Tras 53 años desplegando misiones, el siguiente trabajo reflexiona en torno a tres ideas básicas que se han establecido en relación a la naturaleza de la observación de la Organización de los Estados Americanos: el papel de las misiones electorales, la invitación previa y el despliegue masivo de observadores el día de la elección. El documento propone elementos de juicio para una necesaria discusión sobre estas ideas básicas, especialmente uno que pudiera contemplar la invitación automática para la observación internacional. ; After 53 years deploying missions, this paper addresses on three common ideas on the nature of the electoral observation of the Organization of American States: the paper of electoral missions, the invitation required for the deployment and the deployment of large number of observers. The paper presents element for debating these consensuses, particularly focused on the possibility of an automatic invitation to deploy electoral observations missions in oas member states.

In March of 2011, China's National People's Congress approved the country's 12th Five-Year Plan, an extensive guide for social and economic planning through the year 2015. Initiated in 1953, China's five-year plans have laid the foundation for such economic and social movements as the Great Leap Forward, the Cultural Revolution, and the post-Mao era of 'reform and opening up. 'China's five-year plans are not reliable predictive tools. Their proposed reforms are ambitious, and their content is as much a policy wish-list as a realistic plan of action. The five-year planning mechanism is useful, however, when identifying those social and economic concerns that the Chinese government considers most relevant to future growth and development. This paper identifies three challenges highlighted in the 12th Five-Year Plan that are likely to be addressed by the Chinese government in coming years. These challenges –economic transformation, resource scarcity, and industry upgrading– and the policies proposed to address them will also play a central role in shaping China's burgeoning relationship with Latin America, as well as with other regions. Sino-Latin America relations have grown considerably over the past decade, and will continue expanding. China's successes and failures in addressing its domestic challenges will define its global interests, and shape its course of engagement with Latin America in coming years. ; En marzo del 2011, la Asamblea Popular Nacional de China aprobó el 12º Plan Quinquenal del país, una extensa guía para la planificación social y económicahasta el año 2015. Iniciados en 1953, los planes quinquenales de China han sentado las bases para movimientos económicos y sociales tales como el Gran Salto Adelante, la Revolución Cultural y la era post-Mao de «reforma y apertura». Los planes quinquenales de China no son herramientas de predicción confiables. Las reformas que proponen son ambiciosas, y su contenido tiene tanto de lista de deseos de políticas como de plan de acción realista. Sin embargo, el mecanismo de planificación quinquenal sí es útil en identificar los problemas sociales y económicos que el gobierno chino considera más relevantes para el crecimiento y desarrollo futuros. Este artículo identifica tres desafíos destacados en el 12º Plan Quinquenal y susceptibles de ser abordados por elgobierno chino en los próximos años. Estos desafíos –la transformación económica, la escasez de recursos y la mejora de la industria– y las políticas propuestas para abordarlos tendrán también un papel central en configurar la floreciente relación de China con América Latina, así como con otras regiones. Las relaciones sino-latinoamericanas han crecido considerablemente en la última década, y continuarán expandiéndose. Los éxitos y fracasos de China al abordar sus desafíos nacionales definirán sus intereses globales y determinarán la trayectoria de sus compromisos con América Latina en los próximos años.

This article does a critical-dialectic work to analyze planning documents of the governments of Brazil and Venezuela, specifically social and democratic issues. Also, it makes an emphasis on popular participation, considering comparative bases that are able to interpretand explain the current situation of Latin America. The main objective of this analysisis to demonstrate that the implementation of social policy in the region, with all the inherent contradictions, can contribute to nourish a radical democratization of the institutional models of governmental and public policy, in a way that includes and increases political leadership, and collective participation of the whole working class. ; El presente artículo es el resultado de un esfuerzo crítico-dialéctico para analizar los documentos sobsobre planeación de los gobiernos de Brasil y de Venezuela, específicamente de la agenda social y democrática, con énfasis en el análisis del campo social y de la problemática de la participación popular, tomando en cuenta la construcción de las bases comparativas capaces de traducir y explicar las tendencias actuales en América Latina. El objetivo central del análisis es demostrar que la implementación de la política social en la región, con todas las contradicciones que le son inherentes, puede contribuir a nutrir una democratización radical de los modelos institucionales de las políticas públicas de gobierno, en una dirección que contemple y amplíe el protagonismo y la participación creciente del pueblo en el patrimonio político y económico-social, colectivamente construido por el conjunto de la clase trabajadora.

