Il s'agit d'assurer un transfert de connaissances, permettant la maîtrise du développement technico-économique du transport fluvial et fluvio-maritime (y compris leur intégration dans des chaînes intermodales de transport) particulièrement adapté aux conditions locales des PVD. La formation a un caractère pluridisciplinaire important puisqu'elle se compose de trois modules d'un mois, de nature technique, logistique, économique et socio-économique. Un stage dans ce domaine répond à un besoin vital de développement socio-économique des PVD avec le souci prioritaire de préserver l'environnement. La formation a donc l'ambition de donner aux acteurs potentiels publics ou privés, situés à différents niveaux de décision sur le plan exécutif et concernés par le domaine du transport fluvial et fluvio-maritime, une vue globale et transversale des problèmes qu'ils pourraient rencontrer dans leur vie professionnelle afin de prendre les bonnes décisions. L'objectif subordonné est de développer un cycle de formation professionnalisante dans le Sud. Il s'agit, par le développement de ce stage, de renforcer l'institution du Sud et de participer ainsi à son rayonnement régional et à la création ou au renforcement de réseaux. Tous les pays d'Amérique du Sud ont décidé en commun qu'un axe prioritaire de leur politique extérieure respective sera de renforcer leur intégration par le transport, l'énergie et les télécommunications. ; Peer reviewed

The crisis of the Liberal International Order (LIO) has resulted in, and been amplified by, the unilateral turn taken by the United States (US) under the Trump presidency. In this sense, 'America First' resulted in revisionism by the system leader vis-à-vis an order the US created and led for decades. This shift away from a historical US liberal hegemony has been even more consequential as it resulted in a leadership crisis and translated into episodes of rupture within the transatlantic community, which constitutes the backbone of the LIO. While the European Union (EU) initially positioned itself as a follower of the US, it has more recently appeared to oppose American 'illiberalism' through its rhetoric of 'principled pragmatism', expressed in an increasing number of issues. Building on the concept of leadership, this article analyses whether and to what extent the EU has the willingness to uphold LIO leadership and to what extent it is strategically equipped to do so. Following an analysis of the 2003 European Security Strategy and 2016 EU Global Strategy in order to comprehend better the EU's relationship with the LIO and its willingness to lead, the article builds on two brief case studies: the America First trade policy and the Iran nuclear agreement. In turn, this facilitates examination of the EU's capacity to lead and determination of the extent to which this leadership is accepted by other actors. The article argues that, while being limited by American preponderance over international issues, the EU is faced with a willingness-capacity gap but still attempts to uphold the LIO through pragmatic leadership by hedging.

Dans le prolongement des articles consacrés aux États-Unis publiés dans ce numéro, Michèle Tribalat présente ici les grandes lignes d'un ouvrage paru cet été aux États-Unis, The Plot to Change America , de Mike Gonzalez. L'auteur y alerte sur les risques que la multiplication des politiques identitaires fait courir à la société américaine. Alors que, historiquement, la mise en place de ces politiques avait pour objectif de faire valoir les droits de communautés qui, en raison de leur origine ethnique, ne disposaient pas des mêmes chances que les Blancs au sein de la société, l'élargissement du champ d'action de ces politiques à de multiples groupes via l'instrumentalisation du recensement national, en y multipliant les catégories ethniques, tend à devenir contre-productif. Selon Mike Gonzalez, en effet, la pression de certains intellectuels américains en faveur d'une forme de « victimisation généralisée » des groupes minoritaires et le fait de recourir à cette notion de minorité pour toutes sortes de revendications à l'égard des pouvoirs publics, vont à l'encontre des libertés des citoyens et de la pluralité des idées. Craignant pour la survie de l'idéologie libérale dans son pays, il attend un sursaut ; un ouvrage qui confirme les crispations et les tensions au sein de la société américaine, examinées du point de vue conservateur. In the case of Latin America, where the external borders of the countries are more or less well defined, the phenomenon of «gray zones» is particularly present within States. This is also the case of Colombia and Mexico.This PhD thesis introduces a reconceptualization of the phenomenon through the comparative analysis of two intrinsically different cases according to their motivations and their functioning, like the FARC guerrilla in Colombia and the criminal organizational (cartels) in Mexico. Nevertheless, through the analysis of the operations of these illegal armed groups we can see that the reasons for the appearance of the «gray zones» remain similar in the two States highlighting the failure of the modern Latin American State, the fragility of the rule of law in these countries -due to the fragmentation of the institutions during the Spanish colonization- as well as the failure of political systems of expressing the general will.Our approach is also based on the analysis of territorial control and how the FARC managed to dominate large areas in the country from 1964 till 2016 when the peace agreements were put in place, as well as on the emergence of another type of the phenomenon in Mexico since 2006. Through the comparison between the FARC and Mexican criminal organizations we introduce a new typology of «gray zones» that focuses on how this groupscontrol the territory. Thus, we call the «gray zones of non-physical presence type» the areas controlled by Mexican criminal organizations and the «gray zones of physical presence» the areas under the FARC occupation. ; Le concept des « zones grises » a été fondé sur l'idée des espaces non-couverts par les radars afin de permettre une explication à l'ambiguïté. It aims to consolidate collaboration between libraries and researchers from different disciplines working on dictatorships and democratic transitions in Latin America. The aim for libraries is to collect, preserve and make accessible the primary documentary materials of research. The workshop focused on the collection and transmission of oral sources in the field of Latin American studies. ; Cet atelier constitue le premier volet d'un projet qui associe en 2019-2020 La contemporaine, l'IHEAL avec le GED du Campus Condorcet et l'ISP (Nanterre). Il vise à consolider la collaboration entre bibliothèques et chercheurs de différentes disciplines travaillant sur les dictatures et les transitions démocratiques en Amérique latine. Il s'agit pour les établissements patrimoniaux de collecter, conserver et rendre accessibles les matériaux documentaires primaires sur lesquels s'appuient les chercheurs.
