Analysts should avoid the retrospective illusion of believing that the US hegemony, as a trend and a firmly entrenched practice occurred during the Independence or a little later (with the Monroe Doctrine). In fact, the onset of hegemony took place during the last decades of the XIXth century and strengthened during the following century, particularly because of the European decline. Moreover, the period following 09/11 has been a very crucial one, with the emergence of a new foreign policy that combines a large element of the doctrine of intervention, with the ancient just-war doctrine, a difficulty to take into account the change in the art of war, and the forgetfulness of the classical terms of the diplomatic and strategic behavior. The successive years will reveal if the eruption of Condoleeza Rice's "Transformational Diplomacy" represents a real epoch-making turning point. ; El analista tiene que evitar la ilusión fatalista retrospectiva que hace de la hegemonía de Estados Unidos una tendencia nacida con la independencia o poco después (con la doctrina Monroe). Esta hegemonía apa rece realmente a partir de las últimas décadas del siglo XIX, para desarrollarse en el siglo siguiente, en particular a causa del declive europeo. En cambio, el periodo pos-11/09 es muy específico en cuanto a la nueva política que combina una amplia doctrina de intervención sostenida por la vuelta a la antigua doctrina de la guerra justa, una dificultad para tomar en cuenta las transformaciones de la guerra y un olvido de los términos clásicos de la conducta diplomático-estratégica. Los próximos años dirán si la irrupción de la "diplomacia transformacional" de Condoleeza Rice representa o no un verdadero viraje.

Çalışma 21 Aralık 2018 tarihinden sonraki gelişmeleri kapsamamaktadır. ; Balkanların merkezinde bulunan Makedonya tarihte birçok millete ve medeniyete ev sahipliği yapmıştır. Bundan dolayı komşuları Makedonya Bölgesi hakkında çeşitli iddialarda bulunmaktadır. Makedonya Cumhuriyeti'nin eski Yugoslavya'dan ayrılarak bağımsızlığını ilan etmesinden itibaren geçen 27 yılda komşularıyla farklı düzeylerde sürekli sorunlar yaşadığı görülmektedir. Bu sorunlar arasında temeli tarihsel iddialara dayandırılan Yunanistan ile Makedonya arasındaki isim sorunu ön plana çıkmaktadır. Sorun bağlamında Yunanistan, Makedonya'nın Avrupa Birliği (AB) ve Kuzey Atlantik Örgütü (NATO) üyelik süreçlerini engelleyen bir dış politika izlemiştir. Batı dünyası ise bu sorununun Makedonya'yı ABD ve AB'den uzaklaştırıp Çin, Rusya ve Türkiye gibi aktörlere yakınlaştırmasından endişe duymaktadır. Bu yüzden 2018 yılı ABD ve AB öncülüğünde Prespa Anlaşması bağlamında Yunanistan ve Makedonya açısından müzakere ve anlaşma yılı olmuştur. Çalışmada isim sorununun tarihsel kökeninden yola çıkarak bu sorunun günümüzde bölgesel ve küresel politikaya ne denli etki ettiği analiz edilmektedir. ; Situated in the center of the Balkans, Macedonia has served as home to many nations and civilizations througout history. Therefore, neighbours tent to make various claims about the Macedonian Region. Since the Republic of Macedonia declared its independence from Yugoslavia, in the past 27 years, it has been seen that it has experienced constant problems at different levels with its neighbours. The most important issue among all these problems is the one between Greece and Macedonia about the country's name, and it is based on historical claims. In the context of this problem, Greece pursued a foreign policy that hampered Macedonia's European Union (EU) and North Atlantic Treaty Organization (NATO) membership processes. As for the Western World, it is concerned that this issue will draw away Macedonia from EU and the USA, while it will get closer relations with actors such as China, Russia and Turkey. For this reason, under the leadership of the US and EU and along with Prespa Agreement, 2018 has been the year of negotiations and agreement between Greece and Macedonia. Based on the historical origin of the name issue, this study examines the impact of regional and global politics.

