Problem setting. Improvement of the domestic system of the sources of law being the important part of the legal system of Ukraine modernization is virtually impossible without working out of the logically consistent and not internally contradictory theoretical model of the source of law, revealing of the vertical and horizontal ties between different sources of law, tendencies of their development, peculiarities of their interaction with other elements of the legal system. In connection with this it is actual and useful the investigation of the foreign models of the sources of law, regularities of their development and also implementation in the national legal system of the corresponding foreign legal experience. System analysis of sources of the Anglo-American of law gives the possibility to take a fresh look at such sources of law as normative-legal act and legal precedent, to reveal their shortcomings and advantages, peculiarities of their interrelation and interaction with secondary sources of law. Recent research and publications analysis. Works by W. Burnham, R. Cross, R. David, N. Duxbury, L. Fuller, J. Gray, J. Merryman, S. Pohrebniak, R. Pound, M. Radin, F. Schauer F. Shecaira, S. Shevchuk, K. Zweigert are noteworthy among modern scientists researching this problem. Paper objective. The main tasks and goals of the article set by the author are as follows: determination of the main approaches in the Anglo-American jurisdiction to the interpretation of the concept «source of law», determination of the interrelations and interaction between primary and secondary sources of law, peculiarities of their use in the legal practice , in particularly, in the case of enforcement of law. Paper main body. Complex historical process of the sources of law formation in the legal systems of the Anglo-American legal family has taken place under direct and significant influence of the judicial corps representatives. It is not only concerns of the main source of the Anglo-American law, that is, precedent being the product l of the court lawmaking. It is as the result of the activity of the judges that such sources of law as «general rules » of the courts, written by the prominent lawyers, mainly, by judges, so-called, «books of authority»; legal custom that acquire legal and regulatory character in the event of judicial sanctioning. Characterizing the role and significance of the legislation (statute law) in the legal life of the modern countries of the general law, determining its interrelations and interaction with the precedent law it is necessary to take into account that statute norms «revive» exactly in the court practice. The courts use the statute norms in the case when they have been interpreted by the highest judicial instances in the framework of the particular case decision. Conclusions of the research. The statement that enforcement of law is based on the formal and dogmatic approach to law and especially mechanical use of the legal regulations, in fact, making it impossible adoption of reasonable and equitable decisions is recognized among lawyers of the Anglo-American tradition. That is why, the judges in the countries of the Anglo-American law often turn to non-legal sources of law and secondary (additional) sources of law, first of all, to the scientific sources. Herewith, the legal science has influence on the enforcement of law in two basic forms. Firstly, when scientific statements become part of the legal consciousness of the enforcement of law subjects in the course of the study by them of the scientific works .In this case, we are talking about indirect influence of the scientific thought on the legally significant decisions made by judges . Secondly, under the conditions of the controversial practice of the norms of law use, presence of the gaps in the legislation, collisions of the legal regulations it is used by the judicial bodies scientific positions as mean of the additional argumentation referring in their decisions to lawyer authoritative works. This make their legal position more convincing, logical and well grounded. ; Рассмотрены основные подходы к толкованию понятия «источник права» в англо- американской юриспруденции, охарактеризованы различные виды источников права, приведены основные их классификации. Стаття присвячена розкриттю значення та впливу "палестинського питання" на англо-американську дипломатію в повоєнний час (1945-1948 рр.). Зазначається, що ця проблема була основною причиною погіршення англо-американських відносин на Близькому Сході в 1945-1948 рр. і стала предметом торгу між сторонами на світовій політичній арені. ; The paper reviews the 'Palestinian issue' in Anglo-American diplomacy after the end of World War II (1945-1948). The author examines activities of the Anglo-American Committee of Inquiry on Palestine and reveals the nature of Anglo-American controversy as to the Palestinian issue for the purpose.The operation of the above Committee resulted in identification of principles of the future structure of Palestine, which implied equitable coexistence of the Arabs and the Jews within one territory controlled by Great Britain, with two autonomous provinces to be subsequently set up under the control of the High Commissioner of Palestine. Since neither the principles developed by the Committee nor the follow-up plans on settlement of the Arab-Israeli conflict were never implemented due to sharp criticism of both countries participating in the settlement, resolution of the Palestinian issue was referred to the competence of the UNO in1947. Anew Commission was set up, which comprised representatives of neutral states, who put forward a so-called 'plan of the majority' (which implied a partition of Palestine, based on setting up an Economic Union and turning Jerusalem into an international zone) and a 'plan of the minority' (a federal structure of Palestine, with its capital in Jerusalem, in a plan of three year transition period).The paper examines the political confrontation of the USA and Great Britain as to those plans, which came to an end in November 1947 when the UNO adopted a resolution on the rights of both peoples who lived in Palestine to set up two independent states.By pointing out the complexity and contradictoriness of the Palestine issue in the Anglo-American relations, the author concludes that a constant cause of the split-up between the USA and Great Britain was the loss by London of a decisive role in the global balance of military and political forces. Further, in pursuing their pragmatic objectives, both countries themselves often provoked large-scale Arab-Israeli conflicts, thus departing far from the official goal of their 'settlement'. ; Статья посвящена раскрытию значения и влияния "палестинского вопроса" на англо-американскую дипломатию в послевоенное время (1945-1948 гг.). У статті зроблено аналіз сутності та особливостей комерціалізації в освітній системі Сполучених Штатів Америки.Увага автора зосереджена на здійсненні всебічного аналізу американської системи освіти та виокремленні ряду особливих характеристик. Зважаючи на це, розглядається неолібералізм як тенденція зміни освітньої системи та неоліберальний університет, в основі якого ринкові відносини, засновані на обміні товарів, котрими наразі постають знання. Крім того, в статті здійснено соціологічний аналіз основних структурних утворень, потреб ринку, ролі викладачів та студентів – споживачів освітніх послуг. Автор застосовує історичний метод для аналізу комерціалізації, починаючи від появи перших приватних університетів, надалі – неолібералізму та неоліберальних університетів і, врешті­решт, сучасного суспільства споживання. Paying attention to this, neoliberalism is seen as a trend in the education system and neoliberal university, based on a market economy with exchange of goods, known as knowledge. In addition, the article gives a sociological a analysis of the basic structural units, market demand, the role of lecturers and students, which are the consumers of education. The author uses the historical method for the analysis of commercialization, beginning from the appearance of the first private university to the neoliberalism and neoliberal university, and modern consumer society. The paper analyses the works of leading theorists of USA society, and based on this, the author concludes that it is doubtful that universities have been democratic institutes for altruistic purposes. And, undoubtedly, due to neoliberalism, changes are not of a fundamental nature and don't provide the complete transformation as the university in society. Therefore, the article states that the neoliberal university has a new scope and extent of profit, corporate objectives, educational policy and ideological beliefs, but there is no case as the structural entity which radically restricting the system of of higher education in the United States.

