Evropska razvojna kohezijska politika – kompetenčni centri in raziskovalno razvojne dejavnosti ; European Development Cohesion Policy – Slovenian Competitive Centers And Research Development Activities
V želji po globalnemu in gospodarskem napredku ter iskanju rešitev za okoljske izzive je Evropska unija ustanovila skupno Evropsko kohezijsko politiko, ki izvršuje ukrepe in instrumente na nacionalni ravni. Ena izmed posledic skupne Evropske kohezijske politike v Sloveniji so posebni centri, ki omogočajo stičišče različnih organizacij, kjer se nove ideje prenašajo v gospodarski trg. Gre za inovacije predvsem na področju mobilnosti, trajnostnega okolja, tehnologije, kemije, farmacije. Takšne inovacije prinašajo večji izkoristek materialov, storitev in boljše zdravje, z velikim poudarkom na nizkoogljično družbo. S takšnimi instrumenti se poveča dodana vrednost finančnega vlaganja v takšne centre, hkrati pa spodbuja sodelovanje gospodarske, akademske in raziskovalno razvojne sfere. Namen naloge, da z analizo Javnega razpisa za sofinanciranje vzpostavitve in delovanja kompetenčnih centrov za razvoj kadrov v dveh izvedenih obdobjih dokažemo, kako pomembno je financiranje takšnih instrumentov. Ustvarjajo visoko stimulativno okolje za iskanje rešitev in odpravljanja izzivov, s takšnim načinom dela pa ljudje pridobijo reference, kompetence, višajo konkurenčnost svoje države in pridobijo izkušnje s širšim razmišljanjem in sodelovanjem. ; In pursuit of global and economic progress or finding solutions to environmental challenges, the European Union has set up a common European cohesion policy that implements measures and instruments at national levels. One of the consequences of the common European cohesion policy in Slovenia are special centers, which enable the junction of various organizations, where new ideas are transferred to the economic markets. These are innovations mainly in the field of mobility, sustainable environment, technology, chemistry and pharmacy. Such innovations bring greater use of materials, services and better health services, with a strong emphasis on low–carbon society. Such instruments increase the added value of financial investment in such centers, while encouraging the participation of economic, academic and research development spheres. The purpose of the task is to demonstrate the importance of financing such instruments by analyzing the Public Tender for Co–financing the Establishment and Operation of Competence Centers for Personnel Development in two implemented periods. They create a highly stimulating environment for finding solutions and tackling the challenges, and with this way of working people acquire references, competences, increase the competitiveness of their country and gain experience with wider thinking and cooperation.

Slovenski poslanec Radićeve stranke. Prispevek k oceni političnega delovanja Ivana Švegla ; The Slovene Parliament Member of Radić's Party: Evaluating Ivan Švegel's Political Activities
V članku, ki temelji predvsem na arhivskem gradivu in publicistiki, je predstavljeno politično delovanje Ivana Švegla, nekdanjega avstro-ogrskega konzula v Združenih državah Amerike in Kanadi, ki je po prevratu deloval na pariški mirovni konferenci. V Začasnem narodnem predstavništvu v Beogradu je predstavljal Trst, na volitvah leta 1927 pa je kandidiral na listi Hrvaške kmečke stranke Stjepana Radića. V tem prispevku so predstavljene širše okoliščine Šveglove povezanosti z Radićevo stranko. ; This article presents the political activities of the Slovene diplomat and legal expert Ivan Krizostom Švegel (a.k.a. Hans Schwegel, 1875–1962), who primarily served as an Austro-Hungarian consul in the United States and Canada before the First World War. Although his involvement in the delegation of the Kingdom of Serbs, Croats, and Slovenes at the Paris Peace Conference of 1919 has not passed unnoticed in Slovene historiography, less is known about his political career. Švegel already expressed his sympathies for the Croatian national demands at the Paris Peace Conference, especially by interceding with American diplomats for the incorporation of Rijeka by Yugoslavia and helping his Croatian counterparts settle the question concerning the affiliation of the Repaš (Hung. Répás) area along the Drava River. In the Temporary National Representation in Belgrade, Švegel represented Trieste and worked within the framework of the Yugoslav Club, headed by the president of the Pan-Slovene People's Party, Anton Korošec. However, Švegel soon parted ways with Korošec and withdrew from active politics for a few years. In the election of 1927, he ran on the ticket of the Croatian Peasant Party in the Gorski Kotar region at the personal proposal of Stjepan Radić and made his way into the Croatian parliamentary representation in the Belgrade assembly. Radić's decision to nominate Švegel as a Slovene candidate in one of the traditionally winnable Croatian constituencies for his party undoubtedly added to the chagrin of Korošec, who had long been at odds with Radić. Much to the surprise of Radić's most intimate circle, at the end of 1927 Švegel joined the rebellious faction of Ljudevit Kežman, a priest and long-standing secretary of the Croatian Peasant Party. Yet rather than hold him to blame, Radić continued to cooperate with Švegel until the fateful shooting incident in the Belgrade assembly on June 20th, 1928. During the assassination against Radić and his colleagues, Švegel, according to his own testimony, was composed enough to help lift Svetozar Pribićević from his bench to safety. In the early period of the royal dictatorship, Švegel maintained a low profile until the spring of 1930, when he joined the government as a minister without portfolio, together with three other dissidents from the former Croatian Peasant Party. After he was soon forced to leave his position in the royal government, he briefly returned to diplomacy in 1931 by being appointed envoy of the Kingdom of Yugoslavia to Buenos Aires. However, no later than 1932, he was forced to leave his office due to disagreements with other officials at the legation and the heads of the foreign ministry and to retire. As his correspondence with Marija Radić reveals, Švegel also remained a faithful adherent to Radić's views after the Second World War.

