Digital transformation and rapid development of Internet technologies in the past decade have contributed to the emergence of an innovative business model of collaborative consumption [Sheresheva, Katsoni, 2019] and the spread of collaborative consumption services (CCS). This study attempts to identify the factors that influence consumers' decision to use CCS, drawing on generation differences formulated on the basis of generation theory, with a particular focus on Russian consumers. The factors highlighted as a result of systematization of existing studies have been tested on the data of a quantitative study conducted in the form of an online survey with a sample of 3635 Russian users of CCS. An explanatory factor analysis (EFA) helps the authors construct the framework of factors that influence the decision of three generations of consumers (X, Y, and Z) to use CCS. The analysis of variance between the groups (ANOVA) highlights the generation differences that affect the decision to use the CCS by representatives of three generations. The identified generation features are of both theoretical significance, serving as a basis for further research, and practical value for business, mitigating the risks of introducing new CCS to the market, allowing for the needs of various generations of users.

The article investigates correlation of two terms: «decisions of civil community» and «decisions of participants` (shareholders`) meetings». The author relying on analysis of current legislation concludes that these terms have essential differences, therefore the first term shouldn`t involve the second term. ; В статье исследуется соотношение понятий «решения гражданско-правовых сообществ» и «решения собраний участников юридическоголица». На основании анализа действующего законодательства автор при-ходит к выводу, что данные термины имеют существенные различия, всвязи с чем первое понятие не должно включать в себя второе.

The article aims to analyze national programs of the USA, the United Kingdom and Israel that support applied research conducted by small and medium-sized businesses. The author analyzes program management systems; sources of funding for the programs; approaches to the selection of thematic areas that receive funding; project evaluation and selection procedures; performance indicators of the projects supported under the programs. The two types of programs that aimed to support innovative small and medium-sized enterprises have been identiied. In the US and the UK, program management is decentralized, projects are funded entirely by the government, program funds can be awarded to thematic areas both on a "top-down" or "bottom-up" basis, a program is typically composed of three phases, though at the last phase (commercialization of the product) the government provides only administrative support rather than inancial assistance. In Israel, program management is centralized; the government ofers only partial funding for research projects, they have to be co-funded by private sector; grants are awarded on a non-competitive basis; one of the main indicators of the program eiciency are royalties, which company is obligated to pay when a government-assisted R&D project results in a commercially successful product. Comparative analysis of these programs has led the author to the conclusion that it is possible to learn from the both types of programs how to improve the management systems of programs that support applied research in Russia.

