Temsili demokrasilerde, siyasal partilerin örgütsel yapılarındaki en önemli unsurlardan biri üyelerdir. Siyasi sistem ve partilere göre üyeliğin niteliği farklılaşsa da üyeler, partilerin hazır kıtalarıdır. Partilerin altın çağını yaşadıkları dönemde, üyelerin siyasi mesaileri sayesinde partilerle toplum arasındaki organik ilişkiler hep güçlü olmuştur. Fakat, çeyrek asırdan beri özellikle Batı Avrupa demokrasilerinde siyasi partilerin bir gerileme sürecine girdiğine tanıklık etmekteyiz. Bu veri durumun başlıca kanıtlarından biri, partilere üye olmanın cazibesini süratle yitirmesidir. Türkiye'de de 1990'ların ikinci yarısından itibaren parti üyeliği eski anlam ve önemini yitirmeye başlamıştır. Parti üyeliği mefhumunda genç üyelerin durumu ve en çok oyu alan iki partinin İzmir'deki gençlik örgütlerinde gençlerin parti üyeliği aktivizmlerinin hangi örüntülerde kristalleşmekte olduğu soruları bu çalışmanın temel sorunsalıdır. İzmir'de gençlik ve siyaset ilişkisi, gençliğin politikaya katılım boyutları, partilerin genç üyelerinin politik aktivizmleri, partilerde gençlik organizasyonlarının hukuki durumu ele alınmış ve ilgili sorunsalların Almanya örneği ile karşılaştırması üzerinden mesele uluslararası bir düzleme oturtulmuştur. Siyasal katılım ve parti üyeliği aktivizmi çatısında gençliğin siyasete parti üyeliği aracılığı ile katılımı boyutuyla meselenin teorik altyapısı oluşturulmuş ve ikinci bölümde partilerin gençlik teşkilatları hukuki ve kurumsal altyapıları ile birlikte ele alınmıştır. Üçüncü bölümde Almanya örneğinde Alman Meclisinde temsil edilen siyasi partilerin gençlik örgütleri incelenmiştir. Dördüncü bölümde anket sonuçları her iki partinin de üyelerini kapsayacak biçimde yansıtıldıktan sonra partiler özelinde ayrı ayrı analiz edilip değerlendirilmiştir. Sonuç bölümünde ise, İzmir'de iki parti gençliğinin siyasal katılımının söylem ve eylem boyutunda literatürde belirlenmiş ve ortaya konulmuş sorun boyutları ve motivasyonlarına ilişkin uyum ve uyumsuzlukları saptanmış ve saptanan uyumsuzlukların gelecekte alabileceği hallere dair fikirler öne sürülmüştür. ; In representative democracies, members are one of the most important components of political parties. However, we have been witnessing the fact that party membership is in a downward trend for quarter century. One of the proofs of this given fact is that political parties are not mechanisms which have been requested by citizens anymore. Since 1990's, party membership has also began to lose its importance and meaning in Turkey as well. The main problematic of this study to find out the situation of young party members in party membership context and the patterns on which young party members' membership activisms of two dominant parties in İzmir. In this study, the relations between youth and politics, ways which young people choose to participate in politics, party membership activisms of young people and legal framework of youth organisations of parties have been held and a comparison with German political parties has been made in this regard so that we have an international outlook to observe. In the study, we have discovered that political activism, political socialisation, membership's practicals and the legal framework of young party members in youth factions of German political parties are the main factors that appear as being main reasons why German examples differentiate with Turkish correspondents. In the light of finding we reach via survey method we us for gathering datas were evaluated separately for each party after being expressed by including each party members. In the light of foregoing, we experienced that Bruter and Harisson's young party members typhology was not quite explanatory to analyze Izmir case because of both parties intrastructures and the factors that the model omits. Roughly, we have discovered that, JDP (AK Parti) members are mostly professional minded and RPP (CHP) members are moral minded younsters.

