During the past two decades, the United Nations Women, Peace and Security Agenda has expanded considerably to cover a wide range of themes and actors. Despite its global diffusion, it has been criticised for its slow implementation and is claimed by some to be mere rhetoric. In line with results-based management, indicators have become key tools in securing monitoring and evaluation of the agenda. This article provides new insights about the concrete use of indicators and responds to the following research questions: How does the use of indicators correspond to the goal of providing monitoring and evaluation data? How can we explain the occurrence of means-ends decoupling? The article examines the country-level use of indicators in Nigeria. The data is collected as part of an indicator ethnography conducted in Nigeria during the spring of 2020. Indicator culture has spread widely, creating an illusion of rationality and effectiveness. Resources, time and money are allocated to operationalization, without questioning the indicator logic itself. The Nigerian case reflects symbolic implementation, where actors maintain well-developed indicator frameworks and monitoring committees without evidence about its actual utility. Over the past four years, not a single monitoring report has been produced. The absence of reporting can be explained through capacity and resource challenges, but also as local actors counteract externally set norms and forms of numerical rationality. Turkey first applied for EU membership in 1987 and started negotiations for full membership in October 2005 after lengthy and challenging negotiations between EU member states. This master's thesis attempts to examine the relationship between the negotiations for EU membership that are going on between Turkey and the EU Commission and the public discussion on the subject. The research material consists of selected posts on the Financial Times discussion forum and the Acquis communautaire and Copenhagen criteria. By comparing the research material this thesis attempts to investigate if the public deliberation and official negotiations focus on the same issues and requirements for membership. The theoretical background for this analysis is deliberative democracy, according to which public debate should be a prerequisite for agenda setting and decision making. The findings of the thesis reveal that the public discussion does touch on the acquis communautaire and Copenhagen criteria to some degree, but the public is also concerned with non-acquis issues such as the culture and history. A unique feature of the accession negotiations is also the amount of commentary from heads of state regarding the negotiations, which was also noted in the research material. In the light of deliberative democratic theory it can be noted that the public may take part in the discussion over Turkey's membership, but it has little or no chances of setting the agenda for the negotiations.
This paper is an analysis of the foreign Aid Policies of two OECD Development Assistance Committee member countries – Finland and Ireland. The analysis reveals that both Finland and Ireland share high principles on their relations with the developing world, although their current policy outlooks appear to differ significantly. Despite Finland's good economic performance and prosperity largely generated by the global demand and market access, the government has so far failed to include the increasing of ODA on its priority agenda. In addition to the declining commitment, the selection criteria for Finnish aid recipients appears to be partially commercially motivated. Ireland on the other hand has a solid record of targeting the poorest of the poor with its development assistance and has recently increased development country focus in national policies. The challenge for Ireland is the effective utilisation of these funds and even more importantly keeping the government's public, international commitment to the 0,7 percent recommendation level despite the possible future slowdown of the economy.

In this thesis, I critically interrogate power relations that underlie practices, techniques and rationalities of contemporary forms of governance represented by the governing strategy of structural adjustment framework devised by the Bretton Woods institutions— especially the IMF and the World Bank. Far from being a technique of coercion and domination, the thesis demonstrates that structural adjustment framework represents a differing modality of global power that attempts to discursively legitimise external interventions through the imposition of neoliberal economic agenda. I show that structural adjustment policies are carefully constructed neoliberal rationalities of governing through which donors seek to transform the government of Ghana into a self-disciplined neoliberal subject that must behave in an appropriately competitive fashion that is congruent with the ethos of market rationality. I draw on Michel Foucault's nuanced conceptualisation of governmentality, a form of productive and relational power working through individuals' subjectivities particularly as it coexists with the disciplinary rationale of power, and extend it to the relation between the IMF and the World Bank and the government of Ghana. I analyse how these interactions are embedded within a discursive formation and concrete practices which establish certain views of 'a problem' and mobilise particular authoritative actors, techniques and forms of truth as solutions. I also explore how over the decades the IMF and the World Bank through the modalities of conditionality associated with structural adjustment have sought to govern, remake and regulate the economic, political and social institutions of recipient States. In closing, and by way of illustration, I also examine 'non-compliance' as one possibility into what Foucault has termed 'counter-conduct' through which subjects undermine and challenge governmental forms of power. This being said, within the structural adjustment discourse, there remains, I would be inclined to argue, repressive and dominant forms of power. This thesis, contributes to the contemporary scholarship on governmentality to deepen and re-evaluate the distinctiveness of power relations in the example of the IMF and the World Bank adjustment programmes in Ghana.
Euroopan komissio luotiin jotta se voisi ajaa yhteisöjen intressiä. Sen vuoksi siitä päätettiin tehdä itsenäinen. Mutta koska Euroopan Unionin vaikutus jäsenmaissaan on hyvin vahvaa, myös talouden kannalta, haluavat jäsenmaat vaikuttaa komissioon mahdollisimman paljon. Tämän vuoksi komission itsenäisyys vaarantuu. Perustamissopimukset koettavat hoitaa ongelman luomalla komissiolle joita-kin suojamekanismeja. Mutta ovatko ne riittäviä? Vaikuttaa siltä, että komissioon pystytään vaikuttamaan liikaa sen jokapäiväisessä työssä. Tämä vaikuttaminen alkaa jo komission nimittämisvaiheessa ja jatkuu koko ajan komission pohtiessa uuden lainsäädännön tarvetta ja komission valmistellessa uutta lainsäädäntöä. Komission lakiehdotelman sisältöön vaikuttavat usein paljonkin muut instituutiot, jäsenvaltiot sekä intressiryhmät. Tämä johtaa siihen, että komissio ei täysin pysty toteuttamaan yhteisöjen in-tressiä. Monin eri tavoin komission päätöksiin voivat vaikuttaa yksittäisten tai use-ampien jäsenmaiden edut, vaikka tarkoitus olisi ajaa yhteisöjen etua. The European Commission was created so that it could work to fulfil the Community Interest. Therefore it was decided to be an independent institution. But because the European Union affects its Member States very deeply, not least in budgetary ways, the Member States seem to want to influence the Commission as much as possible. Therefore the independence of the Commission is at stake. The Treaties try to deal with the problem by setting some protective mecha-nisms on the Commission. But is it enough? It seems that the Commission gets in-fluenced too much in its everyday work. This influencing starts already at the nomi-nation of the Commissioners, continues all the while when the Commission is decid-ing if new Community legislation is needed and while it drafts new legislation. The substance of the drafts are often influenced very much by the other institutions, Member States and interest groups. What this means is that the Commission can't fulfil its task at seeking the best of the Communities. In many different ways the decisions of the Commission may further the good of one or some interested parties instead of the Community In-terest.
