In 1861, in the second issue of his new journal Vremia, Dostoevsky published an article entitled "Mr. bov and the Question of Art." In it he attacks the utilitarian aesthetics of the radical literary critic N. A. Dobroliubov (1836-61); at the same time he sets forth the fundamentals of his own idealist aesthetic. Dostoevsky's article is his first major critique of the utilitarian and materialist outlook of the radical democrats led by N. G. Chernyshevsky (1828-89) and Dobroliubov. It anticipates his later polemic with the radicals in Notes from theUnderground (1864). The problem of freedom, significantly, is in the foreground of both works. The insistence on freedom in artistic creation is the central motif of "Mr. Dobroliubov and the Question of Art." It is to this problem that we wish to direct principal attention.

The acceptance by the courts of Ur aesthetics as a legitimate area of gov'al concern has not been matched with vigorous public action in Ur design. New philosophies of public aesthetics & more courageous design, decisions, & development are needed to deal with the peculiar problems & pol'al act's of the great US city. For the broadest common good & maximum design achievement, aesthetic aims must be put to work with normal planning & development actions. The recent growth toward a public urbanism industry, in which planning & development are closely linked, gives promise of a versatile, specific connection between aesthetic wishes & their fulfillment. The role of local gov in `capital design' of public land, streets, & community facilities offers enormous opportunity & obligation. AA.

The aesthetics of a great city is a combination of many sensory stimuli as well as the visual one. Most of these & even some of the visual effects are outside the control of the designer. Great cities have had fine approaches, fine magnets of general interest. They have historically been mainly for the slow pedestrian & for daytime effect. Now we must find a way to preserve or restore the approaches & the magnets of the city centers & to create them in the plasmodial periphery. And we must do this on a new time scale including the speed of the airplane & on a 24 hour basis. To do this while also retaining nature is the principal problem. It will not be solved by a few towering geniuses alone. AAAPSS.
