Türkiye Cumhuriyeti dış politika olarak her zaman Batı ülkeleri ile olan ilişkileri ön planda tutmuştur. Bu ilişkiler Türkiye'nin içinde bulunduğu siyasal durum kadar, Dünya siyaset ortamındaki dengeler ile de doğrudan ilişkilidir. Sovyetler Birliğinin dağılması ile bu ilişkiler değişmiş ve artık yeni bir dünya düzeni ortaya çıkmıştır. Türkiye, yeni düzen içinde alacağı yer ile Batıya olan bağlılığını ve dengesiz politikasını lehine düzeltme fırsatını yakalamıştır. Etnik ve kültürel açıdan ortak yanları bulunan eski Sovyetler Birliği ülkeleri ile ilişkiler kurmuş yeni fırsatlar yakalamıştır.Genel olarak bu çalışmada, Sovyetler Birliğinin dağılmasının ardından ortaya çıkan yenidünya düzeni, bu düzen içerisindeki fırsatlardan faydalanmak için hakimiyet arayan dünya güçlerinin faaliyetleri değerlendirilmiştir. Bunlara ek olarak bu çalışmada Avrasya olarak tanımlanan bölge üzerindeki fırsatlar Türkiye açısından değerlendirilmiş ve bölge ülkeleri ile olan ilişkiler incelenmiştir. Bu incelemede Türkiye'nin özellikle, Rusya, Azerbaycan ve Gürcistan ile olan ilişkilere daha fazla yer verilmiştir. Ve Ortaya çıkan tablo üzerinden Türkiye'nin dış politikasında yakaladığı ekonomik ve siyasal fırsatların analizi yapılmaya çalışılmıştır. Son olarak da Türkiye'nin yürüttüğü Kültürel faaliyetlere yer verilmiştir.Çalışmanın oluşturulmasında, siyasi tarih kitapları, strateji kuruluşları, birçok makale ve Internet üzerinden faaliyet gösteren birçok düşünce kuruluşuna ait yayınlardan faydalanılmıştır. Ayrıca TİKA'ya ait olan ülke raporları ve Avrasya Etütleri başlıklı çalışmalarda bilgi toplama noktasında geniş yer tutmuştur. ; The Republic of Turkey always used to give priority to its relationships with Western countries in its foreign policy. These relationships were directly related to the balance of world politics as well as the political status of Turkey. The relationships changed with the break up of the Soviet Union, and a new world order started to emerge. Turkey, having taken its place within this new order, took the opportunity of amending its unbalanced politics and dependence on the West to favor itself. It established relationships with former Soviet Union countries that had common beliefs and cultural characteristics, and gained new opportunities.Overall, this study aims to evaluate the emerging new world order after the break up of the Soviet Union, and the actions of the world powers that sought domination by exploiting the opportunities arising from this new order. Additionally, opportunities in the region know as Eurasia were considered, in terms of Turkey and its relationships with the countries in this region. In this review, Turkey?s relationship with additional countries were also considered, especially with Russia, Azerbaijan and Georgia. An analysis of the economic and political opportunities with Turkey?s foreign policy was also conducted. Lastly, the cultural policies carried out by Turkey were considered.During the development of this study, political history books, strategy organisations, numerous articles, and publications from organisations from the Internet were reviewed. Furthermore, the country reports from TİKA and studies from ?Avrasya Etütleri? were other sources used.

