This problem is analysed on the example of the ongoing political conflict about the Constitutional Tribunal: an institution of constitutionally guaranteed independence. This conflict reveals that in Poland a need for discussion and perhaps for verification of the current philosophy and practice of democracy, has arisen. Furthermore, it demonstrates that law and the rule of law are neither sufficient guarantors of a democratic system's stability, nor guardians of civil rights and freedoms. A weakness of the democratic system lies in the fact that in the name of correctly understood democratic principles it is possible to distort the system through enacting wrong laws. Even though the acts of democracy participants, mainly decision-makers, are lege artis, they lead to impairment of democracy. Without doubt, a democratically organized society is an autonomous community and polyarchy which has adopted a democratic system of government as a form of its organization. On the other hand, democracies are highly conflict-prone systems, for example, due to the fact that they are based on the principle that all views and all participants of democracy are equal. As a consequence, such logic leads directly to emergence of disagreements, conflicts and even fights among democracy participants. This feature of democracy has enforced the establishment of appropriate procedures of conflict solving so that to ensure a possibly optimal resolution of crisis situations which could ultimately cause even a collapse of the democratic system. Thus, a simple mathematical rule has been adopted, albeit secondary in relation to any other methods of conflict solving, that is the majority principle. This is a standard of the democratic conduct without which the rule of majority would not be possible. The Constitutional Tribunal has recently become the object of popular interest – one of the many institutions of a democratic state which has not aroused so much factual and political dispute ever before. The conflict over the Tribunal has basically the formal and legal character, this is a technical dispute whose solution should be dictated by binding regulations and developed by experts in law. However, this is not the case. This conflict has turned into an argument of a political character, so it has become a genuine clash of interests, additionally aggravated by values. Moreover, it has stirred up the society and the environment of lawyers. When a political conflict, as one of the conflict types, is analysed, it is defined as a disagreement over power, whose participants are these individuals, groups, institutions and organizations which have a direct impact on politics or influence it through political channels. The practice of democratic states of the Western world does not prescribe a way at the beginning of which there is a sign "the winner takes it all". This practice is corroborated by philosophy and theory of democracy, as well as by several hundred years of achievements including such principles as Montesquieu's tripartite system of the separation of powers or the contemporary definition of democracy which describes it as a rule of majority that guarantees rights to minorities. ; Artykuł porusza problem procedur i specyfiki funkcjonowania nowoczesnego państwa demokratycznego oraz zagrożeń wynikających ze słabości demokracji mimo istnienia mechanizmów zabezpieczających ją przed nadużyciami. Problem ten jest rozpatrywany na przykładzie toczącego się konfliktu politycznego o Trybunał Konstytucyjny, instytucję o gwarantowanej konstytucyjnie niezależności. Konflikt ten pokazał, że w Polsce pojawiła się konieczność dyskusji i być może weryfikacji dotychczasowej filozofii i praktyki demokratycznej. Również to, że prawo i rządy prawa nie są wystarczającymi gwarantami stabilności ustroju demokratycznego, tym bardziej strażnikami praw i wolności obywatelskich. Ułomność systemu demokratycznego polega na tym, iż w imię właściwie pojętych zasad demokratycznych możliwe jest wypaczanie systemu przez tworzenie złego prawa. Działania uczestników demokracji, głównie decydentów, są lege artis, ale prowadzą do jej osłabiania. Demokratycznie urządzone społeczeństwo jest bez wątpienia autonomiczną wspólnotą i poliarchią, a przyjęło jako formę swojej organizacji demokratyczny system rządów. Demokracje są natomiast systemami wybitnie konfliktogennymi, choćby z tego powodu iż opierają się na zasadzie równości wszystkich poglądów i wszystkich podmiotów biorących udział w demokracji. Taka logika prowadzi w prostej konsekwencji do pojawienia się niezgodności i konfliktów, a nawet walk pomiędzy uczestnikami demokracji. Ta właściwość demokracji wymusiła stworzenie odpowiednich procedur rozstrzygania konfliktów, by zagwarantować w miarę optymalne wychodzenie z sytuacji kryzysowych, mogących w ostateczności doprowadzić nawet do upadku systemu demokratycznego. Przyjęto zatem prostą zasadę matematyczną, co prawda wtórną wobec wszystkich innych sposobów rozwiązywania konfliktów – zasadę większości. Jest ona regułą demokratycznej gry, bez której nie mogłyby istnieć rządy większości. Przedmiotem społecznego zainteresowania stał się ostatnio Trybunał Konstytucyjny, jedna z wielu instytucji demokratycznego państwa, która dotychczas nie wywoływała aż takich sporów merytorycznych i politycznych. Konflikt o Trybunał ma przede wszystkim charakter formalno-prawny, jest to techniczny spór, którego rozwiązanie powinno być podyktowane przez obwiązujące prawo, a jego rozstrzyganiem powinni się zająć