We explore how the reception of remittances affects perceptions of the bilateral relationship between Mexico and the United States. Scholars have claimed that the economic benefits of the relationship with the US prevail over imperialistic concerns as a result of the asymmetry of power between the two countries. Empirical research shows that Latin American public opinion is indeed more supportive of the US than theory indicates. However, we identify two gaps in this literature. First, scholars have explored the determinants of generic expressions of sentiment toward the US, overlooking more concrete instances of cooperation between the two countries. Second, scholars have focused on trade and investment and have ignored how the material gains of emigration shape attitudes toward the US. The present paper fills these two gaps by using novel survey data on the bilateral relationship between Mexico and the US. On one hand, we find that while the reception of remittances correlates positively with good sentiments toward the US, the recipients of remittances are consistently more opposed to cooperation with the US in the fight against drug trafficking. We argue that this finding can be explained by the different nature of the migratory phenomenon, and the connection between anti-drug trafficking policies and the close scrutiny of illegal flows of money and people.

The 'American Girl' this paper considers is Helen Wills, the top-ranked women's tennis player from 1927 to 1934. Wills was the subject of numerous narrative and visual representations as well as many self-representations in both words and images. Reading Wills in the context of Henry James's Daisy Miller and the popular magazine Gibson Girl, the paper considers the mechanisms by which national symbols are constructed. In particular, it examines the ways in which Wills's style of playing, her clothes, and even her facial expression came to signify a particular version of modern, American femininity (in contrast to that of opponents such as Suzanne Lenglen and Helen Jacobs). It also explores her identity as a white Californian, a neo-classical girl next door, who appealed to Nativists like James Phelan and Gertrude Atherton and whom Diego Rivera placed at the centre of 1931 Allegory of California. In short, Helen Wills proved both a very flexible American symbol and a global celebrity.

Why have moderate electorates elected and reelected leftist governments in Latin America over the last twenty years? Scholars who rely on the classic Downsian logic of the median voter theorem have observed a process of ideological moderation among the most salient left-wing parties in the region. However, there have been no systematic attempts to evaluate the moderation thesis at the comparative level, either across Latin America or within cases over time. This article uses a directional model in the spatial modeling tradition to argue that the success of the left rests on the provision of clear leftist programmatic cues to voters. Data coming from the Comparative Study of Electoral Systems for five Latin American countries during 1994 and 2014 show that left-wing parties won on left-wing platforms across the region, while an in-depth study on Brazilian elections reveals that leftist voters of the Workers' Party in 2002 were driven by programmatic cues that largely disappeared during the 2010 elections.

The 'Columbian exchange' (Crosby) after 1492 mixed bacteria and viruses from the 'Old' and the 'New World'; ever since then, epidemics have shaped the political course of events in Latin America and the Caribbean. While the diseases and their victims are largely forgotten in collective memory, they also remain marginal in much of conventional scholarship, as they are not easily framed in narratives of national history or social emancipation. The present contribution provides concrete examples that demonstrate the profound political impact of pandemics, but also the lack of attention they have received in standard textbooks and accounts of Latin American history. The conclusions call on scholars to fully embrace the insights from environmental history and epidemiological research into their teaching and writing on the region.

Violent conflicts between indigenous groups, multinational companies, and governments over the control of lands potentially containing valuable minerals and hydrocarbons are proliferating in Latin America, as well as elsewhere around the world too. In 1989 the International Labor Organization (ILO) approved ILO Convention 169, which mandates the implementation of prior consultation (PC) with indigenous peoples about any project that could potentially affect their territory. Many interpretations regarding the aims and scopes of PC exist. Some environmental sectors see PC as a mechanism to prevent the implementation of ecologically unsustainable projects in indigenous territories. Part of the indigenous rights sector, however, sees PC as a platform via which to negotiate financial resources for indigenous communities. On the side of governments and multinational companies, PC represents a means to diminish violence and advance projects under more stable political conditions. By examining mining and hydrocarbon projects in Bolivia, Peru, and Mexico, the authors compare cases in which PC takes place and ones where it is not applied. A typology of the outcomes in relation to 1) the prevention of industrialized resource extraction on indigenous lands, 2) redistribution of economic benefits produced by extractive projects, and 3) diminishment of the state repression associated with extractive projects is offered. Findings show that in many cases all three of these results are not simultaneously achieved; the authors explain why some outcomes might be obtained in certain instances and not in others. Finally, the article offers an overall assessment of PC results in light of participation theories.

Over the past two decades, the armed forces have increasingly been asked to take an active role in the fight against the rampant crime in Latin America. Since the militaries in this region are not always trained to conduct themselves with restraint, the possibility of excesses and human rights violations is always latent. Despite that prospect, there is a high level of public support for military counter-crime interventions throughout the region. The key argument in this article is that when the Latin American public supports military interventions to combat crime, it makes a comparative judgment call about the relative efficacy of military vs. police conduct in domestic security roles. Latin American citizens have very low confidence in the capacity of the police to fight crime effectively and to respect human rights. They place more trust in the armed forces as an institution capable of performing effectively and in accordance with human rights standards and the rule of law. This study develops these arguments in greater detail and then turns to recent Americas Barometer surveys that clearly show that Latin American citizens place more trust in the armed forces than the police as an institution capable of effectively and humanely fighting criminal violence.

