The maintenance of peace and stability in the post-cold-war world in the circumstances of cooperation and partnership requires an appropriate approach and manner of resolving the crises triggered off by the collapse of communist federations. Imperial policies and regimes must be eliminated while the process of the geopolitical consolidation and the creation of independent and sovereign states in Central and Eastern Europe (and in Euro-Asia on the whole), built around the democratic and market principles, must be wrapped up. The new political leaders (mostly leftist) in the countries that for over fifty years (and now through the Kosovo crisis) have been developing the trans-Atlantic alliance within the military-political framework of NATO (based on the same values, principles, and goals), are now developing appropriate strategies for the post-cold-war hotspots (based on the accumulated experiences). (SOI : S. 89) + The author analyses the process of democratisation of international relations and the future configuration of international order following the end of the era of bipolar confrontation and the establishment of cooperation in the world which has witnessed the change in the key actors' roles regarding their approach to the resolution of the post-cold-war crises which jeopardise the world's peace and stability. First, the author provides a short outline of the genesis of the evolution of the US foreign policy, from the end of World War II to the beginning of the cold war and the formation of NATO. He points out that today's agenda of the international order, its structures, interventionism, and use of force in achieving political objectives, were already shaped at that time. The suggestions put forward constituted the framework and the foundation for the world politics until the late 80s; the cumulative effect of these responses on today's attempts at solving post- cold-war crises enables us to evaluate the roles and behaviour of individual actors in the resolution of the Kosovo crisis

The central features of the political "profile" of European women at the beginning of this decade have been a diminished interest in politics, infrequent inclusion of political topics in private conversations, and a decreased willingness to adopt a political option. Compared to other European countries, Croatia projects an entirely different image: a pronounced interest of women for politics, very similar to men's! This partly proves the "1aw" that a rise in the level of education, working outside home, and middle age are the catalysts for the inclusion of women in the world of politics. The transition, the war and the "legacy" of socialist ideology account for this massive public interest in politics and the negligible gender differences. (SOI : PM: S. 197)

Up to the Second World War, most women worked at low paying, low skill agricultural and industrial jobs. But women could also be found working in higher qualified professions, especially those that were traditionally allotted to them in society, such as those in the fields of education, social welfare, nursing, and the creative arts. Organizations concerned with women's emancipation reflected the different socio-economic and educational level of working women. Such organizations as the professional union of healthcare workers, for example, declared themselves to be apolitical but they became increasingly involved in union activities and politics in the period before the Second World War. On the other hand, other working women's organizations kept their demands strictly limited to economic or narrowly professional matters. According to the historiography, rural women who were poorer and less educated were subject to proletarianization in urban areas, at the same time, however, they had opportunities to participate in relatively creative activities. These activities went beyond the framework of their everyday domestic lives. For example, they worked at cottage industries and could sell these products at the market place, which supplemented domestic income. (SOI : CSP: S. 503)

The European entrepreneurial undertaking, in the form of an equipped and armed merchant ship, ready to circumnavigate and conquer the Globe, created the modern world as a world with one side only: the mondialised West. To be globalised today, such a world has to be made as a new net, but now as a new multitask and multidirectional entrepreneurial feedback. Contemporary global liberal interventionism and governmental entrepreneurship are segmented today into a dangerously simplified multitask global pyramid of governance through onedirectional cascades. For a real globalisation, this process has to be twodirectional at least: from the center to the periphery - but from the periphery to the center, too. Otherwise, at the beginning of a new "centennial trend" and a "great cycle" there is the risk that the collapse of the liberal civilization of the 19th century could be repeated. Once again because of the weakness of the world system peripheries. The question how to strengthen the "anonymous" global economic, cultural and political processes of that twodirectional kind, is becoming the central global and strategic issue for today's politics and political science. It has turned out that this kind of state and its processes real global environment could be successfuly analyzed and effectively made use, of only with the complete unreduced methodical front of all the fields of political science together and even more than that. So as they could be practically surmounted only with a very complex political and economic action through the whole set of expertly managed public policies. From the historically based Croatian point of view, a possibility of integration into the world center was always in founding a world-market "niche", and never in making even a mini-empire or in controlling a mondialized or a mega- national net. Without a methodically global political science approach, also leaning on Central European and Mediterranean cultural and politological traditions, such Croatian interest will not be accomplished. The Ministry of Science of the Republic of Croatia decided on a new "Rule book of definition of scientific areas". By the "Book", politology is a scientific field in the area of social sciences. The field is divided in three branches: 1. politology, 2. theory and history of politics, 3. political philosophy. The author of this article shows by documents how the "political science" is quite differently structured by IPSA and APSA, and describes 120 years of dominantly American development of "political science" and of professions of political scientists which brought out a recent new world standard with around 100 subdisciplines and areas of expertise which are structured in 8 fundamental disciplines: 1. political institutions, 2. political behaviour, 3. comparative politics, 4. internationa relations, 5. political theory, 6. public policy and public administration/management, 7. political economy, 8. political methodology. The author points out that a voluntaristic intervention in the definition of scientific areas could mean an attack on development of science, research organisation, renewal of teaching staff on University, and on academic education of political scientists, as well as on internationally comparable competence of Croatian experts, and Croatian democratic political thought and political culture in general. On the occasion of the bicentennial of the publication of Kant's "Treatise on perpetual peace", the author attempts to evoke and actualize that classic of modern philosophy of politics. According to Hajo Schmidt, the strong point of Kant's concept was his realism which prevented him from slipping into intellectual, utopian idealization of human nature and political relations among people. Having in mind not only the rational but also irrational aspects of human nature, i.e. the insuperable chasm between good and evil, Kant in that respect offers edifying peacemaking propositions. This he achieves by advocating the concepts of free individuals, independent national states and the cosmopolitan unity of humankind. These three moments make up the content of Kant's concept of republicanism. Their identity and plurality are the foundations of the world peace. (SOI : PM: S. 18)

The paper deals with three aspects of teaching political education: 1. problems of teaching social sciences in Croatia regarding their content, method and instruction; 2. the quality of teaching according to the ISO 9000 norm; and the study of the quality of the programme of teaching politics and economy to secondary school pupils. The methods of work chosen have made it possible to give an account of the contemporary developments in the world in the field of methodology and instruction regarding this subject. All suggested solutions and models have not simply been copied, but adapted to the existing conditions of secondary education in Croatia. The intention is to activate fresh forces with Croatian school system that will, taking into account the realities of our situation find new education paths, aware that the sole way out is the quality of learning and the complete satisfaction of pupils, parents and the society. This approach does not seek unobtainable material resources, but demands much effort and numerous changes in the policies and the work of all those directly or indirectly involved in teaching.