eksperci z dziedziny prawa. Tak jednak nie jest. Konflikt ten przerodził się w konflikt o charakterze politycznym, stał się więc rzeczywistym konfliktem interesów, uzupełnionym dodatkowo o wartości. Zaktywizował ponadto społeczeństwo oraz środowisko prawnicze. Gdy rozważa się jeden z typów konfliktów, mianowicie polityczny, definiuje się go jako taki, którego przedmiotem jest władza, a podmiotami biorącymi w nim udział są te jednostki, grupy, instytucje, organizacje, które bezpośrednio mają wpływ na politykę lub oddziałują na nią za pośrednictwem kanałów politycznych. Praktyka demokratycznych państw świata zachodniego nie wskazuje drogi, na początku której stoi znak "zwycięzca bierze wszystko". Praktykę tę wyznacza filozofia i teoria demokracji oraz kilkusetletni dorobek z takimi dogmatami, jak choćby monteskiuszowski trójpodział władz czy współczesna definicja demokracji, według której są to rządy większości gwarantujące prawa mniejszościom.
The text is an attempt to analyze the international political situation in the security sector in the context of the crisis which has arisen as a result of the aggressive actions of the Russian Federation in relation to Ukraine: in particular the forcible annexation of the sovereign territory of Ukraine in violation of all the principles and norms of international law and the inspiration of the armed conflict in the eastern regions of Ukraine. For the first time after the end of the World War II aggression has become a fact of reality in European politics. Pan-European and transatlantic security institution – the Organization for Security and Cooperation in Europe – was not sufficiently effective mechanism for crisis management. In two years, the conflict in eastern Ukraine killed about 10 thousand men. The conflict in Eastern Ukraine has radically changed the perception of security in Europe. The problem is that Ukraine, like most of the "new democracies" of Eastern Europe as a result of the transformation processes of the early 90th appeared in a "gray zone" of security. Most of the Eastern European countries overcame the security gap by joining NATO/EU. At the same time, Ukraine remained in the buffer zone and became an object of intense economic, political, informational and military pressure from the Russian Federation. As a result, Ukraine is forced to rely primarily on their own capabilities and the military-industrial potential (not being part of the European collective defense/security), on the other – the international political, economic, informational support from the international community plays a key role in the possibility of Ukraine resist aggression. However, the crisis has led to a certain re-evaluation of existing regional security system: 1) The failure of attempts to build a pan-European security system became obvious; 2) The OSCE in Ukrainian crisis has created a platform for the negotiations and the peace process, but did not provide, at least until now, the mechanism of a real resolution to the crisis; 3) The question of inefficiency, lack of prospects and obsolescence of NATO as a collective security organization may be withdrawn from the agenda; 4) There is an activization of existing and search for new formats of cooperation between European countries in the development and improvement of the international security system in Europe. ; W artykule podjęto próbę analizy bezpieczeństwa w wymiarze polityczno-międzynarodowym w kontekście kryzysu wywołanego agresywnymi działaniami Federacji Rosyjskiej wobec Ukrainy – w szczególności aneksji części terytorium Ukrainy przy użyciu siły z pogwałceniem wszelkich norm prawa międzynarodowego oraz "instalacji" konfliktu zbrojnego we wschodnich obwodach państwa ukraińskiego. Po raz pierwszy od zakończenia II wojny światowej agresja stała się rzeczywistością polityki europejskiej. Ponadto ogólnoeuropejskie i transatlantyckie struktury bezpieczeństwa – Organizacja Bezpieczeństwa i Współpracy w Europie – nie jest zbyt efektywnym mechanizmem zarządzania kryzysowego. W ciągu dwóch lat konfliktu zginęło ok. 10 tys. osób. Konflikt na wschodzie Ukrainy radykalnie zmienił postrzeganie bezpieczeństwa na kontynencie europejskim. Problemem jest to, że Ukraina jak większość "nowych demokracji" Europy Wschodniej w wyniku procesów transformacyjnych znalazła się w szarej strefie bezpieczeństwa. Większość wschodnioeuropejskich państw rozwiązało problem security gap, wstępując do NATO i UE, podczas gdy Ukraina pozostała w szarej strefie, stając się celem ekonomicznych, politycznych, informacyjnych i wojskowych nacisków ze strony Federacji Rosyjskiej. Po pierwsze, w wyniku rozwoju kryzysu Ukraina jest zmuszona w pierwszej kolejności liczyć na własne możliwości i potencjał wojskowo-przemysłowy (nie będąc częścią europejskiego systemu bezpieczeństwa kolektywnego/obronnego). Po drugie, wsparcie polityczne, ekonomiczne i informacyjne ze strony społeczności międzynarodowej odgrywa kluczowe znaczenie w kontekście przeciwstawienia się Ukrainy rosyjskiej agresji. Razem z tym kryzys doprowadził do przewartościowań w zakresie istniejących w regionie systemów bezpieczeństwa: 1) możemy konstatować nieudane próby wybudowania ogólnoeuropejskich mechanizmów zagwarantowania bezpieczeństwa; 2) OBWE stworzyło platformę rozmów w ramach pokojowego rozwiązania konfliktu, ale nie wybudowała do tej pory realnego mechanizmu rozwiązania konfliktu; 3) NATO jako system bezpieczeństwa kolektywnego nie powinno być traktowane w kategoriach nieefektywności, archaiczności i braku