The article points to the importance of research into the dimensions of public policy creation beyond the central government & other levels of government. The author shows that public policy researchers were made open for those dimensions of policy creation by the governance literature, but also that opening the debate on the role of horizontal policy actors can not be reduced to simply taking the issue over from the governance literature. Instead, the article shows that the research into the new dimensions was facilitated by the changed logic of policy creation that today can no longer be described as "command & monitor" but rather as "negotiate & cooperate." For understanding the latter logic of policy creation the research of public policy inspired by organization theory are very important. The author also shows the importance of connecting the research problems of policy science & governance, backing his claim with an example of research into the role of public policy coordination. In the last part of the article the author points to the possible framework of research into the problem of coordination in the Croatian context. References. Adapted from the source document.

Javne su politike, kao višedimenzionalan i izrazito kompleksan fenomen, nužno multidisciplinaran predmet istraživanja. Cilj je rada istražiti što je specifično politološko znanje o javnim politikama, odnosno koji je jedinstveni doprinos politologa izučavanju i upravljanju javnim politikama u svrhe profiliranja te mlade politološke discipline u Jugoistočnoj Europi. Rad je nastao kao rezultat pregleda temeljnih udžbenika javnih politika u svijetu i regiji, te literature o metodologiji i pristupima istraživanju u društvenim znanostima i politologiji. Kreće se od određivanja što su javne politike i što je politički aspekt javnih politika. Propituju se pristupi istraživanju javnih politika (policy studije). Zatim se identificiraju vrste profesionalne uporabe tih istraživanja (policy analize). Ključna je pretpostavka kako je politologija prvenstveno kompetentna za analizu aktera stvaranja politika. Osnovni je nalaz da temelj profesionalnog profiliranja politologa u javnim politikama, s obzirom da jedini rabe istraživačku perspektivu usmjerenu na aktere, reprezentativnost i legitimnost stvaranja politika, može biti jedan oblik participatorne policy analize. ; Public policies, as a multi-dimensional and highly complex phenomenon, necessarily make a multidisciplinary research subject. The aim of this paper is to examine what is specific political science knowledge about public policy, and what is the unique contribution of political scientists to policy research and governance to enhance consolidating this young discipline in Southeastern Europe. This paper is a result of a review of policy textbooks in Southeastern Europe and worldwide, and literature on approaches and methodologies in social sciences and political science. It starts with determining public polices and their political aspect. Then it explores approaches of policy studies. Finally, it identifies types of professional policy research or policy analysis. The key assumption is that political science is primarily competent to analyze policy actors. The main finding of the paper is that the basis of political scientist professionalization in policy research, given that they are best in actor-centered research, and issues of representativeness and legitimacy of policy-making, can be a form of participatory policy analysis.

The use of policy networks in the research of public policies includes identifying policy actors (both state & non-state actors) & determining the type of their relations, with the purpose of description & analysis of the policy process. The basic assumption of the approach is that contemporary policy-making is characterized by sharing of responsibilities for policy-making among state & the non-state actors. The approach is faced with a critical charge that it doesn't make a clear distinction between dependent & independent variables, & that it does not contain an implicit causal logic that could be falsified. Even though this criticism is partly justified, the policy networks approach should not be dismissed, albeit it should not be understood as a theory (in the sense of E. & V. Ostrom's level of theoretical discourse). Furthermore, the criticism mostly affects the 'interest intermediation school', which understands policy networks as generic term for different forms of state-society relations. Thus, the 'governance school' is much more fruitful for the development of policy networks idea. The 'Governance school' of policy networks approach can be understood as a framework &/or a model. Firstly, the policy networks approach has most similarities with the cycle model of policy process & the two approaches are closely related frameworks of public policy research. The characteristics of contemporary policy-making calls for adding policy networks to the cycle model &, in this perspective, the policy networks approach becomes an analytical tool-box for organizing empirical material. Secondly, policy networks are conceived as a specific form of governance, which becomes dominant in the recent literature. Within this perspective, ideas about policy networks have bigger theoretical ambitions, but are still developed at a level of a model, & not theory. Tables, References. The author discusses the concept of state neutrality through the debate led by political theorists over the last 30 years. The notion of neutrality is presented as crucial for legitimacy & the scope of liberal-democratic government & also as an institutional solution of the rising cultural, religious, & moral plurality of contemporary Western societies. Starting with Rawls's theory of justice, the article continues with Nozick's libertarian criticism, MacIntyre's criticism of liberalism, & the arguments of Sandel, Taylor, & Raz (respectively) about the incompatibility of the concepts of the common good & state neutrality. The author discusses relations between neutrality & the welfare state, plurality of values, public policy, & the common good. In conclusion, the author distinguishes neutrality of principle & neutrality of public policy, advocating for the former understanding of the notion of neutrality. 22 References. Cilj je ovoga rada prikazati i analizirati istraživanje javnih politika u kontekstu razvoja hrvatske politologije te odnos istraživanja javnih politika unutar političke znanosti s njihovim zahvaćanjem kroz druge znanosti i međudisciplinarna područja u Hrvatskoj. Nakon uvoda se u prvome dijelu rada određuju javne politike te se prikazuje razvoj teorijskog diskursa koji se formirao oko javnih politika kao racionalnog sklopa državne intervencije u društvo koji teži dobrom upravljanju. U drugome se dijelu analizira i tumači kontekstualno specifičan razvoj istraživanja javnih politika u okvirima hrvatske politologije. U trećem dijelu taj se razvoj dovodi u vezu s primjerima istraživanja i poučavanja javnih politika u drugim institucionalnim žarištima i disciplinarnim diskursima koji akademski zahvaćaju javne politike. U zaključku se ocjenjuje stanje istraživanja javnih politika te se skiciraju mogući budući pravci razvoja istraživanja i akademskog utjecanja na stvaranje javnih politika unutar i preko granica politologije. Naša je teza – ili, točnije, vrijednosno vođena projekcija – da javnim politikama kao teorijski i metodologijski konstituiranom predmetu istraživanja i politološkoj poddisciplini predstoji, kao praktičan izazov, snažnija međudisciplinarna suradnja izvan okvira političke znanosti u združenom rješavanju relevantnih javnih problema političke zajednice.

