International audience ; Besides investing in infrastructures and personnel training, Transilien, SNCF subsidiary company in Île-de-France, has focused in November 2013 its open innovation initiative on the subject of accessibility. In the context of an innovation contest, developers, designers and disabled people meet to conceive digital services prototypes aiming at « improving accessibility for everyone ». This way of dealing with accessibility is suprising regarding classical methods. In exemple, the law of february the 11th 2005 for equality of rights and chances, disabled people's participation and citizenship, compels public establishment to « suppress as many obstacles as possible to the moving and the us of the building ». This paper focuses on the representations of accessibility embodied in the prototypes conceived by Transilien digital innovation contest's participant. These representations are compared with classical one's, and which highlights many shifts linked to innovator's work. Whereas the law of 2005 insists on the social responsibility of developing accessible public establishments, the digital approach of accessibility associates disabled people autonomy with sotfware applications development, assuming smartphone-mediated social interactions and fostering collective effort towards the development of an informational infrastructure. ; Parallèlement aux investissements dans les infrastructures et la formation du personnel, l'entreprise Transilien, filiale du groupe SNCF en région Île-de-France, a fait en 2013 de l'accessibilité une thématique forte de sa politique d'innovation ouverte. Par exemple, la loi du 11 février 2005 pour l'égalité des droits et des chances, la participation et la citoyenneté des personnes handicapées, enjoint les Établissements Recevant du Public (ERP) de « supprimer le plus grand nombre possible d'obstacles au déplacement et à l'usage du bâtiment ». Cet article dégage les conceptions de l'accessibilité incarnées dans les prototypes conçus par les participants au concours d'innovation numérique organisé par Transilien et les confronte aux représentations classiques de l'accessibilité. Il souligne ainsi un ensemble de déplacements opérés par les innovateurs. Alors que dans la loi de 2005 insiste sur la responsabilité de la société d'aménager les ERP pour les rendre accessibles, l'approche par le numérique associe l'autonomie de la personne handicapée au développement d'applications personnalisées, supposant des interactions sociales par smartphone interposé et orientant l'effort collectif vers le développement d'une infrastructure informationnelle.

Within 3 years from the publication of the Law of 11 February 2005 'for equal rights and opportunities, participation and citizenship of persons with disabilities', the authorities responsible for organising public transport within the meaning of Law LOTI No 82-1153 and STIF are obliged to draw up a master plan for the accessibility of public transport services for which they are responsible. If transport master plans are drawn up at departmental or regional level, there are still few master plans drawn up by the urban transport authorities. They do not specifically address accessibility for persons with disabilities or persons with reduced mobility. However, some urban transport plans have been able to incorporate and plan measures to improve the accessibility of their collective transport networks. For the purpose of capitalising on and disseminating experience, CERTU has looked for agglomerations which have developed a master accessibility plan for their transport network or carried out similar planning/programming. Four cases were analysed. They converge in fact towards a goal: to reduce the obstacles to the accessibility to the law on the material as well as the formal level. But if this requirement of accessibility finds a favourable echo from its time because it expresses the common feeling, it is clear that the English reformer, Jeremy Bentham is the one who intends to place it at the center of all legal thinking. For him it is a direct consequence of the application of the principle of utility in legislation. This is what his entire theory on the codification of law tends to demonstrate. But the influence of Bentham on these reforms remains to relativize, because the largest project by which he envisaged to concretize the reform of the English law to make it accessible, -the Pannomion- never saw the light of the day. To explain the emergence of the accessibility as a new category of public action after the 30th June 1975's law, we decided to work empirically on the past and current practices set up by two urban public transportation companies, specifically through a three-year participative observation in one of these. Analysis is lead with help of sociological literature, particularly writings on reference frames, moral enterprise, technological innovation and social movements. These notions helped us revealing the primary reasons of the shift between selected policies: from two groups of measures in favour of people medically identified as disabled to a complete integrated policy, available for everyone, coexisting with specialized transport. This evolution was made possible by conjunction of conceptual, technical and legal factors used by a group of militants to impose a global treatment of accessibility. This treatment has become a standard and is institutionalized by the law of chance equality of 11th February 2005. The first type of accessibility is intimately linked to handicap whereas the second one owns its proper reference and has freed itself from the handicap. The invention of accessibility emerged as a new social form revealing a conception of the treatment of difference in our society. L'évolution est rendue possible par la conjonction de facteurs conceptuels, techniques et législatifs utilisés par un réseau de militants pour imposer un traitement intégré de l'accessibilité. Celui-ci est devenu une référence standard et est institutionnalisé dans la loi du 11 février 2005 pour l'égalité des chances. Le premier type d'accessibilité est intimement lié au référentiel du handicap alors que le second possède son propre référentiel et s'est autonomisé vis à vis du handicap. Il y a eu invention de l'accessibilité comme nouvelle forme sociale révélatrice d'une conception du traitement de l'altérité dans notre société. Ses formes nous éclairent sur la façon d'envisager la place des personnes handicapées dans la société.

This thesis falls within the scope of social and human geography and more exactly of« disability studies ». Understanding the disability like a « social object », the thesis analyzes the societal consideration of disabled people in non-urbanized areas with a high issue of touristic, recreational and patrimonial development. In the first place, it's the recent construction of disability as a social object that is discussed by reminding the history of the societal consideration of the disabled person in our occidental world. The French model and his fundamental rule of global accessibility for ail the domains of the social life are explained and the « Nature and Disability » thematic is more precisely analyzed as a development of an active living ideal for people who are in a disability situation. Secondly, the thesis develops this thematic on the particular field of the Reunion Island and tries to answer to a question which is both simple and complicated: « Today, how we live with a disability on the Reunion Island? ». ln a last time and on the basis of this study of the disability inside a Reunion Island society with accelerated transformations, the thesis specifies the current tendencies with the emergence of new public policies for the welcome of disabled people on natural and touristic areas of the island. To conclude and referring to an original survey, the thesis suggests some tools of evaluation and decision-making aids to these areas. ; Cette thèse s'inscrit dans le champ de la géographie humaine et sociale et plus précisément dans celui des « disability studies ».