У статті розкриваються теоретичні й методичні засади неформальної освіти дорослих у США, досліджується еволюція освіти дорослих в американській педагогічній літературі; виявляються провідні чинники розвитку освіти дорослих у Сполучених Штатах Америки, розкривається її значення на сучасному етапі розвитку суспільства. Доведено, що освіта дорослих є найдавнішим видом освіти у Сполучених Штатах. Вона має тривалу історію та цілу низку особливостей, яка містить широкі потенційні можливості для неперервної освіти. ; The article deals with the theoretical and methodological principles of non-formal adult education in the USA, it examines the evolution of adult education in the American educational literature; the key factors of adult education in the United States are settled, its importance at the present stage of development of society is revealed; the theoretical principles of adult education are justified. It is proved that adult education is the oldest type of education in the United States. It has a long history and a number of opportunities for lifelong learning. Adult education has emerged as non-institutional form of education and has been developing for more than four centuries. The main stages in the development of adult education include: establishment of the first colleges and universities, the establishment of the Republic, implementation of the ideas of Thomas Jefferson about general civic education, the adoption of Morill's Bill and opening land-grant universities, immigration, organization of distance education programs and summer schools for adults. The most important historical stages are: establishment of the club «Junto» (1727) by Benjamin Franklin, organizing of the first schools, libraries, Chautauqua Institute (1874), adoption of the Constitution, which provided financial support for adult education, the creation of the American Association of Adult Education, first summer sessions of the National Training laboratories and others. Adult education is the oldest type of education in the United States. It has a long history and a number of features. In the late XIX – beginning of the XX century adult education in the United States was considered as additional education, not related to employment; it was an activity specifically organized to teach people whose age and social roles characterize them as adults. Since the middle of the XX century adult education in the American educational environment is characterized as a complex, flexible and multifunctional system, aimed to help people to meet educational needs, to adapt to the changes of socio-economic environment and at the development and improvement of American society. The study has showed that the development of institutional forms of adult education, launching of permanent financial support from the federal government and the adoption of appropriate legislation, the establishment of American Association of Adult Education as a coordinating body for all activities in this sphere at the national level, and with it the isolation of adult education in independent branch, recognition by the state and society of its importance give the reasons to believe that the US system of adult education in general was formed in the first half of the XX century. Education as the most popular social institution has an impact on the formation of the consciousness of society, regulates the processes of self-development of citizens. Adult education is considered as a mechanism for achieving economic development, ensuring civil progress and democratic public life; an expression of social responsibility for the formation of human and social capital, which is a key element of modern society of knowledge.

