The articles Work led by Armony and Rousseau are derived, in large part, the work presented on the occasion of the international conference 'The recognition of equality and difference. The article is based on an analysis of certain aspects of how the public opinion of selected nations in years 2001–2016 perceived the American foreign policy and the images of two Presidents of the United States (George W. Bush, Barack Obama). In order to achieve these research goals some polling indicators were constructed. They are linked with empirical assessments related to the foreign policy of the U.S. and the political activity of two Presidents of the United States of America which are constructed by nations in three segments of the world system. Results of the analysis confirmed the research hypotheses. The position of a given nation in the structure of the world system influenced the dynamics of perception and the directions of empirical assessments (positive/negative) of that nation's public opinion about the USA.
Dans le prolongement des articles consacrés aux États-Unis publiés dans ce numéro, Michèle Tribalat présente ici les grandes lignes d'un ouvrage paru cet été aux États-Unis, The Plot to Change America , de Mike Gonzalez. L'auteur y alerte sur les risques que la multiplication des politiques identitaires fait courir à la société américaine. Alors que, historiquement, la mise en place de ces politiques avait pour objectif de faire valoir les droits de communautés qui, en raison de leur origine ethnique, ne disposaient pas des mêmes chances que les Blancs au sein de la société, l'élargissement du champ d'action de ces politiques à de multiples groupes via l'instrumentalisation du recensement national, en y multipliant les catégories ethniques, tend à devenir contre-productif. Selon Mike Gonzalez, en effet, la pression de certains intellectuels américains en faveur d'une forme de « victimisation généralisée » des groupes minoritaires et le fait de recourir à cette notion de minorité pour toutes sortes de revendications à l'égard des pouvoirs publics, vont à l'encontre des libertés des citoyens et de la pluralité des idées. Craignant pour la survie de l'idéologie libérale dans son pays, il attend un sursaut ; un ouvrage qui confirme les crispations et les tensions au sein de la société américaine, examinées du point de vue conservateur. Trois questions principales semblent être au cœur des débats académiques actuels concernant la stratégie de politique étrangère du Président américain Donald Trump : 1) Y a-t-il une « doctrine Trump » ou une « grande stratégie » en matière de politique étrangère ? ; 2) La politique étrangère de Trump s'inscrit-elle dans une tradition historique de la politique étrangère américaine ? ; 3) Quels sont les risques liés à la politique extérieure de Trump ? En nous appuyant sur le modèle conceptuel de « grande stratégie » de Posen et Ross, nous émettons, en premier lieu, l'hypothèse que Trump a, en effet, défini une « grande stratégie » qui est basée sur une vision clairement nationaliste du rôle des États-Unis dans les affaires globales, étroitement centrée sur les intérêts américains et les gains matériaux, et qui prône l'application d'une approche pragmatique, appelée « America First », destinée à faire face aux principales menaces pour les intérêts nationaux américains, que sont l'Islam radical et le terrorisme, les accords commerciaux et les alliances internationales jugés « injustes » pour l'Amérique, et l'immigration illégale. En second lieu, dans la lignée de la théorie de Mead, nous cherchons à démontrer que la grande stratégie de Trump trouve ses origines dans l'histoire de la politique étrangère américaine et reflète, d'une certaine manière, le retour de la tradition de la politique étrangère du XIX e siècle décrite par Mead comme le Jacksonianisme en lien avec la présidence d'Andrew Jackson. En conclusion, nous examinons brièvement les risques liés au retour d'une Amérique Jacksonienne.
La revue Amerika , mensuel conçu par le département d'État et diffusé en russe en Union soviétique entre 1945 et 1952 puis à partir de 1956, demeure un vecteur méconnu de la diplomatie publique des États-Unis à l'égard de l'URSS. Grâce à la consultation des archives de la revue pour les années 1945-1952 et à la lecture de l'ensemble des numéros publiés, cet article se propose d'explorer la période historique charnière marquant le passage de la Grande alliance à la Guerre froide. Amerika offre dans cette perspective un prisme d'analyse intéressant puisqu'elle fut diffusée librement en URSS jusqu'à l'hiver 1949-1950, alors que la Guerre froide battait son plein depuis 1947, pour finalement être suspendue par le département d'État à l'été 1952. Il s'agit donc tout d'abord de comprendre la façon dont fut conçue la revue, fruit d'un travail commun entre la branche Magazine du département d'État et les diplomates américains en poste à Moscou. Nous nous attachons ensuite aux deux défis principaux que ses concepteurs eurent à relever. D'une part, il leur fallait cibler avec précision les aspirations et goûts du lectorat russe perçu comme difficile, voire hostile, et donc loin d'être acquis à la cause américaine. L'étude de la revue offre donc un formidable révélateur des représentations américaines de la réalité soviétique. D'autre part, quelles facettes de la civilisation états-unienne fallait-il sélectionner pour convaincre les Soviétiques de l'excellence de l' American way of life ?

