This article aims to identify what critical categories are applied to review of doctoral dissertations in political science & what patterns of change might impact these same categories through time. Some of the fundamental concepts entailed in faculty review of dissertation are presented here on the basis of centuries-old thought. While these concepts remain valid today, their application is assumed to have changed. Through a content analysis of reviews made of political science dissertations over a 20-year period, a notable shift in emphasis is made from critical attention to source material & empirical analysis to critical attention to perspective of the writer & theoretical approach. Important developments in the composition of review committees are also discussed, including an increase in the committee's number of professors within one discipline, international profile, & departmental balance regarding the department of the dissertation author. These & other changes are here situated in the larger framework of character shifts that have affected political science & other disciplines throughout the last generation. 2 Tables, 14 References. This article examines five common misunderstandings about case-study research: (1) Theoretical knowledge is more valuable than practical knowledge. (2) One cannot generalize from a single case; therefore the single case study cannot contribute to scientific development. (3) The case study is most useful for generating hypothesis, while other methods are more suitable for hypothesis testing & theory building. (4) The case study contains a bias towards verification. (5) It is often difficult to summarize specific case studies. The article explains & correct these misunderstandings one by one & concludes with the Kuhnian insight that a scientific discipline without a large number of thoroughly executed case studies is a discipline without systematic production of exemplars, & that a discipline without exemplars is an ineffective one. Inter-active and dynamic approaches on forest and land-use planning
This document summarises the outcome of a training workshop, "Inter-active and dynamic approaches on forest and land-use planning", that was organised in Vietnam and Lao PDR during April 1999. The workshop was arranged by researchers from SLU, Umea in co operation with Sida and it's CCB Programme, the National Board of Forestry and concerned government institutions in Lao PDR-the National Programme for Shifting Cultivation Stabilisation, Ministry of Agriculture and Forestry and in Vietnam-the Forest Inventory and Planning Institute, Ministry of Agriculture and Rural Development. The main purposes of this paper are • To review and conclude the outcome of the workshop to all those who have participated or been concerned with it. • To summarise an evaluation of the somewhat unique arrangement, with participants from different sectors, administrative levels, gender and countries. • To present "the APM approach" on land use planning, which was put forward, tested and discussed during the workshop. The input to the working paper originates from participants, resource persons and instructors who took part in the workshop. The editing has been made by Mats Sandewall.

Inter-active and dynamic approaches on forest and land-use planning in Southern Africa
This document summarises the outcome of a regional training workshop, "Interactive and dynamic approaches on forest and land use planning in Southern Africa". It was organised in December 2001 by the government of Botswana in cooperation with organisations in Zimbabwe and South Africa and with Swedish financial and technical support. The workshop aimed at exposing the participants to new cross sector approaches on strategic forest and land use planning, including the Area Production Model (APM) and concept, and to provide a platform for possible future development work in this field. It concerned such issues as the role of planning in relation to policies and local development, information and data needs in planning, the use of scenario modelling in land use planning, how to narrow the gap between "planning from above" and "planning from below", and the roles and interaction of different stakeholders in the planning process. The workshop had been proposed by the participating countries following an international training programme on policy and strategy development in Sweden. The 18 participants from three countries included central and local government staff concerned with forest and land use planning at the national and sub-national level, researchers and NGOs. The workshop consisted of two weeks of lectures, seminars and field based case studies and a concluding seminar, in which the participants presented their experiences and conclusions about the APM concept to a broader group of decision makers. Some of the main conclusions drawn by the participants were that the APM was a useful tool for promoting dynamic and multi-sector planning. At the same time the Model has a number of technical shortcomings that needs to be addressed. Those shortcomings were identified and discussed throughout the workshop. The need to keep the model simple and transparent was acknowledged. It was proposed that "homes" should be identified for the model in each country. Those homes should build up and maintain capacity to develop and adapt the model to the local conditions and priorities. INTRODUCTION. The workshop "Interactive and dynamic approaches on forest and land-use planning in Southern Africa" was arranged in Botswana in December 2001. It aimed at exposing the participants to new cross sector approaches