American bourgeois revolution of the eighteenth century led to the formation of the independent United States of America. Among the leaders who led the fight the special place is occupied by the apostle, the founder of American democracy - Thomas Jefferson. He sharply criticized the social system that existed in the time of monarchy and was based on private ownership. Based on the natural and socio-economic conditions, he proposed the farm development as the best political path of the United States of America. It provided that every person had the equal titles to land. So the democratic theory of Thomas Jefferson began to form. First of all, it provided the union of small independent farmers in the future. Comparing agricultural and industrial countries the social activist Jefferson emphasized the benefits of farming which primarily consisted in the absence of corruption at the state level. He saw in farmers the moral contrast to urban residents, especially European residents. The idea of agricultural development concerning the American reality found an obvious sensitiveness.It became evident that the dominant position was not occupied by farmers, but by growers and slaveholders between which the coflict was inevitable in the future. Being the president of the United States of America Thomas Jefferson had gradually to refuse the development of the state according to the farming way for the benefit of Industrial economy of the country. The drama of American democrat Jefferson was that the agrarian theory in practice was utopian. The democratic and political ideal of Jefferson was not to come true because of the relation of class forces of contemporary U.S.A. ; У статті виконано огляд та аналіз ідеї американського просвітника, демократа і президента США Томаса Джефферсона (1743-1826) щодо розвитку Сполучених Штатів Америки аграрним шляхом. Визначено пріоритети спілки окремих дрібних фермерів, які протиставлялися промисловості. Показано вплив політичних та економічних чинників на ідею фермерського розвитку держави. Охарактеризована суть драми Т. Джефферсона, що полягала у відмові від аграрного розвитку держави. Визначена його роль у розвитку Сполучених Штатів Америки демократичним шляхом.

W opracowaniu przedstawiono kondycję Stanów Zjednoczonych doświadczonych pandemią COVID-19 i kontrowersyjną prezydenturą Donalda Trumpa. Starano się odpowiedzieć na pytanie, jak supermocarstwo radziło sobie z bezprecedensowym wyzwaniem i dlaczego w tym starciu USA się nie sprawdziły. Choć analizowano też sytuację wewnętrzną, to jednak uwaga była skoncentrowana na aspekcie zewnętrznym. Główna konkluzja brzmi następująco: starcie z pandemią obnażyło słabość i niekompetencję administracji Trumpa, czego potwierdzeniem było bogate żniwo ofiar śmiertelnych i chorych, jakie zbierał koronawirus w USA. Ekipa Trumpa nie sprawdziła się również na arenie międzynarodowej, rezygnując z tradycyjnej w takich sytuacjach przywódczej roli Ameryki, a wykazując się egoizmem czy małostkowością. Administracja Bidena podjęła próbę odbudowy rangi USA, stając jednak przed trudnym zadaniem. Pierwsze posunięcia nowej ekipy spowodowały nie tylko powrót USA na tradycyjną trajektorię amerykańskiej polityki zagranicznej, gdzie liczą się zasady i standardy, ważna jest wiarygodność i przewidywalność. Proces wzmacniania roli USA zaowocował także odbudową relacji transatlantyckich, stanowiących jeden z filarów siły Ameryki na arenie międzynarodowej. W artykule przyjęto strategię badawczą opartą na śledzeniu wydarzeń, ich ocenie, jakościowym i krytycznym analizowaniu tekstów, prowadzeniu ocen porównawczych. ; The study presents the situation of the United States experienced by the COVID-19 pandemic and the controversial presidency of Donald Trump. Efforts were made to answer the question of how the superpower was coping with an unprecedented challenge and why the US did not work in this clash. Although the internal situation was also analysed, attention was focused on the external aspect. The main conclusion is that the pandemic has exposed the weakness and incompetence of the Trump administration, as evidenced by the rich toll of deaths and sick that the coronavirus has collected in the US. Nor has the Trump team proven itself internationally, ...