Demokratia ja tehokkuus muodostavat kunnallishallinnon keskeisimmän arvopohjan. Näiden välillä vallitsee tietynlainen jännite. Kauko Heurun väitöskirjassa tutkitaan oikeushistoriallisessa valossa kunnanvaltuuston asemaa tämän jännitteen sisällä. Siinä selvitetään kunnanvaltuuston vallan syntyhistoria sekä sen kehittyminen yhteiskunnallisen muutoksen osana. Kunnallishallinnossa on perinteisesti korostettu demokraattisia arvoja. 1990 -luvulla tässä tapahtui ratkaiseva muutos. Tällöin tehokkuusvaatimukset voimistuivat, ja niihin myös vastattiin. Maamme kunnallishallinto siirtyi erilaisten kokeilujen ja hallinnonuudistusten kautta uudenlaiseen kunnallishallintoon, jonka johtavana aatteena on tulosjohtamisen idea. Mitä pitemmälle tulosjohtamista on kunnallishallinnossa toteutettu, sitä enemmän valtuusto on menettänyt asemaansa kunnan päätösvallan käyttäjänä. Valtuuston valtaa on siirretty täytäntöönpanijoille tietoisesti, mutta sitä on siirtynyt myös salaisesti. Jokainen pelkän tavoitteen asettava valtuuston päätös, jota ei sidota keinovalikoimaan, siirtää valtuuston valtaa. Samoin tekee määrärahapäätös, jota ei sidota yhteen määrätarkoitukseen. Yleistymässä oleva käsitys valtuuston aseman heikkenemisestä saa tutkimuksellista vahvistusta. Kauko Heuru selvittelee yli 400 -sivuisessa väitöskirjassaan laajasti tämän kehityksen syitä. Tällöin hän osoittaa kunnallishallinnon kiinteän yhteyden yhtäältä valtioon ja toisaalta ajan yleisiin virtauksiin. Hän näkee, että 1980 -luvulla alkanut kunnallishallinnon uudistaminen ei ollut ilmiönä itsenäinen, vaan se liittyi kiinteästi uusliberalismin nousuun ja valtionhallinnon uudistamiseen. Kunnallishallinnon vahvistamisen nimissä tehdyt lainsäädännölliset uudistukset kuten normien purku, vapaakuntakokeilu ja kuntien valtionosuusjärjestelmän uudistaminen olivat tarkoitukseltaan ensisijassaq valtionhallinnon uudistamista. Valtion edustajat eivät kuitenkaan ajaneet kuntia muuttamaan hallintoaan, vaan tämän tehtävän hoitivat kuntien keskusjärjestöt. Ne aloittivat jo 1970 -luvulla määrätietoisen koulutus- ja muun ohjaustoiminnan mangeristisen kunnallishallinnon aikaansaamiseksi. Kauko Heuru pohtii myös valtuuston aseman vahvistamista. Hän tulee siihen tulokseen, että nykyajan tehokkuuden ihannointi antaa vain vähän mahdollisuuksia siihen. Tämän hän tekee nimenomaan valtuuston vallan kannalta. ; The study was designed to investigate the origins of the competency to use municipal decision-making power and its development in the light of the central development of municipal law, including causal relationships and systematization of municipal law. The frame of reference consisted of the democratic values and efficiency values of local government. Up to the end of the 1980s local government in Finland can be regarded as a legal-administrative practice. In a closer analysis, we can distinguish three pha-ses: liberalism, rule-of-law and social state. In the beginning of the 1990s the Finnish state administration was refor-med in line with the managerial theory. The idea of management by results played a key role in this development. Local government was remodelled on the same con-cept. From the 1990s on we can speak of managerial local government. The entire legal-administrative period was characterized by the priority of democratic values in local government. While demands for efficiency grew, they we-re mainly responded to by detailed norm setting and direction by the state. The launch of management by results meant that efficiency values took precedence over democratic ones. If municipal decision-making power is understood as competency to form local intent, and if we assume as municipal laws have assumed that the exercise of this power resides in the local council, the introduction of managerial local go-vernment and management by results has not been possible without transferring aut-hority from the local council to the executive organization. The main reason was that local government activities had become increasingly target-oriented. This involved a demand to separate strategic and operational activities. According to the idea of ma-nagement by results, strategic activities cover the setting of general objectives, whe-reas concrete (case-specific) decisions should be made at the operational level. The level of strategic activities is formed by the work of the local council, and the level of operational activities by the work of the executive organization. The local council's (the local government's) decision-making power can be transferred legally to the executive organization within the limits of the law by a by-law. This is called delegation, whereas in the management-by-results system local decision-making power is factually transferred in other forms too. This happens either in a permissible manner or secretly, and the more the more generally the coun-cil has set the objectives and the more systematically strategic and operational acti-vities are separated. The most important tool for transferring the council's power is the municipal budget, even if the law does not recognize it as such. The introduction of the management-by-results system to local govern-ment broke the mechanisms that had protected the council's authority in the legal-administrative practice. Such mechanisms included general budget principles (no-tably the detail principle) and the inner logic of the dual principle of local govern-ment. The detail principle required that the municipal budget be detailed to the extent that none of the council's power could be transferred to the executive or-ganization through this way. For the purpose, the budget was to be divided in ap-propriations up to one designation. The inner logic of the dual principle corresponded to the perceptions of the rule of law and legal positivism about formal rational legal order; implementation was based on subsumptional logic rather than independent consideration. Expedien-cy, which thus was not conveyed from the decision to be implemented, did not reside with the executive organization. During the legal-administrataive local government, the number of muni-cipal officials increased steadily. However, we cannot speak of bureaucracy in the true sense of the word, because municipal offices existed mainly for executive func-tions only. During managerial local government, municipal officials became also executors of the self-government of local residents. Generally, it can be said that the further the idea of management by re-sults is taken in local government, the more the status of the council shifts from a decision maker to a legalizer of municipal activities. Along with the change the conceptual contents of municipal democracy have changed. The decision-making moment is no longer the sole basis of evaluati-on, rather, it is the moment when the consequences are seen. Newer research has anticipated a shift from representational democracy towards direct democracy, but it seems unlikely. Representational democracy still appears to have its chances. This requires increasing attention to the political functi-on of municipalities, including stricter normative definition of municipal authority and responsibility. In the end, the key issue is whether the Finnish local government will have a distinct political leader or not.