Toplumsallaşma, biyolojik bir varlık olarak dünyaya gelen insanın, içinde bulunduğu toplumun değer ve normlarını içselleştirerek toplumsal bir varlık olan bireye dönüştüğü sürece işaret eden sosyolojik bir kavramdır. Toplumsallaşma süreci ile insanlar farklılıklarına rağmen ortak paydalar ekseninde bir toplumu oluşturan bireylere dönüşürler. Birey için bir öğrenme sürecine işaret eden toplumsallaşma, toplum için de toplumsallaşma ajanları vasıtasıyla değerlerini sonraki kuşaklara aktararak varlığını devam ettirdiği hayati bir sürece tekabül etmektedir. Bir alt toplumsallaşma kategorisi olarak siyasal toplumsallaşma da benzer şekilde insanın içinde yaşadığı toplumun siyasal değerlerini öğrenip içselleştirerek siyasal bir varlığa dönüştüğü süreci tanımlayan bir kavramsallaştırmadır. Söz konusu süreç içerisinde birey çeşitli faktörlerin etkisi ile siyasal kimliğini inşa eder ve kendisine ait politik görüşleri ve tutumları olan bir varlığa dönüşür. Üç bölüm halinde tasarlanan bu tez çalışması Milli Görüş hareketi mensuplarının siyasal toplumsallaşma süreçlerine odaklanmaktadır. Çalışma kapsamında ilk olarak toplumsallaşma ve siyasal toplumsallaşma kavramlarına ilişkin literatür bilgisi kısaca aktarılmıştır. Akabinde Milli Görüş hareketi hakkında bilgi verilmiştir. Çalışmada örneklem olarak Milli Görüş hareketinin tercih edilmesinin nedeni; güçlü bir fikri altyapıya, doktriner eğitime, yaygın sivil toplum yapılanmasına, hareket içinde etkili medya organlarına ve disiplinli teşkilat yapılanmasına sahip olmasının yanı sıra Türkiye'nin son elli yılına etki eden önemli bir siyasi aktör olmasıdır. Bu bağlamda Milli Görüş hareketi, mensuplarının siyasal toplumsallaşma süreçlerine etkisi açısından önemli bir inceleme zemini oluşturmaktadır. Toplumsallaşma ve Milli Görüş hareketine ilişkin temel düzeydeki literatür bilgisinin arkasından, çalışmanın son bölümü Milli Görüş hareketi mensuplarına yönelik olarak gerçekleştirilen saha çalışmasının sonucunda elde edilen bulguları ve değerlendirmeleri içermektedir ; Socialization is a sociological term that indicates the process of transformation of human being, which borns as biological creature, toward individual by internalizing the values and norms of the society he lives in. By socialization process, human beings becomes individuals which forms a society along the axis of common ground despite their diversities. Socialization that points a learning process to individual, corresponds a vital progress for society that continues its existence by transferring the values to next generations via agencies of socialization. Political socialization, as a sub-socializaton category, similarly is a conceptualization defines the process of human being's transformation to a political entity by learning and internalizing the political values of society he lives in. During aforementioned process, human establishes his political existence along with effects of various factors and becomes an individual who has his own politica thoughts and attitudes. This thesis study, designed as three chapters, focusses on political socialization process of Milli Görüş movement members. At first; in scope of the study, literature about the concepts of socialization and political socialization is reviewed. Afterward, information is given about Milli Görüş movement. The reason for preference of Milli Görüş movement as sample for the scope of this study is that, alongside it is an essential political actor having impact of Turkey's last five decades, alsı it has a powerful intellectual background, doctrinal education, widespread civil society organization, media organs which are effective in the movement and well-disciplined organizational structure. Under this context members of Milli Görüş movement presents an important research area in terms of effects of its members to political socialization progress. After, literature review about socialization and Milli Görüş movement, last chapter of the study consists of finding and evaluations which are obtained from resuls of field research on Milli Görüş members