In Caribbean historiography, the concept of the great fear is defined as the fear of uprisings by afrodescendants following the Haitian Revolution. Based on a case in the province of Yucatan, this article reflects on the importance and the use of the discourse of fear in the context of the era of the Latin American independence movements. By analising the local dynamics of the case study it argues that rather than representing a mental disposition of the Haiti trauma, the stereotypes of the discourse of fear were used strategically in order to justify local political decisions.

Facing the increasing abuse of legal norms by some taxpayers who seek to obtain undue tax advantages, by means of behaviors aimed only at avoiding tax compliance, the legislator has taken the determination to confront tax avoidance and effectively protect the fiscal interests through the progressive incorporation of anti-avoidance rules in Latin American tax law. Except for some exceptional cases, such as Argentina and Uruguay, the inclusion of anti-abuse measures in the South American tax legislation is a relatively new phenomenon, and it is an important step, not only to ensure compliance with the tax obligations by the taxpayers, but also to position the Ibero-American tax laws at the forefront of the fight against tax evasion. Indeed, the Ibero-American tax regulations coincide with the international efforts recently developed by the Organization for Economic Co-operation and Development (OECD), to fight tax avoidance in the internationally known "Action Plan against Tax Base Erosion and Profit Shifting "(BEPS), as well as the latest version of the Model Tax Code published by CIAT in 2015, which includes in its article 11 a general anti-avoidance clause.

The aim of this article resides in an attempt to reflect on Enrique Dussel's Philosophy of Liberation, conceived from his own experience of exile in Mexico. Our theoretical and methodological framework involves the History of Ideas in Latin America and Arturo Andrés Roig's notion of 'methodological broadening'. We analyze the relationship between Philosophy and Politics within the movement of Philosophy of Liberation from a historiographic approach written by Horacio Cerutti Guldberg and Raúl Fornet-Betancourt. Afterwards, we present a reconfiguration of Dussel's Philosophy of Liberation by producing a dialogue with Karl Marx's theoretical work and Antonio Gramsci's concept of organic intellectual. Finally, we intend to show that the Argentinian-Mexican philosopher conducts a self-critical review of his past political standpoints and, at the same time, elaborates a rebirth of Latin American Marxism. ; El propósito de este artículo consiste en reflexionar sobre Filosofía de la Liberación de Enrique Dussel producida desde de la experiencia exiliar mexicana. Para el marco teórico-metodológico se utiliza la historia de las ideas latinoamericanas y el enfoque 'ampliación metodológica' de Arturo Andrés Roig. Luego, analizamos las propuestas historiografías de Horacio Cerutti Guldberg y Raúl Fornet-Betancourt acerca del vínculo entre filosofía y política en el movimiento de la Filosofía de la Liberación. Posteriormente, exponemos reconfiguración de la Filosofía de la Liberación dusseliana en diálogo con la obra de Karl Marx y la noción de intelectual orgánico de Antonio Gramsci. En las conclusiones se muestra que el filósofo argentino-mexicano realiza una autocrítica de las posiciones políticas anteriores y asimismo elabora un recomienzo del marxismo latinoamericano.

