One of the major weaknesses of the studies on the development of International Relations (IR) curricula in Turkey is the lack of systematic data on the characteristics history development and current status of the IR academia. In order to reveal research practices of academicians and how international relations is taught and how IR scholars perceive the discipline an online survey was conducted among the faculty members of the IR Departments in Turkey in June-July 2009. Scholars were asked to answer 55 questions about the IR curriculum courses research subjects and major theoretical approaches political attitudes funds language and types of publication academic journals universities the involvement of academy in policy-making process and non-academic intellectual activities. The results of the survey indicates that IR studies in Turkey seems to be foreign policy oriented focus on Turkey and the big power policies and the discipline is under the influence of Realism.

Çocuk Çalışmaları (Childhood Studies) bir dizi akademik disiplinde görece olarak kendine yer bulmuş olmasına rağmen, Uluslararası İlişkiler disiplini açısından durum biraz daha farklıdır. Uluslararası ilişkiler disiplini bağlamında çocukluk ve çocuklara ilişkin analizlerin oldukça sınırlı olduğu görülmektedir. Nitekim çocuğun uluslararası sistemdeki rolünden bahsedildiğinde, genellikle verilen yanıt böyle bir rolün var olup olmadığını sorgulamak olmaktadır. Öte yandan çocukların evrensel insan haklarına ilişkin siyasi tartışma bağlamında ciddi anlamda önem verilen aktörler olarak öne çıktıkları ve merkezi bir konumda oldukları ileri sürülebilir. Ancak her ne kadar uluslararası örgütler nezdindeki kodifikasyon çalışmalarıyla uluslararası çocuk hakları rejimi giderek artan biçimde gelişme gösterse de, bu rejimin çocukları yalnızca pasif 'kurbanlar' olarak gören yaklaşımının, çocuklara ihtiyaç duydukları şekilde ve etkin bir biçimde yardım edebileceği belirsizdir. Bununla birlikte, uluslararası ilişkiler disiplininin geleneksel devlet merkezli yaklaşımlarında daha önce büyük ölçüde ihmal edilen çocukların ve çocukların failliğinin -diğer disiplinlere kıyasla geç olsa- giderek daha fazla öne çıkmaya başladığı gözlemlenmektedir. Bu itibarla çalışma, uluslararası ilişkiler disiplinine çocuğun aktör olarak dâhil edilmesinin elzem olduğunu ileri süren bir anlayışla, Uluslararası İlişkiler disiplininin çocuk ve çocukluk bağlamındaki bakış açısının ne yönde ve nasıl geliştiğini ele almaktadır. Bu bağlamda öncelikle çocukluğun sosyal inşasına ilişkin literatürdeki gelişmeye ve sonra da uluslararası ilişkiler disiplininde özellikle savaş ve çatışma bağlamında çocuk ve çocukluk nosyonuna ilişkin çalışmaların kapsamına odaklanmaktadır.

Ülkemizde siyasi iktidar ve silahlı kuvvetler arasındaki ilişki sürekli gündemde olan bir konu olmuştur. Özellikle toplumlar devlet haline dönüşmeye başladıktan sonra yöneticilikle askerlik görevleri birbirinden ayrılmaya başlamış ve bu ilişkiler daha fazla önem kazanmaya başlamıştır. Türkiye'de siyasi hayat ve demokrasinin işleyişine ilişkin süreçte ordu varlığını her zaman hissettirmiştir. Çalışmada bu süreç kimi zaman doğrudan kimi zaman dolaylı müdahalelerin örnek gösterilmesiyle yerini almıştır. Milli Mücadele Döneminden itibaren değerlendirilen ulus devlet bilinci Türkiye Cumhuriyeti Devleti'nin kuruluşunda temel anlayışlarından biri olarak karşımıza çıkmaktadır Literatür taramasıyla, bu dönemden günümüze değin ordunun ulus devlet süreci konusundaki değerlendirmeleri ışığında Türkiye'nin bu konu ile ilgili durumu ve beraberinde yaşananlar üzerine bilgi verilmiştir. Taramanın temel amacı, ordu siyaset ilişkisini ulus devlet anlayışı ile analiz ederek bu süreçte birbirleriyle olan ilişkilerini ve birbirlerine olan etkilerini daha net ve anlaşılır hale getirmektir. Bu çalışmada ülkemizde ulus devlet anlayışının temelinde ordunun olduğu belirtilerek günümüzde de küreselleşme ile birlikte AB sürecinde yaşanan ordu ve ulus devlet anlayışının çeşitli uygulamaları ele alınarak sistematik bir bütün haline getirilmeye çalışılmıştır. ; The relationship between the political government and armed forces is always a popular topic in our country. Especially administration and soldiering duties were diverged from each other and these relationships gained more importance after socities started to transform into governments. Military is always substantive in the process of political life and democracy mechanism in Turkey. In the study, this process sometimes attends directly and sometimes with giving examples of indirect interventions. The nation government knowledge, analysed starting from the National Struggle Period, is standing as one of the basic mentalities in the foundation of Turkish Republic Government. Information about Turkey?s situation related with this subject and subsequent happenings is given in the literature search by the help of military?s evaluations about nation government process beginning from that period till now. The fundamental purpose of the search is to make the relationships between military politics relationship and nation government discipline and effects to each other be understood more clear and perceptible by analyzing the military politics relationship with nation government discipline. In this study, some applications of military and nation government discipline seen in EU process with globalization are analyzed and are tried to be integrated while indicating that military is fundamental in nation government discipline in our country.