Bu çalışmada üniversitede okuyan öğrencilerin kimlik ve siyaset algıları ölçülmüştür. Araştırmaya katılanların ,2'si kadın, ,8'i erkektir. Araştırma kapsamında Gümüşhane Üniversitesi'nde farklı bölüm ve sınıflarda okuyan öğrenciler arasından basit tesadüfü örneklem yöntemi kullanılarak belirlenen 233 öğrenciye anket uygulanmıştır. Araştırmanın saha çalışması Aralık 2017'de yapılmıştır. Araştırma tarama modeline uygun şekilde tasarlanmıştır. Araştırmanın amacı, üniversite öğrencilerinin kimlik ve siyaset algılarını tespit etmektir. Bu bağlamda araştırma, üniversite öğrencilerinin kimlik ve siyaset algıları nasıldır?, siyasete katılım düzeyleri nedir?, siyasi-dini-ideolojik olarak ve modern-geleneksel düzlemde hangi kimlikleri kendisine uygun görüyorlar?, vatandaşlığı nasıl tanımlıyorlar? gibi soruların cevaplarını aramaktadır. Araştırmanın sonuçlarından bazıları şöyledir: Katılımcıların çok yüksek bir oranı (,5), modern-gelenek düzleminde, kendilerini biraz modern biraz geleneksel olarak görmektedir. Katılımcıların önemsedikleri ve önceledikleri üç toplumsal aidiyetin/kimliğin Müslüman gibi dini, Türkiye Cumhuriyeti vatandaşı gibi siyasi ve Türk gibi etnik/siyasi aidiyetler olduğu görülmektedir. Araştırmanın bir başka sonucu ise, katılımcıların siyasal katılımlarının daha çok seçimlerde oy verme şeklinde olduğudur. Ayrıca, katılımcıların sivil toplum örgütlerine katılım düzeyi çok düşüktür. Yine katılımcılara göre, Türkiye Cumhuriyeti vatandaşı olmak için, hukuki statü yeterlidir; ancak bir kişinin Türkiye'nin Cumhurbaşkanı olması için ise Müslüman olması gerekmektedir. Araştırma sonuçlarına göre, Türkiye'nin en önemli sorunları arasında öne çıkan ilk üç sorun sırasıyla; terör, adaletsizlik ve eğitim olduğu görülmektedir. ; In this study, the identity and political perceptions of the students studying at university are measured. 54.2% of the participants were female and 45.8% were male. Within this research from the University of Gumushane students studying in different sections and classes using a simple coincidence sampling method was applied to 233 students in the survey. The fieldwork of the research was carried out in December 2017. The research was designed in accordance with the screening model. The aim of this study is to determine the identity and political perceptions of university students. In this context, how is the identity and political perceptions of university students?, What are the levels of political participation?, What identities do they see fit politically, religiously, ideologically and on a modern-traditional level?, How do they define citizenship? are looking for answers to such questions. Some of the results of the survey are as follows: A very high proportion of participants (88.5%) regard themselves as somewhat modern and somewhat traditional on the modern-tradition level. They care about the participants and they preceded the three social belonging / religious identity as Muslims, citizens of the Republic of Turkey as well as political and ethnic Turks as / is observed that political affiliations. Another consequence of the survey is that the political participation of the participants is more like voting in the elections. In addition, the level of participation of NGOs in civil society organizations is very low. According to the participants, to be citizens of the Republic of Turkey, it is sufficient legal status; but for a person to become Turkey's president must be a Muslim. According to the survey, Turkey's most important outstanding issue between the top three issues respectively; terror, injustice and education.