AbstractThis article examines whether there is gender segmentation in civic participation in Latin America, and whether such segmentation is related to gender differences in political participation. Confirming the findings of other studies, this analysis indicates that there is gender segmentation in civic associational activities, and that men are more involved than women in political activities, except for voting. Among those involved in civic activities, however, women attend meetings more often than men or about equally in all types of activities under consideration, except for sports and recreational pursuits. This highlights the need to differentiate between type and intensity of civic participation and provides empirical evidence that Latin American women have strong community ties through a variety of organizations. The regression analysis shows that civic engagement has a positive effect on political participation but that the magnitude of that effect varies by gender depending on the activity.

AbstractThis article examines the issue of presidential failure in South America by evaluating the multiple factors that create risk of resignation, removal, or impeachment of presidents. The study draws on various economic variables that have not been thoroughly investigated in the past and uses survival analysis to identify what factors are influential. In performing this testing, the importance of variables such as civil protest, executive wrongdoing, and specific measures of economic hardship—inflation and prolonged recession—becomes clear. Majority legislative support also remains significant, supporting early arguments about the influence of presidential institutions. This investigation provides a unique perspective on presidential survival while evaluating the importance of previously excluded variables in a comprehensive manner.

AbstractMore than 100 freedom of information (FOI) laws have been enacted worldwide, nearly half within the last 10 years. Yet these cross-domain, lynchpin transparency measures have received little scholarly attention. This article assesses the 16 FOI measures adopted across Latin America. Is secrecy being surrendered in a region marked by legacies of opacity? Why are some laws fulfilling their de jure potential in practice while others are not? This article aims to achieve 3 general objectives. It analyzes the de jure and de facto strength of Latin American FOI regimes; it exposes critical data-based and methodological challenges in evaluating and comparing transparency laws; and it illustrates how a causal mechanism, driven by the interactive dynamics of legislative balances of power and cabinet compositions, has had a determinate influence in shaping the strength of FOI regimes from adoption to implementation and reform.

AbstractThis article examines two decades of strengthening, expansion, and diffusion of gender quota laws in Latin America. The analysis departs from studies of quotas' adoption, numerical effectiveness, or policy impacts, instead focusing on states' use of coercive power to integrate women into public and private institutions. Viewing these policies in light of feminist theories of the poststructuralist state reveals how state institutions act to restructure government and promote gender equality. In building this argument, the article presents an up-to-date empirical survey and conceptual understanding of quota evolution in Latin America, including recent developments in countries such as Chile, Colombia, Bolivia, Ecuador, Mexico, Nicaragua, and Uruguay.

Since the beginning of the past decade, the tolerance of corruption by citizens of most Latin American countries has become a concept in its own right within the broader study of corruption. This construct, however, lacks a systematic approach and is yet to account for specific types of corruption tolerance or identify appropriate indicators to measure them. The present study addresses these voids by analyzing data provided by LAPOP's AmericasBarometer 2006 for Peru (a typical case for the incidence of bribery in Latin America) and the Global Corruption Barometer against a carefully constructed framework for the understanding of the phenomenon of corruption tolerance. The results indicate that attitudes toward specific types of low-level corruption should not be equated to citizens' decisions to engage in such behavior. They further suggest that the study of corruption tolerance has the potential to greatly improve our understanding of the determinants of corruption in developing countries. (JPLA/GIGA)

NGOs have proliferated in the developing world, assuming key political roles as intermediary organizations representing public interests. Yet at least in the three Latin American countries examined here, the proportion of the NGO sector focused on postmaterial issues massively outpaces the proportion of the mass public that considers these issues highly salient. This article demonstrates this "postmaterial disjuncture" and theorizes that international donors help drive it by favoring NGOs that pursue postmaterial issues. This hypothesis is evaluated by analyzing a unique dataset containing information on over 700 NGOs. Organizations pursuing postmaterial issues are more than three times likely to receive international funding than are otherwise identical NGOs pursuing material issues. While international donors may be well intentioned, their postmaterial agendas shape the issue orientation of the NGO sector, resulting in potentially adverse consequences for its ability to effectively represent mass interests. Comparative Area Studies (CAS) emerges as a new approach in which scholars of Latin American Studies engage systematically with scholars working on other world regions. Adopting a focus on intra-, inter- and cross area comparisons, CAS builds on the traditional strengths of area studies. At the same time it enables scholars to have a stronger impact on overarching conceptual debates and it may provide new bridges between area studies scholars and the academic communities in the regions studied. However, a comparative area studies approach requires systematic cooperation among scholars of different world regions, and adequate organizational and institutional structures to support them.

The 1982 amendments to the Voting Rights Act targeted electoral structures as significant determinants of minority representation. The research regarding electoral structures and representation of constituents, however, has produced conflicting results, and the continued application of some of the provisions set forth in the Voting Rights Act is in doubt. This article addresses the impact of at-large elections on African American representation and reveals a striking and unanticipated finding: African Americans are now overrepresented on school boards that have at-large elections when African Americans are a minority of the population. Using the 1,800 largest school districts in the United States (based on original surveys conducted in 2001, 2004, and 2008), we find that partisanship changes the relationship between electoral structures and race to benefit African American representation.
