Wśród kluczowych wyzwań rozwojowych Polski na początku XXI wieku znajdują ograniczanie negatywnych efektów procesu starzenia się społeczeństwa oraz wzrost kapitału społecznego obywateli, ich umiejętności współpracy przy rozwiązywaniu problemów w różnych sferach życia społecznego i gospodarczego. Artykuł przybliża łączną analizę tych zagadnień w odniesieniu do kształtowania kapitału społecznego ludzi starych. Kolejno omówione zostają podstawowe pojęcia wykorzystywane w dyskursie o aktywizacji społecznej osób starszych, założenia kształtowania współczesnych wielopoziomowych polityk publicznych w tym zakresie oraz typologie przykładowych rozwiązań na rzecz budowy zasobów kapitału społecznego.

The chapter aims to introduce an integrated approach to concepts of (1) smart cities and (2) age-friendly cities and communities. Although these ideas are widely promoted by the European Union and the World Health Organisation, they are perceived as separate. Meanwhile, these concepts are closely intermingled in theory and practise concerning the promotion of healthy and active ageing, a universal design, usability and accessibility of age-friendly environments, reducing of the digital divide and robotic divide, and reducing of older adults' social isolation. The conclusion underlines the need for participatory creation of ambient assisted living (AAL) technologies and applications with older adults and the need for advocacy to promote AAL in the context of the silver economy especially in the Central and Eastern Europe.

"Demographic pressures and the sustainability of the social protection systems ensure increasing the percentage of older workers in employment is at the top of the EU political agenda. Recent data demonstrate that increased employment among the 55-64 age group has been one of the most dynamic aspects of the EU labour market, rising 7.8 percent between 2000 and 2007. However, there is widespread ignorance about the quality of jobs held by this age group. Early retirement is often underpinned by discourse blaming older workers for not being able to adapt to technological and organizational changes. Sharp asymmetries in older worker employment rates between European countries refute simplistic explanations based on stereotypes suggesting, rather, the importance of the different national approaches to active ageing. In this paper, we challenge some highly diffused ideas that encourage discriminatory practices against older members of the workforce and analyse the quality of older worker employment in European Union countries."