Günümüzde yapılan akademik çalışmaların ve anket şirketlerinin bulguları, bireylerin oy verme davranışı üzerinde birçok faktörün etkili olduğunu göstermiştir. Bu faktörler arasında, seçmenin siyasal partilere olan yakınlığı, siyasi parti lideri, liderin imajı, parti tipi, liderin söylemleri gibi faktörlerin oy verme davranışında daha çok etkisinin olduğu görülmüştür. Aynı zamanda bireyin yaşının, cinsiyetinin, etnik kimliğinin, dini inancı ve mezhebinin, siyasi kimliği gibi değişkenlerin de etkili olduğu görülmüştür. Bu çalışmada amacımız, tüm bu etkenlerin toplumun oldukça büyük bir kesimini oluşturan genç bireylerin oy verme davranışı üzerindeki etkisini araştırmaktır. Küreselleşmenin genç bireyler üzerinde olan etkisinin yoğun biçimde görüldüğü bu zaman zarfında, gençlerin oy verme davranışında nelerden etkilendiğini bu çalışmada incelendi. Bu inceleme için, oy verme davranışı ile ilgili sorular, sosyolojik ve psikolojik faktörler olarak iki dinamiğe ayrılarak çalışıldı. İstanbul'daki özellikle Y kuşağı (1990-2000) genç bireyler hedef alındı. Bu bireylere ait cinsiyet, dini inanç, etnik kimlik, eğitim durumu ve sosyo-ekonomik durumu gibi değişkenlerin oy verme davranışındaki nasıl bir etkiye sahip olduğu alan çalışması yapılarak incelendi. Yapılan bu çalışmada genç bireylerin parti tercihinde, cinsiyetlerinin ve eğitim durumları arasında herhangi bir ilişki olmadığı sonucuna varılmıştır. Etnik kimlikleri, dini inançları ve sosyo-ekonomik durumları ile parti tercihleri arasında bir ilişki olduğu tespit edildi. Sosyolojik faktörler ile cinsiyet ve etnik kimlik arasında bir ilişki olmazken psikolojik faktörler ile eğitim arasında bir ilişki olduğu tespit edildi. Varlıklar içinde sadece insana özgü bir durum olarak siyasallık, en temelde taraf olmak, dünyada bir duruş sergilemek ile ilgilidir ve toplumsal ilişkiler yoluyla üretilmektedir. Bu yüzden siyasallık, kişiler, kurumlar ve aracıların etkisiyle siyasal toplumsallaşma sürecinin sonucunda gerçekleşmektedir. Siyasal toplumsallaşma, genel toplumsallaşma sürecinin bir parçasıdır. Toplumsallaşma ise normların, değerlerin, inançların benimsenmesi ve uygulanması bağlamında siyasallığa doğru bir süreçtir. İnsan, bir toplumun üyesi olmakla zaten siyasallaşmaktadır. Siyasal toplumsallaşma konusunda yapılmış olan bu çalışma teorik ve uygulamalı olmak üzere iki bölümden oluşmaktadır. Araştırmada Türkiye'deki mevcut siyasal kültürün devamlılığına ve değişimine ilişkin önemli bulgular elde edilmiştir. ; Politization, as it is only observed in human beings, refers to becoming a party in the fundamental sense, to exhibiting a position; and is produced via social relations. Politization, therefore, is realized after the process of political socialization with the interaction of individuals, institutions and agents. Political socialization is a part of the general socialization process. Whereas socialization is a process towards politization in the context of the adoption of norms, values, beliefs and their implementation. The individual already politicises by being a part of the society. This study on political socialization consists theoretical and practical chapters. In the first chapter of the study, it is in general disscussed how people become political individuals through political socialization process. In the same chapter, concepts such as socialization, politics, political, power, propaganda, political culture, political communication, state, ideology, citizenship and family, school, friendship groups, media and political organizations and events which are accepted the main socialization agents are disscussed within their relationship with the political socialization process. Also, it is touched on how different social sciences and theoretical approaches explain the process. In the practical chapter of the study, a survey about political socialization was carried out on university students. After the survey process, answers of the 862 questionnaires are interpreted and the effective factors on the process are tried to be explained by using statistical tests such as chi-square, t-tests, one way analysis of variance and factor analysis. The survey has important evidences about the countiniuty and the transformation of the current political culture of Turkey.