Düşmana dayanılmaz zararlar verebilme kapasitesine sahip olan nükleer silahlar 1945 yılından günümüze, uluslararası politikanın temel meselelerinden biridir. 1945 yılında yalnızca ABD nükleer silahlara sahipken, bu tarihten sonra nükleer silaha sahip devletlerin sayısı artmıştır. Nükleer silaha sahip devletler, materyal kapasiteleri ve uluslararası politikadaki konumlarıyla uyumlu bir şekilde inandırıcı ve etkili bir nükleer caydırıcılık oluşturabilmek için optimal nükleer askeri stratejiyi belirlemeye çalışmışlardır. İlk nükleer denemesini 1964 yılında gerçekleştiren Çin, ulusal bütünlüğünü korumak ve güvenliğini sağlamak amacıyla hem nükleer kapasitesini arttırmaya hem de en uygun nükleer caydırıcılık stratejisini geliştirmeye gayret etmiştir. Ancak Çinli yetkililer, 1980'lerin ortalarına değin tutarlı ve müstakil bir nükleer askeri strateji geliştirememiştir. Çalışmada Çin'in nükleer askeri stratejisi ve kapasitesi, Alastair Iain Johnston tarafından işlemsel hale getirilen sınırlı caydırıcılık kavramsallaştırması çerçevesinde ele alınacaktır. Bu bağlamda nükleer caydırıcılık stratejisinin, Çin'in ulusal güvenlik meseleleri üzerindeki etkisi analiz edilecektir. ; Nuclear weapons, with their unbearable damage capacity, have been one of the fundamental issues of international politics since 1945. In 1945, only the USA had nuclear weapons but then, the number of nuclear weapon states has increased. Nuclear weapon states have tried to determine optimal nuclear military strategies in accordance with their material capacity and political situation in world politics so as to create a credible and effective nuclear deterrence. China, having made its first nuclear test in 1964, has sought for both improving its nuclear capability and making up for optimal nuclear deterrence strategy in order to secure its well-being. However, Chinese officials could not develop a coherent and exclusive nuclear military strategy until the midst of 1980s. In this paper, Chinese nuclear military strategy and capability will be handled within the framework of limited deterrence outlined by Alastair Iain Johnston. In this sense, Chinese nuclear military strategy and its effects on Chinese national security issues will be analyzed in terms of limited deterrence.

ÖZETOrtadoğu, tarihin her döneminde çatışma, terör, mezhep veya din savaşları ile dünya siyasetinde önemli yere sahip bir coğrafyadır. Suriye ve Lübnan bu bölgenin politikalarının belirlenmesinde rol oynayan iki Ortadoğu ülkesidir. Soğuk Savaş boyunca Sovyetler Birliği'nin desteği ile Ortadoğu politikasında güçlü bir aktör olan Suriye, iki kutuplu sistem sona erdikten sonra Batılı liberal devletler arasında müttefik bulma arayışı içerisine girdi. Hafız Esad iktidarının son dönemlerinde uluslararası siyasette başlayan değişim, 2000'li yıllarda Suriye'nin dış politikasını çıkmazlara sürükledi. Topraklarında daima hak iddia ettiği Lübnan ile siyasi ilişkileri de bu süreçten etkilendi.Bu tez çalışmasında, 2000-2010 yılı arasındaki Suriye-Lübnan siyasi ilişkileri anlatılmaktadır. Tezin amacı, Suriye'nin değişen uluslararası konjonktürle beraber Lübnan'a karşı yürüttüğü dış politikasını değiştirmesinin nedenlerini ve ikili ilişkilerdeki güçlü konumunun uzlaşmacı ve taviz veren tutuma nasıl dönüştüğünü açıklamaktır. Şüphesiz Suriye'nin uzlaşmacı tavrı, Batılı ülkelerin desteğini almasını ve ABD'nin üzerinde oluşturduğu baskıyı kısmen azaltmasını sağladı, ancak Lübnan üzerindeki etkisi 20.yy'a kıyasla giderek azaldı.Anahtar Kelimeler: Suriye, Lübnan, Dış Politika, Hafız Esad, Beşar Esad, Refik Hariri, Lübnan Krizi, Siyasi Suikast. ABSTRACTMiddle East has an important place in the world politics with all the conflict, terror, sectarian and religious wars that have taken place throughout its history. Syria and Lebanon are the two Middle East countries that have a role in determining the policies of this region. Syria, which was a powerful actor in the Middle East politics with the support of the Soviet Union during Cold War, was in quest of allies among Western liberal states in its foreign politics after the termination of the biploar system. The change which started in international politics in the last period of Hafez El Assad rule led to an impasse in Syrian foreign policy at the beginning of the 21st century. The political relationship of Syria with Lebanon, to whose territory Syria has always laid claim, has been affected by this process.This thesis depicts the political relationship of Syria and Lebanon between the years 2000-2010. The purpose of the thesis is to explain the reasons of the change in the foreign policy of Syria towards Lebanon with the shifting international conjuncture and to show how its powerful position in bilateral relations has turned into a reconciliatory and concessive one. There is no doubt that the conciliatory behaviour of Syria has assured the support of the West and has partly reduced the pressure of the USA but compared to the 20th century, its impact on Lebanon is dwindling away.Keywords: Syria, Lebanon, Foreign Policy, Hafez Al Assad, Bashar Al Assad, Rafik Hariri, Lebanon Crisis, Political Assassinations.