Kansalaisosallistuminen YVA-menettelyssä Ympäristövaikutusten arviointimenettelyn (YVA) yksi keskeinen tavoite on lisätä kansalaisten tiedonsaantia ja osallistumista ympäristövaikutuksiltaan merkittävissä hankkeissa. YVA-menettelyllä pyritään tuomaan kansalaisten näkemykset, huolet ja toiveet mukaan suunnitteluun ja päätöksentekoon mahdollisimman varhaisessa vaiheessa. YVA edustaa väitöstutkimuksessa modernia vuorovaikutteista ympäristöpolitiikan ohjauskeinoa ja osallistumisen välinettä. Väitöstyön ensimmäisenä tutkimustehtävänä oli luoda YVAan osallistumisen analyysille teoreettinen viitekehys: millaista demokratia- ja suunnitteluideaa YVA voi edustaa ja millainen politiikkaverkosto YVA on kansalaisosallistumisen kannalta. Toisena tutkimustehtävänä analysoitiin YVAan osallistumisen historiallista kehittymistä ja muutoksia Suomessa. Kolmantena tutkimustehtävänä tarkasteltiin osallistumisen käytännön toteutusta sekä arvioitiin osallistumisen vaikuttavuutta. Lisäksi analysoitiin vaikuttavuuden mahdollisia esteitä, miten läpinäkyviä ja avoimia YVA-menettelyt ovat ja miten hyväksyttävänä osallistumisvälineenä YVAa pidetään. Osallistumisen kannalta olennainen seikka on YVAn institutionaalisuus: se on julkishallinnon luoma väline, jonka lisäksi toimenharjoittajalla on keskeinen YVA-menettelyn käytännön toteuttajan rooli. Tämä luo osallistumisen kannalta rakenteita, joissa korostuu toimijoiden väliset epäsymmetriset valta-asemat. YVA-menettelystä tulee helposti kaikille osapuolille vallan käytön ja politiikan tekemisen väline ja niin osallistumisen järjestämistä kuin itse osallistumista ohjaavat toimijoiden poliittiset intressit ja tavoitteet. YVA on parhaimmillaan eri osapuolten välinen avoin keskusteluareena, joka lisää suunnittelun ja päätöksenteon läpinäkyvyyttä, mutta YVA on myös poliittisen kamppailun areena. Suomen YVA-lainsäädännössä osallistumisella on aina ollut tärkeä rooli. Suomalaisessa YVA-järjestelmässä on korostettu kansalaisten osallistumismahdollisuuksia. Ajan saatossa myös kriittisyys laajaa osallistumisoikeutta ja useita osallistumismahdollisuuksia kohtaan on lieventynyt. Haaste on kuitenkin siinä, että osallistumisen toteutus määritellään laissa väljästi, eikä lainsäädäntö takaa laadukasta osallistumista tai varsinkaan sen vaikuttavuutta. Toinen havaittu haaste on YVAn ja osallistumisen suhde päätöksentekoon. YVAn ulkopuoliset päätöksentekojärjestelmät ja edustuksellisen vallankäytön rakenteet eivät ole muuttuneet, ja siksi YVAn vaikuttavuus voi jäädä vähäiseksi. Vaikka YVA edustaisikin osallistuvaa demokratiaa ja toteuttaisi vuorovaikutteista ja moniäänistä suunnittelua, voi osallistumisen merkitys vesittyä ja kansalaisten osallistumisaktiivisuus hiipua. Ilmiöön liittyy myös tarpeetonta kriittisyyttä. Osallistumisen vaikuttavuus ei ole kertaluonteista, vaan se on usein välillistä ja ajoittuu prosessin eri vaiheisiin. Osallistumisen merkitystä ja vaikutuksia ei aina tunnisteta. YVAsta ei ole muodostunut Suomessa laajojen joukkojen osallistumisvälinettä. Ennemminkin YVAan osallistuvat tyypillisesti harvat kansalaisaktiivit, jotka hyödyntävät YVAn lisäksi lukuisia muitakin osallistumisen ja vaikuttamisen keinoja. Osallistujien määrän sijaan huomio tulee kuitenkin kiinnittää sisältöön ja suunnittelun moniäänisyyteen. Olennainen kysymys on se, millaisen roolin kansalaiset ja maallikkoasiantuntijuus voivat saada perinteisesti asiantuntijavetoisessa suunnittelukulttuurissa. ; Public participation in environmental impact assessment Environmental impact assessment (EIA) is a policy instrument based in law and used to prevent harmful environmental impacts, increase public information access, and improve public participation opportunities. EIA is an open process for discussion and participation of different actors: it increases the transparency and broadens the information base of environmental policy planning and decision making. One aim of EIA is to incorporate citizens views and opinions, concerns and desires into planning at an early stage. EIA is a process of identifying and evaluating potential impacts from proposed activities. It is also an interactive and communicative policy instrument and should facilitate direct participation. EIA is an example in the development process of direct participation in Finland during 1990 s. In this study EIA is approached as a participation instrument. Public participation is the perspective from which the EIA-process is analysed. The aim of the research is to examine participation in EIA both a theoretical and empirical way, and to interpret and explain the operation logic and efficacy of participation. There are three main research tasks in the study. The first task is to create a theoretical framework for analysis of public participation in EIA. For this purpose, the theoretical and methodological triangulation is made in the study. There are four main parts in the triangulation. Firstly, the elements of participative and deliberative democracy and communicative planning theories are combined. This theoretical discussion shows what kind of democracy and planning EIA can represents. Secondly, network analysis and evaluation are integrated in the methodological triangulation. The concepts of policy networks and intervention theory are used in theoretical and methodological manner. The outcomes of theoretical and methodological triangulation are criteria of deliberative EIA and four policy network models of EIA as an instrument of public participation: 1) EIA as a negotiation process; 2) EIA as a technical process of information collection, 3) EIA as an information instrument; and 4) EIA as tool for controlling of participation. While the theoretical part of the thesis has its own analytical objectives, these policy network models are utilized with evaluation criteria in the empirical part of the study. The second research task is to analyse the historical development of participation in Finnish EIA legislation. The focus of this part is on the long lasting political process and arguments behind the enacting of Finnish EIA Act in 1980 s and 1990 s. The most important amendments of EIA legislation and the international and national reasons behind them are also considered. According to results of this part of thesis, the role of participation has been central to the Finnish EIA system. Even if the EIA Act was implemented in Finland relatively late in 1994, the legislative foundation for public participation has always been strong. Though the implementation of participation is defined in a flexible way, Finnish EIA legislation supports public participation and in principle creates possibilities for deliberative democracy. The third research task is to evaluate public participation in two case studies. This part includes following questions: 1) what kind of