Avrupa Birliği, eğitim ve gençlik alanlarında üye devletlerin sorumluluklarına, kültür ve dil farklılıklarına saygı gösterirken, eğitimde kalitenin artırılması için üye ülkeleri ulusal politikalarını oluştururken işbirliği yapmaya teşvik etmektedir. Avrupa Birliği Eğitim ve Gençlik Programları, "Hayatboyu Öğrenme" ve "Gençlik Programları" olmak üzere ikiye ayrılmaktadır. Bu çalışmada öncelikle Avrupa'da eğitime ilişkin tarihi süreç ele alınarak, küreselleşme, bilgi toplumu ve eğitim kavramlarına değinilmiş ve Avrupa Birliği Programları'nın içeriği açıklanmıştır. Çalışmada, 2004 yılından itibaren Türkiye'de daha etkin yararlanılan Avrupa Birliği Eğitim ve Gençlik Programları'nın kurumsal alandaki yapılanmasını ve programa katılanlar üzerindeki sosyal, kültürel ve kişisel ve mesleki gelişime yönelik etkilerini ortaya çıkarmak amaçlanmaktadır. Bu amaç doğrultusunda, daha önce Erasmus programından faydalanan öğrencilere anket veri toplama tekniğinden faydalanarak sorular yöneltilmiş, genel olarak programa yönelik olumlu düşünceler ifade edilmiştir. ; The European Union respects the responsibilities of the member states in the fields of education, youth, culture and language differences and it encourages member states for cooperation while creating their national policies in order to enhance the quality of education. European Union Education and Youth Programmes are divided into two parts; Lifelong Learning (LLP) and Youth Programs. In this study, firstly, the developments in Europe related to education are mentioned not only from a historical perspective but also from a more current perspective depending on the concepts of globalization and information society. It is in this context that the European Union Education and Youth Programmes are analysed, which have been implemented more efficiently in Turkey since 2004. Then, the impacts derived from the implementation of these programs in Turkey on institutional structure as well as on the beneficiary students' social, cultural, and personal and professional development are searched on the basis of a questionnaire. The findings show a positive relationship between the use of Erasmus programme and the beneficiary students' social, cultural, and personal and professional development.

Türkiye'de 2000'li yıllardan sonra gelişen gençlik hareketleri ve artan genç nüfusun etkisiyle gençlere çeşitli roller atfedilmiştir. Siyasi partilerin ve sivil toplum hareketlerinin ideolojik düşünce yapılarına göre gençlik politikaları da farklılaşmıştır. Merkez ve yerel yönetimler arasında değişen güç ilişkileri, yerel yönetimlerin genel olarak kültür özel olarak da gençlik politikaları alanında faaliyet üretmeye başlamalarına neden olmuştur. Bu bağlamda gençlik, yerel yönetimler açısından önemli bir hedef kitlesi hâline gelmiştir.Bu çalışmada, iktidar ve ana muhalefet partilerinin merkez ve yerel düzeyde gençlik politikaları karşılaştırmalı olarak ele alınmış ve gençlik tahayyülleri ortaya konulmaya çalışılmıştır. Bu çalışma, Pendik ve Kartal belediyelerinin gençlik politikalarından yola çıkarak gençliğe yönelik politikaları şekillendiren aktör, kurum ve süreçlere odaklanmıştır. AK Parti, 2013 yılına kadar gençliğe dönük politikalarında genellikle hizmet odaklı ve gençlerin gündelik hayatla ilgili taleplerini karşılamaya yönelik strateji izlerken 2013, gençliğe yönelik kültürel ve ideolojik projelerini öne çıkarmıştır. Bu bağlamda, AK Parti tarafından yönetilen belediyeler, partinin yerel teşkilatları, merkezî hükûmetin yerel kurumları ve çeşitli STK'larla birlikte gençliğe yönelik ciddi bir mobilizasyon başlatmıştır. Aynı şekilde CHP'nin de gençlik politikalarını 2013vsonrası revize ettiği ve kendi ideolojisi çerçevesinde gençliği yeniden inşa etmeye yönelik önlemler aldığı görülmektedir.Yerel düzeydeki süreci etkileyen aktörler ile birebir mülakatlara ve konuyla ilgili gerek merkezî gerek yerel yönetimlerce üretilen dokümanlara, istatistiklere dayanan bu çalışmada, yerel yönetimlerin gençliğe dönük politikaları farklı siyasi partilerce yönetilen belediyeler bağlamında karşılaştırmalı bir şekilde analiz edilmiştir. Bu çalışma aynı zamanda gençlik alanındaki, merkezî ve yerel yönetimler, siyasi partilerin yerel teşkilatları ve STK gibi aktörler arasındaki koordinasyon ve ilişkiye odaklanarak yerel yönetimler ve gençlik çalışmaları alanlrındaki literatüre önemli bir katkı sağlamaktadır. --- In Turkey, youth has been designated with different roles, especially in light of the emergence of youth movements since the 2000s, accompanied by the increasing youth population. Youth policies have been also differentiated in accordance with the ideologies of political parties and non-govermental organizations. The changing power relations between central government and local governments have enabled local governments to generate activities focusing on culture in general and youth policies in particular. Within this context, youth