The aim of this work is to apply the concept of observatory in educational system as a tool for decision support based on the visualization of information. For this, we have developed the Dynamic Observatory applied to the Education System (ODSE) that we have applied to the Cameroonian educational system. Our descriptive approach is based on fact that to decide, one must understand, and to understand, we must observe and analyze. In one way or another, intelligence is based on the observation process. The decision comes after understanding its environment. Also, the observation is turned into knowledge with the given meaning to things and determining what to do. But the analysis and understanding of the environment differ from one individual to another; the decision is then influenced by external factors such as political pressures, cultural and / or social. This being the information we have for steering the process and the choice of solving a decision problem, we thought it important to have a tool that assists the decision maker in the decision process for making quick and safe decisions or at least minimizing the degree of uncertainty in decision chosen. This tool provides transparency in processing and clarity in the process of information collection. Such an observatory, it serves as an instrument for monitoring and control through which the decision-maker observes, analyzes and orients its decision based on the behavior of one or more indicators. The result returned is in a visual form to generate indicators from the mass of data available to the decision maker. Our work has been guided by the concept of competitive intelligence that provides a methodology for implementing a rational process through the use of information and it is based on the approaches of "satisfactory" choice and rational decision process from the work of Falque and Bougon. ; L'objectif de ce travail est d'appliquer le concept d'observatoire à un système éducatif comme outil d'aide à la décision basé sur la visualisation de l'information. Cet outil offrant la transparence dans le traitement, la clarté dans le processus de collecte et la communication de l'information et la précision dans la prise de décision qui est basée sur des informations fiables. Tel un observatoire, il sert d'instrument de veille et de pilotage à travers lequel, le décideur observe, analyse et oriente sa décision en fonction du comportement d'un ou de plusieurs indicateurs. Le résultat restitué sous une forme visuelle permet de générer des indicateurs à partir de la masse de données dont dispose le décideur.Notre travail a été guidé par le concept d'intelligence économique qui offre une méthodologie de mise en œuvre d'un processus rationnel par l'utilisation de l'information et il se situe au niveau des approches du choix satisfaisant et du processus rationnel de décision exposés par Falque et Bougon.

In the scope of Business Intelligence, planning aims to support multiple actors in their process of converging different views and problematics from different domains to get a shared business planning model. A major difficulty in business planning is that each actor states her/his views and problematics with a different time scale. Integrating them into a unique model that represents a common state of reality becomes very costly and awkward to manage when basing the construction of these models on discrete modeling techniques used by current tools of business planning. This doctorate thesis proposes a novel solution, beyond the state-of-the-art, for addressing these issues: it conceives a novel metamodel based on a continuous time calculus. Through the developed approach, it allows multiple actors to integrate the different business logics of their planning domain in a shared model as well as to observe it from different time scales. The advantages of our solution based on continuous time against solutions based on discrete time are presented through a case study. The conceived metamodel was implemented within a real industrial set in MGDIS (a company specialized in business planning for local governments) following an innovative service oriented architecture: this architecture segregates the modeling from the evaluation to allow the parallelization of model evaluation for big volumes of data. The overall solution conceived and implemented in this thesis was designed to be a real scale prototype to be applied to real scale problems. This article analyses the spatial effects in farmers' investment decisions, in particular the role of neighbourhood effects, for the specific case of dairy farmers in a region of Western France. Investment decisions are measured by investment spikes, enabling the analysis to be linked to the literature on adoption of technology innovation. The main contribution is in accounting for the effect of the previous decisions of the farmers' neighbours, with the help of a spatial probit econometric model that includes investment age. Results show that farmers are not immediately influenced by the simultaneously-made decisions of their neighbours, but rather by the decisions taken by their neighbours in the year before. However, this positive influence does not compensate for the negative effect of own previous investment decisions

The objective of this thesis is to contribute to a better understanding of decision processes in a complex system, by analysing how systemic interventions produce changes in the decision-making process followed by individuals. More precisely, this research analyses the potential effects of the use of a systemic model by decision-makers, on both the constitutive activities and the dimensions of decision processes, while taking into consideration their potential determinants. The research involves an experiment based on one simulated case about the intellectual property system of biotechnological innovations: experimental sessions consist in individual interviews with policy-makers, and the systemic intervention concerns the use of a simulation model based on the system dynamics approach. The results suggest: 1) a multiple, cumulative, conjunctive, and iterative progression; 2) an incremental, based on multiple perspectives, and creative decision-making procedure; 3) the multiplicity of involved actors, with diversified interests and roles; 4) rationalities which are political, limited, contextual, and even socio-cognitive. Moreover, the results show that decision-makers, who benefit from a systemic intervention, tend to consider more analytical elements and scientific disciplines during their decision analysis, and to involve additional internal and external actors. ; L'objectif de cette thèse est de contribuer à une meilleure compréhension des processus de décision dans les systèmes complexes, en analysant comment les interventions systémiques produisent des changements dans le processus décisionnel mis en œuvre par les individus. The mathematical method we formerly used for decomposing the solar spectrum into Gaussian components is now generalized so as to include Voigt profiles. This method is applied to a theoretical blend of Voigt profiles. Gaussian approximations are also examined in some detail.
Only the knowledge of the observed wings of a line to a sufficiently great extent can lead to reliable values for the parameters of a Voigt profile.
This thesis presents a method of Micro-Systemic Linguistic Analysis of Thai compound words. The aim of our study is to find out: "Is there any method which allows us to translate Thai words into French automatically with a perfect result?" Our work is divided into five chapters as follows : The first chapter concerns a brief a history of machine translation including that of the Thai. Some notable points of view are discussed. The second chapter identifies some essential characteristics of the Thai language such as a non-space writing style resulted in ambiguity in machine translation. Different entities between Thai and French languages are underlined by means of the micro-systematic theory of the Centre Tesnière. The third chapter analyses Thai compound words using a hybrid method involving morpho-syntactic parsing and a rule-based system corresponding to our model of data analysis. The fourth chapter employs a technique of lexical-syntactic and semantic control enabling the definition of efficient algorithms. The final chapter concludes our work with some future perspectives. This study is presented as a reliable approach which enhances the elimination of word ambiguities in machine translation. This hybrid method allows us to reach our objective and to find an effective way to translate Thai to French automatically. The result could be an accessible tool for international research in the Thai and French languages ; Cette recherche présente une méthode d'analyse micro-systémique des mots composés thaïs.
