In 1942, proletarian writer, Takeda Rintarō, was sent from Japan to the Dutch East-Indies (Indonesia) as part of the Sendenbu (propaganda squad), where he led the literature section in the Keimin Bunka Shidōshō (cultural center) in Jakarta. Jawa sarasa documents Takeda Rintaro's activities and cultural experiences in Java, Indonesia, after he returned to Japan in 1944. Most Japanese literature and cultural writings about Nanyō or Nanpō ("South Islands" - South Asia and the Pacific, including Indonesia) from this era reference the concept of Imperialism in Asia. In the pre-war period, stereotypes such as dojin (local primitive) and tōmin (islander) defined South Island people as being lesser than or "other" than the Japanese people. Japanese literary depictions of tropical Eden's and exotic "uncivilized people" reflect similar perceptions and writings by Western authors towards Asia in the 19th century. This paper explores Takeda Rintarō's perspectives of "otherness" in prewar discourses about Indonesia. Through the influence of "The Greater East Asia Co-Prosperity Sphere" propaganda concept, the ideology of "sameness" was becoming a hegemonic cultural idea in Takeda's writings about Indonesia. Conversely, however, Takeda's depiction of the double-occupation of Java, with the political rule of Holland and economic domination of daily life by Chinese immigrants, implied criticism of Japan's administrative policies regarding economic exploitation in Java. Takeda's criticisms of Japanese policy are bedded in his emotion for the nature, culture and people of Indonesia.

This paper examines the dynamics of a coalition of political parties in Indonesia, especially in the presidential election of 2014 through a Fuzzy approach. The results of this study indicate that the ideology of political parties cannot be used as coalition preferences in absolute terms. The formation of the coalition is heavily based on seeking office interest. In other words, political parties in Indonesia have not been able to gain funding independently but still rely on state resources that obtained through its members in the executive and legislative offices. However, fuzzy logic modeling to the coalition as conducted in this writing is still very simple and need to test rigor of mathematical models that can describe the real condition of the behavior of political parties to form a coalition.

The decision of Indonesian Constitutional Court No. 100/PUU-XII/2015 legitimizing single candidate give solution for democracy deadlock in some regions.Based on that decision, The Election Commission make a regulation giving alternative for some regions having only one candidate for choosing the picture of candidate against empty box.These battle in the beginning seems not fair because of political intention, empty box has no resources to compete with candidate. But, in the local election 2018, in some regions, empty box success to gain more voters than his rival. Winning of empty box in contestation of democracy became a proof that people feel tired because the system of regeneration in political parties not running well, other proof that single candidate that bring up by all political parties not always supported by voters. In the Indonesia constitutional law, the phenomenon of empty box surely implicate tomany problems. This study examined the conceptualization of public policy consisting of public policy concepts, public policy models; Public policy process; Policy actor; Transportation infrastructure policy. Through this article it will be known the role of the policy actor in giving birth to public policy especially the transportation infrastructure policy. The actor's role will help in the success and/or failure of a policy in the field of transportation infrastructure. This was a literature study. Data in this study were collected through reviewing the literature from various sources such as googlescholar.com; sciencedirect.com and other relevant sources. The literatures that were referenced came from a variety of published years and from various policy issues that came from various countries. The conclusion of this writing was that the public policy and policy actor were very urgent and had important role of in childbirth infrastructure policy especially in the field of transportation. In the future, this article becomes a conceptual reference for interested parties to examine the issue of policy actor role in formulating public policy.