The Westphalian system refers to the shifting of the supreme political authority from medieval practices to modern sovereign states and related concepts such as sovereignty, non-intervention, and international law. While the system has shaped the Western political environment since 1648, it has in fact not been validated for the rest of the world. In this paper, the idea that the Westphalian system has not opened a new avenue in the discipline of International Relations is exemplified by the case of the British occupation of the Mosul Vilayet. Contrary to the terms of the Mudros Armistice and Woodrow Wilson's Fourteen Points, the British illegally occupied Mosul. The occupation was a clear violation of the Westphalian principles and thus the British mandate regime encountered resistance from both the Ottoman Empire and further the Republic of Türkiye. Despite all resistance, Mosul was ceded to the Iraqi government under the British mandate after the war.

Geçmişten günümüze dünya siyasetinde aktif rol oynamış tüm uluslararası aktörlerin ilgisini çeken Balkanlar, tarihsel çerçevede Rusya'nın dış politikası bağlamında incelenecektir. Rusya, Balkanlarda meydana gelen Bosna ve Kosova krizlerine kalıcı çözüm getirememiştir. Bu bölgede nüfuz alanını genişleten ve aktif rol oynayan aktörler ABD ve AB'dir. Sovyetler Birliği'nin dağılmasından sonra kendi iç siyaset problemleriyle uğraşan Rusya, Balkanlarda kaybettiği ve pasif rol oynadığı dönemden sonra bölgede tekrar güçlü ve aktif bir rol oynamak için siyasi nüfuzdan çok enerji ve ekonomik dış politika araçlarını kullanmaya başlamıştır. Soğuk Savaş sonrasında kendi siyasi ve ekonomik krizleriyle ilgilenen ve yeni dünya sistemine entegre olmaya çalışırken, demokratikleşme ve serbest piyasa ekonomisini hayata geçirmeye çalışan Rusya, Balkan coğrafyasından Bulgaristan ve Yugoslavya üzerinde etkin bir siyasi güç olamamıştır. Yeltsin ve sonrasında Putin liderliğinde Moskova hükümeti bu bölgede kaybettiği imajı yenilemek ve uluslararası siyaset alanında güçlü bir Rusya için dış politika doktrinlerini devreye sokmuştur. Soğuk Savaş sonrası 1989'dan 2000 yılına kadar olan dönemde Rusya'nın Balkan coğrafyasındaki dış politikası özellikle Bulgaristan ve Yugoslavya ile siyasi, ekonomik ve askeri ilişkileri detaylı şekilde tezde ele alınacaktır. ; The Balkans, which have attracted the attention of all international actors who have played an active role in world politics from the past to the present, will be examined in the context of Russia's foreign policy. Russia has failed to provide a permanent solution to the Bosnian and Kosovo crises in the Balkans. The US and the EU are the actors that have an active role in this area. Russia, dealing with its domestic political problems after the dissolution of the Soviet Union, started to use the energy and economic foreign policy instruments to play a strong and active role in the region after the period it lost and played a passive role in the Balkans. After the Cold War, Russia was not an effective political power over Bulgaria and Yugoslavia from the Balkan region while dealing with its own political and economic crises and trying to integrate with the new world system while trying to implement democratization and laissez faire economy. Under the leadership of Putin, the Moscow government has revised the image it has lost in this region and introduced foreign policy doctrines for strong Russian in the field of international politics. The political, economic and military relations of Russia with the former Soviet Union States, Bulgaria and Yugoslavia are discussed in detail. The foreign policy of Russia following the Cold War from 1989 to 2000 will be explained in detail in the thesis.