objectives do different actors seek from participation; 2) how does participation impact EIA and what are the obstacles of effective participation; and 3) how transparent and acceptable is the EIA process? The two cases used, the EIA of a road project and the final disposal of nuclear waste, show how much the aims, the implementation and the effectiveness of public participation can not only vary between different projects, but also during the planning process in one certain project. Notably, in the nuclear waste case, the nature of top-down instrument of EIA was clearly observed, while the developer of the project assumed a dominant role. The three elements of policy network (actors, arenas and agenda) were defined by the developer. Even if participation was carried out with great visibility, professional implementation and sufficient resources, the impact of public participation and lay people expertise was not so essential, while the economic and political interests of the project and the role of experts were in central role. In this case study EIA represents the policy network model of controlling of participation: the role of governance was more important than deliberative participation. In the road case the planning situation was more open. There did not seem to be the same need to define and control participation and the agenda of the EIA. The contribution of citizens was used in planning in a more effective manner. The EIA assumed a more traditional role as an information distribution tool, and as a place for open discussion and effective participation. The case studies suggest that the legislative base can not alone guarantee the effectiveness of public participation. Most important factor is the attitude of main actors. Each EIA process is unique and general theories of participation in EIA are difficult to create. In practice, the EIA is more or less an institutional process of power division between different actors, and the developer has the central role. EIA is an open arena that allows political disagreements to form and emerge into the open. However, EIA can also be used to promote political interests. EIA and participation can be harnessed by the proponent, but EIA can also feed the so called NIMBY (Not In My Back Yard) phenomenon. It is also possible, that policy instruments like EIA create a new elite active lay experts. Theoretical ideas of deliberative democracy or communicative planning are challenging to implement in practice. At the same time it is important to estimate the criteria and expectations concerning participation. One can see, that EIA has lot of deliberative potential, but the main challenges are in the relationship between EIA and decision making, and in the structures of political power and decision making outside of EIA.
Tutkimuksessa tarkastellaan erästä Euroopan integraation vähemmän tutkittua ulottuvuutta: integraation vaikutuksia jälkikommunistisen yhteiskunnan kansalaisjärjestöihin. Liettualainen ympäristöjärjestösektori ja Ignalinan ydinvoimalan tapaus tarjoavat rajallisen, mutta samalla hyvin konkreettisen näkökulman kysymyksen tarkastelemiseksi. Tutkimus nojaa vuosina 2001-2003 kerätyn haastatteluaineiston laadulliseen analyysiin. Ignalinan ydinvoimalan tapauksen perusteella voidaan tulkita liettualaisten ympäristöjärjestöjen kohtaamia muutospaineita neuvostoajan lopulta aina Liettuan EU-jäsenyyteen saakka. Ignalinan ydinvoimalan ympärille keskittynyt liikehdintä oli yksi keskeisimmistä neuvostovallan vastaisen protestin välineistä 1980-luvun lopun Liettuassa. Ignalinan ydinvoimalasta muodostui tuolloin neuvostovallan poliittinen symboli; protestointi ydinvoimalaa vastaan oli samalla vastalause Moskovan sanelupolitiikalle ja vallitsevalle yhteiskunnalliselle järjestykselle. Ignalinan poliittinen symboliasema kuitenkin muuttui radikaalisti Liettuan itsenäisyysjulistuksen myötä: voimalasta muodostui niin taloudellisesti kuin poliittisestikin tärkeä kansallisen suvereniteetin osa. 1990-luvun lopulla ydinvoimalan poliittisen symboliaseman muutos sai yhä vahvemman ilmentymän EU:n esittäessä Ignalinan molempien reaktoreiden alasajoa ennen niiden lasketun käyttöiän umpeutumista. Eräät liettualaiset ympäristöjärjestöt toimivat aktiivisesti osana laajempia eurooppalaisia kansalaisjärjestöverkostoja vaatien itäisen Keski-Euroopan neuvostomallisten ydinvoimaloiden välitöntä sulkemista. Siten Ignalinan tapaus aiheuttaa monissa tapauksissa järjestöidentiteetin epävarmuutta: Yhtäältä ympäristöjärjestöidentiteetti vaatii kriittistä suhtautumista ydinvoimaan, erityisesti neuvostomallisiin RBMK-reaktoreihin. Toisaalta taas Ignalinan ydinvoimala koetaan Liettuan taloudellisen ja poliittisen omavaraisuuden takaajaksi. Ignalinan tapauksen ympärille rakentuva identiteettipoliittinen asetelma voidaan yksinkertaistaa tilanteeksi, jossa ympäristöjärjestöt hapuilevat kahden yhteensopimattoman toimintamallin välillä: järjestöt toivovat voivansa toteuttaa rooliaan ympäristöjärjestöinä, usein laajempien eurooppalaisten ympäristöjärjestöverkostojen mallin mukaisesti, mutta samalla kansallisen suvereniteettipolitiikan tuottamat mallit ovat vahvasti läsnä järjestöjen määrittäessä perusluonnettaan. Ignalinan tapauksen pohjalta tutkimuksessa tarkastellaan myös laajempia Euroopan integraatioon ja jälkikommunistiseen kansalaisjärjestötoimintaan liittyviä kehityskulkuja. Tutkimus tuo esiin, että Euroopan integraatio on luonut monitasoisen institutionaalisen järjestyksen, joka määrittää oman vaikutuspiirinsä säännöt. Euroopan integraatio on samalla ilmiö, joka toteutuu myös hyvin arkipäiväisissä asioissa se on läsnä monissa mikrotason käytännöissä vaikuttaen siis myös ympäristöjärjestöjen toimintaan. Samalla voidaan havaita, että politiikan muodot ja tyylit eivät synny tyhjiössä tai pelkästään rationaalisten valintojen tuloksena; historia, sen tuottamat tulkinnat sekä rutiineihin perustuvat säännönmukaisuudet ovat läsnä poliittisessa elämässä, niin kansalaisjärjestötoiminnassa kuin muussakin yhteiskunnallisessa aktivismissa, samoin kuin hallinnollisissa käytännöissä. ; The colourful, sometimes even dramatic, history of Lithuanian environmental non-governmental organisations (NGOs) makes them an interesting subject of political science research. During the past fifteen years the role of the Lithuanian environmental movement has changed quite radically. The environmental movement had a central political role at the time of the Lithuanian independence activism in the late 1980s, but the movement later lost its mobilising potential and was marginalised by the beginning of the 1990s. Since then the environmental NGOs have been strongly affected by the process of European integration. Environmental NGOs have served both as agents and indicators of the institutional change taking place in