perspektyw; 4) pojawiły się formy aktywizacji istniejących i poszukiwanie nowych form współpracy pomiędzy państwami europejskimi w celu rozwoju i doskonalenia systemów bezpieczeństwa międzynarodowego w Europie. ; Текст является попыткой анализа международно-политической ситуации в секторе безопасности в контексте кризиса, возникшего в результате агрессивных действий Российской Федерации по отношению к Украине: в частности насильственная аннексия части суверенной территории Украины в нарушение всех принципов и норм международного права и инспирирования вооруженного конфликта в восточных областях украинского государства. Впервые после завершения Второй мировой войны агрессия стала фактом действительности европейской политики. Проблемой стало то, что Украина, как и большинство «новых демократий» Восточной Европы в результате трансформационных процессов начала 90-х гг. оказались в «серой зоне» безопасности». Большинство восточно-европейских государств решило проблему security gap путем присоединения к НАТО/ЕС. В то же время Украина остались в этой «зоне» и стала объектом интенсивного экономического, политического, информационного и военного давления со стороны Российской Федерации. В результате развития кризиса с одной стороны Украина вынуждена полагаться в первую очередь на свои собственные возможности и военно-промышленный потенциал (не будучи частью европейской системы коллективной обороны/безопасности), с другой – международно-политическая, экономическая, информационная поддержка со стороны международного сообщества играет ключевую роль в возможности Украины противостоять агрессии. Вместе с тем, кризис привел к определенной переоценке существующих в регионе систем безопасности: 1) Можно засвидетельствовать провал попыток выстроить общеевропейские механиз- мы обеспечения безопасности; 2) ОБСЕ создала платформу для переговоров и мирного процесса, но не обеспечила, по крайней мере, до сих пор, механизма реального урегулирования кризиса; 3) Вопрос о неэффективности, бесперспективности и устарелости НАТО как организации коллективной безопасности может быть снят с повестки дня; 4) Происходить активизация существующих и поиск новых форматов сотрудничества между европейскими государствами в целях развития и усовершенствования системы международной безопасности в Европе.
In the dissertation entitled "Communication determinants of organizational changes in Polish political parties at the turn of the century" the author has made a detailed analysis of the relationship between the political communication and the internal organization of Polish political parties. The dynamic technological development made a progress in manners and forms of communication. Making new perspectives and opportunities in making interactions, including through inventing and popularization of the Internet, have been reflected in the world of politics. Using the knowledge of Polish and foreign scientists it is important to emphasize that, on the one hand, a decrease of identification with political parties and, on the other hand, an increase of professionalization of political activities run by the management of political parties have occurred in the reality at the turn of the century. The main purpose of modern political parties is their organizational survival and development. The essence of the political activity is to establish interactions with voters in order to identify their opinions, adjust them to their own election program and shape their previous preferences. Combining together theses two conclusions, it should be noted that political communication allows constructing tools and methods by means of which political parties can be well managed, which ensures their survival and development. The dissertation consists of fiver chapters. In the first chapter the author has analysed the functioning of the democratic system, in which all considerations collected in the dissertation have been embedded. The considerations have been, however, adapted to the overall context of the dissertation. In the second chapter the author has considered the issues concerning the evolutionary character of political parties. It is also important to emphasize that the considerations are focused only on political parties at the turn of the century. The third chapter discusses the issues presented in the second chapter, but in a detailed way. It contains the key management conceptions for political parties which according to the author are important to be implemented in parties whose main purpose is long-term survival and development. The fourth chapter includes the issues associated with the political communication. In the last chapter the author has collected the whole empirical knowledge gained during the interviews with the main politicians from Polish political parties. The interviews gain an insight into managerial processes in seven Polish parties: 1. Platforma Obywatelska RP; 2. Prawo i Sprawiedliwość; 3. Polskie Stronnictwo Ludowe; 4. Ruch Kukiz'15; 5. Sojusz Lewicy Demokratycznej; 6. Twój Ruch; 7. Nowoczesna Ryszarda Petru. The last chapter contains fifteen individual interviews. There were two criteria regarding the process of selecting the respondents. The first factor was their knowledge about managerial and communication processes in political parties they are associated with. The second fact was their experience gained during their political activity. The main purpose of these two criteria was to come to the representative conclusions for political parties as a whole