One of the characteristics of Indonesian democracy is a mechanism in decision-making through a forum of discussion. The village, that stands as the lowest unit of the governance system, is also required to hold the meeting called Musyawarah Desa (village meeting). The meeting is organized following the standard and provisions in the Regulation of Minister of Village and Transmigration Affairs No. 2 of 2015 on the Procedures and Mechanism in Decision-Making in Village Meeting (Pedoman Tata Tertib dan Mekanis-me Pengambilan Keputusan Musyawarah Desa). This writing is based on the information on the capability of the village government in organizing the effective village meeting. The effectiveness of village meeting can be indicated by the elements of society that are involved in the meeting, the preparation of the meeting, procedures of organizing the village meeting and the mechanism of the meeting, which are all mentioned in the Regulation of Minister of Village and Transmigration Affairs No. 2 of 2015 on the Procedures and Mechanism in Decision-Making in Village Meeting. This research uses qualitative methods. The result shows that the village meeting has been organized effectively, in which all aspects required in the regulation has been followed. Despite being effective, six factors obstruct the process, which the village administration have to be solved to get more quality meeting.
The purpose of writing is to determine the implementation of village fund allocation in rural development towards clean village governance (Good Governance: accountability, transparency and participation) starting from the planning stage, transparency and accountability. The study used a qualitative descriptive method with case studies, describing the implementation of Village Fund Allocation Management (ADD) for development in Ngombakan Village. Then compared with the applicable regulations (Permendagri No. 113 of 2014) and cross-check with the real phenomena that occur in the management of Village Fund Allocation (ADD) in Ngombakan village in realizing good governance, so that conclusions can be drawn. The results of this study indicate that the management of ADD in the village of Ngombakan in general has been accountable, transparent and participatory. However, there are still technical problems. These constraints are a constraint from the regency that is late in making a Regent's Regulations regarding the regulations on ADD and its management. The purpose of writing this thesis is (1) to find out the level of suitability between the expectations and performance of PT. Asuransi Bangun Askrida Samarinda Branch related to the dimensions of service quality which include tangibles, reliability, responsiveness, assurance, and empathy. which is very important and must be maintained in terms of service quality. (3) to find out whether or not there are real or unreal differences in the treatment before (expectations) and after (reality) from the insured using the services of PT Asuransi Bangun Askrida Samarinda Branch.From the results of the questionnaire distributed to 111 people the results of calculations using the Importance Performance Analysis, the level of suitability for the physical evidence variable, the suitability level is 90.45%. For the reliability variable the suitability level is 87.34%. For the variable responsiveness the level of suitability is 90.40%. For the guarantee variable the level of suitability is 89.23%, and for the empathy variable the suitability level is 91.02%. For processing data using Cartesius diagrams, quadrant A results are 1 factor in the dimensions of reliability and 1 factor in the dimensions of responsiveness where this needs to be improved. Quadrant B is 3 factors in the dimensions of reliability, 2 factors in the dimension of responsiveness; 3 factors in the assurance dimension; and 2 factors for the dimension of empathy where this needs to be maintained, because in general the level of implementation is in accordance with the interests and expectations of its customers. Kudran C is 4 factors from the dimensions of tangibles, and two factors from the dimension of empathy. For quadrant D, none of the research indicators entered into this quadrant. This study also shows that there are significant differences between before and after the insured uses the services of PT Asuransi Bangun Askrida Samarinda Branch, which is shown from the results of paired sample t test from all dimensions of service quality is 0,000.
Since reform was introduced in the governmental administration system in Indonesia, lots of progress have been reached up to the present day but problems are however still found in some cities and district government in West Sumatra. Based on the evaluation by The Ministry of Home Affairs of The Republic of Indonesia in 2011 and 2012 against all level of provincial, districts and city governments through out Indonesia, there is only one regional government namely the City of Sawahlunto of the 12 districts and 7 cities in West Sumatra that comes into the national big 10 having best achievement in the government administration (2011). In order districts and city government can give best performance and increase numbers of the regional Governments the Province of West Sumatra to be able to enter the big 10 of government administration with best performance in the national record ahead, it is highly emphasized that Governor as the representative central government in West Sumatra needs to increase its intensive management on the administration of ditricts and City governments. This study aims to finding out and analyzing management implementation, constraints, obstacles, and endeavours that have been made to overcome the said circumstances encountered by the governor as the government representative in carrying out management on government administration of district and city governments in the province of West Sumatra. In writing this thesis, the wtriter uses the method of yudicial social approach.