Within the context of the question mark over the processes of construction the city, this article studies the debates and the project´s alternative and 9 of July Avenue´s construction work in Buenos Aires, imagined at the end of the XIX century and built in the ´30s decade.We start with the assumption in which the study of the projects allows to examine the short and long time´s conjunction, the action plans of the individual and collective actors, as well as the joint between ideas and changes in urban space. From that perpective, we analyze the logic techniques, politics and advertisment´s strategies which take part around the public buildings. Firstly, we idenfity the actors and the strategies that play behind the decision - making. Secondly we focus on architecture and urbanism projects, which were creating to the site. Finally, we check the role that the graphing had, which was used as a resource of advertising and spreading. ; En el marco de interrogantes acerca de los procesos de construcción de la ciudad, el artículo examina los debates y las alternativas del proyecto y de la obra de la Avenida 9 de julio en Buenos Aires, imaginada a fines del siglo XIX y construida en los años treinta. Se parte del supuesto según el cual el estudio de los proyectos permite examinar la conjunción de tiempos cortos y largos, los modos de acción de actores individuales y colectivos así como las articulaciones entre ideas y cambios en el espacio físico de las ciudades. Desde esa perspectiva, se analizan las lógicas técnicas, las políticas y las estrategias de propaganda que intervienen en torno de la obra pública. En primer lugar se identifican los actores y las estrategias que se juegan por detrás de la toma de decisiones. En segundo lugar, se coloca el foco en los proyectos de arquitectura y de urbanismo, que se fueron formulando para el sitio. En tercer lugar, se revisa el rol que le cupo a las representaciones gráficas que se utilizaron como recurso de difusión y publicidad.

Çalışmada Commonwealth'in ortaya çıkışı, "imaj" ve "gerçek" çerçevesinde ele alınmıştır. Britanyalı siyasilerce izlenen temkinli ve öngörülü politikalarının başarısı, Commonwealth'in ortaya çıkışında önemli bir rol üstlenmiştir. Ancak Commonwealth içerisinde "ortak" kelimesine vurgu yapılmasına rağmen bütçenin azlığı, lider ülkenin eksikliği ve kurumsal yapının yetersizliğinden ileri gelen sorunlar, üyelerinin gelişmesi ve sorun çözme noktasında Commonwealth'i etkisizleştirmektedir. Commonwealth'in mevcut etkisizliği artan bir varlık sorununu ortaya çıkarmaktadır. Bu noktada çalışmada Commonwealth'in geleceğine ilişkin görüşler "imaj" ve "gerçek" çerçevesinde analiz edilerek, çözüm önerileri sunulmaya çalışılmıştır. Özellikle Soğuk Savaş sonrası dönemde demokrasi, hukukun üstünlüğü ve insan hakları gibi değerlerin Commonwealth içerisinde ön plana çıkması, önemli bir gelişme olarak kabul edilebilir. Fakat zengin ve fakir ülkeler arasında değer paylaşımının yapılamaması, Commonwealth'in "imajı" "gerçeğe" dönüştüremediğini göstermektedir. Bu yönüyle çalışma, yalnızca Commonwealth'in ortaya çıkışını ve kurumsal yapısındaki değişimi açıklamayı amaç edinmemektedir. Buna ek olarak, Commonwealth'in yaşamakta olduğu sorunlar dikkate alınarak, Örgüt'ün dünya politikasında nasıl etkin hale getirilebileceği de incelenmiştir. Çalışmanın bütünlüğünün sağlanması ve Britanyalı siyasilerin Commonwealth üzerindeki politika tercihlerinin anlaşılması için İngiltere tarihi, Britanya İmparatorluğu'nun doğuşu, gelişimi ve dekolonizasyon süreci de çalışmanın konuları arasında yer almaktadır. ; This study discussed concepts of "image" and "reality" in the framework of emergence of Commonwealth. The success of the British politicians who pursued cautious and foresighted policy has played an important role in the emergence of the Commonwealth. But in the Commonwealth despite the emphasis on the word of "common" the Organization is ineffective for problem solving and development of its members due to problems as lack of budget, absence of leading country and insufficiency of institutional structures. The current ineffectiveness of Commonwealth creates a growing problem of existence. At this point this study tried to provide solutions on the future of the Commonwealth based on concepts of "image" and "reality". Values such as democracy, rule of law and human rights come into prominence especially after the Cold War in the Commonwealth can be considered as an important development. But failure of allocation of values between rich and poor countries indicates us the Commonwealth is not able to convert "image" into "reality". With this aspect this study does not aspire to examine only the emergence of the Commonwealth and the institutional structure change within the Organization. In addition this study discusses how to make the Commonwealth effective in world politics considering the current problems of it. Ensuring the integrity of the study and to better understand British politician's policy preferences on the Commonwealth, the history of England, the foundation of the British Empire and decolonization process are also among the topics of this study.