organization, not only for their regional branches. Every interview had a detailed scenario which influenced on a scope and quantity of gathered information. The average interview lasted two and a half hours. During this time the author of the dissertation gained from ten to thirty one pages of the detailed information. To achieve the dissertation's purposes mentioned in previous paragraphs, the author has presented a series of hypotheses: 1. The most effective shaping of the development of countries and societies as well as skilful managing of public resources is achieved if political parties are well managed, in particular by conducting an effective human resources policy, which means the ability to recruit qualified supporters and members who are able to construct an election program ensuring long-term survival and development, skilful fundraising for statutory purposes and creating a strategy of development for a political party perceived as an organization which exists in the changing and rivalry environment; 2. Political parties whose main purpose is to perform public functions must construct an election program that is the most suited to the needs and expectations of potential voters. The election program needs also to be presented in the most preferred form for potential voters. The election program must be more convincing than the offers presented by other political parties; 3. In the political rivalry at the turn of the century political parties need to pick up the potential and skills indispensable in the process of shaping electoral preferences. The possibility of influencing on the decision making process in the country is associated with the proper selection of the communication tools and methods; 4. The good management of political parties is associated with an organizational structure which allows establishing interactions between politicians and voters, which makes it possible to create political programmes suited to the most preferred, from a political party's point of view, segments of the electorate, influence on electoral attitudes as well as construct a political offer more persuasive for a voter than the counterpart created by political rivals; 5. The main purpose of every political party, perceived as gaining influence on the decision making process, can be achieved only by creation effective communication methods and tools, which are the most important in political parties and can also have an influence on political party's organizational structure; 6. The level of the citizen's knowledge in the countries which adopted a representative democratic system is directly proportional to the level of the social and economic development in these countries. The progress of the representative democratic system is possible in most cases due to creation of effective communication methods and tools; 7. The political evolution of modern societies, among which is should be mentioned, the decreasing level of the permanent identification with political parties determines an evolution of organizational structures of political parties and ways of creating political processes. Nowadays the political communication is a factor which allows interpreting electoral preferences and adjusting all political activities to them; 8. The evolution of the modern societies leads to the evolution of ways of creating political processes, especially by their assimilation to the activity based on methods and forms known from the commercial market.
This research questions the interrelation of urban development and sustainable development, in the sense that sustainable development could be operationalized in the urban environment and at a variety of strategic levels of the city. Within this objective, this research seeks to achieve, through the case study of the research (Baghdad), a better understanding of this relation, especially by its prospective implications for Baghdad. To achieve this goal, the research involves a critical assessment of whether, the dynamics (challenges and responses) and current urban changes (economic development, social transformations and the extent of public involvement, and the political transition), as well as urban development projects actually developed through local reconstruction efforts and impact of the process of globalization, could be invested and oriented to create a favourable ground to start an implementation of the sustainable development. However, before proceeding to the last ambitious step, the research aims to address the main research question through three structural phases: firstly through history in order to see how the creation of the city began, its formation, how it was developing and transforming up to its current situation. Secondly, for highlighting and analyzing the consequences and current problems of the city development and their impact on various aspects of the urban condition (society, culture, environment, politics, etc .), in order to establish an understanding of current debates and contradictory efforts on the development of Baghdad city. Thirdly, beyond a theoretical research on the concept of sustainable development and a review of some points of view and theoretical perspectives from which this concept was approached, the research explicitly leads to a better understanding of how it could be possible to engage properly in the new commitment to an appropriate development and sustainable future for the city of Baghdad. It is important to remind here that this approach takes