Lithuania. The dynamics of this change can be analysed through the case of Ignalina in the course of the past couple of decades the nuclear power plant of Ignalina in the north-east corner of Lithuania has been a reference point for a number of political discussions and processes. During the Lithuanian independence movement the nuclear power plant became a symbol of Soviet rule. As Ignalina was strongly associated with the hegemony of Moscow over Lithuania the plant occupied a central role in the fight towards national sovereignty. Independence activism took the form of environmental protests, especially in the early stages of the Lithuanian reform movement, and a large number of environmental organisations were established all over Lithuania. The political context provided an opportunity to address sensitive political questions through environmental activism. For instance, in September 1988 thousands of protesters formed a human chain the ring of life around the two units of Ignalina as a manifestation of Lithuanian national sovereignty and identity. The symbolic position of Ignalina changed radically after Lithuania s independence declaration in March 1990. As Moscow imposed an energy embargo on Lithuania it soon became clear that the country was dependent on its own sources of energy, of which the nuclear power plant of Ignalina was the most important one. Although Ignalina had only recently served as the symbol of Soviet oppression, the plant suddenly proved indispensable in the reconstruction of the nation and its material well-being. In 1995 the Lithuanian government tabled a EU membership application. Towards the end of the decade Ignalina was brought on the political agenda of the EU it soon became evident to Lithuanians that the closure of the nuclear power plant would be considered a de facto prerequisite for EU membership. As a result, the question of Ignalina was highly politicised the setting gave Ignalina a positions as the symbol of national sovereignty. There had been a radical shift in the political symbolism surrounding the plant. Meanwhile, the environmental NGOs faced a dilemma: Some of the environmental activists were closely linked to European anti-nuclear NGO networks and were strongly in favour of the decommissioning of Ignalina. However, many of the environmental NGOs also carried with them a long tradition of ethno-cultural thinking thus connecting the organisations closely to the notion of Lithuanian national sovereignty. Against this background it proved difficult for many organisations to define their role in view with the question of Ignalina what would be appropriate political action? As a result, there remained a great deal of indecisiveness and confusion among the environmental NGOs as to the decommissioning plans of Ignalina, and more generally as to the role of the environmental organisations in the Lithuanian society. The case of Ignalina provides a framework within which it is possible to analyse certain dimensions of national sovereignty in an integrating, post-Cold War Europe. The integration of Central and Eastern Europe into the EU has produced a situation in which many of the expectations attached to national sovereignty are being challenged. The research also brings forward a topic that has received only limited attention in the past, namely the effects of European integration on non-governmental organisations in Central and Eastern Europe. By focusing on a specific sector of Lithuanian NGO activity it is possible to analyse the dynamics of europeanisation on a very concrete level. The case of Ignalina suggests that the activists of Lithuanian environmental NGOs are forced to ponder the raison d être of their organisations in the face of different, often conflicting institutional pressures. The expectations drawn from fresh national sovereignty are not always compatible with the models of action produced by the European integration process. The case evidences a conflict between post-Communist nation-building and the institutional limitations brought about by EU membership. Simply put, the idea of national sovereignty on the one hand and European integration on the other offer environmental NGOs distinctive, often conflicting, models of appropriate political action. The models of action created by the institutional framework of the EU are not easily compatible with the norms typical of a newly independent state. This identity political conflict is especially pronounced whenever national and European norms are placed in direct opposition with each other. However, it should be noted that the national and European levels of politics cannot be completely distinguished from each other. It is interesting to notice how models of action drawn from the EU system often form the very basis of national or local political action. Therefore it can be stated that the separation between European and national models of appropriate action is not always feasible. It is possible to approach most political questions, including the encounter of Lithuanian environmental NGOs and the EU, from an institutional perspective. The theoretical framework of the study is based on new institutionalism , and the notion of logic of appropriateness is central to the study political institutions are analysed as collections of norms that define the rules of appropriate political action in different situations. In essence, politics is about appropriate action. The research seeks to explain the logic of appropriateness being followed by Lithuanian environmental NGOs. The research problem is approached through a set of questions: (1) How does the colourful history of the Lithuanian environmental movement affect the political characteristics of today s environmental NGOs? (2) What does the specific case of Ignalina tell us about the institutional contexts in which the Lithuanian environmental NGOs operate? (3) How to define the relationship between Lithuanian environmental NGOs and the politics of national sovereignty? (4) What is the relevance of the institutional framework of the EU to Lithuanian environmental NGOs? The study suggests that the rules of appropriateness change depending on the political context. At the same time, the conflicts produced by differing, overlapping institutional environments are reflected in the inner dynamics of political actors, resulting to indecisiveness and confusion. Since political action is first and foremost directed by the logic of appropriateness, the interpretations of political contexts are of central relevance. Therefore it is possible that a single object, such as a nuclear power plant, can be given a variety of interpretations in the realm of identity politics. The case of Ignalina evidences that symbolism and interpretation form the core of political life.