The decision-making process is a system of actions, as a result of which the choice of the optimal alternative solution in order to achieve the task.The main problem in the modeling of decision-making processes is that there are always random processes that occur due to the influence of external factors or negative factors of the internal environment. Factors of the internal environment appear as a result of the appearance of individual preferences that run counter to the objective.Decision modeling is a creative process that requires analysis and synthesis of all previous elements of the decision-making problem.The key to the success of business activity is its planning and selection of optimal solutions, taking into account the influence of political, economic, social, cultural and other factors that regulate the operation of the enterprise at a given time.The choice of the optimal solution is a guarantee of independence, a condition of stability and effective life, a guarantee of success of the country, enterprise, personality.Aggressive competition, the lack of a legal framework to ensure business and intellectual property protection, underdevelopment of the insurance market, the lack of practical value guidelines, the instability of tax policy, the active development of information technology, etc. - all these factors that require constant attention. All these problems require theoretical thinking in order to prepare practical recommendations to overcome them.Based on the analysis, it can be concluded that there are many models of management decision-making, however, it should be noted that for each individual enterprise it is necessary to choose its own, special model and try to adapt it to external and internal environmental conditions.To do this, it is necessary to develop a strategic policy of the enterprise, which would be aimed at continuous improvement of not only the economic condition, but also the psychological climate in the team.The article describes the main trends in the development of management decision-making models of enterprises and their brief analysis. ; Залогом успеха предпринимательской деятельности является ее планирование и выбор оптимальных решений с учетом влияния политических, экономических, социальных, культурных и других факторов, регулирующих работу предприятия в данный момент времени.Выбор оптимального решения - это гарантия независимости, условие стабильности и эффективной жизнедеятельности, гарантия успеха страны, предприятия, личности.Агрессивная конкурентная борьба, отсутствие законодательной базы по обеспечению предпринимательской деятельности и охране интеллектуальной собственности, неразвитость рынка страховых услуг, практическое отсутствие ценностных ориентиров, нестабильность налоговой политики, активное развитие информационных технологий и др. - все это факторы, требующие постоянного внимания. Twenty-five years have passed since the collapse of the Union of Soviet Socialist Republics (USSR), which led to the disruption of the regional check-and-balance system aimed at resolving national issues and political and socioeconomic contradictions. It also resulted in a number of armed conflicts, including those in the Chechen Republic, Nagorno-Karabakh, Transnistria, Tajikistan, Abkhazia, South Ossetia and later in the South-East of Ukraine. Immediately following the collapse of the USSR, key international actors paid special attention to the Commonwealth of Independent States (CIS) region while trying to secure own interests. This led to the further stratification of the CIS region. A "geopolitical pluralism" started to form there, marked by the fragmentation of nation-state sovereignty over the territory. The concept and policy of "geopolitical pluralism" as developed by Zbigniew Brzezinski meets the interests of the United States by making the CIS region more manageable, while at the same time making it more difficult for Russia to implement its own strategic tasks there. The key goal of Russia is the creation of an integrated economic and political union able to take a rightful place in the world. Only the development of deep and comprehensive integration with the CIS states can ensure the competitiveness of Russia's position in the world as well as the positions of its partners in the former Soviet space. The purpose of this article is to assess the level of geopolitical pluralism in the CIS space taking account of the membership of the CIS countries in international organizations and their voting on UN General Assembly resolutions. The study is based on the interconnection of quantitative and qualitative methods of analysis of international relations and world politics. During the past quarter century following the collapse of the Soviet Union, a regional system of international relations has formed in its place. Despite the fact that the CIS is a kind of linking element which unites most of the former Soviet republics, a certain competition between the new states has become the characteristic feature of the political relations in the region. The policy of the west (primarily the United States) became a kind of a branched, diversified strategy aimed at the phased development, transformation and fragmentation of the region. The diversity of foreign policy priorities among the CIS states and the presence of many actors in the region makes mutual understanding and good-neighbourliness between these countries difficult to achieve. To the contrary, this diversity seriously complicates and slows down the development of deep and comprehensive integration, making it more unstable and ineffective. © HSE, 1993-2018.

In the current conditions of economic and socio-demographic development of the Russian Federation, the role of migration processes in making up for the loss of labour potential and ensuring a sustainable and balanced growth of the economy is increasing. Of great relevance are becoming studies of the problems of labour market balance in their interaction with migration processes and development of practical measures in the field of improving the regulation of labour immigration. The article analyzes statistical material characterizing the trends in attracting and using foreign labor in the modern Russian economy. The peculiarities of the functioning of the national labour market are identified and revealed. Quantitative and structural imbalances in the labour market between labour demand and supply are analyzed. It is shown that the labour market is central among the socio-economic determinants of labour immigration. There is made an assessment of the state and dynamics of the processes of attracting and using foreign labour in connection with the analysis of trends in the situation at the labour market. The impact of labor immigration and its structure on the functioning of the labour market and employment is revealed. The ambiguous consequences of the use of foreign labour for development of the national economy were considered. The positive and negative effects of labour immigration were highlighted. A special attention was paid to development of the issues of improving the state migration policy in the field of labour immigration. The most problematic components of attracting and using foreign workers are shown. There is proposed the development of tasks related to overcoming the existing miscalculations in the labour immigration management practice. There are identified specific measures for solution of the existing problems of receiving foreign labour in order to ensure both short-term and long-term economic and geopolitical interests of the country's development. There are developed proposals and recommendations on the regulation of flows of foreign migrant workers.