on strategic forest and land use planning, including the Area Production Model (APM), and to provide a platform for possible future development work in this field. The workshop was the concluding step of a process that had been running for several years. It provides important lessons on approaches to cross-sectoral land use planning in Southern Africa. The process started in 1998, when there were several participants from Botswana, South Africa and Zimbabwe in an annual international course "Development of National Forest Policies and Strategies", organised by the Swedish National Board of Forestry and funded by Sida. Those participants strongly suggested that the Area Production Model, (APM), which had been demonstrated during the course, might be highly relevant in Southern Africa. As a response, the Country Capacity Building (CCB) project (a Sida funded project aiming at forest policy issues), set up a training programme in discussions with the three countries. As a first step, key personnel from the forest authorities in Botswana, South Africa and Zimbabwe, underwent a post graduate course at the Swedish University of Agricultural Sciences (SLU) in Umea, Sweden. The course took place in March 2000 and was focused on the ideas and applications of the APM. In a second step, a workshop designated for a wider audience, including governmental as well as non governmental organisations, was planned for mid 2000. The workshop was originally intended to be a two-phase arrangement. The first phase to be arranged in Zimbabwe, focusing on model theory with only limited field work, and a second phase, were the participants would split up and work a realistic case in a designated study area in each of the three countries involved. Unfortunately, the political situation in Zimbabwe during spring 2000 made it necessary to postpone the workshop. About a year later, in spring 2001, it was agreed among the interested countries to move it to another country in the Region, after the Ministry of Agriculture, Botswana, had generously accepted to host the workshop. The two-phase design of the workshop was by now reduced to a single event, with the joint study-area around Serowe in the eastern part of Botswana. The APM is a simulation model developed by Professor Nils-Erik Nilsson in co-operation with FAO. The Model, including an application concept, has been further developed by the Swedish University of Agricultural Sciences (SLU), Department of Forest Resource Management and Geomatics. The Swedish team of resource persons in the Botswana workshop have all been instrumental in the previous development work of the Model. The APM has been field tested on numerous occasions in South and Southeast Asia. This workshop, however, is the first occasion the model is used in Southern Africa. In spite of the simplicity and flexibility that characterises the model, the new setting was considered a major challenge when planning the workshop. The workshop results have given new and partly unexpected results in terms of both usefulness and applicability of the model. The Country Capacity Building project focuses on forest policy development. In modem terminology, nfp (national forest programmes) is a highly relevant term. Key strategies include support to demand driven processes, investment in human knowledge and, not least, a belief that personal commitment is as important for success as political commitments. On behalf of the organisers, I would like to thank the Ministry of Agriculture, Botswana, and the key persons from Botswana, South Africa and Zimbabwe. Discount rate and harvest policy
The free market economy, to which East European countries are increasingly being exposed, implies that classical budgeting techniques in the form of the Faustmann approach present themselves as the tools of choice for forest investment analysis. One implication is that the choice of a proper discount rate (r) must be made as part of the basis for formulating a harvest policy. The paper discusses this choice in the light of practice as well as theory, and, using Lithuania as a case, examines the potential economic and political impact of softening the current restrictions on forest management. A review of the debate on discounting in forestry is provided. A statistical analysis of the relation between reported rs and internal rates of return (IRR) from numerous studies on forestry investments reveals a strong correlation between r and IRR. Possible explanations are provided. Analysis reveals that application of any positive r will significantly change forestry practice in Lithuania. Setting r = 3 per cent, slow growing species are to be replaced by fast growing species, and rotation periods should be substantially shortened. The standing volume of (over-) mature forests is about 160 million m3, as compared with the currently harvestable volume of about 40 million m3 according to the minimum allowable rotation age. The macroeconomic perspectives of cashing some of the mature forest for the small transition economy are discussed, taking into account the effects of externalities of forests. Consequently we suggest an alternative formulation of the normal forest. Finally, based on these considerations, a real r of 0-2 per cent is suggested for State forestry in Lithuania. A post-tax r of 2 per cent is advocated for private forestry, with potential project specific deviations downward to 0 or upward to 4 per cent. It is stressed that discount rate is viewed as one of important decision parameters and due regard should be given to non-timber forest outputs, social and institutional settings and other factors.

