Mit der Einführung der gemeinsamen europäischen Währung am 1. Januar 1999 wurden die afrikanischen Länder der Franc-Zone auf Wunsch Frankreichs quasi automatisch mit einer fixen Parität an den neuen Euro gekoppelt. Der seit 1948 bestehende CFA-Franc, mit dem sich eine französische Konvertibilitätsgarantie, ein fester Wechselkurs und lange Zeit eine weitgehende Geldwertstabilität verband, war ab Mitte der 1980er Jahre unter Druck geraten, nachdem Preiseinbrüche auf dem Weltmarkt für afrikanische Exportgüter und die Auswirkungen der französischen Stabilitätspolitik zu einer Aufwertung gegenüber dem Dollar geführt hatten. Die 1994 vollzogene Abwertung des CFA-Franc konnte dem Wirtschaftswachstum und dem schrumpfenden Exportsektor zwar neue Impulse verleihen - allerdings vor dem Hintergrund wieder steigender Weltmarktpreise - und die Inflation schnell dämpfen, zog jedoch einen internen Kaufkraftschwund in den afrikanischen Ländern nach sich, der u.a. die erhoffte Belebung des Handels zwischen den Ländern der Region verhinderte. Schwachpunkte der wirtschaftlichen Entwicklung der CFA-Staaten blieben - neben der Rohstoffexportabhängigkeit - die zu geringen Investitionen und die schleppende Restrukturierung im verarbeitenden Gewerbe. Zumindest langfristig erscheint eine stärkere Flexibilisierung des Währungsregimes empfehlenswert. (DÜI-Ply)

The present paper examines various episodes of the monetary history of Brazil and other countries as well as the recent empirical evidence to look critically at the two principal terms of monetary constitution for Brazil: currency board and independent Central Bank proposals. The author outlines also a monetary constitution inspired in the Pandia Calogeras' Monetary Project (1926) with the purpose of shedding light on the basic principles involved in the design of a monetary constitution aimed at controlling the power to create money and curbing inflation. As the one Latin American emerging market country that has steadfastly adhered to a fixed exchange rate for more than a decade, this article examines the economic and political trade-offs that peso-dollar parity has entailed. In economic terms, the currency board has clearly fostered macroeconomic stability and fiscal prudence. Yet, the maintenance of a fixed currency regime in the context of volatile capital flows has also contributed to the steady appreciation of the peso over time. This trend, along with certain political deals (slow labor market reform and generous government transfers to the provinces) struck at the outset of the reform program, has greatly hampered the productivity and dynamism of the economy.
