The duopoly market research has a long history. Due to such reasons as material supply, product pa-tent right and concession of the government, development of many economic industries is similar to the process of duopoly. In game theory, the Bertrand model which considers price to be a strategic variable is closer to reality and provides the market with more references, especially for retail market and electricity market, as the competitive world develops.Firstly, we analyze the classical Bertrand model and the Nash equilibrium in the model.Secondly, multi-agent technology is applied and the Bertrand duopoly game bidding process is con-ducted; meanwhile, in order to help agents find the optimal solutions, genetic algorithm based on multi-agent Bertrand model is chosen as the main algorithm for the research; and we finish with software im-plementation of the algorithm and with example analysis. In the end, oligopoly market bidding is also modelled in MATLAB simulation, which provides us with more accuracies and flexibilities.It is evidently shown in the model that when none of the two companies are able to meet all the de-mands in the market, the bigger the price gap, the more oscillated it is in the process; thus, the pure stra-tegic Nash equilibrium doesn't exist. However, when one of the two can offer the demands independent-ly, Nash equilibrium appears and is shown as the calculated results in Bertrand-Edgeworth model where the equilibrium reaches the cost price. Further, the reason for no pure strategic Nash Equilibrium is also discussed. ; The duopoly market research has a long history. The paper describes the further development of an agent-based multiregional input-output model of the Russian economy. We consider the idea of incorporating the government into the model and analyse the results of experimental calculations for the conditional example of spatial economy. New agents are included into the model such as the federal and regional governments, pension fund and also the state enterprises producing public goods at the federal and regional levels. The government sets four types of taxes (personal and business income taxes, VAT and payroll taxes), ensures the provision of public goods and provides social, investment and interbudgetary transfers to households, firms and budgets. Social transfers consist of social assistance and unemployment benefits. The utility functions of households are expanded by the terms associated with national and regional public goods. The budget policy is designed in accordance with the maximization of isoelastic function of social welfare that formalizes the choice between the different concepts of social justice. The Gini index is used for the monitoring the inequality of income distribution. The results of experimental calculations present the convergence of the new version of the model to the state of quasi-equilibrium. The special attention is paid an optimal level of the taxation maximizing the social welfare function. Four variants of the optimal tax rates are defined: for three major taxes at a fixed proportion of rates and for each of the tax separately at zero rates of two other taxes. The further directions of modelling are identified, they allow to investigate the spatial development of the Russian economy taking into account the decision-making by private agents in responding to government policies. ; Проанализировано развитие агент-ориентированной многорегиональной модели "затраты - выпуск" российской экономики. The given article contains research of the evolution of the Russian party system. The chosen methodology is based on the heuristic potential of agent-based modelling. The author analyzes various scenarios of parties' competition (applying Pareto distribution) in connection with recent increase of the number of political parties. In addition, the author predicts the level of ideological diversity of the parties' platforms (applying the principles of Hotelling distribution) in order to evaluate their potential competitiveness in the struggle for voters. ; В статье исследуется эволюция партийной системы РФ. The passenger transport services market is a complex system. The main market participants (passengers, transport companies and the government) are in continuous interaction under certain socio-economic conditions. Modeling complex systems based on game theory is a promising area of research, which allows to establish the equilibrium strategies of transport companies and the government. The strategies of transport companies are the decisions made to adjust the transport modes parameters. Government strategies include decisions on the level of subsidies for transport modes.The article describes the procedure for the development of the intercity passenger transportation market model. The market model is built on