Tutkimukseni aiheena on pelikokemukset johtamisen simulaatiopelillä ja kokemuksista saatujen merkitysten tulkinta. Tutkimuskysymykseni on Millainen kokemus esimiespelin pelaaminen on Lapin yliopiston eMBA-kurssin opiskelijoille ja millaisia tuloksia pelaaminen tuotti heille johtamisen kehittämiseen? Tutkimukseni tavoitteena on arvioida simulaatiopelin pelaamisen kokemuksia ja niiden tuloksia johtamisosaamisen kehittämisessä. Henkilöjohtamiseen sopivia simulaatiopelejä, jotka perustuvat tieteellisiin teorioihin, on vielä vähän. Simulaatiopelien on todettu sopivan hyvin johtamisen opettamiseen, koska ne tukevat johtamisen monimuotoisuuden kokemista paremmin kuin perinteiset kouluttamismuodot. Tutkimuksen teoreettis-menetelmällinen lähestysmistapa on fenomenologis-hermeneuttinen eli keräsin pelikokemuksia ja tulkitsin niiden merkityksiä. Tutkimus osallistuu keskusteluun joh-tamistaitojen kehittämiseen pelaamalla. Tutkimus perustuu kokemuslähtöisen sekä käytäntölähtöisen oppimisen teorioihin. Laadullisen tutkimukseni aineisto on kerätty oppimispäiväkirjoilla ja ryhmäkeskustelulla. Tutkittavina olivat 20 Lapin yliopiston eMBA-johtamisvalmennettavaa. Tutkittavat pelasivat peliä noin neljä kuukautta. Pelaaminen auttoi ymmärtämään esimiestyötä. Pelaajat löysivät johtamistaitoihinsa kehitettävää verratessaan itseään pelin teoreettiseen ihannejohtamismalliin. Pelaajien pelatessa yhdessä oman työyhteisön kanssa peli toimi johtamiskäytänteen pelkistettynä kuvauksena ja kehittämisen apuvälineenä. Pelin käytön kokemukset vaihtelivat alun epätoivosta ja vaikeuksien voittamisesta pelin hallintaan ja onnistumisiin. Pelaajat suorittivat pelissä ammatillista muotouttamista eli toistivat peliä ja löysivät syys-seuraussuhteita oman toiminnan ja pelin teorioiden välillä. Muotouttaminen on yksi vaihe johtamisidentiteetin kehittymisessä. Peli toimi mestarikisälli -mallisesti pelin ohjatessa ja opastaessa pelaajaa mahdollistaen hänelle turvallisen harjoitteluympäristön. Pelaajat nimesivät itselleen pelin lopussa ammatillisia kehittymisen tavoitteita kuvaten millaiseksi johtajaksi he haluavat kehittyä. ; Theme for this research is the use of simulation game in developing leadership skills. Research problem is What kind of experience is it for Executive MBA-students in Lapland's university to play Productive Leadership-game and what kind of results players achieve for their leader-ship development? The research examines the effect of Leadership Simulation game in the development of leadership skills. Experiences and game outcomes of Executive MBA students from Lapland University were used to measure the effectiveness in learning through Simulation Games. A target group of 20 students played the Simulation game for about 4 months and research material was collected from their learning diaries and group discussions. The objective of my study is to evaluate experiences of playing simulation game and assess how results affect the players' leadership skills. There is still lack of simulation games suitable for leadership development. Simulation has been found to be suitable for training leadership because it is almost impossible to learn complicated leadership structures through traditional training methods. The theoretical and methodological approach of this study is Phenomenological and hermeneutical, in other words gathering experiences and interpreting their significances. The study is based on experiential and practice-based learning theories. The target groups experiences of the Simulation game varied from despair and difficulties in the beginning to winning and finally to feeling in control of the game which eventually lead to success. When players played together in their own work community the game served as a simplified description of leadership practices, thus as tool for developing the organization's leadership. Playing helped to understand the supervisors' work. Players identified and were able to name a few development needs in their leadership skills after comparing themselves with what they applied based on the leadership theory and what they gained from using the Simulation learning method. The players carried out professional formation during the play, in other words repeated the game and found the cause-effect relationship between game theories and players' operations and actions in the game. The formation is an essential phase when developing a person's leadership identity. The game produced a master-apprenticeship-like environment by directing and guiding the players and giving them a safe practicing setting where a player can repeat actions as many times as needed without disrupting their real organization.
Tässä tutkielmassa tarkastellaan välitystiliasiakkaiden kuvauksia taloudellisen toimijuuden ilmenemisestä ja sen tukemisesta sosiaalityön keinoin välitystiliasiakkuuden aikana. Välitystilipalvelu on sosiaalityön väline, jolla ihmisiä pyritään tukemaan ja vastaamaan heidän taloudellisiin ongelmiinsa. Se on osa taloussosiaalityötä, jossa ihmisen toimeentuloa tutkitaan kokonaisvaltaisesti ja jonka tavoitteena on vahvistaa ihmisen taloudellista toimintakykyä. Välitystilipalvelu on sekä palvelun tuottajalle että asiakkaalle vapaaehtoinen palvelu. Välitystilin tarkoitus on olla lyhytaikainen ratkaisu asiakkaan talouden hallinnan ongelmiin ohjaten asiakasta itsenäiseen selviytymiseen. Tutkielmani teoreettinen viitekehys on Amartya Senin toimintamahdollisuuksien näkökulma. Tutkimus on teoriasidonnainen ja analyysimenetelmänä on abduktiivinen päättely. Aineistosta esiin nousseet taloudellisen toimijuuden kuvaukset on jaoteltu eri ulottuvuuksiin teemoittelun avulla. Aineiston keruu on tapahtunut yksilöhaastatteluilla. Haastattelupyyntö lähetettiin kaikille tutkittavan alueen välitystiliasiakkaille, joiden vastuulle jää yhteydenotto haastatteluajan sopimista varten. Näin varmistuttiin siitä, että haastatteluun tulevat henkilöt ovat vapaaehtoisia ja osallistuvat omasta halustaan. Analyysissa keskitytään etsimään haastateltavien sanoittamia kuvauksia taloudellisen toimijuuden ilmenemisestä ja sen tukemisesta sosiaalityön keinoin välitystiliasiakkuuden aikana. Toimijuus voidaan määritellä monella tavalla, joista tässä työssä hyödynnetään Amartya Senin, Talcott Parsonsin, Anthony Giddensin ja Albert Banduran määritelmiä toimijuudesta. Tutkimuksen tuloksina aineistosta esiin nousevat taloudellisen toimijuuden kuvaukset on jaoteltu taloudellisen toimijuuden ilmenemisen ja taloudellisen toimijuuden tukemisen ulottuvuuksiin. Taloudellinen toimijuus ilmenee asiakkaiden puheessa valinnanvapauden toteuttamisena ja oma-aloitteisuutena. Taloudelliseen toimijuuteen liittyviä haasteita ovat köyhyys ja velkaantuminen sekä vetäytyvä taloudellinen toimijuus. Taloudellista toimijuutta voidaan aineiston perusteella tukea laatimalla asiakkaalle asiakassuunnitelma sekä työskentelemällä asiakkaan kanssa tavoitteellisesti ja säännöllisesti. Johtopäätöksenä esitän, että välitystiliasiakkaiden hyvinvointi syntyy heidän tekemistään valinnoista ja yhteiskunnan rakenteista. He elävät taloudellisessa niukkuudessa, mutta se ei automaattisesti vähennä hyvinvointia. Tulot ja varallisuus toki parantavat ihmisen taloudellista toimintakykyä, mutta ne eivät yksinään riitä takaamaan hyvinvointia. Välitystilitutkimusta ei juurikaan ole tehty, ja sitä olisi hyvä jatkossa tutkia esimerkiksi vaikuttavuuden arvioinnin näkökulmasta. Hyödyllistä olisi myös välitystilipalvelun alueellisen tai valtakunnallisen toimintamallin rakentaminen. ; This study focuses on searching descriptions of the appearance of financial agency and supporting it with the help of social work within mediation account service. The mediation account can be used to assist people in financial distress and address their financial problems. Mediation account service is part of financial social work, which