Günümüzde yerel yönetimleri de kapsamı içine alan kamu yönetimi ise, devletin amaçlarının gerçekleştirilmesinden sorumlu organı olan "Yürütme"ye doğrudan bağlı, teknik bir yapıdır. Ancak yerel yönetimler, bu nitelikteki kamu yönetimi içine kolayca dahil edilemeyebilirler. Çünkü yerel yönetimler, doğrudan Yürütmeye bağlı ve onun bir faaliyet aracı olmayan; siyasal boyutu olan, yerel topluma dayanan ve onunla organik bir bağı olan, kendine özgü yönetsel yapılardır. Ayrıca yerel yönetimlerin, (modern) devlet öncesi ortaya çıkmış oluşumlar olduğu ve ayrıca, devlet-dışı/siyasal toplum-dışı bir sivil toplum kuruluşu olduğu da ileri sürülür. Yerel yönetimlerin, bu farklı niteliklerine rağmen, devletin kamu yönetiminin yapı ve işlevlerini inceleyen bir disiplin/bilim alanı olarak gelişen "Yönetim Bilimi" (kamu yönetimi bilimi) içerisinde incelene geldiği söylenebilir. However, local governments are administrative structures whose roots go back to Antique Ages. Public administration, which consists of local governments too, is a technical structure under the authority of executive power which is responsible for the achivements of the goals of state. However, local governments may not be easily seen as part of public administration in general. Because local governments are not operational tools which are directly under the authority of executive power; they are special administrative structures which have political dimensions, which are based on local community, and which have organic links with local commuinity. Moreover, it is argued that local governments emerged before the existence of modern state, and that they are part of civil society outside the domain of state. Despite these different characteristics and qualities, local governments are studies in public administration which is developed as a discipline that studies the structure and functions of public adminsitration of state. However, it can be suggested that it might better to study local governments as a different, special discipline because of its different characteristics. This paper aims to discuss the reasons why local government studies as a different discipline has not been developed. The paper has two main arguments: the first one is that local governments should be studied out of public administration discipline because of its special charactersitics. Secondly, that the thought of scholars, who have been influential on the formation of modern state, also have affected approaches on local governments and that the nature of nation-state has given local governments an image of clasical public institution (a public service institution). And the second arguments is that these two factors together have prevented the development of local governments as a special unique discipline. Uluslararası ilişkiler konularına her geçen gün artan ilgi, halen çok yeni bir akademik disiplin olan ve büyük ölçüde interdisipliner bir karaktere sahip Uluslararası İlişkiler disiplininde yapılan çalışmaların yöntemsel boyutunun da ön plana çıkmasına sebep olmaktadır. Çünkü yeni doğan bir disiplin için yapılması gereken en önemli iki şeyden birisi disiplinin çalışma alanlarının belirlenmesi iken, diğeri de bu alanların nasıl çalışılacağının belirlenmesidir. Yirminci yüzyılın ortalarından bu yana ekonomi bilimi başta olmak üzere politika ve uluslararası ilişkiler konularında da etkili olan rasyonel tercih yaklaşımı, Uluslararası İlişkiler disiplinine yöntemsel anlamda önemli bir perspektif kazandırmıştır. Özellikle Soğuk Savaş sırasında dış politika analizi ve strateji konularında önemli analizlerin yapılmasına imkan veren bu yaklaşım, pozitivist varsayımların ciddi eleştirilerle karşılaştığı günümüz dünyasında halen önemini korumaktadır. Fakat Türkiye'de siyaset bilimciler tarafından neredeyse hiç çalışılmayan, literatürde yer bulmayan bu yaklaşımı Türkçe okumak ve anlamak için kaynak sayısı çok sınırlıdır. Bu durum Türkçe literatür için önemli bir eksikliktir. Bu sebeple bu çalışmanın amacı Uluslararası İlişkiler disiplininde yönteme ilişkin tartışmaları analiz etmek, uluslararası ilişkilerde rasyonel tercih uygulamalarının niteliğini ortaya koymak ve yaklaşımın Uluslararası İlişkiler disiplinindeki yeri ve analiz gücünü tartışmaya çalışmaktır. Çalışmanın ortaya attığı tez, özellikle Türkçe literatürde neredeyse hiç yer bulmayan Uluslararası İlişkiler disiplininde rasyonel tercih yaklaşımı ve modellerinin disiplin için önem taşıdığı ve çok farklı kuramsal ve alansal çalışmaların analizinde etkili olduğudur. 1950'lerden bu yana uluslararası literatürde yayınlanmakta olan ve her geçen gün çoğalan çalışmalar bunun en önemli göstergesidir. Bu çalışmaların Türkçe literatürde de yer bulması ve yaklaşımın Türkiye'deki Uluslararası İlişkiler disiplini üyeleri tarafından tanınması; disiplinin ve disiplindeki öğrencilerin gelişimi açısından önem taşımaktadır. ; The increasing interest in international relations topics has led to the emergence of the methodological dimension of the studies carried out in the International Relations discipline, which is a very new academic discipline and which has a highly interdisciplinary character. Because of the fact that one of the two most important things that must be done for a new discipline is to determine the working areas of the discipline, while the other is to determine how these fields will be studied. Since the mid-twentieth century, the rational choice approach, which has been effective in the fields of economics, politics and international relations, has brought an important perspective on the discipline of International Relations. This approach, which allowed significant analysis of foreign policy and strategy during the Cold War, is still important in today's world, where positivist assumptions face serious criticism. However, this is an approach almost no political scientist studies on it in Turkey and there are very limited number of studies on this approach to read and understand it in Turkish language. This situation is an important deficiency in Turkish literature. For this reason, the aim of this study is to analyze the debates on methodology in International Relations discipline, to put forth the quality of rational choice practices in international relations and to try to discuss the place and the power of rational choice analysis in the discipline of International Relations. The thesis proposed by the study is that rational choice approach and models in International Relations discipline, which are almost never found in Turkish literature, are important for the discipline and effective in analyzing different theoretical and spatial studies. The studies that have been published in the international literature since the 1950s and are increasing day by day are the most important indicators. It is important for the development of the discipline and the students of the discipline. The fact that such studies take place also in Turkish literature, the approach is known by the members of the discipline in Turkey, is important for the development of the discipline and the students in the discipline in Turkey.