the basis of the travel mode choice logit model. Target functions of transport companies are presented. Market modeling for four variants of competitive interaction conditions is made and the results are presented. The interaction conditions are determined by active or passive positions of transport companies. ; Рынок пассажирских транспортных услуг относится к сложным системам. Preservation of a consistently high number of domestic, industrial or military injuries, trophic ulcers, pressure sores, chronic wound defects in the morbidity structure makes the problem of effective and physiological healing of wounds extremely urgent. One of the most promising directions for solving this problem is the creation of wound healing and hemostatic agents of high efficiency (in comparison with traditional dressings from cellulose and non-woven textile materials) based on biologically active high-molecular natural and synthetic polymers with the immobilization of drugs with antibacterial, analgesic and necrolytic effects.Object: development of innovative biologically active wound healing and hemostatic agents based on chitosan and collagen.Materials and methods. As materials for determining medical and technical characteristics, new wound products were investigated: - means "Chitocol" performed by "Chitocol-S", "Chitocol-CS", "Chitocol-DA", "Chitocol-CDA", "Chitocol-SC", "Chitocol-SCD", sterile, "Chitocol-CSC", "Chitocol-CSCD" with immobilized substances of colloidal silver, dioxidine and chymotrypsin; - means "Chitocol-Hemo" performed "Chitocol-Hemo C", "Chitocol-Hemo CS", "Chitocol-Hemo", "Chitocol-Hemo S" with the immobilized substance colloidal silver. A preliminary preclinical evaluation of the effectiveness of the wound healing and antimicrobial effects of the prototype "Chitocol-CDA", "Chitocol-CS" and "Chitocol-CSC" (porous plates 2×2×0.4 cm in size) in vivo was performed on white male Wistar rats weighing 180–200 g. The healing efficiency was evaluated on the basis of planimetric, hematological, histological research methods.Results. Quantitative indicators of medical and technical characteristics of the "Chitocol" and "Chitocol-Hemo" for use in the development of regulatory, technological and operational documentation on medical devices. An experimental study of wound dressings "Chitocol-CS", "Chitocol-CDA" and "Chitocol-CSC" showed that their use leads to a reduction in the area of wounds by more than 90 % by 15 days of treatment, the maximum healing speed when applying the first two samples accounted for the first phase of the wound process (1–5 days), and in the group with purulent-necrotic process on 10–15 days of treatment. In the treatment of clean and infected wounds with the "Chitocol-CS" and "Chitocol-CDA" samples, complete healing and completion of the epithelization process began by 15 days, and in the group using "Chitocol-CSC" the proliferative phase of inflammation was in full swing.Conclusion. Quantitative indicators of medical and technical characteristics of innovative biologically active wound healing and hemostatic agents based on a (bio) polyelectrolyte complex of chitosan and collagen or chitosan with immobilized antimicrobial (dioxidine, colloidal silver), analgesic (anilokain) and proteolytic (chymotrypsin) positive results, as well preliminary preclinical study of wound healing agents with dioxidine and anilokain ("Chitocol-CDA"), colloidal silver ("Chitocol-CS"), colloidal silver and chymotrypsin ("Chitocol-CSC") provide the basis for continuing work on toxicological, acceptance technical preclinical and clinical trials with the aim of experimental confirmation of the expected effectiveness and safety of the developed products. ; Сохранение в структуре заболеваемости стабильно высокого количества бытовых, производственных или военных травм, трофических язв, пролежней, а в последние годы и хронических раневых дефектов делают проблему эффективного и физиологичного заживления ран чрезвычайно актуальной. Выполнена предварительная доклиническая оценка эффективности ранозаживляющего и антимикробного действия опытных образцов средств «Хитокол-КДА», «Хитокол-КС» и «Хитокол-КСХ» (пористые пластины размером 2×2×0,4 см) in vivо на белых крысах-самцах породы «Вистар» массой 180–200 г. Эффективность заживления оценивали на основании планиметрического, гематологического, гистологического методов исследования.Результаты исследования. Определены количественные показатели медико-технических характеристик средств «Хитокол» и «Хитокол-Гемо» для использования при разработке нормативной, технологической и эксплуатационной документации на медицинские изделия. Экспериментальное доклиническое исследование опытных образцов раневых средств «Хитокол-КС», «Хитокол-КДА» и «Хитокол-КСХ» показало, что их применение приводит к сокращению площади ран более чем на 90,0 % уже к 15 суткам лечения, максимальные скорости заживления при применении первых двух образцов пришлись на первую фазу раневого процесса (1–5-е сутки), а в группе с гнойно-некротическим процессом на 10–15-е сутки лечения. При лечении чистой и инфицированной ран образцами «Хитокол-КС» и «Хитокол-КДА» к 15-м суткам наступало полное заживление и завершение процесса эпителизации, а в группе с применением «Хитокол-КСХ» имел место разгар пролиферативной фазы воспаления.