İkinci Dünya Savaşı'nın ardından Amerika Birleşik Devletleri (ABD) ekonomik, askeri ve uluslararası kurumları şekillendirebilme kapasitesi sayesinde, uluslararası anlamda hegemonyasını tesis etme olanağına kavuşmuştu. Sovyet sonrası dönemin ilk on yılında ABD, Francis Fukuyama ve Samuel Huntington gibi önde gelen dış politika yazarlarınca süper güç olarak değerlendirilmiştir. Zayıflayan ekonomik gücüne askeri yayılmacılığının da eklenmesi 2008 Ekonomik Krizi'yle sonuçlandı ve bu ABD'nin hegemonik gücünün artık eski seviyelerinde olmadığını açığa çıkardı. Bu arada Çin, Hindistan, Rusya, Brezilya ve Güney Afrika gibi gelişmekte olan devletler ve kendine has pozisyonuyla Avrupa Birliği (AB) dünya meselelerinde daha fazla söz hakkı istemektedirler. Bu açıdan dünya barışı ve istikrarı adına uluslararası ticaret, uluslararası ekonomik düzenlemeler, uluslararası göç, uluslararası terörizm, sınır güvenliği ve kitle imha silahlarının yayılması ve buna yol açan sebepler gibi başlıca uluslararası meselelerde müzakereler gerçekleştirilmelidir. Hegemonya teorileri bağlamında günümüzde devletler arasında ekonomik, askeri ve kurumsal anlamda devam eden çıkar ve güç mücadelesini açıklama gayretindeki bu çalışmada, özellikle 2008 Ekonomik Krizi sonrası, ABD`nin zayıflayan ekonomik kapasitesinin ABD hegemonyasına olan etkisi analiz edilmeye çalışılmaktadır. ; United States of America (USA) is a country that its economic, military and instutitional capability paved the way to its hegemonic leadership in international meaning after the World War II. At the first decade of the post-Soviet Era USA was evaluated as a super power by prominent writers in foreign policy such as Francis Fukuyama and Samuel Huntington. Decreasing economic gravity accompanying with military expansion came out with economic crise in 2008 and revealed that hegemonic leadership of USA is vulnerable now. By the way with its unique position Eurepean Union (EU) and also developing countries such as China, India, Russia, Brazil and South Africa demand more right of audience about World politics. It is with this understanding, for the name of world peace and stability, views should exchange on major international issues such as international trade, economic regulation, migration, terrorism, border security and proliferation of mass-destruct weapons and its root causes. In the context of hegemonic theories, this thesis aims to give an answer enduring struggle among nations in economic, military and instutitional terms. Especially the effect of declining economic capacity after the 2008 Economic Crise on USA`s hegemony is tried to be analyze.