place in a context where the role of sustainability has not received appropriate attention of the research, in terms of analysis of the various advantages and disadvantages that are relevant to the context. In this respect, although there are some similarities between the cities around the world, as well as there are a lot of global common elements on development of the city, there are also local and regional dimensions that play an important role. With respect to these dimensions the study reveals that Baghdad is unique (in the sense of unusual) for the implementation of urban development policies. The research also aims to develop a strategic vision for the city's sustainable urban development, focusing primarily on the strategic approaches that take into account the complexity of the management and development of the city. Finally, the research proposes an attempt to outline a master plan to control both urban form and growth in any change, while ensuring a proper orientation to a city more responsive and "sustainable". ; Cette recherche s'interroge sur l'interrelation entre le développement urbain et le développement durable dans le sens où celui-ci peut se concrétiser en milieu urbain et à différents niveaux stratégiques de la ville. Sous cet angle, la recherche ambitionne une meilleure compréhension de cette interrelation, notamment par ses implications potentielles pour la ville de Bagdad (Irak) qui constitue l'étude de cas. Pour atteindre cet objectif, la recherche implique une évaluation critique de la ville afin de savoir si la dynamique existante (défis et réponses) et les mutations urbaines actuelles (le développement économique, le changement social et l'envergure de l'implication du public, la transition politique), ainsi que les projets de développement urbain effectivement élaborés à la suite des efforts locaux de reconstruction – mais aussi sous l'impact du processus de globalisation - pourraient être orientés de façon à créer un terrain favorable pour engager un processus de développement durable en contexte. Toutefois, avant de passer à cette dernière étape ambitieuse, la question de recherche est examinée au prisme de trois étapes structurelles. Tout d'abord avec un regard sur l'histoire de façon à mieux voir comment a débuté la création de la ville de Bagdad et sa formation, puis quels furent son développement et ses transformations jusqu'à sa situation actuelle. Deuxièmement, en soulignant et analysant les conséquences et les problèmes actuels de son développement et ses impacts sur les différents aspects de l'état urbain (la société, la culture, l'environnement, la politique, etc. .), cela pour mieux comprendre les débats actuels et les efforts contradictoires portés sur le développement de la ville concernée. Troisièmement, au-delà d'une recherche théorique sur le concept de développement durable, et de l'examen de certaines perspectives et de points de vue théoriques à partir desquels ce concept a été approché, la recherche est plus précisément conduite dans le but de bien comprendre comment s'engager correctement en faveur d'un développement adapté et d'un avenir durable pour la ville de Bagdad. Il importe ici de rappeler que cette approche s'inscrit dans un contexte où le rôle de la durabilité n'a pas reçu une attention appropriée de la part de la recherche en termes d'analyse des divers avantages et inconvénients apportés au contexte concerné. A cet égard, bien qu'il existe certaines similitudes entre les villes à travers le monde, et que l'on puisse aussi admettre qu'il y ait beaucoup d'éléments globaux communs au sujet du développement de la ville, il convient de relever qu'il y a aussi des dimensions locales et régionales jouant un rôle important. A cet à égard la recherche révèle que Bagdad est un produit unique (dans le sens d'inhabituel) pour la mise en œuvre de politiques de développement urbain. La recherche vise aussi à établir une vision stratégique pour la ville en matière de développement urbain durable, en mettant d'abord l'accent sur des démarches stratégiques qui prennent en considération toute la complexité de la gestion et de l'aménagement de la ville. Enfin, la recherche esquisse les orientations d'un Schéma Directeur visant à maîtriser à la fois la forme urbaine et la croissance dans la perspective d'une éventuelle évolution vers une ville plus adaptée et "durable".
Minority and community are concepts that have dominated the analysis of Christians in the Arab world, leading to a perception of Middle-Eastern societies as confessional or sectarian mosaics. This paradigm posits that religious and political identities and dynamics are closely intertwined in countries where the dominant culture is Islam, and that religious and ethnic groups live side by side, maintaining limited interactions while their immutable identities offer a strong potential for conflict. This work questions the paradigm of the mosaic by focusing on identity formation and interaction across religious boundaries over a period that extends from the later decades of Ottoman rule in Transjordan (1870) to present Jordan (1997). It asks whether confessionnal identities are by nature conflictual and if the 'minority' concept is the only relevant one to evaluate the degree of social, political and economic participation of non-Moslems in countries where Islam is the dominant culture. The approach is inductive and historical but mobilises concepts from the disciplines of social and political anthropology and political