Our system of higher education must realize a fundamentally different approach to teaching and learning because of our nations rapidly changing demography. Asian Americans and Pacific Islanders represent the fastest growing demographic in our country today. The federal government has responded to this 21st century reality by creating the Asian American and Native American Pacific Islander-Serving Institution (AANAPISI) federal program. This program is a competitive grant process for institutions with at least a 10% enrollment of AAPI full-time equivalent students, a minimum threshold of low-income students, and a lower than average educational and general expenditure per student. ; National Commission on Asian American and Pacific Islander Research in Education (CARE)
This report focuses most intently on the relevance of the AAPI population to the national college completion agenda, which is undeniably significant for todays higher education reform effort. With this issue in mind, the research is guided by four propositions about education and social change. First, policy matters: it dictates funding priorities, resource usage, and federal, state, and local involvement in educational efforts. Second, institutions matter: what colleges and universities do with funding and resources has a tremendous impact on student success. Third, research matters: policymakers and institutional administrators need accurate, disaggregated data that present the real assets and needs of college students and their families. Finally, strategic action matters: now, more than ever, there is a strong public interest in institutional accountability. Through formal assessment of resources and data and "grassroots" exploration of the opinions of over 500 African American males who participated in town hall meetings across Illinois, the Taskforce has formulated recommendations for policy in areas of health, employment, criminal justice, education and fatherhood.