20. yüzyıl (y.y.) Dünya siyasi tarihi açısından çok önemli gelişmelerin yaşandığı bir yüzyıldır. Bu yüzyıl içerisinde iki büyük dünya savaşı gerçekleşmiş olup, 1. Dünya Savaşı sonrasında uluslararası dünya sistemi yeniden şekillenmiştir. Ancak yeniden şekillenen dünya sistemi, Ortadoğu bölgesine istikrar getirmemiştir. Nitekim İngiltere'nin 1. Dünya Savaşı sonrası bölgenin demografik yapısını dikkate almadan haritalandırdığı Irak, günümüze değin iç istikrara ulaşabilmiş değildir. Irak'ta askeri darbeler zincirine en son eklenen halka, 1969'da askeri darbeyle başa gelen Baas rejimidir. Öte yandan İran'da ki şahlık rejiminin 1979'da bir halk darbesiyle Şii yorumlu İslam rejimiyle yer değiştirmesi sonucu, başta Irak olmak üzere bölgedeki Arap devletler ve uluslararası güçler, yeni İran rejiminden endişelenmiştir. Amerika Birleşik Devletleri'nin (ABD) desteği ve modern silahlarla donanımlı Irak ordusuna güvenen Saddam Hüseyin yönetimi, İran'a saldırmış, böylece savaş sonucunun ortaya çıkardığı gelişmeler, Iraklı Kürtlerin geleceğinin olumlu yönde şekillenmesini sağlamıştır. Bu araştırmanın kapsamı, 1980-88 yılları arasında Ortadoğu bölgesinde İran-Irak Savaşı'nın yaşandığı bölgelerdir. Bu kapsamda İran-Irak Savaşı'nın Iraklı Kürtlere etkileri incelenmiştir. Kaynak eser olarak; kitap, dergi ve gazete gibi materyallerden faydalanılmıştır. İran-Irak Savaşı'nın Iraklı Kürtlere etkilerinin neticesinde 2005'te Irak Kürdistan Bölgesel Yönetimi (IKBY) kurulmuştur. Böylece Kürtlerin on yıllar boyu hayalini kurdukları gelecek, fiili ve hukuki olarak gerçekleşmiştir. ; 20th century (y.y.) is a century in which there will be important developments in the history of world politics. Two great world wars have taken place in this century, including World War II which reshaped the international system. However this new world system as shaped by the UK and its allies did not bring stability to the Middle East, and regional maps were created without taking into account the demographic structure of the region. The later military coup took place in Iraq in 1969 organized by the Baath Party, and the Baathist regime was established. In parallel, there was a regime change in Iran in 1979. As a result of the Islamic Revolution in Iran, the Arab States and the international powers were threatened by this new political development. The support of the United States and with the help of military aid to Iraq Saddam Hussein was able to attack Iran. As a result of this war, the Kurds in Iraq benefitted from the political chaos. This research study explores the period 1980-1988 Iran-Iraq War and particularly one of its important consequences; the establishment of the Kurdistan Regional Government (KRG) in Iraq in its 2005 aftermath. Thus, the Kurds decades-long dream was realized as practical and legal.

The Science of Wealth was written by Münif Pasha, who features large in our history of science and philosophy. The work was used as a textbook by the Ottoman Law School, and took its place among the texts that carried modern economic knowledge to the Ottoman world of thought. The period that started in the second half of the 19th century and continued up until the foundation of the Republic was a time of remarkable contributions to economic literature. The fact that The Science of Wealth remains an important part of this body of literature and reflects the economic knowledge of period in its discussions served as the basis for In The Science of Wealth, Münif Pasha defends the idea of a liberal economy, although his criticisms of some of the views of Adam Smith and Malthus differentiate his work from other books in the economics field at the time. Issues, such as private property, the division of labour, freedom of industry and trade, fixed pricing, customs and interest, all of which are highly important in the creation of a liberal transformation to an economic, political, administrative, legal, religious and social structure, are among the headings in the Science of Wealth. The original, translated and simplified texts allow the work to reach a broader audience. It is hoped that the study will increase the level of interest in our economics and science history literature

Sustainable development, being at the centre of today's global and local policies, has led to discussions about its broad content and applicability since the 1980s. In particular, the most emphasized issues have been prioritizing the economic dimension of sustainable development and understanding the environment as the optimal use of natural capital. However, as was underlined at the World Sustainable Development Summit held in 2002, a social dimension also needs to be taken into account. This study adopts a qualitative approach to explore definitions and dimensions of sustainable development and empowerment to understand how their enlarged content affects their application. The dynamic range of empowerment presented as a critical strategy for implementing the social dimension of sustainable development, the ambiguities related to the meaning of the concepts, and the discourses transmitted from the global to the local level are being investigated through the Turkish case. To explore different definitions of sustainable development and empowerment, the qualitative analysis software Atlas.ti was used. The research sample consists of ten documents on international cooperation initiatives and three Turkish documents on implementing these initiatives. The international and Turkish texts show the fluctuations of empowerment between raising human welfare and increasing production. Thus, the concept of empowerment seems to reflect the contradictions of sustainable development semantically and by the nature of the discourse used.