Magistrsko delo analizira delovanje male države, ko je ta na čelu Organizacije za varnost in sodelovanje v Evropi (OVSE), v okviru enega od glavnih področij delovanja institucije – upravljanja in preprečevanja konfliktov. Analizira, kako lahko mala država s pametno uporabo svoje mehke moči deluje kot agent preventivne diplomacije in s katerimi ovirami se pri tem srečuje. Magistrsko delo kot študijo primera obravnava krizo v Kirgiziji leta 2005, ki sovpada s predsedovanjem Slovenije OVSE. Delo pokaže, da ima mala država ravno zaradi svojih specifičnih lastnosti primerjalne prednosti pri delovanju v okviru preventivne diplomacije, saj jo druge države pogosto dojemajo kot razmeroma nepristranskega akterja, ki se v reševanje krize ne vpleta aktivno zato, da bi zasledoval (ozko definirane) nacionalne interese, kar je pogost očitek velikim državam. Prav tako se pokaže, da je zaslomba, ki jo mali državi daje institucija (v našem primeru OVSE), lahko ključnega pomena, saj se mali državi pod okriljem institucije s tem krepi legitimnost. Analiza delovanja Slovenije v primeru krize v Kirgiziji še pokaže, da je ena od glavnih nalog male države kot predsedujoče mednarodni instituciji skupnostno delovanje, ki mora upoštevati pravila odločevalskega procesa, obenem pa ravno skupnostno delovanje prinaša mali državi možnost, da se v mednarodnem okolju izkaže kot zanesljiv partner in deluje kot most med različnimi interesi. S tem krepi svoj mednarodni ugled in posledično svojo mehko moč. ; The thesis analyses activities of small states (focusing on Slovenia) during their Chairmanship of Organization for Security and Co-operation in Europe (OSCE), in the field of conflict management and conflict prevention as one of the main areas of the OSCE. It analyses how a small country can put its soft power to smart use and act as an agent of preventive diplomacy and what the main obstacles for its activities are. The thesis deals with a case-study of the Kyrgyz revolution in 2005, which coincided with Slovenia's Charimanship of the OSCE. The thesis shows that a small country's specific characteristics bring comparative advantages in preventive diplomacy, because small countries do not engage actively in crisis resolution in pursuit of their (narrowly defined) national interests as it is often associated with big states. It also shows that organizational backing (in our case the OSCE's) is vital for small states, because it provides legitimacy. With the analysis of Slovenia's Chairmanship, the thesis shows that one of the main tasks for a small country, chairing an international institution, is a community action with an emphasis on the decision-making process. A successful community action brings about opportunities for a small country to prove itself in an international environment and to act as a bridge builder between different interests. With this, the small country can strengthen its international reputation and its soft power.

Use of stimulating activities in social work with people with dementia
With growing number of cases of dementia, social work with people with dementia faces new challenges in maintaining dignity in the lives of people with dementia and their families. The article discusses the importance of continuous implementation of various stimulating activities for people with dementia in homes for older people (which are also suitable for implementation in home environment), and their well-being, maintenance of self-worth and self-esteem. Stimulating activities are non-pharmacological forms of care and include various areas: daily tasks (in household and garden), physical exercise, cognitive exercises, as well as complementary activities such as: music and visual arts activities, playing with babies, incorporating modern information technologies, aromatherapy. Stimulating activities can be provided by social workers, occupational therapists and other professionals. Their goal is to maintain cognitive abilities, slow the progression of dementia, and promote well-being of people with dementia. In stimulating activities, the person with dementia, together with a professional, discovers activities that they can manage and enjoy. This leads to reduction in the behavioral and psychological symptoms of dementia.

The study of electoral campaigns is nowadays one of the very topical & popular themes in the field of the scientific-research work. Electoral campaigns can be defined in several ways & from several points of view. In this paper, a campaign is understood as a set of diverse activities performed to influence the electoral result. These activities can be studied according to the political-system, time-space, organizational & instrumental dimensions of their performance. The key purpose of the paper is to analyze & typologize the features of electoral campaigns of today's urban municipality mayors in Slovenia during their standing as candidates in local elections in 2006. By using various methodological & statistical approaches & tools, it was found out in the analyzed cases that electoral campaigns were an important part of the electoral process & that, according to planning features & implementing plans, they were very specific in all the studied municipalities. Because of this, the campaigns in the studied elections were characterized as particular & highly localized. Despite these particularities, four different types of campaigns were highlighted according to the groups of similar features: a) traditional campaigns; b) charismatic candidate campaigns; c) modern local campaigns & d) an intense campaign mosaic. Identity of people with dementia: Opportunity for empowerment
Human identity is dynamic, fleeting, and changeable and is formed in social contexts. People with dementia are considered a vulnerable group with a less stable identity due to the nature of the disease, often causing their individuality to be disregarded. Systematic review of the literature shows that the living and social environments play an important role in the consolidation, maintenance, and reconstruction of the identity of people with dementia. Interactions of people with dementia with their living and social environments enable them to learn new strategies for expressing their identity, while social capital remains a valuable source of power in the process of identity expression, consolidation, or reconstruction. The narratives of people with dementia contribute to the preservation of their personal identity and enable reviving memories. The opportunity to share experiences and participate in social interactions serves as recognition of their uniqueness and provides them a sense of worth and value. People with dementia want to participate and engage in activities, as many are an essential building block of their identity. Successful completion of activities also helps maintain a positive self-image and experience their own worth.