Od roku 2004 łączne zadłużenie Amerykanów z tytułu zaciągniętych kredytów studenckich wzrosło o ponad bilion dolarów. "Edukacyjna bańka", jak bywa określane to zjawisko, stało się dla uczelnianej administracji i dla polityków problemem, który wymaga interwencji władz publicznych. Przedstawiana w artykule problematyka jest warta zainteresowania, bo stanowi bardzo dobrą ilustrację czterech głównych problemów: definiowania polityki wobec szkolnictwa wyższego jako części szerszej polityki publicznej; wykorzystania kredytów studenckich jako metody wspierania dostępności do wyższej edukacji; obecności i znaczenia dyskursu (i analizy dyskursu) w tworzeniu i badaniu polityki wobec szkolnictwa wyższego; oraz znaczenia badań innych systemów szkolnictwa wyższego dla przygotowania skutecznych polskich rozwiązań. Budowanie polityki opartej na dowodach (evidence-based policy) oznacza także konieczność krytycznej oceny rozwiązań przyjętych za granicą, by móc zrozumieć przyczyny tamtejszych sukcesów i niepowodzeń. Także i po to, by przekonać się o tym, czego należy unikać. ; Since 2004 the combined student debt in the United States has grown by more than one trillion dollars! This "educational bubble", as it is sometimes referred to, makes university administration and some politicians aware that some kind of government intervention is urgently necessary. The paper presents four main problems, used also as the illustration of broader research projects: the definition of higher education policy as a part of broader public policy; the use of student credits as the means of providing more inclusive higher education; the role of discourse (and discourse analysis) in forming and analyzing higher education policy; and the importance of discussing foreign higher education systems for developing the effective Polish higher education policy. The evidence-based policy approach requires the critique of foreign experiences and solutions that builds better understanding of their successes and failures. The main reason is to avoid the errors the others already made.

У статті розглянуто радянсько-в'єтнамське співробітництво у роки американо-в'єтнамського протистояння. Охарактеризовано основні напрями допомоги СРСР в'єтнамській стороні: військовий, економічний, дипломатичний. Наголошено на значенні і ролі всебічної допомоги Радянського Союзу у здобутті ДРВ перемоги у війні. ; The article is devoted to the theme of Soviet-Vietnamese cooperation in the years of USA-Vietnamese conflict. The author describes the main areas of assistance of the Vietnamese side of the USSR: military, economic, diplomatic. The emphasis is made on the special significance and role of comprehensive assistance of the Soviet Union in receiving by DRV the victory in the war.

The article analyses and evaluates Polish-American cooperation in support of Ukraine after Russia's full-scale aggression in 2022. It answers the question regarding the importance of Polish-American cooperation in supporting the Ukrainian state and society. It assumes that Polish-American cooperation plays a key role in the areas of military and non-military assistance for Ukraine and Ukrainians. Both countries are among the main donors of military equipment to Ukraine, which is delivered via the territory of Poland. In addition, they put great pressure on European countries to increase military support to Ukraine. Polish-American cooperation in non-military areas is also of great importance. Poland's aid for Ukrainian refugees is crucial, and the US is involved in its delivery and financing. The US, in turn, is of paramount importance in imposing sanctions on Russia to force it to stop its aggression and in providing economic assistance to Ukraine. Poland participates in the sanctions system and strives to make them as severe as possible. Another area of Polish-American cooperation is LNG trade, which allows Poland, and potentially also other CEE countries, including Ukraine, to secure natural gas supplies after abandoning imports from Russia. During the research, interviews with American scientists and experts were conducted, and the method of analysing the content of text sources was used.

The article is based on the analysis of the causes of "racism" and "sexism" in the discussion of the film adaptation of Andrzej Sapkowski's Polish work "The Witcher". The author examines the American, Polish and Russian media to understand the phenomenon of "fascism" in modern" Muscovy. ; Стаття базується на аналізі причин «расизму» та «сексизму» в обговоренні екранізації польського твору Анджея Сапковського «Відьмак». Авторка статті розглядає американські, польські та російські ЗМІ для розуміння феномену «фашизму» в сучасній Московії.

The article is based on an analysis of certain aspects of how the public opinion of selected nations in years 2001–2016 perceived the American foreign policy and the images of two Presidents of the United States (George W. Bush, Barack Obama). In order to achieve these research goals some polling indicators were constructed. They are linked with empirical assessments related to the foreign policy of the U.S. and the political activity of two Presidents of the United States of America which are constructed by nations in three segments of the world system. Results of the analysis confirmed the research hypotheses. The position of a given nation in the structure of the world system influenced the dynamics of perception and the directions of empirical assessments (positive/negative) of that nation's public opinion about the USA.