Bu çalışma, Türkiye'nin dış ilişkilerde sosyal, kültürel ve ekonomik kalkınma modellemesini yaygınlaştırarak uluslararası konjonktürde etkililiği'ni artırma hedeflerinde temel amacın ne oranda gerçekleştiğini incelemeye yönelik planlanmıştır. Türkiye'nin daha barışçıl dünya düzeninin inşasında ve korunmasında uluslararası aktör olarak etkililiği'nin ölçümlenmesi amaçlanmıştır. 1980'ler sonrası yeni dünya düzeni arayışlarında, salt bölgesel değil küresel karar verici olma potansiyelini uluslararası ilişkiler aracılığıyla sürekli artırma hedeflerinde Türkiye'nin bu amaçla yürütmekte olduğu çalışmaların son dönemlerde daha da ön plana alınmaya başlandığı görülmektedir. Bilindiği üzere, bugün artık küreselleşme sürecinin aktörlerinden biri olabilmek demokrasi kültürüne sahip olmayı gerekli koşul saymaktadır. Küresel sürecin beraberinde getirdiği yeni demokrasi anlayışı da devletlerarası işbirliğini ve temel özgürlüklere saygıyı esas almaktadır. Hatta küreselleşme sürecinde ekonomik ve siyasal ilişkileri demokrasi ve insan haklarından bağımsız ele almak mümkün olamamaktadır. Dolayısıyla, ekonomik ve siyasal istikrarın ve gelişimin en önemli dayanağını oluşturan demokrasi, küreselleşmenin de en güvenilir altyapısını hazırlamaktadır. Türkiye de, küresel politikalarla istikrarlı bir şekilde demokratik yükselişte etkililiğini artırma gayreti içindedir. Bu ivmenin genel anlamda daha da yükselebilmesi için gereksinim duyulan bilimsel verilere daha sistemli ulaşabilmek adına bu çalışmaya girişilmiştir. Kamu diplomasisine yönelik model oluşturma gayesi taşımaktadır. Metodolojik sınırlama gereği, ülkenin yatırımlarından ve tarihsel bağlarından ötürü Orta Asya'da Kırgızistan özelinde sistematize edilmiştir. Dolayısıyla, bu alanda sistematik bir çalışma olarak büyük önem taşımaktadır. Bu bağlamda, Kırgızistan'da Türkiye algısı nasıl oluşmuştur, ne şekilde inşa edilmiştir sorgulamasına niceliksel istatistiki veriler aracılığıyla ulaşılmaya çalışılmıştır. Genel anlamda, Türkiye ile ilgili olumlu algılamalara ilişkin bulgulara erişilmiş olunmasına rağmen, düzeyin Türkiye'nin Kırgızistan'a yönelik kalkınma yardımları ve yürüttüğü kamu diplomasisi dolayımında olması gereken yükseklikte olmadığı da tespit edilmiş, sonuçtaki öneriler de bu duruma yönelik oluşturulmuştur. ; A state's international communication activity has played a very important role in strengthening its image and respect for the world public opinion. Regardless of the basic goal of a nation, the prestige of the nation, its strong recognition in other words, is sometimes the most important factor for the success of its foreign policy. For this reason, respect in politics for a rational foreign policy is indispensable. In our time when power struggle has come out of a struggle with traditional methods such as pressure and military force and has become a much wider struggle of people, prestige has become a very important weapon. There is no doubt that the main purpose of political and cultural promotion in the international arena is to support the external politics that are motivated. For this reason, it is necessary to treat general and long-term promotion politics as a whole of planned actions to improve the reputation of a country and to improve its overall appearance in the world. When we approach to the subject from the point of view of Turkey, it is important to emphasize that since the establishment of the Republic of Turkey, such activities are carried out within a "peaceful" foreign policy. From the standpoint of foreign policy, Turkey has struggled to be in the breakthroughs that can always be regarded as a political equilibrium, especially in its region. The international system is restructured by communication and information movements. In this sense, public diplomacy has become one of the indispensable elements of international strategic communication management because of the importance of agenda-affecting ability. That is why today, almost every developed and developing state has a goal of progress, the state places great importance on acting towards active public diplomacy in order to create a 'positive image' for them in the eyes of foreign public circles. Diplomacy is the knowledge and art of managing relations between states and these relations meticulously. In its broadest sense, it can be defined as the whole of the