This text consists of an approach to the state of knowledge of technoscience in the region of Ibero-America and Spain, with the purpose of recognizing its main lines of study. Free access, Spanish-speaking works published in the last 10 years are included, favoring scientific articles from peer-reviewed or indexed journals, which constitute the majority of the documents consulted. It is recognized that technoscience is a concept of a multidisciplinary nature, but with greater attention from the social sciences and humanities; concentrating the largest production Spain, Colombia and Mexico. The lines of study were: ontological and theoretical-epistemological positions, dehumanization and ethics, social construction, democracy and power, and education. ; El presente texto consiste en una aproximación al estado de conocimiento de la tecnociencia en la región de Iberoamérica y España, con el propósito de reconocer sus principales líneas de estudio. Se incluyen trabajos de acceso libre, de habla hispana y publicados en los últimos 10 años, privilegiando los artículos científicos de revistas arbitradas o indizadas, los cuales constituyen la mayoría de los documentos consultados. Se reconoce que la tecnociencia es un concepto de naturaleza multidisciplinaria, pero con mayor atención por parte de las ciencias sociales y humanidades; concentrando la mayor producción España, Colombia y México. Disabilities, practices and research: challenging the social sciences is a compilation by Andrea Verónica Pérez and Antonella Raponelli that brings together works referring to disability as a social and political construction within the framework of a collective network of researchers, activists and teachers. The book is organized in two sections. The first refers to epistemological constructs centered on the notion of disability and its revision from Latin America; the second, recovers practices and research, located mainly in the educational field. It has sixteen chapters, written by authors who invite us to challenge the social sciences in a Latin American key. ; Discapacidades, prácticas e investigación: interpelando a las ciencias sociales es una compilación de Andrea Verónica Pérez y Antonella Rapanelli que reúne trabajos en referencia a la discapacidad como construcción social y política en el marco de un recorrido colectivo de investigadores, activistas y docentes en red. El libro se organiza en dos apartados. El primero, refiere a constructos epistemológicos centrados en la noción de discapacidad y su revisión desde América Latina; el segundo, recupera practicas e investigaciones, ubicadas principalmente en el campo educativo. The American Convention on Human Rights contemplates the procedure to be amended. Beyond the failed attempt of 1993, the basic instrument of the region on human rights has never been amended since it came into force more than forty years ago (1978). That scenario, with its possible reasons and consequences, is outlined in the present work, with the purpose of rethinking the interpretation of conventional art. 76 and suggest the need for citizen participation in the construction of future amendments. The perspective adopted focuses on the form of the amendment, its democratic legitimacy, from a position that understands that the foundation of the general evolution of the Inter-American system and of the specific protection mechanism is the reform of the conventional text. In Latin America and Colombia, the highest percentage indices of social inequality are concentrated, it is the region where the gap between the rich minority and the poor majority is the largest and most extreme. Therefore, they must have a tax system that plays a redistributive role of wealth, as well as their tax policies, must be aimed at significantly reducing poverty. Interpreting this aspiration, the Political Constitution of Colombia (1991). In this essay, I propose the identification and analysis of one of the major expressions of Euro-American xenophobia and racism, the socio-anthropological refusal to encounter and/or project the existence of capital in non-Western populations. Starting from a critical reading of Eric Wolf's Europe and the People without History, and following some of its lines of exploration, I question a nostalgic episteme in the creation of a world without capital in the Euro-American periphery, specifically in Latin America. Without delving into the logics of the religious discourses that advocated for the recovery of paradise on earth, nor of the construction of the American indigenous people as anti-economic or, at least, anti-economic subjects, for example, those of Franciscan catechization, I attempt to recall that socio-cultural anthropology formed an important part of the colonial enterprise. As such, genealogical, critical, and epistemological analyses must be used to discern how anthropology helped to establish Latin American populations as mere objects of Political Economy in the popular doxa. ; En este ensayo propongo la identificación y análisis de una de las mayores expresiones de xenofobia y racismo euro-americano, la negación socio-antropológica a encontrar y/o a proyectar la existencia capital en poblaciones no occidentales. Partiendo de una lectura crítica de Europa y la Gente sin Historia, de Eric Wolf, y retomando varias de sus líneas de exploración, cuestiono la voluntad nostálgica de creación de un mundo sin capital en la periferia euro-americana, específicamente en Latinoamérica. Sin profundizar en las lógicas de los discursos religiosos que propugnaron la recuperación de un paraíso en la tierra, ni de la construcción de los indígenas americanos como sujetos antieconómicos o, por lo menos, aneconómicos, por ejemplo, los de la catequización franciscana, intento recordar que la antropología socio-cultural formó una parte importante de la empresa colonial. Como tal, análisis genealógicos, críticos y epistemológicos podrían precisar en la doxa popular para descubrir cómo la antropología coayudó a establecer a las poblaciones latinoamericanas como meros objetos de la Economía Política.