studies a person's income comprehensively and aims at enhancing a person's financial capability. Mediation account is a voluntary service for both the service provider and the customer. It is meant to be a short-term solution to address the customer's financial problems guiding them towards independent survival. The theoretical approach to this study is Amartya Sen's capability approach. My study is theory-connected and the analysis method is abductive deduction. The descriptions of financial agency rising from the research material have been divided into different dimensions with the help of thematization. The research material was gathered via individual interviews. The request to participate was sent to all the mediation account customers in the research area. They were then responsible for contacting me and setting up a date for the interview. This guaranteed that the people participating in this study did so voluntarily and of their own accord. This study focuses on searching descriptions of the appearance and supporting financial agency with the help of social work in the research material. Agency can be defined in many ways. In this study, the definition of agency is based on the definitions of Amartya Sen, Talcott Parsons, Anthony Giddens and Albert Bandura. The descriptions of financial agency rising from the research data will be divided into the dimensions of appearance of financial agency and supporting financial agency. The financial agency appears in customers' speech as executing freedom of choice and initiative-ness. Challenges of financial agency are poverty and indebtedness as well as passive financial agency. Customers' financial agency can be supported with the help of client planning and goal-oriented and regular work with the customer. As a conclusion I state that the well-being of the mediation account customers is formed by the choices they make as well as societal structures. They live in financial austerity, but it does not auto-matically diminish their well-being. Income and wealth improve the financial capability of a person but as such are not enough to guarantee a person's well-being. Mediation account studies are scarce. In the future, it could be studied for example from the aspect of estimating the effectiveness of mediation account service. It could also be useful to create a regional or nationwide mediation account procedure.
Väitöstutkimus analysoi julkisia poliittisia performansseja poliittisena viestintänä. Poliittiset performanssit voidaan ymmärtää julkisissa tiloissa toimeen pantuina 'näytöksinä', joiden tavoitteena on luoda arkisiin rutiineihin yllättäviä katkoksia ja synnyttää uutta toimintatilaa jonkin yhteiskunnallisen ongelman esiin nostamiseksi. Performanssit synnyttävät katkoksia monin tavoin, mutta erityisen leimallista niille on näkyvän, vallalla olevan visuaalisen järjestyksen murtaminen tuomalla siihen erilaisia 'häiritseviä' (disruptive) elementtejä: resistoivia kehoja, valtaa parodioivia kuvia, karnevalistista protestointia, katuteatteria jne. Poliittisten performanssien viestintä perustuu puheen sijaan tai ohella toimijoiden oman kehon ja sen kantamien erilaisten visuaalisten merkkien julkiseen esittämiseen, joskus hyvin äärimmäisellä tavalla, kuten esimerkiksi nälkälakoissa ja polttoitsemurhissa. Väitöskirjassa tällaista viestintätyyliä kutsutaan visuaaliseksi ja esteettiseksi politikoinniksi. Tutkimuksessa analysoidaan useita esimerkkejä performatiivisesta poliittisesta viestinnästä ja kehitetään teoreettisia ideoita sen ominaispiirteiden tulkitsemiseksi. ; In this doctoral thesis I study a phenomenon which I have titled as public political performance. By public political performance I refer to a public event (a 'show', display, demonstration) the purpose of which is to expose in public and challenge those social-political norms, practices, and relations of power which usually remain invisible in the sway of routine political life. I am interested especially in how performance works as a form of non-linguistic, or wider than linguistic, political communication. I theorize and analyze, through several illustrative examples, performances from three perspectives: as corporeal (bodily), visual, and aesthetic communication. In construction of theory I use and partly rework ideas from thinkers such as Jürgen Habermas, Michel Foucault, Hannah Arendt, Maurice Merleau-Ponty, and Jacques Ranciere. The study shows that public political performance is a sensitive, even volatile phenomenon because it often manifestly exposes the fundamentally violent power structure of society – as when, for example, street demonstrations induce strong counter reactions from the police and political authorities – and puts this order under critical public scrutiny. Political authorities do not take such challenges lightly, which is why public performances sometimes instigate serious political controversies. The key theoretical ideas of the study relate to performance as something done and en/acted. On the one hand, performance discloses the nature of politics as a 'doing.' This means in simple terms that, in order to subsist, the political world needs to be done, performed, and 'iterated,' every time anew. The term performative describes this social-constructivist side of politics. That the constitution of the social and political power is based not on any 'natural' ground but on continuous re/iteration of certain ways and routines is often revealed only when it is visibly and noticeably disrupted. This is what political performance typically does. On the other hand, performance signifies a particular kind of public show which resembles but does not equal theatrical shows. Performance is theatrical in being an 'art-like' communicative act, yet it is more surprising and unpredictable compared to regular theatre and, because of this, usually more difficult to approach and interpret. Political performance as a contingent and sometimes oddly appearing public event with a surprise effect brings forth the importance of disruption for politics. It alerts us to situations where the normalized political performatives are being visibly questioned by bringing into public space – 'in your face' – diverse disrupting elements like resisting bodies, parodying images, and carnevalism. The relationship between these two, performatives and performances, creates an edgy and 'chiasmatic' political space from which much of political life gains its driving force. This basic idea and relationship constitute the key starting point for this study's theoretical reflections. Political performance is an important subject for political studies for several reasons. The purely knowledge-based reason is that that in directing attention to the corporeal and visual aspects of politics and political communication, performance brings into view phenomena and conceptual possibilities which are too often ignored by political researchers and theorists. The relevance of performance for the field can also be justified from another perspective, through reference to its political and democratic significance. The discussions and analyses carried out in the study show that there are political circumstances where citizens see public performance as the only available means of participation in political communication, with other channels of communication forbidden or marginalized. There are also situations where citizens create, through setting up a performance, space for public communication and action where it has not existed before. Political performance as a way of contesting existing political realities can therefore have special value for political freedom. Political and democratic theory needs to understand, I shall argue, also that category of political action which performs political freedom rather than asks for it.