sociology. The dissertation comprises of 10 chapters set chronologically and covering the period 1870 to 1997. Taking a historical approach, it focuses on the modalities of exchanges, transactions, cooperation and communication (looking at kinship, mariage patterns, the role of women, economic cooperation, and various aspects of local and national politics) between Christians and Moslems and between several Christian denominations in Jordan (Orthodox and Roman Catholic, or Latin, in particular), more particularly in the town of Madaba however set within a broader national and international context. These broader contexts (that encompass the politics of states and of transnational Church actors over time) allow to bridge between the local and other levels to document how institutions regulate identity formation and cross-communal interactions. Over a century, Madaba provides the background, widely open to the rest of the country and the world, of a social, religious and political history of Arab Christian families. The work combines historical and anthropological approches and sources (in particular so far unexploited parish and Vatican archives, together with other archival sources). It questions the nature and the maintenance of the social and political link between Christians and Moslems in Madaba and in Jordan, and the changes that have affected identity boundaries between groups: both as Christians and Moslems, but equally as members of different Christian denominations, particularly in the context of missionary activities. The thesis defended here is that it is time to 'break the mosaic' so as to cast light from the inside on the societies and polities within which Christians in the Arab world are inserted. The title of the dissertation refers both to this paradigm and to the Byzantine mosaics that have made Madaba famous as an archaeological site. In place of the static image of the mosaic, the dissertation offers successive episodes of a moving picture where political powers, Churches (missionary or not), those local families that transfer their assets to Amman, the Jordanian capital, and the national arena, negotiate the organisation of local social interactions. One important contribution of the dissertation is to document how the tribe, over more than a century, remains a central social form to express identities, regulate economic and political interactions, and manage conflict both between Christians and between Christians and Moslems. Communal identities, however central they have become since the inception of the modern state, do not appear to threaten the cohesion of the society and the polity, either at the local or national levels. The maintenance of tribal identities is dealt with throughout the dissertation as a dynamic process in which both successive states, regimes, social actors at the national and local levels play a part, in particular in the historical context of the arrival of the Palestinians in Jordan and in the town of Madaba. At another level, the dissertation deals extensively with the institutional relations between the Greek Orthodox and the Roman Catholic Churches and the Jordanian state, bringing a new insight into a previously under-studied domain. Finally, this work offers an argument about the relationships between state and society in contemporary Jordan by interrogating the changing nature of the social pact between the Hashemite regime and local constituencies, more specifically with non-Moslems but also with Transjordanians as opposed to Palestinians. This work is therefore not a mere monograph about Christians in the town of Madaba: looking at a 'marginal' and local phenomenon, it enlightens broader social, political and historical dynamics. ; En partant d'un phénomène observé 'à la marge' afin de mieux illustrer ce qui se passe au centre, ce travail aborde des questions fondamentales pour la compréhension des sociétés du Moyen-Orient en déconstruisant notamment la catégorie de 'minorité', en s'interrogeant sur la nature du lien social entre chrétiens et musulmans dans l'agglomération de Madaba et au-delà dans la Jordanie contemporaine et en analysant la construction des identités collectives sur plus d'un siècle (1870-1997). Sont proposés d'autres paradigmes que ceux des traditions orientaliste et développementaliste pour l'analyse des minorités en pays musulmans. Ces traditions postulent la primauté du facteur religieux dans la formation et l'expression des identités sociales et envisagent les sociétés arabes comme des 'mosaïques' formées de groupes ethnoconfessionnels homogènes, relativement hermétiques les uns aux autres et inscrits dans une hiérarchie de statuts. On s'est plutôt inspiré ici de l'approche sur les frontières et les interactions entre groupes ethniques proposée par F. Barth en lui adjoignant une certaine profondeur historique et en intégrant une analyse des rapports entre le pouvoir politique et les groupes sociaux. Il s'agit de poser les affiliation religieuses et confessionnelles comme des constructions sociales et historiques dont on peut étudier le développement, les méandres et les interactions avec d'autres types d'affiliation. S'inspirant de tous les travaux récents portant sur la construction des identités collectives, qu'il s'agisse de nations ou d'ethnies, l'approche choisie défend une conception plurielle et mouvante des identités décrites en termes de processus dynamiques et interactionnels en s'interrogeant sur les temporalités et les facteurs de continuité/changement