This essay explores how the terms America & Americanos evolved in the Spanish language, tracking their semantic shifts over the period in which the national states arose, specifically focusing on Mexico. Observing the changing meaning of these words gives us some insights into what was occurring in political & institutional circles. We can identify a moment when the old nomenclature shifted in favor of a politicized use of the term & it became a universal byword for the new American national states. However, this unitary sense tended to break up as new meanings were attributed to it, rooted in nationalist sentiments. The old split between America & Europe gave way to a confrontation between American nations. As a unitary political referent, the term America gradually lost its initial political drive & went back to being the quasi-neutral name for America, the place where Americanos are born. References. Europe and America : a Comparative Analysis of Ethnicity. Donald L. HOROWITZ Societies and polities differ in the extent to which they divide ethnic groups into natives and immigrants. In some states, indigenousness creates strong claims to priority, whereas in others yesterday's immigrants can become today's natives. In the United States, despite massive immigration, the category of « immigrant » is shrinking. Citizenship is liberally available by naturalization and by jus soli. In Germany, by contrast, citizenship is acquired on a jus sanguinis basis ; naturalization is rare ; even third generation Turks are often considered « immigrants ». Whereas to be American has little to do with blood, to be German means to be a Germon citizen and a member ofthe German ethnic group. On all of these dimensions, France and Britain are in-between. There is some genetic content to being French or British, but immigrants can, to some extent, become French or British. Although France, unlike Britain, is traditionally a country of immigration, both have had difficulty absorbing migrants from Asia and Africa. Education and housing policies affecting minorities vary from country to country. In Germany and America, both federal states, education is less uniform and more subject to local control than in France and Britain. In France and America, the schools have been traditional facilitators of immigrant acculturation and social mobility. In parts of Germany, schools have emphasized preparation of immigrant children for a return to the home country that seems unlikely. Germany has no housing policy targeted at minorities, who tend to live in poorer conditions than Germans do. Despite the absence of a policy in Britain, minority housing conditions have improved steadily. American policies have improved the access of middle-class minority group members to good housing but have done little for members of the lower class. Overall, there is no clear relation between ethnic policies and the conditions in which the minorities find themselves.
In this article, the effects of development are assessed in terms of furthering the human rights of men and women in Latin America. The structural family imbalances, which place constraints on rural women's human rights attainment are reviewed. It is suggested that development planners and practitioners take steps to correct this shortcoming. The article concludes with a series of hypotheses suggesting action in this direction

Drehpunkt der Diskussionen sind im wesentlichen «Unternehmenssteuerung», «Unternehmer» und «leitende Angestellte». Der Import sozialer Technologien (wie der Gruppenpsychologie), deren Verbreitung mithilft zur Etablierung neuer Formen sozialer Kontrolle, geschieht zunächst unter dem Gesichtspunkt der Ausbildung des Mittler-Personals.
Two roads to capitalist agriculture are distinguished: the landlord and the peasant. It is argued that the landlord path is predominant in Latin America although the transition to capitalist agriculture is not yet complete. Landlords traditionally owned most of the land but the production process within the hacienda system was mainly undertaken by tenants ( Grundherrschaft). Generally after the crisis of the 1930s the technical and social relations of production began to change as a result of the expansion of the market, the availability of new technologies and the emergence of a growing labour surplus. Landlords mechanized their estates and substituted wage labour for tenant labour centralizing the hacienda's production process by expanding the demesne (Gutswirtschaft). However, the capitalist transformation of the hacienda has not always been uniform, unilinear and successful. Factors such as ecological conditions, types of agricultural product, and the resistance of peasants have introduced variations, limited or even prevented the landlord path. In some cases the State through the implementation of an agrarian reform has attempted to develop a peasant path. Although these attempts have largely been unsuccessful they have introduced further complexities. The cases of Bolivia, Peru and Chile are examined so as to illustrate the variations and limitations in the landlord path.