independent states, that is, the relations between the basic units of the international system and the methods used. Diplomacy is aimed at meeting the opponents, finding their own ideas and proposals, or finding a common solution. Prior to World War II, diplomacy aimed at states that were the sovereign actors of the purely international system. After World War II, emergence of international organizations and civil society organizations as new actors of international relations and emerging communication technologies seem to have changed traditional diplomacy. The possibilities and opportunities obtained by the production, collection, sorting and distribution of the information by a great deal of breadth, ease and speed have also started to be used in the field of diplomacy. This innovation in communication technologies has brought the issue of not only the states but also the peoples of the states to be subject to diplomatic activities. This changing diplomatic environment brings together the concept of 'soft power'. Joseph Nye's soft power, which was further expanded in 2004 by the Soft Power book published in 1990 with the Bound to Lead book and the literary book, is the attainment of the wishes of a nation in world politics, by observing the countries that admire its values, exemplify it, care for its prosperity and opportunities. It is important not only to force others to change using military threats or economic sanctions, but to create agendas in world politics and to attract them as well. Soft power is to make sure others want the results you want and is to attract people instead of pushing them away. Therefore, soft power is the ability to attract others, to win their hearts and minds. Public diplomacy is also one of the most important elements of fine power today, when international politics is in a pragmatic course towards the soft power from hard power. Public diplomacy has to be seen as the sum of the programs that will support the diffusion of cultural and national values. Besides public diplomacy heals the image in foreign countries. In this study is planned to investigate the main purpose of Turkey in the aim of increasing the effectiveness in international conjuncture by expanding social, cultural and economic development model in foreign relations. It is aimed to measure Turkey's effectiveness as an international actor in the construction and protection of a more peaceful world order. Turkey is aiming to continually increase its potential to become a global decision-maker, not just a regional, in the quest for new world order after the 1980s, through international relations. It is seen that the studies that are being carried out for this purpose have begun to be taken more prominently in recent periods. As it is known, today it is necessary to have a democracy culture to become one of the actors of the globalization process. The new understanding of democracy brought about by the global process is based on respect for interstate cooperation and fundamental freedoms. Even in the process of globalization, economic and political relations can not be handled independently of democracy and human rights. Therefore, democracy, which constitutes the most important basis of economic and political stability and development, is also preparing the most reliable infrastructure of globalization. Turkey is also striving to increase its effectiveness with a stable democratic rise through global policies. This work has been undertaken in order to achieve a more systematic approach to the scientific data needed to increase this rate in general terms. It aims to create a model for public diplomacy. Because of the methodological limitations, it was systematized in Central Asia for Kyrgyzstan, due to the investments and historical ties of the country. Therefore, this field is of great importance as a systematic study. In this context, it has been tried to reach the question of how the perception of Turkey has been formed and how it has been constructed in Kyrgyzstan through quantitative statistical data. In general, it has been found that despite the fact that positive perceptions related to Turkey have been reached, Turkey has not been at the height required for development aid for Kyrgyzstan and the public diplomacy it conducted, and the resulting proposals are aimed at this situation.

