Die Agrarreformgesetzgebung in Rußland im Jahre 1992 verfolgte vor allem zwei Ziele: die Entwicklung von Privatfarmen zu erleichtern und die Reorganisation der Sovchosen und Kolchosen zu beschleunigen. Der Beitrag gibt einen Überblick über die Inhalte der diesbezüglich erlassenen Gesetze und Dekrete. Auf der Basis der Auswertung umfangreichen statistischen Materials wird die Entwicklung der Zahl der Privatbauern und der von ihnen bewirtschafteten landwirtschaftlichen Fläche nachgezeichnet. Bedeutsam ist der im Jahre 1992 erfolgte Anstieg der Zahl der Privatbauern im Schwarzerdegebiet. Die Sovchosen und Kolchosen konnten bislang lediglich zur Hälfte reorganisiert werden. Insbesondere die unzureichende finanziele Ausstattung der Privatfarmen stellt für die Durchführung der Agrarreform ein nur schwer zu überwindendes Hindernis dar. (BIOst-Srt)

Using panel data from about 1,500 farm households and estimating from a logit model, results show that agrarian reform has had a positive impact on farmer beneficiaries. It has led to higher real per capita incomes and reduced poverty incidence between 1990 and 2000. Compared to nonagrarian reform beneficiaries, the agrarian reform beneficiaries tend to have higher incomes and lower poverty incidence. Moreover, complementary inputs such as irrigation, credit and government services tend to increase the chances of farmer-beneficiaries to be nonpoor.
