This paper was aimed at revealing the Egyptian Government's intervention in the management of Al-Azharwaqf. The data was collected by interviewing officials at the Al-Azhar University in Egypt, officials at the Egyptian Ministry of Education, academics and Waqf researchers in Egypt. The results of this study indicated that Egyptian Government intervened and took over the management of Al-Azharwaqf by issuing laws related to waqf and its management from 1923 to 1971. The impact of the takeover of Al-Azharwaqf management by the State also made Al-Azhar was no longer economically independent and was held hostage by the government.

Egypt is the first country in the world to recognize Indonesia's independence. Egypt was also the first country to sign a treaty of friendship with Indonesia. Relations between Indonesia and Egypt have been established since before the independence of the two countries, even before diplomatic relations between the two countries. That is by sending Indonesian students who want to study at Al-Azhar University which is the tower of science, thought, culture that has a special attraction for the world. Besides that the determination of Al-Azhar in holding the principle of Wasathiyah and justice has inspired the concept of Islamic education in various levels, starting from public and private educational institutions including Islamic boarding schools. Diplomatic relations between the two countries must always be well maintained and are expected to have a positive impact on the progress of education in Indonesia. The purpose of this article is to describe the diplomatic strategy used by Pondok Modern Darussalam Gontor as a non-state actor in international relations with Al-Azhar University in education sector. This type of research is descriptive qualitative by taking the location of research in Pondok Modern Darussalam Gontor Ponorogo and Embassy of the Arab Republic of Egypt in Jakarta. Data collection techniques in this study through interviews, observation and documentation with relevant interviewees. The data analysis technique used in this study by collecting data (data collecting) from primary data and secondary data. Primary data has taken from interview and original document while secondary data is obtained from books, journal and news. The researcher will draw conclusions by focusing on the Pondok Modern Darussalam Gontor diplomacy strategy in the field of education where Gontor has received additional quota for students scholarship who will study at Al-Azhar University in Cairo Egypt. For over a thousand years, Al-Azhar University has been the center of Islamic scholarship, education, and thought. Muslims educated at Al-Azhar have extended Egypt's infl uence far beyond her borders. The article traces the main stages of reforming thisfamous university in the Arab East in the XIX – early XX centuries. Early in the nineteenth century, Egypt forged ahead of the rest of the Muslim world in secular education, after Mohammad Ali set up the fi rst modern medical, engineering, and military educational institutionsin the area. During British colonial rule of Egypt, state- controlled education was structured to serve British interests while Egyptians and non-English foreigners worked to expand private and religious education.During the early part of the twentieth century, Al-Azhar became the center for reformist views of Islam, mainly under the infl uence of Muhammad Abduh, who taught there. Although some of his views did not gain acceptance, a change in the intellectual climate had begun to take hold. ; Уже более тысячи лет университет ал-Азхар является центром исламской интеллектуальной и образовательной деятельности. Мусульмане, получившие образование в Ал-Азхар, расширили влияние Египта далеко за его пределами. В статье отражены основные этапы реформирования этого знаменитого на Арабском Востоке университета в XIX – начале XX в. Во время британского колониального правления Египтом подконтрольное государству образование было структурировано, чтобы служить британским интересам. В начале ХХ в. университет ал-Азхар становится сосредоточием реформистских взглядов в исламе, в основном под влиянием идей Мухаммада Абдо, который вел здесь активную преподавательскую деятельность.