Cilj je ovoga rada pripremiti osnove za utemeljenu procjenu transformacije suvremenog stvaranja javnih politika pod utjecajem aktualnih kriza na način da se detektiraju dimenzije u kojima se promijenio kontekst stvaranja javnih politika krajem 20. i početkom 21. stoljeća. Rad je zasnovan na pregledu literature iz politološke discipline javnih politika, ali i srodnih disciplina javne uprave i socijalnih djelatnosti koje svojim specifičnim konceptima također pokušavaju razaznati transformaciju suvremenih javnih politika. Prvo se pokušavaju grubo sistematizirati osnovni elementi promjena konteksta u sklopu društva, tržišta i države, a zatim se fokusira na istraživanje tipova države s obzirom na fukcije koje ona ispoljava kroz raznorodne javne politike; na vrste javnog upravljanja i višestruke oblike kroz koje ono danas djeluje; te na transformaciju socijalne države u smjeru kombiniranih socijalnih politika. Glavni je nalaz rada da nove funkcije, nove strukture, novi ciljevi, novi instrumenti i novi akteri koje se može pronaći u stvaranju javnih politika na prijelazu stoljeća ne istiskuju stare, već se na njih nadograđuju i talože kao dodatni slojevi. Takozvano slojevanje čini se ključnom značajkom suvremenog stvaranja javnih politika, iako se još ne može odrediti hoće li ono olakšati ili onemogućavati rješavanje aktualnih kriza, te stoga treba biti središnji fokus interdisciplinarnih istraživanja društvenih znanosti u nadolazećem razdoblju.
Istraživanje je poduzeto radi svrhe prikazivanja odnosa moći između različitih aktera koji su sudjelovali u formulaciji dopunskog osiguranja. Cilj je utvrditi tko su bili najutjecajniji/najmoćniji akteri u tom procesu kako bi se unaprijedilo znanje o akterima hrvatske zdravstvene politike i pokazalo tko su jedni od najvažnijih aktera u toj hrvatskoj politici. U radu autor se vodio pretpostavkom pluralizma kako je moć široko distribuirana među različitim akterima te da im se na temelju toga omogućava sudjelovanje, zastupanje interesa i utjecaj na spomenuti proces. U skladu s time autor je razvio mrežu interakcije između aktera, a moć se mjerila pomoću 4 indikatora: javne ovlasti, uloga u procesu, medijska zastupljenost te percepcija aktera o distribuciji moći. Svi indikatori upućuju na to da su najutjecajniji akteri bili formalni, odnosno državni te da moć nije bila široko distribuirana. Nadalje, iako su akteri razvili svojevrsnu mrežu odnosa, ona se ne može u potpunosti objasniti pristupom mreža javnih politika jer je kao prvo, postojao jedan centar moći oko kojeg se strukturirala interakcija i kao drugo, civilno društvo je bilo nedovoljno zastupljeno. ; Research was conducted for purposes of explaining the relations of power between various actors which have participated in the formulation of supplementary health insurance. The goal was to determine who were the most inflental/powerful actors in that process in order to advance knowledge about Croatian health policy actors and to show which actors are the most relevant in that policy. In this paper the author took the assumption of pluralism as a theory which holds that power is widely distributed among different actors and thus enables them to take part in the policy process, representing their interests and influencing policy.
