Having witnessed more than ten years of Yugoslav dissolution, it is time to ask whether the future will bring a victory for the nation-state or for integrated states. By going through the security policy challenges of today, as well as changes in the way the international community has approached the Balkans, the article ends up launching a third scenario. This combines the nation & integration scenarios in that it argues that the future may show a division into nation-states but also, at the same time, a greater degree of functional integration. Provides an introduction to the history of modern Somalia followed by an analysis of the piracy epidemic that started in 2003. Political scientists consider Somalia the archetype of a failed state. The country is essentially divided in Somaliland, Puntland, Southern Somalia, and a number of smaller chiefdoms lacking a central regime and functioning government institutions. While pirate activity started already in 1991, it took twelve years before the activity became professional and well organized. After capturing several larger ships, such as Sirius Star and MV Faina, the pirates have been able to purchase better weaponry and communication devices making them even larger threats to passing ships. In light of the dramatic events in the Middle East in the course of the spring 2003, it has become more & more important to focus the interest on the multidimensional relationship between the West & Arabic world. The Barcelona process or the Euro-Mediterranean Partnership (EMP) is relatively purely known, but nevertheless an important aspect of the European Union's policy toward the Arabic countries. The EMP was launched in 1995 between the EU & 12 countries on the southern side of the Mediterranean Sea. The article gives a brief account of the content & the form of the project by Dec 2002 & explains at the same time the motive behind the European activities in the Mediterranean region. The three parts of the project (the political, the economical & the cultural partnership) are then analyzed focusing on the actual challenges. Problems are of financial as well as of cultural character, but the main responsibility for the slow progress characterizing the project is to be sought in the diverse interests of the member countries in important areas as trade & security politics. 24 References.