In article supercomputer technologies application in social and economic and
technological researches analysis results are presented. It is revealed that these
technologies are applied in the core at the decision of volume technological, design
and analytical tasks with usage of a considerable quantity of information. These tasks
dare, as a rule, numerical methods with obtaining of approximate results having
significant enough errors which estimation of boundary values is often more difficult,
than technical calculations. It is shown that the complex decision of social and
economic tasks with usage of the big arrays of statistical information is represented
more comprehensible to usage of supercomputer technologies with usage handling
static information and forecasting newest methods. The authoring concept of system
engineering of modeling and monitoring of innovative activity in the building sphere,
containing methods of conversion and usage of the statistical information in
forecasting is offered, methods of the decision of the formulated tasks are considered.

The paper analyses the ways how long-term tariff regulation impacts on investment decision in district heating in Russia. Concessions in district heating gave us good chance to analyze impact of tariff regulation on the potential concessionaire decision who is choosing between agreements. The empirical analysis shows that potential concessionaire makes such decisions taking into account specific tariff parameters. The probability of attracting potential investor increases because of indicated volume of rate of return or including energy efficiency indicators; the ratio of operating expenses has negative effect on the probability. The growth rates of total revenue indicated for all years of the planned agreement has no effect on the probability. Potential concessionaire prefers to choose agreements, where the volume of investment commitments is lower, because he is not ready to assume ambitious commitments in the district heating in the current system of regulation.

The risk in General and in the theoretical understanding of security, in particular, should be considered as an indivisible all-encompassing phenomenon inherent in any activity. Manifestations of interest and analysis require the essence of risk, its features, components and qualities, the interaction of subjective and objective risk, the prerequisites that give rise to risk in real life, aspects of risk assessment. In real financial, economic and managerial practice, the concept of "risk" is applied in any way and not necessarily correct. This is due, first of all, to different objective reasons (risk is a complex manifestation, which has a large number of non-matching grounds); second, different subjective reasons (attitude to risk).

Тенденції розвитку світових політичних та економічних процесів на тлі очевидного зниження ефективності традиційних міжнародних інститутів у регуляторній політиці щодо глобальних проблем колективної дії актуалізують пошуки адекватних моделей управління, які б відповідали викликам сьогодення. Альтернативою класичним міжнародним організаціями є клуби – альянси з обмеженою кількістю учасників і непублічним форматом вироблення рішень. Слабка інституціоналізація таких утворень і домінування неформальних практик у їхній діяльності ставлять під сумнів демократичність і легітимність процедур ухвалення рішень. Статтю присвячено клубним формам політичного управління як неформальним механізмам реалізації влади. Фокусом аналізу виступають політичні практики формування і ухвалення рішень у контексті клубних моделей глобального управління. Дослідження еволюції формування клубних моделей продемонструвало, що клубні форми ухвалення рішень можуть надавати суспільні блага з оптимізації умов, схожих на ринкові. Шляхом вивчення принципів партисипації доведено, що розширення членства в клубі, як правило, зменшує його ефективність і ускладнює вироблення консенсусних рішень.На основі аналізу практик учасництва визначено критерії ефективності клубного управління і параметри легітимації «клубних» рішень. З'ясовано, що через такі характеристики функціонування клубного формату управління як неформальність, ексклюзивність членства, елітизм та фактична відсутність підзвітності клуби нерідко сприймаються як недемократичні об'єднання, а ухвалювані ними рішення – як нелегітимні (принаймні для не-членів клубу). Club alliances characterized by the limited number of participants and non-public decision-making come forward as an alternative to the classical international organizations. Poor institutionalization of such formations and informal practices prevailing in their activities question the democratic and legitimate nature of the decision-taking procedures.This paper is devoted to the club forms of political governance as informal power-exercising mechanisms. The analysis carried out here focuses on political practices of decision-shaping and making within the context of club models of global governance.Investigating the club model shaping evolution demonstrated that decision-taking forms can do public good under the optimized conditions that are similar to the market ones. The participation principles studied prove that extended club membership as a rule decreases its effectiveness and complicates consensus decision-shaping.The participation practices analyzed therein helped define the criteria for club governance effectiveness and determine the 'club' decision legitimation parameters. Such characteristics of club governance functioning as informality, membership exclusivity, elitism and actual lack of accountability were found to make these clubs often perceived as non-democratic alliances and their decisions as non-legitimate (at least for non-members of the club). However, the aforementioned features of the club governance mechanisms trigger off new alliances formed by outsiders rather than diminish the popularity of the club formats, which can have a legitimate fracturing effect realized in public protests that are most frequent during summits.The main challenge for the club forms of power exercise on the global level remains the search for mechanisms able to maintain a balance between governance effectiveness and democratic decision-taking.