Заключение. Количественные показатели медико-технических характеристик инновационных биологически активных ранозаживляющих и кровоостанавливающих средств на основе (био)полиэлектролитного комплекса хитозана и коллагена или хитозана с иммобилизованными антимикробными (диоксидин, коллоидное серебро), обезболивающим (анилокаин) и протеолитическим (химотрипсин) препаратами, а также положительные результаты предварительного доклинического исследования ранозаживляющих средств с диоксидином и анилокаином («Хитокол-КДА»), коллоидным серебром («Хитокол-КС»), коллоидным серебром и химотрипсином («Хитокол-КСХ») дают основание для продолжения работ по проведению токсикологических, приемочных технических, доклинических и клинических испытаний с целью экспериментального подтверждения ожидаемой эффективности и безопасности разработанных средств.

In this paper we present the results of the analysis of firm behavior in two-sided market with product differentiation. Based on the developed model, we study the conditions when it is profitably for a firm to launch two versions of a product: full and test platform models. In our analysis we draw on the methods of microeconomics, industrial economics, game theory and contract theory. The main conclusions confirm the benefit from versioning strategy in a firm in case of strong indirect network effects in the market between the two groups of agents. Product versioning allows the firm to separate agents more effectively: the first group with high product and connection value and the second group that generates high network effects. We noted that product differentiation is preferable for agents from the second group.
This article proposes a comparative analysis among Brazilian municipalities in order to identify the determinants of the potential and of the ability to collect urban property tax (IPTU) in Brazil. The analysis applied the fuzzy set theory, a pioneer methodological choice in the field of public finances in Brazil, which has provided unprecedented results in terms of property taxation. The results confirmed what analysts and municipal leaders have pointed out for a long time: the majority of Brazilian municipalities do not use their full potential to collect the IPTU — a fact that tends to be more critical in smaller cities, which depend on funding from other spheres of Government. The article breaks new ground in assessing this potential based on a comparative analysis of cities with similar characteristics. ; Con el fin de identificar los determinantes del potencial de la colección de impuesto sobre bienes inmuebles y territorial urbano en Brasil, así como la exploración de tal capacidad, este artículo propone un análisis comparativo de los municipios brasileños mediante la aplicación de la teoría de conjuntos fuzzy. La aplicación de esta metodología en el área de las finanzas públicas es pionera en Brasil, e ha dado resultados sin precedentes sobre los impuestos de propiedad. Los resultados confirmaron lo que los analistas y líderes municipales incluso han señalado hace algún tiempo: la mayoría de los municipios brasileños no utiliza todo su potencial para recaudar IPTU — hecho que tiende a ser más crítico en ciudades más pequeñas y que dependen de fondos desde otras esferas del gobierno. The article analyzes the steps taken by the Russian government in connection with the dissolution of the Swedish-Norwegian Union, the recognition of Norway as an independent state, and the possible prospects for the establishment of the Scandinavian (Nordic) Defense Union comprising three kingdoms: Sweden, Norway and Denmark. The examination of the problem is mainly based on the materials of the Foreign Policy Archives of the Russian Empire (FPARE) and the Russian State Military Historical Archive (RSMHA), namely the reports and dispatches of the military agents and imperial envoys working in the Nordic countries during the period covered. Particular focus is on the reports by Colonel Alexeyev, the Russian military agent in Scandinavia. It is concluded that the matter of an inimical military alliance forming in the North of Europe was of serious concern for the Ministry of Foreign Affairs and the General Headquarters of the Russian Empire. In turn, the reports and dispatches regularly submitted to the said authorities testify to Russia's fears regarding a possible regrouping of political, military