Farm animal transport, welfare and meat quality
When animals are exposed to a novel situation such as transportation, they react by eliciting certain physiological and behavioural functions in order to cope with the situation. These changes can be measured to indicate how much stress the animal is suffering. Physiological stress indicators often measured in animal transport research include changes in heart rate, live-weight, cortisol levels, and blood composition including electrolytes, metabolites and enzymes (Broom and Johnson, 1993). Animal behavioural stress indicators include struggling, vocalisation, kicking or biting, hunching of the back, urination, defecation and recumbence (Broom et al. 1996; Gregory, 1998). Meat quality parameters post mortem can also help to indicate stress levels in animals (Grandin, 1990; Gregory, 1998). These include incidence of bruising and DFD in all farm animal species and PSE in pigs. Mortality is also an obvious indicator of poor welfare. Combined aspects of transport that contribute to causing stress in livestock include loading and unloading procedures, close proximity to stock handlers, water/feed deprivation, noise, riding in a truck, mixing with other animals and being forced into unfamiliar environments. The responses of stock to these conditions will depend on the animal's genetically controlled adaptability, physical condition and its previous handling experiences (Gross and Siegel, 1993). Factors such as the adequate preparation of animals for transport, controlled prior access to feed and water, minimal disruption to social groups, considerate animal handling skills, adequate handling and transport facilities including good ventilation in trucks, and careful driving technique are major areas that dictate the standard of animal transport. For example, considerations for pigs should include a pre-transport fasting period which balances the requirement to avoid hunger, travel sickness and deaths. Breeding and selecting for more stress-resistant genotypes of pigs can improve the welfare by reducing mortality and the metabolic consequences of transport stress. Other factors influencing animal transport include farm size and country size. For example, livestock transport in Scandinavia involves transport vehicles travelling to more than one farm in order to fill a vehicle. In Australia often one farm pick up can fill a truck, and although the distances may be much longer to the abattoir, it will be more direct. The market demand dictates the type of animals transported. For example the veal trade in Europe demands young live calves to be transported over long distances from northern countries which supply it to the southern countries which demand it. This trade exists in live animals rather than meat because the demanding countries further fatten and slaughter these animals specific to their needs. The industry set up influences the standard of animal transport in different countries. For example in countries where industries are vertically integrated consisting of producer-owned slaughter plant co-operatives (Sweden and Denmark), producers are paid according to slaughter weight and lean meat percentage, therefore there is more consistent quality control measures in place. In Australia the marketing system is such that it provides no economic incentive to reduce losses. Greater public awareness of animal welfare seems to be increasing in western countries, and as a result there is more pressure on the livestock industry to adopt better standards for the farming, handling, transport and slaughter of animals. The transport of livestock in Australia continues to be under increased scrutiny from overseas markets and animal welfare groups. In the European Union (EU), public pressure has been a successful instigator to the drafting and continued improvement of comprehensive legislation for animal transport. EU animal transport laws cover aspects such as minimum design standards for livestock vehicles (including ventilation controls), maximum journey lengths before resting intervals, stocking rates, what animals are considered as fit to travel, and general handling and care requirements of animals in transport. These laws are causing debate between northern and southern countries in areas such as maximum journey lengths and vehicle design standards. Some countries such as the UK have also gone to a great effort to adjust national laws in order to incorporate EU transport laws, but countries such as Spain and Italy have not. Typically it is these countries that more often have poor standards of animal welfare, and the welfare of farmed animals has historically been of low priority (Schmidt, 1995). When and how these countries will adopt the comprehensive EU animal transport regulations, continues to be an unanswered and politically sensitive question between EU member states.
