Executive Council Thirty-Fourth Ordinary Session 7 – 8 February 2019 Addis Ababa, Ethiopia ; As a result of protracted armed conflict, Somalia remains as one of Sub-Saharan Africa's most underdeveloped county. Following the collapse of the central government in 1991, the country has been plagued with violent conflict and insurgency, extreme and widespread poverty, acute food shortage, and political instability, economic underdevelopment, and recurring natural disasters such as droughts and floods. Somalis to date lack: essential healthcare, education, food security, safe drinking water, hygiene and adequate sanitation, and have very limited employment and livelihood opportunities. The Federal Government of Somalia (FGS) and sub national tiers of government have meagre resources to meet the country's pressing needs.

In addition to national and international armies - armed forces of states and alliances, paramilitary armed formations (the so-called paramilitary) play aprominent role in contemporary international and non-international armed conflicts. They are made up of so-called voluntary fighters (patriots, contracts), i.e. mercenaries or "looters" (so-called war dogs) within armed formations that are not officially part of, and most often not under the command, of regular armed forces. As a rule, they are formed, armed, equipped, trained, paid and controlled by certain political centers of power - foreign governments and intelligence, hostile political emigration, political parties, criminal and other extremist (pseudo-patriotic, nationalist and para-religious) organizations (the so-called warlords) for whose account the paramilitary formations occupied part of the territory of the sovereign state in which the armed conflict took place and established power on it. They are often associated with numerous war crimes, terrorist attacks and robberies. Since the terms 'warlords', 'paramilitary', 'mercenaries', and 'war dog' are oftenincorrectly usedin everyday communication of media, public and even scholars, this paper attempts to conceptualize and make a clear distinction between these phenomena. ; Осим националних и међународних војски – оружаних снага држава и савеза држава, у савременим међународним и немеђународним оружаним сукобима све значајнију улогу узимају паравојне оружане формације (тзв. паравојске). Њих чине тзв. добровољни борци (патриоте, уговорци), односно плаћеници или "пљачкаши" (тзв. пси рата) који су део наоружаних формација које званично нису у саставу, а најчешће ни под командом регуларних оружаних снага. Паравојске по правилу формирају, наоружавају, опремају, обучавају, плаћају и контролишу извесни политички центри моћи – иностране владе и обавештајне службе, непријатељска политичка емиграција, политичке партије, криминалне и друге екстремистичке (псеудопатриотске, националистичке и параверске) организације (тзв. господари рата) за чији рачун су паравојне формације и заузеле део територије суверене државе у којој се одвија оружани конфликт и на њој "успоставиле власт". За њих се неретко везују бројни ратни злочини, терористички напади и пљачке. Како се у животу, а неретко и у теорији безбедности не разликују и погрешно употребљавају термини "господари рата", "паравојске", плаћеници и "пси рата", у раду је учињен покушај појмовног одређења и дистанцирања ових појава.

The report describes how rights of Palestinian Jerusalemites have been abrogated cumulatively over the past fifty years: eviction during armed conflict (1948 and 1967 wars); eviction by property expropriation (between 1948 and 1967; after 1967); eviction by administrative and "legal" measures: revocation of residency rights, discrimination in urban planning, and unequal investment in municipal services. Any solution of the Jerusalem question requires restitution for past injustice and damage, along with the protection of the Palestinian people from new and current human rights violations. (DÜI-Hns)

Due to the war in Bosnia and Hercegovina, the study of international migration imposed itself, embracing the study of the migrations of the peoples of the former Yugoslavia and the problems of emigrants from the former easteuropean states. The existing connection between the problem of emigrants and displaced persons human rights, armed conflicts, undevelopment and immigration, are studied within a broader aspect, sufficient for conclusions. The data from various stands point to certain differences among the emigrants from Central Europe, the territory of the former Yugoslavia and Russia. (SOI : PM: S. 73)

Ethnic minorities and minorities-related conflicts have always been one of the most important security issues for international community. The durability of ethnic conflicts in certain regions and the difficulties in thei resolution, have resulted in the outbreak of many armed conflicts, the collapse of multi-ethnic states, the changes of borders and of demographic relations. Despite the increasing number of security challenges and needs, it is still not possible to talk about a certain uniform and universally accepted model of solving the problems among ethnic minorities. It is obvious that in the postcoldwar period this is going to be an increasingly pressing need of international community. The paper deals with most basic security problems which are caused by the unsettled relationships between ethnic minorities and majority; it also covers the policies of their resolution. By analysing the model of resolving ethnic conflicts in South Tyrol, two groups of ethnic conflicts' resolution policies are looked into: the policy of the elimination of differences and the policy of managing differences. Pitanje prava drzava na samoodbranu je jedno od fundamentalnih pitanja medjunarodnog javnog prava. Ovo nacelo koji postoji koliko i samo medjunarodno pravo, formulisano je na univerzalan nacin sredinom proslog vijeka, i postoje mnogi pisani radovi o njegovoj izradi i tumacenju. Pozivanje na samoodbranu kroz cijelu istoriju je koristeno kao opravdanje za zloupotrebu sile od strane drzava van svojih teritorija. ; Question of right of states to self-defense is one of the fundamental questions of public international law. This principle, which exists just as long as public international law does, was formulated in universal manner by the mid 20th century and there are many written works on its formulation and interpretation. Invoking self-defense during the course of history was used as a pretext for the use of force by the states outside of its territories. Right of states to self-defense originates from customary international law. During antic and medieval times, principle of self-defense was linked to the theory of just war which was differently interpreted in different times. In the period between two world wars, still there was no absolute prohibition of the use of force in international relations so the principle of self-defense was linked to the right of self-help through use of different forcible measures: retorsions, reprisals, naval blockade, intervention and demonstration of naval power. Contrary to the period of League of Nations, mechanism of implementation of international law was centralized by the foundation of the United Nations because a single body – Security Council – was entrusted with the authority to determine when the use of force is allowed in international law. Article 51 of the United Nations Charter defines that the states have a right to individual or collective self-defense in case of armed attack on the UN member state. This right is considered legitimate until the Security Council has taken measures necessary to maintain international peace and security.

The deployment of NATO missile defense shield (EuroPRO) elements in Eastern Europe determines explicitly the so-called strong security of Russia and it represents a serious disruptive factor in its relations with the West. In such context, in the last three years the Ukrainian crisis has additionally complicated and actualized security situation because it turned out that, besides internal factors, it is largely influenced by some external factors, as well. In March 2014 Crimea unilaterally separated from Ukraine and it was joined to Russia whereas an armed conflict between central authorities and armed formations of rebellious pro-Russian population started in the parts of Donetsk and Luhansk. Ukraine accused Russia of the annexation of Crimea; their relations were reduced to minimum and in the last three years they have remained such tendency. The change of Crimean status has largely aggravated the relations of Russia with Western countries, which resulted in complex political and security situation in the Black Sea Region, which threatens to disintegrate the whole system of regional stability with potential implications for global security, as well. The deployment of EuroPRO elements in Romania and militarization of the Crimean Peninsula affect to a great extent regional stability of that part of the old continent and they represent one of essential destabilizing factors that is in direct correlation with a high level of entropy of the European political and security system.