Tiivistelmä. Tutkin pro gradu -tutkielmassani direktiivis-komissiivisia vuorovaikutustoimintoja neljän äidinkielenään suomea puhuvan informantin keskusteluissa, joita he käyvät PlayerUnknown's Battlegrounds -nimisen selviytymisvideopelin pelaamisen aikana. Peilaan analyysiani Elizabeth Couper-Kuhlenin (2014) vuorovaikutustoimintojen jaotteluun, jossa keskiössä on tulevaisuuden toiminnan toimeenpanijan ja tulevaisuuden toiminnasta hyötyjän selvittäminen. Oleellista tutkimukseni toteutustavassa on se, että pelaajat eivät näe milloinkaan toisiaan keskusteluiden aikana, joten heidän vuorovaikutuksensa nojaa täysin mikrofonien välityksellä toteutettuun puhekommunikaatioon. Tällaista täysin vastaavalla tavalla toteutettua tutkimusta ei videopelikeskusteluista ole tehty. Aineistoni on kerätty syksyllä 2018 siten, että yksi pelaajista on tallentanut pelikuvaa, -ääntä ja pelaajien keskustelua videotiedostoiksi. Videoaineistoa on yhteensä 10 tuntia 17 minuuttia. Aineisto on säilöttynä kokonaisuudessaan Oulun yliopiston Kikosa-kokoelmaan. Olen käynyt aineistoa läpi siten, että olen keskittynyt kohtiin, joissa direktiivis-komissiivisia vuorovaikutustoimintoja on selvästi havaittavissa. Olen sitten litteroinut tutkimuksen kannalta hedelmällisiä kohtia ja analysoinut ne keskustelunanalyyttisesti. Analyysissani keskityn todistamaan Couper-Kuhlenin (2014) toimija–hyötyjä-jaottelun avulla, mikä vuorovaikutustoiminto kulloinkin on kyseessä. Samalla testaan jatkuvasti Couper-Kuhlenin (2014) teoriaa omaa aineistoani vasten. Olen toteuttanut tutkimuksen aineistovetoisesti, ja analyysini on kvalitatiivista. Tutkimuskysymykseni on "Mitä erilaisia direktiivis-komissiivisia vuorovaikutustoimintoja videopelikeskusteluissa on havaittavissa?". Couper-Kuhlenin (2014) toimija–hyötyjä-jako toimii yleisesti hyvin myös omaan aineistooni, joskin olen tutkimukseni tulosten perusteella tarkastellut sitä myös paikoin kriittisesti. Läpi aineistoni neljä keskeisintä direktiivis-komissiivista vuorovaikutustoimintoa ovat tarjous, pyyntö, ehdotus ja ohjeistus. Tutkimustulosten kannalta merkittävää on myös havainto siitä, että videopelikeskusteluissa ei välttämättä tulevaisuuden toiminnan hyötyä kyetä aukottomasti osoittamaan. Joissakin tapauksissa voidaan ajatella pelaajan ajavan koko joukkueen etua, mutta toisissa tapauksissa taas voidaan myös argumentoida sen puolesta, että pelaaja pyrkisi hyötymään tilanteesta itse. Abstract. In this Master's thesis, I study directive-commissive actions in video game conversations. Four Finnish-speaking informants communicated with each other using microphones while they played PlayerUnknown's Battlegrounds together. I test Elizabeth Couper-Kuhlen's (2014) theory of actions, in which she asks who will commit the future action and who will benefit from it. The key point in my study is that the informants cannot see each other because they are not sharing a physical space. Instead, they play online and communicate solely with their voice. In linguistics, there are currently no other studies about directive-commissive actions conducted in the exact same way as this thesis. The data for my study was collected in Autumn 2018. One of the informants played the aforementioned game and recorded his point of view and the conversations in video files. The recorded data totals 10 hours and 17 minutes and is stored in the Kikosa Collection at the University of Oulu. I have analyzed the data with a focus on the parts containing clearly visible directive-commissive actions. I have then transcribed the most interesting parts and analyzed them more thoroughly using conversation analysis. In my analysis, I focus on proving Couper-Kuhlen's (2014) model, where the following two questions are asked: "Who will carry out the future action?" and "Who will benefit from it?" Using this method, I identify the directive-commissive actions visible in the transcripts. At the same time, I attempt to provide a critique of Couper-Kuhlen's (2014) theory by comparing it to my data. The research was conducted with a focus on the data, and my analysis is qualitative. My research question is: "What different types of directive-commissive actions are there to notice in video game conversations?" While Couper-Kuhlen's (2014) model works well for the most part, I have also pointed out a couple of inconsistencies at some points. The four most important directive-commissive actions in my study are Offer, Request, Proposal and Advice-giving. The results show that in video game conversations, it might not always be possible to pinpoint the beneficiary of the executed future action. In some cases, one could argue that a player execute their actions for the benefit of the whole team. On the other hand, a player could also only have their own benefit in mind. Thus, for example, a Request might not end up benefitting a player, despite it being so in Couper-Kuhlen's (2014) model. This study works as a first step towards further analysis of video game conversations in interactional linguistics. I believe this kind of study to be extremely important in our society, not only due to the large and increasing number of players in different types of video games, but also because the field of humanities has always involved an interest in human actions and interactions. Therefore, research needs to be where people spend much of their time in the 2020s — in virtual and interactive settings, that is.