Kamu Meslek Kuruluşları Niteliğindeki Meslek Kuruluşlarında Disiplin Suçları ve Cezaları adını taşıyan bu çalışmada, esas itibariyle çalışmaya konu yapılan meslek kuruluşlarının statülerini düzenleyen kuruluş yasalarından ve varsa disipline ilişkin yönetmeliklerden, birlik ve oda kararlarından, bu konulardaki Danıştay içtihatlarından, Avrupa İnsan Hakları Mahkemesi kararlarından, monografik çalışmalar ile İdare ve Ceza Hukuku alanlarındaki genel eserlerden yararlanılmıştır. Bu kaynaklar ve hukuksal veriler inceleme konusu yapılırken, çoğu zaman karşılaştırmalı bir yöntem izlenmeye çalışılmıştır. Çalışma Çağ Üniversitesi Kamu Hukuku Yüksek Lisans Master Tezi olarak hazırlanmıştır. ; In this study named Discipline Crimes and Punishments in the Occupational Organizations having the quality of Occupational Organizations in Public, it is basically utilized from the organization laws which regulate the statues of the occupational organizations subject to this study and regulations related to discipline if there is any of them, the decisions of associations and chambers, the judgements of Council of State relating to this matter, the judgements of European Court of Human Rights, monographic studies and general works regarding to Administrational and Criminal Law. It is mostly tried to use a comparative method while analyzing these sources and judicial data.

The text presents remarks on four issues political scientists often take into consideration when reflecting on the borders of their research. The first issue concerns the call to scrutinize the course of legislative procedures, the second one – the need to recognize and note various traditions of political thought in the platforms of political parties and the statements uttered by politicians; the third – the fundamental question of whether political topics are grasped in the structure of sensual perceptions reflected in language; and, finally, the disputable postulate that the philosophy of politics, approached as an element of reflection on political science, clarifies exclusively the notions and concepts applied in the political sciences. It is the body of a specific settlement, which is an auxiliary unit created in Poland by the commune. The organization of a country assembly, as well as its tasks, are defined in the statute of the settlement, accepted by the commune council. The country assembly, as a collective body, plays an important role in carrying out the tasks transferred to the settlement and also it exerts an impact on how to use the property administered by the settlement. ; The country assembly is a form of direct exercise of power by the local community (direct democracy). The issue of Christian Work Ministries (CWM) in Poland during the communist regime have so far been hardly explored. Empirical data collected in Archive of Institute of National Remembrance were analyzed, to show the perspective on CWM from Security Services (SB) point of view. In their eyes CWM were dangerous and threat for security of state and communism in Poland. The hypothesis of the survey was the assumption that SB saw CWM and its activists as a source of threat for the state and were state-phobic. Auxiliary hypothesis was assumption that CWM was a shelter for former members of "Solidarity" and as a members of CWM they continued their activism, to a limited extent, known from "Solidarity".