et en montrant des continuité beaucoup plus longues que celles qui posent la période coloniale comme période charnière de fixation des identités collectives. En plus d'une méthodologie d'observation anthropologique du terrain et des acteurs, quatre types principaux de sources ont été exploités : la littérature des voyageurs occidentaux, les archives paroissiales et missionnaires (en particulier celles de la Propaganda Fide à Rome), les témoignages oraux, la littérature d'histoire locale produite à Madaba. On a adopté un plan chronologique découpé en trois périodes principales. A l'intérieur de chaque partie, l'analyse thématique a été privilégiée en suivant, dans l'agglomération de Madaba depuis sa fondation en 1880, les alliances matrimoniales, politiques et économiques entre chrétiens et musulmans et entre groupes de différents rites chrétiens (essentiellement orthodoxes et latins) afin de déterminer où passent les frontières de l'identité et comment elles changent. Une variété d'acteurs institutionnels et individuels, dont certains apparaissent à un moment historique donné, influent sur la forme de ces frontières : les administrations des États qui se succèdent et leur personnel, les hiérarchies ecclésiastiques, les prêtres, les Grandes Puissances occidentales et leurs représentants locaux, les intellectuels de formation moderne, les partis politiques, les notables traditionnels et modernes, les organisations de la société civile, les émigrés et les immigrés, les tribus et leurs membres. Centré sur l'agglomération de Kérak, dont sont issus les chrétiens qui fondent Madaba en 1880, le prologue fait apparaître que, dans la Syrie du Sud (Transjordanie) du milieu du XIXe siècle, les institutions ecclésiastiques (grecques orthodoxes) et impériales (ottomanes) n'ont que très peu d'influence sur ce territoire situé à l'extrême périphérie de l'empire. Minoritaires sur le plan démographique et dispersés sur le territoire, les chrétiens ne sont pas marginalisés du fait de leur appartenance religieuse car l'ordre tribal des relations sociales assure différents niveaux d'intégration sociale et de coopération politique et économique entre lignages chrétiens et musulmans en fonction d'autres critères que ceux de l'appartenance religieuse. Les chrétiens sont fragmentés en plusieurs clans et tribus sans que l'on puisse repérer de cohésion confessionnelle. Sur le plan de la pratique religieuse, c'est une forme de syncrétisme qui prévaut. L'impossibilité des échanges matrimoniaux entre chrétiens et musulmans n'est pas nécessairement perçue comme témoignant d'un frontière religieuse infranchissable mais s'inscrit dans le contexte plus vaste des règles qui régissent les alliances matrimoniales entre tribus. L'appartenance religieuse est avant tout un marqueur d'identité tribale. La première partie analyse comment l'ordre communautaire religieux apparaît dans les dernières décennies du XIXe siècle, sous l'action conjuguée des organisations missionnaires (protestantes et catholiques) et de l'administration alors que les Ottomans entreprennent de rétablir leur autorité sur la Syrie du Sud. Autour de la fondation du village de Madaba par des lignages chrétiens immigrés de Kérak sous l'impulsion des missionnaires latins, on montre comment de nouveaux acteurs religieux et civils entreprennent d'imposer un ordre communautaire des relations sociales à travers l'éducation missionnaire, le marquage d'espaces chrétiens, le contrôle des alliances matrimoniales, de nouvelles pratiques cultuelles, l'accès aux instances de représentation administratives et juridiques ottomanes. Les modalités d'insertion des tribus chrétiennes qui fondent Madaba dans leur environnement permettent de mettre en lumière les résistances à l'ordre communautaire par l'établissement de partenariats économiques et d'alliances politiques avec les tribus musulmanes du lieu selon des logiques lignagères persistantes où les acteurs instrumentalisent à leur profit les nouvelles ressources communautaires fournies par les Églises ou les consulats européens. Au cours du XXe siècle, la Transjordanie, d'abord sous mandat britannique, accède à l'indépendance. Malgré ce changement politique, le régime monarchique se perpétue sans que les modalités d'insertion sociale des chrétiens ne soient bouleversées au niveau du pays dans son ensemble ou au sein de l'agglomération de Madaba. La deuxième partie se penche alors sur la manière dont l'État hachémite et les Églises majoritaires (grecque orthodoxe et romaine catholique) négocient les frontières des espaces communautaires à travers la législation sur les communautés confessionnelles et leurs prérogatives religieuses, éducatives et caritatives. Le traitement différencié accordé par l'État aux différentes Église en présence ainsi que des relations diverses entre les hiérarchies ecclésiastiques et les laïcs des communautés sont deux dimensions qui contribuent à empêcher la cohésion des chrétiens pris comme un ensemble. Le statut politique des chrétiens est ensuite étudié non en isolation mais en parallèle avec celui d'autres groupes sociaux, Circassiens, bédouins, réfugiés palestiniens, familles musulmanes transjordaniennes du nord et du sud, etc. afin de poser question quant à la réalité d'un statut minoritaire et à l'existence d'une majorité politique dans le royaume hachémite. Il ressort que le régime octroie aux communautés chrétiennes et aux familles chrétiennes de notables (anciens ou modernes) un espace privilégié d'expression et de