and naval forces in the event of the Scandinavian Defense Union being, in fact, established. ; Анализируются шаги официального Петербурга в контексте отмены шведско-норвежской унии, признании Норвегии самостоятельным государством, а также возможных перспектив создания Панскандинавского (Северного) союза в составе трех королевств: Швеции, Норвегии и Дании. Проблема раскрывается главным образом на материалах Архива внешней политики Российской империи (АВПРИ) и Российского государственного военно-исторического архива (РГВИА), фонды которых хранят донесения и депеши военных агентов и императорских посланников, работавших в странах Северной Европы в рассматриваемый хронологический период. Особое внимание обращается на донесения военного агента России в Скандинавии полковника Алексеева. Делается вывод, что создание на севере Европы новой военной коалиции, недружественной России — проблема, серьезно волновавшая Министерство иностранных дел и Генеральный штаб Российской империи. Донесения и депеши, регулярно поступавшие в российский МИД и Генштаб, свидетельствуют об опасениях России в контексте возможной перегруппировки политических, военных и военно-морских сил в случае создания Панскандинавского союза.
The article investigates the formal models as a method of analysis in international studies. The importance of this type of models in writing articles for world leading high-ranking journals from Scopus list is shown. The author reveals the main challenges of interdisciplinary synthesis related to the construction of formal models. The problem of identifying the actors of international relations is revealed, including the assessment of actor's involvement in a concrete international conflict (or process) in the context of the concepts of defensive and offensive realism, as well as of real and of latent (potential) power. The decrease in the influence of the state as the primary actor in international relations, and the increase of influence of new types of actors are shown, including international terrorist networks (led by IS), political parties, media and NGOs in the context of post-modernism, global business structures. At the national level, the main actors are illustrated both by the example of countries with a developed civil society and a market economy, and by that of the traditional non-Western society. The question of levels of analysis in international relations, as well as agent-structure problem are illustrated by concrete cases from modern international relations. The author describes a model of "nested" politics. The main types of models used in international studies (game theoretic, econometric, network analysis, simulation) are indicated as well as their shortcomings. Two kinds of simulation models - system dynamics and agent-based modeling are described. It is noted that the agent-based modeling is carried out mainly in the framework of the constructivist paradigm of international relations theory.
Objective: to discuss the classification of the health hazardallowance due to exposure to biological agents attributedto Nursing professionals, based on legal and occupationalparameters supported on the principle of human dignity.Method: an original reflection study with theoretical analysison legislation, jurisprudence and Occupational Health focusedon the biological risks, health hazard and rights of Brazilianworkers. The discussions were based on the current legislationand on scientific evidence. Results: the classification of thehealth hazard allowance due to exposure to biological agentsattributed to Nursing professionals is not in line with thefactual situation experienced by them. Conclusion: it becomesnecessary to broaden the discussion on the subject matterand to review the effective and fair compensation of Nursingprofessionals due to exposure to potentially contaminatedbiological agents in their work environments, given that thehealth hazard allowance is a worker's right and is based onhuman dignity. ; Objetivo: discutir a classificação do adicional de insalubridadepor exposição aos agentes biológicos atribuída aos profissionaisde enfermagem, a partir de parâmetros jurídicos e ocupacionaisapoiados no princípio da dignidade humana. A content of radar system theory is presented in a concise form. The main idea of the theory is definition of a system state notion which should be combined all the system parameters and the external environment. It should define the system concept and serve as the main indicator of the system quality. Leading ideas of the theory are the dynamics of system functioning and the dynamics of conflict interaction between the system and the environment. The process is described in the form of differential action and counteraction game. The boundaries of radar systems engineering concepts are defined. A notion of military and technical