has become an important social group targeted by local governments.In this thesis, the youth policies of the ruling and the main oppositional party have been comparatively examined to reveal their imaginations of youth. The study has focused on the actors, institutions and processes that are involved in the shaping of policies specifically targeting youth, by analyzing youth policies of Pendik and Kartal municipalities. Until 2013, AK Party, in enacting its policies targeting youth, followed a strategy, which was generally a service-based with the aim of meeting the youth's demands in everyday life; however, after 2013, it has begun to highlight more culturally and ideologically motivated projects for youth. Within this context, a seriousviimobilization targeting youth has been initiated, along with the municipalities governed by the AK Party, the party's local organizations, local institutions of central government and various non-governmental organizations. Similarly, it has been observed that CHP also revised its youth policies after 2013 and took measures to reconstruct the youth in accordance with its own ideological framework.Based on interviews with the actors involved in the process at the local level, and documents and statistical data produced by central and local authorities, this thesis has examined local governments' youth policies by comparing the youth policies of municipalities run by different political parties. Focusing on the coordination and relationship in the realm of youth among various actors including central and local governments, political parties' local organizations and civil society organizations, this thesis has contributed to the existing literature on local governments and youth studies in Turkey.

Bu tezin amacı sosyal psikolojik değişkenler – değer ile gençlerin politik katılımları düzeyleri arasındaki ilişkiyi araştırmaktır. Çalışma Bingöl üniversitesinde okuyan toplam 388 kişiye uygulanmıştır. Araştırmadan elde edilen veriler ilişkisel tarama modeli kullanılarak analizleri yapılmıştır. Gençlerin politik katılım düzeyleri (aktif, sivil, pasif)Tola (2007) tarafında geliştirilen politik katılım ölçeği ile ölçülmüştür. Gençlerin değer eğilimleri ise Rokeach (1967) tarafından geliştirilen "amaçsal" ve "araçsal" değerler olmak üzere iki alt boyut ve her bir boyutta 18'er değerden oluşan envanter ile ölçülmüştür. Araştırma bulguları, politik katılımın değerler ile ilgili olduğunu göstermiştir. Amaçsal değerlerden eşitlik, özgürlük ve Barış içinde bir dünya değerleri politik düzeylerinden sivil katılım düzeyi ile negatif yönde bir ilişki göstermiştir. Ahiret selameti sivil katılımla pozitif ilişki olurken, ulusal güvenlik değerinin politik katılımla ilişkisi bulunamamıştır. Araçsal değerlerden bağımsız değeri aktif ve sivil katılım düzeyleri ile negatif yönde ilişki bulunurken, pasif düzey ile bir ilişki bulunamamıştır. Entelektüel değer sadece sivil katılım düzeyi ile ilişkili bulunmuştur ve bu ilişki negatif yöndedir. Hırslı ve sorumluluk değerleri politik katılım ile bir ilişkisi bulunmamıştır. Bu tez gençlerin politik katılımını etkileyen temel süreçleri, bu alanda önceki çalışmalar dikkate alınarak değerlendirilmiştir. ; The aim of this thesis is to investigate the relationship between social psychological variables - values and the level of political participation of young people. The study has been applied to a total of 388 students at Bingöl University. Data obtained from the study have been analyzed by using relational screening model. The political participation levels of the youth (active, civil, passive) have been measured by the political participation scale developed by Tola (2007). The value tendencies of youth have been measured by the inventory developed by Rokeach (1967) which has two sub-dimensions, "objective" and "instrumental", and 18 values in each dimension. The findings of the research have shown that political participation is related to values. Equality, freedom and a world with peace which are objective values has shown a negative relationship with the civil participation of politic levels. While there has been a positive relationship between the civil participation and concern for Hereafter, has not been found relationship between the value of national security and political participation. While there has been found a negative correlation between the levels of active and civil participation and independence of instrumental values, has not been found correlation with passive level. It has been found that intellectual value is only related to the level of civil participation, and this relationship is negative. It has been found that ambitiousness and responsibleness values are not associated with political participation. This thesis has been examined the basic processes that affecting young people's political participation, by taking into account the previous studies in this area.
