The crisis of the Liberal International Order (LIO) has resulted in, and been amplified by, the unilateral turn taken by the United States (US) under the Trump presidency. In this sense, 'America First' resulted in revisionism by the system leader vis-à-vis an order the US created and led for decades. This shift away from a historical US liberal hegemony has been even more consequential as it resulted in a leadership crisis and translated into episodes of rupture within the transatlantic community, which constitutes the backbone of the LIO. While the European Union (EU) initially positioned itself as a follower of the US, it has more recently appeared to oppose American 'illiberalism' through its rhetoric of 'principled pragmatism', expressed in an increasing number of issues. Building on the concept of leadership, this article analyses whether and to what extent the EU has the willingness to uphold LIO leadership and to what extent it is strategically equipped to do so. Following an analysis of the 2003 European Security Strategy and 2016 EU Global Strategy in order to comprehend better the EU's relationship with the LIO and its willingness to lead, the article builds on two brief case studies: the America First trade policy and the Iran nuclear agreement. In turn, this facilitates examination of the EU's capacity to lead and determination of the extent to which this leadership is accepted by other actors. The article argues that, while being limited by American preponderance over international issues, the EU is faced with a willingness-capacity gap but still attempts to uphold the LIO through pragmatic leadership by hedging.

L'auteur y alerte sur les risques que la multiplication des politiques identitaires fait courir à la société américaine. Alors que, historiquement, la mise en place de ces politiques avait pour objectif de faire valoir les droits de communautés qui, en raison de leur origine ethnique, ne disposaient pas des mêmes chances que les Blancs au sein de la société, l'élargissement du champ d'action de ces politiques à de multiples groupes via l'instrumentalisation du recensement national, en y multipliant les catégories ethniques, tend à devenir contre-productif. Selon Mike Gonzalez, en effet, la pression de certains intellectuels américains en faveur d'une forme de « victimisation généralisée » des groupes minoritaires et le fait de recourir à cette notion de minorité pour toutes sortes de revendications à l'égard des pouvoirs publics, vont à l'encontre des libertés des citoyens et de la pluralité des idées. In the case of Latin America, where the external borders of the countries are more or less well defined, the phenomenon of «gray zones» is particularly present within States. This is also the case of Colombia and Mexico.This PhD thesis introduces a reconceptualization of the phenomenon through the comparative analysis of two intrinsically different cases according to their motivations and their functioning, like the FARC guerrilla in Colombia and the criminal organizational (cartels) in Mexico. Nevertheless, through the analysis of the operations of these illegal armed groups we can see that the reasons for the appearance of the «gray zones» remain similar in the two States highlighting the failure of the modern Latin American State, the fragility of the rule of law in these countries -due to the fragmentation of the institutions during the Spanish colonization- as well as the failure of political systems of expressing the general will.Our approach is also based on the analysis of territorial control and how the FARC managed to dominate large areas in the country from 1964 till 2016 when the peace agreements were put in place, as well as on the emergence of another type of the phenomenon in Mexico since 2006. Through the comparison between the FARC and Mexican criminal organizations we introduce a new typology of «gray zones» that focuses on how this groupscontrol the territory. Thus, we call the «gray zones of non-physical presence type» the areas controlled by Mexican criminal organizations and the «gray zones of physical presence» the areas under the FARC occupation. ; Le concept des « zones grises » a été fondé sur l'idée des espaces non-couverts par les radars afin de permettre une explication à l'ambiguïté. Trois questions principales semblent être au cœur des débats académiques actuels concernant la stratégie de politique étrangère du Président américain Donald Trump : 1) Y a-t-il une « doctrine Trump » ou une « grande stratégie » en matière de politique étrangère ? ; 2) La politique étrangère de Trump s'inscrit-elle dans une tradition historique de la politique étrangère américaine ? ; 3) Quels sont les risques liés à la politique extérieure de Trump ? En nous appuyant sur le modèle conceptuel de « grande stratégie » de Posen et Ross, nous émettons, en premier lieu, l'hypothèse que Trump a, en effet, défini une « grande stratégie » qui est basée sur une vision clairement nationaliste du rôle des États-Unis dans les affaires globales, étroitement centrée sur les intérêts américains et les gains matériaux, et qui prône l'application d'une approche pragmatique, appelée « America First », destinée à faire face aux principales menaces pour les intérêts nationaux américains, que sont l'Islam radical et le terrorisme, les accords commerciaux et les alliances internationales jugés « injustes » pour l'Amérique, et l'immigration illégale. En second lieu, dans la lignée de la théorie de Mead, nous cherchons à démontrer que la grande stratégie de Trump trouve ses origines dans l'histoire de la politique étrangère américaine et reflète, d'une certaine manière, le retour de la tradition de la politique étrangère du XIX e siècle décrite par Mead comme le Jacksonianisme en lien avec la présidence d'Andrew Jackson. En conclusion, nous examinons brièvement les risques liés au retour d'une Amérique Jacksonienne.