représentation qui leur permet d'occuper une place centrale, et non marginale, dans la société. Dans le même temps, il est difficile d'identifier une norme identitaire autre qu'hachémite et il apparaît qu'une des modalités d'exercice du pouvoir monarchique repose sur la cooptation d'individus et de familles appartenant à tous les groupes de la société. Dans un second temps, recentrer l'analyse sur l'agglomération de Madaba permet d'observer comment les acteurs locaux relaient les efforts de l'État qui visent à maintenir une fragmentation sociale selon des clivages communautaires et lignagers afin de résister à la formation d'identités politiques transversales qui mettraient en danger sa stabilité. La modernité politique et économique n'en engendre pas moins un système de relations multiples entre chrétiens et musulmans que l'on peut repérer à travers les alliances politiques lors d'épisodes électoraux, dans les mouvements associatifs, dans les partenariats économiques, dans les partis politiques ou lors d'épisodes de conflit aigus tels celui de Septembre noir. En parallèle, les logiques tribales continuent à ordonner conflit et coopération entre groupes de religions différentes qui se définissent d'abord selon leur affiliation lignagère. C'est le cas, en particulier, dans les domaines de l'économie agricole et pastorale traditionnelle, dans les épisodes de règlement de conflits de sang ou d'honneur où prévaut encore le droit coutumier, parfois à l'encontre des prescription du droit musulman. La fragmentation des chrétiens en groupes lignagers est ainsi préservée sans que ne s'effectue une communautarisation incluant une dimension politique. De même, les valeurs qui permettent aux chrétiens de participer pleinement à l'échange social, telles l'honneur individuel ou collectif, le prestige familial, la limitation de l'autonomie des femmes, ne sont pas menacées par l'imposition de normes islamiques. A partir des années 1970, la polarisation de la population du royaume hachémite entre Jordaniens 'de souche' et Jordaniens 'd'origine palestinienne' amène un processus de différenciation identitaire dans lequel l'organisation tribale en vient à symboliser l'identité jordanienne. Dans le même temps, les islamistes deviennent la principale force d'opposition que le régime tente d'endiguer en réaffirmant son propre caractère musulman et en islamisant de nouveaux espaces de la vie publique. Ces changements de paradigmes de la société politique jordanienne touchent Madaba, ville mixte où cohabitent Jordaniens des tribus et Palestiniens réfugiés, chrétiens et musulmans. De plus, les équilibres démographiques et politiques de la ville penchent de plus en plus en faveur des musulmans. Les chrétiens, autrefois majoritaires, entreprennent alors de défendre leur position de prééminence dans la ville. Les stratégies qu'ils mettent en place pour combattre une double logique de minorisation (en tant que chrétiens et Jordaniens 'de souche') font l'objet de la dernière partie de ce travail. On montre tout d'abord comment les chrétiens résistent sur le terrain à un recul de la neutralité religieuse de l'espace public et à leur mise en minorité démographique et politique (conseil municipal) dans l'agglomération et comment ils se redéploient dans l'espace urbain, créent des réseaux de soutien financier avec les immigrés, amorcent un rapprochement entre Églises, compensent dans le champ politique national la perte de leur hégémonie locale. Dans un second temps, on se penche sur la littérature d'histoire locale que produisent les chrétiens de Madaba afin d'analyser comment ces derniers, en reformulant leur histoire ancienne et récente, se construisent à la fois des identités confessionnelles, ethniques et lignagères et comment elles sont rendues compatibles afin de lutter contre une marginalisation symbolique. Le dernier chapitre se penche sur les élections législatives de 1997 afin d'illustrer la manière dont les chrétiens utilisent leurs imaginaires identitaires comme vecteurs de mobilisation politique à l'occasion des élections législatives, nouvelle arène de compétition depuis la libéralisation de la vie politique intervenue en 1989. Malgré l'existence d'un siège chrétien réservé pour la circonscription de Madaba, ce n'est pas la mobilisation communautaire qui apparaît comme efficace mais bien plutôt le discours des solidarités tribales, éventuellement (mais non nécessairement) en conjonction avec l'appartenance partisane ou confessionnelle. On peut alors avancer que les chrétiens participent pleinement aux dynamiques de la société dans son ensemble. Tout au long de la période étudiée, la parenté joue un rôle central comme vecteur essentiel de l'identification des groupes, que ceux ci soient dans un espace rural ou urbain. Les chrétiens de Madaba mobilisent les mêmes ressources symboliques que les autres groupes avec lesquels ils sont en contact. Comme l'ensemble de la société, les chrétiens participent à une multitude d'échanges et d'interactions et se positionnent en fonction de ces interactions. Au-delà de l'étude de cas qui s'ancre dans une ville moyenne de la Jordanie centrale, ce travail s'interroge en conclusion sur le système politique jordanien et sur les modes de légitimation de sa monarchie. Les analyses en termes de construction nationale sont critiquées, le terme de 'minorité' est mis en question tout comme le présupposé classique d'une imbrication nécessairement étroite du religieux et du politique dans les pays dits, ou qui se disent, musulmans.
