The paper undertakes a cost-benefit analysis of Afghanistan's accession to the WTO while attempting to shed light on the post-WTO accession challenges. For our empirical analysis we have applied the WITS/SMART model to assess the implication of the WTO membership. A cut in tariffs is the independent variable and government revenue, trade creation, consumer welfare and general welfare of the economy are dependent variables. The results indicate that Afghan consumers stand to benefit from tariff reforms with overall positive welfare gains to the economy. However, reduced tariff rates will lead to a fall in government revenue and a substantial increase in imports, subsequently raising concerns over negative trade balances. The final section of this paper studies the post-accession challenges with a particular focus on development, institutional, legal and environmental issues. Our analysis, based on the sectoral mix of Afghanistan's economy suggests that producers will lose out. The findings of this study support the position that Afghanistan should maintain the maximum policy space in order to achieve its long-term development goals.

This book examines the process of Poland's accession negotiations to the European Union between 1998-2003. An empirical study based on Robert Putnam's two-level game model, it charts the influence and role of key domestic actors and groups on the negotiations especially in three critical, controversial, areas - areas where EU accession threatened to bring about a profound transformation to Polish life - agriculture, with particular emphasis on direct payments and production quotas; the purchase of real estate by foreigners; and the free movement of labour. This book demonstrates the complex interaction between the domestic and international level of negotiations and furthermore, shows how critical this link can be to negotiation outcomes at the international level. It reveals how susceptible Poland's negotiation process was to domestic pressure, particularly public opinion and interest groups. Drawing heavily on qualitative analysis - such as press releases, news wires, policy documents, as well as quantitative analyses, such as the use of opinion polls, and supported by in-depth, unrestricted interviews with key Polish decision-makers, this book examines the dynamics of policy formation in Poland and shows how this translated into the final conditions of accession.

For many applicant countries, accession to the WTO has been, and still is, a frustratingly slow process. In this paper, we discuss the substantial, contentious issues that are slowing down progress in accession negotiations. We contrast these with the benefits of WTO accession not only to the applicant countries, but also to the multilateral trading system as a whole and, hence, to current members. Against this background, we suggest a strategy to accelerate accession without diluting the ground rules of the multilateral trading system.

From 1989, new plans to enlarge the EU caused growing public disenchantment with the future of European integration as a viable model of cooperation among states and peoples in Europe. To manage disenchantment, EU actors designed various policy tools and techniques in their approaches to European peripheries such as Turkey. Among these, they intensified and perfected processes of pedagogy where EU actors assume that they have unique knowledge of what it means to be 'European' and that they must teach accession candidates how to become true Europeans. Based on accounts of EU politicians and officials, past experiences of government officials from former EU candidate states and Turkish officials' encounters with the EU's accession pedagogy, this article explores the EU's enlargement policy as a pedagogical engagement and the responses it elicits among Turkish governmental representatives, in order to test the reconfigurations of power between Europe and the countries on its margins.