La guerre de Sept ans, la révolution américaine, la guerrefranco-britannique en 1793, la révolte des Patriotes en 1837-1838, la participation des Canadiens francophones à la guerre de Sécession, les crises de la conscription en 1918 et en 1942, l'action du FLQ, les référendums sur l'indépendance du Québec en 1980 et 1995 ou encore la participation active du Québec à la guerre contre le terrorisme à partir de 2001constituent quelques exemples de ces rapports de force au cours de la période étudiée.L'histoire du Québec en tant qu'entité spécifique démarre avec la cession par le roi de France de la partie canadienne de l'empire français au roi d'Angleterre avec le traité de Paris du 10 février 1763. Sous la houlette de l'Église catholique, les Canadiens francophones, qui vivent dans les basses terres du Saint-Laurent, organisent leur résistance face au colonialisme britannique. Ils développent au fil du temps leur propre culture stratégique fondée sur l'idée d'une nécessité de la survivance du fait francophone en Amérique du Nord. Malgré les tentatives de l'Angleterre d'assimiler la population de la colonie à la culture anglophone afin de mieux faire accepter son autorité, les francophones résistent et organisent leur défense territoriale dans les basses terres du Saint-Laurent. Cette résistance accélère l'émergence d'une relation spéciale entre le Québec et la France qui constitue son ancienne métropole coloniale. Les relations de la Belle Province avec les États d'Amérique du Nord sont conditionnées par cette culture stratégique spécifique des francophones.Au moment du 250e anniversaire du traité de Paris, en 2013, le Québec forme un complexe de sécurité et de défense ayant atteint un statut de quasi-État souverain. Il a une population homogène, un territoire et un gouvernement propre. Il possède le plus important réseau de représentations diplomatiques à l'étranger de tous les États fédérés dans le monde. Il dispose également d'une force de police, d'un service de renseignement ou encore d'une industrie de guerre. Le Québec exerce une influence internationale hors de proportion avec son poids démographique.
After the Cuban Revolution in 1959, Latin America became a crucial point of the "Cold War for the ideas", generating a growing interest of both United States and Soviet Union. Concerning USSR, social transformation of Cuba encouraged the Kremlin to have an attentive eye on the Caribbean island, a country that will become, after a phase of divergences (1962-1968), a faithful Moscow's ally. But the rapprochement between USSR and Havana also foster a specific doctrine with regard to other Latin American countries. It was the case of Chile, a state that during Eduardo Frei's administration (1964-1970) signed ambitious agreements with the East, encouraging bilateral exchanges. This trend, brutally interrupted by Pinochet's coup d'état in September 1973, strengthened after the election of Salvador Allende in 1970. Beyond the growth of political and economic relations, Khrushchev's administration made an effort to consolidate a powerful cultural diplomacy, which will result in increasing interactions with Castro's Cuba and Chile of the 1960s and the early 1970s. While in Santiago, Soviet culture was supposed to unveil a positive facet of a largely ignored country, in Cuba, it became rapidly a mark of the privileged links built between two states belonging to the same "ideological camp". Nonetheless, the effect of cultural exchanges was not the same in the different areas analyzed, engendering heterogeneous and even ambivalent social representations that were deeply associated to each context. On the basis of a comparative approach, focused on Soviet priorities in Cuba and Chile, it is possible to measure the nature of Kremlin's foreign policy in Latin America, as well as the various consequences of the new international proximity. This standpoint also allows us to remark that relations with one state may determine the policy towards other nations, configuring a "triangular articulation" of Soviet-Chilean-Cuban relations. ; Après l'arrivée au pouvoir des révolutionnaires cubains en 1959, l'Amérique latine s'insère de plain-pied dans la« guerre froide pour les idées», suscitant un intérêt croissant de la part des deux superpuissances : les États-Unis et l'Union soviétique. Quant à cette dernière, le bouleversement social à Cuba incite le Kremlin à porter un regard intéressé sur l'île des Caraïbes, un pays qui deviendra plus tard, après une phase de divergences (1962-1968), un allié fidèle de Moscou. Mais le rapprochement de l'URSS avec La Havane entraîne également une doctrine spécifique envers d'autres pays du continent latino-américain. C'est le cas du Chili, un État qui, sous la présidence d'Eduardo Frei (1964-1970), noue des accords ambitieux avec l'Est, encourageant des échanges accrus. Cette tendance, interrompue tragiquement suite au coup d'État de Pinochet en septembre 1973, se renforcera après la victoire électorale de Salvador Allende en 197 0. Outre l'essor des relations politiques ou économiques, l'administration soviétique à l'ère de Nikita Khrouchtchev s'efforce de mettre en place une vigoureuse diplomatie culturelle, ce qui se traduira par des interactions grandissantes avec la Cuba castriste et le Chili des années 1960 et 1970. Alors qu'à Santiago, la culture soviétique est appelée à dévoiler un côté positif d'un pays méconnu, à Cuba, elle devient vite un indice des liens privilégiés tissés entre deux États qui font désormais partie du même« camp idéologique». Cependant, les effets que les échanges culturelles produisent ne sont pas les mêmes dans les deux régions analysées, engendrant des représentations sociales hétérogènes, voire ambivalentes, indissociables de chaque contexte. Par le biais d'une perspective comparative, fondée sur les priorités soviétiques à Cuba et au Chili, il est possible de prendre la mesure des spécificités de la politique extérieure du Kremlin en Amérique latine ainsi que des effets variés que la nouvelle proximité provoque. Cette approche nous autorise aussi à constater que les rapports à l'égard d'un État conditionnent souvent la politique menée envers l'autre, érigeant une « logique triangulaire» des relations URSS-Chili-Cuba.