system design is defined more precisely. The problems of synthesis, control and bilateral conflict control of the system state. The issues related to radio holography are expanded at the system level. New methods of linear and nonlinear wave field holographic processing for reducing of antenna positions number are suggested. Some model examples holographic radar development are given. Issues concerning synchronization, autofocusing and alignment of antenna positions antenna are considered at the system level. Determination of state, dynamics and conflict equations for single-function, multi-function and multi-line subsystems is suggested. ; В кратком виде изложено содержание разработанной системной теории радиолокации. Пропонуються на рівні пристрою методи лінійної та нелінійної голографічної обробки хвилевого поля, що призначена для скорочення числа антенних позицій. It is shown that the system design and the system of military-technical design for radars is reduced to the construction of its multi-dimensional mathematical model and to development of methods for complete system description, i.e. for the problem solution, related to synthesis, analysis, control, and interaction with the environment. They, in turn, can be reduced to the search for functional equations of state, and the dynamics of the conflict, which in concentrated form reflect patterns of development and operation of system-topic. Therefore, these equations are the basis of radar systems theory. Functional equations describe the state and rate of change of the system state, which are connected to each other as the primitive function and the derivative with respect to time. For simple, one-dimensional systems, functional equations are found, that is, the problems of synthesis, analysis, control and adaptationare solved. For a complex system, such as system radar, search for functional equations and the equation of state is a significant scientific problem which can not be solved since emergion of radar systems engineering. In fact the problem is reduced to the definition of the system state combining all system parameters and that of the environment. This paper introduces a new notion of system state, which determines the time required for the system to perform all its functions. On this basis, radar systems theory is built. This theory can not be constructed at an abstract level, so it is built on the example of the most perspective complex systems. Поэтому такие уравнения составляют основу системной теории радиолокации. Функциональные уравнения описывают состояние и скорость изменения состояния системы, которые связаны между собой как первообразная и производная по времени. Для простых одномерных систем найдены функциональные уравнения, то есть решены задачи синтеза, анализа, управления и адаптации. Для сложной системы, которой является система радиолокации, поиск функциональных уравнений и уравнения состояния является значительной научной проблемой, которую не удается решить с момента возникновения радиолокационной системотехники. По сути проблема сводится к определению понятия состояния системы, которая объединяет все системные параметры самой системы и внешней среды. В работе вводится новое понятие состояния системы, которое определяет время действия системы, требуемое для выполнения своих функций. На этой основе строится системная теория радиолокации. Построить теорию на абстрактном уровне невозможно, поэтому она строится на примере наиболее сложной перспективной системы, технический облик которой также определяется. ; Показано, що системне проектування і системне військово-технічне проектування системи радіолокації зводиться до побудови її багатовимірної системної математичної моделі і до розробки методів повного системного опису - до рішення задач синтезу, аналізу, управління і взаємодії із зовнішнім середовищем. Тому такі рівняння складають основу системної теорії радіолокації. Функціональні рівняння описують стан і швидкість зміни стану системи, що пов'язані між собою як первісна і похідна за часом. Для простих, одновимірних систем функціональні рівняння знайдені, тобто вирішені завдання синтезу, аналізу, управління та адаптації. Для складної системи, якою є система радіолокації, пошук функціональних рівнянь і рівняння стану є значною науковою проблемою, яку не вдається вирішити з моменту появи радіолокаційної системотехніки. По суті проблема зводиться до визначення поняття стану системи, яка об'єднує усі системні параметри самої системи і зовнішнього середовища. У роботі вводиться нове поняття стану системи, яке визначає час дії системи, потрібний для виконання своїх функцій. На цій основі будується системна теорія радіолокації. Побудувати теорію на абстрактному рівні неможливо, тому вона будується на прикладі найбільш складної перспективної системи, технічний вигляд якої також визначається.