Ulusal ve küresel siyasette daima önemli bir yer teşkil etmiş olan Kıbrıs; tarihi dinamikleri ile ilgi uyandıran ve jeopolitik konumunun sağladığı avantajlar ile önemi her geçen gün artan bir konumda bulunmaktadır. Bölgeye yönelik ilgi canlılığının ardındaki en önemli faktörlerden biri ise adada yaşayan Kıbrıs Türk ve Kıbrıs Rum toplumlarının, uzun yıllardır devam eden ayrılığı ve bu ayrılığın yarattığı politik istikrarsızlıktır. Etkileri bugüne dek sirayet eden çözümsüz sorunların yeni sorunlar üretmeye devam ettiği, geçen süreçte adanın kültürel, sosyal, idari ve politik yapılanmalarında meydana gelen ayrılığın her iki toplumca kanıksandığı Kıbrıs'ta, kalıcı çözüme temel oluşturacak bir formül arayışı on yıllardır sürse de taraflar, "çözümün gerekliliği" dışında herhangi bir ortak payda geliştirememiştir. Dolayısıyla bölgedeki çıkarları nedeniyle pek çok aktörün ilgi ve dikkatini kazanmış olan Kıbrıs sorunu, bugün uluslararası barış ve istikrarın önünde engel teşkil eden önemli bir sorun başlığı olarak varlığını sürdürmektedir. Sovyetler Birliği'nin çöküşü ve Soğuk Savaş'ın sona ermesi üzerine dünya siyasetinde tek süper güç olarak kalan Amerika Birleşik Devletleri değişen şartları esas alan yeni kavramlar ve politikalar ortaya atmıştır. Bir tek siyasal otorite altında birleşme sürecinde olan ve uluslararası sistemde daha merkezî bir rol oynamayı isteyen Avrupa ülkeleri kendilerini eskiden beri müttefikleri olan ABD ile rekabet eder durumda bulmuştur. Orta Doğu, ABD ile AB arasında rekabete sahne olan en önemli alanlardan biridir. Bölgedeki önemli güçlerden biri ve AB üyeliğine aday ülke olarak Türkiye bu rekabetten önemli ölçüde etkilenmektedir. Ancak, Türkiye'nin geleceği geniş çapta AB ile "karşılıklı bağımlılığa" yani dayanışmaya dayandığı ve Türkiye'nin ulusal çıkarları AB ülkelerinin çıkarlarıyla büyük çapta örtüştüğü için Türkiye, ABD ile ikili ilişkilerden ziyade, AB ile daha yakın ilişkiler kurmaya öncelik vermelidir. ; With the collapse of the Soviet Union and the end of the Cold War, the United States remained as the only superpower in world politics and introduced new concepts and policies based on these changed conditions. European countries, in the process of uniting under one political entity and seeking for a more central role in the international system, found themselves competing with their long time allies, the US. The Middle East is one of the significant areas of competition between the US and the EU. As one of the major powers of the region and a candidate for the EU membership, Turkey is significantly influenced by this rivalry. This article argues that Turkey has to pursue a policy not rejecting either side. However, since the future of Turkey largely depends on its interdependence with the EU, and since Turkey's national interests overlap largely with those of the EU countries, Turkey has to prefer closer relations with the EU to its bilateral relations with the US.