The article makes an attempt to conceptualize the phenomenon of geopolitical orientations. For this, the author considered various perspectives of geopolitical analysis: infrastructural, sociocultural, actionalist, historical, structural, territorial/regional, network. As a result, the following indicators of geopolitical orientations are formulated: 1) an evaluation of the priority of cooperation with a geopolitical actor (general geopolitical openness); 2) an evaluation of the policy of the geopolitical actor towards to own state (the degree of productivity of the current geopolitical interaction); 3) an attitude to military cooperation with a geopolitical actor (geopolitical cooperation in the field of security); 4) an attitude to the intervention of a geopolitical actor in the politics of own state (the adoption of a geopolitical actor as a senior partner).The obtained concepts were used for an empirical analysis of the geopolitical orientations of the population of Ukraine toward to European Union and Russian Federation (sociological tests "EU-geopol" and "RU-geopol"). Corresponding results describe the population of Ukraine and the population of its separate macro-regions according to the following parameters: specific geopolitical orientations, geopolitical positions (negative, neutral, uncertain, ambivalent, positive), and a nomological network of political consciousness. To build a nomological network, in addition to geopolitical orientations, the attitudes toward Ukrainian democracy and the democracy of developed countries, authoritarian attitudes and attitudes toward civic activity were used (sociological test "Types of Political Culture-II").Conclusions are drawn about the possibilities of creating favorable conditions for cross-border cooperation with the European Union, the need to monitor geopolitical orientations in southeastern Ukraine, as well as its structural equidistance from European Union and Russian Federation. ; У статті здійснена спроба концептуального осмислення феномена геополітичних орієнтацій. Для побудови номологічної мережі, крім геополітичних орієнтацій, використано установки щодо української демократії та демократії розвинених країн, авторитарні установки й установки на громадянську активність (соціологічний тест «Типи політичної культури – II»). Зроблено висновки про можливості побудови сприятливих умов транскордонного співробітництва з Європейським Союзом, необхідність моніторингу геополітичних орієнтацій на південному сході України, а також його структурної рівновіддаленості від Європейського Союзу та Російської Федерації.

The predicted negative trends in Russian demography (falling birth rates, population decline) actualize the need to strengthen measures of family and population policy. Our research purpose is to identify groups of Russian regions with similar characteristics in the family sphere using cluster analysis. The findings should make an important contribution to the field of family policy. We used hierarchical cluster analysis based on the Ward method and the Euclidean distance for segmentation of Russian regions. Clustering is based on four variables, which allowed assessing the family institution in the region. The authors used the data of Federal State Statistics Service from 2010 to 2015. Clustering and profiling of each segment has allowed forming a model of Russian regions depending on the features of the family institution in these regions. The authors revealed four clusters grouping regions with similar problems in the family sphere. This segmentation makes it possible to develop the most relevant family policy measures in each group of regions. Thus, the analysis has shown a high degree of differentiation of the family institution in the regions. This suggests that a unified approach to population problems' solving is far from being effective. To achieve greater results in the implementation of family policy, a differentiated approach is needed. Methods of multidimensional data classification can be successfully applied as a relevant analytical toolkit. Further research could develop the adaptation of multidimensional classification methods to the analysis of the population problems in Russian regions. In the article, we analyze the current version of Government Regulation No. 871 where the principles of health technologies assessment (HTA) and the reimbursement strategies in Russia have been put forward. We conclude that the HTA methodology in Russia is consistent with the multi-criteria decision analysis. Recommendations on the improvement of the assessment methodology in Regulation No. 871 are provided. ; В статье проводится анализ текущей версии Постановления Правительства №871 с точки зрения перспектив совершенствования принципов формирования ограничительных перечней в РФ. Сделано заключение о том, что идеология системы комплексной оценки в России соответствует концепции многокритериального анализа принятия решений (МКА). Авторами даны рекомендации по усовершенствованию шкал Постановления Правительства №871, а также обозначены основные этапы данной работы.
