Controllo di qualità nel trattamento del carcinoma della mammella ; Quality assurance in breast cancer treatment
Il carcinoma della mammella è la neoplasia con incidenza più elevata nel sesso femminile. Il Parlamento Europeo ha dichiarato prioritario nella politica sanitaria degli Stati membri la lotta al carcinoma della mammella ed aveva invitato tutti gli Stati membri a organizzare entro il 2016 una rete di "Breast Units", ovvero centri di senologia che devono attenersi ad un programma codificato di controllo di qualità, cioè rispondere a una serie di indicatori conformi alle Linee Guida Europee. Scopo del progetto di ricerca è stato valutare gli outcomes degli indicatori definiti mandatori dalle linee guida europee presso la Breast Unit del Policlinico di Sant'Orsola di Bologna diretto dal Prof. Taffurelli negli anni 2014/2016. Delle pazienti sono state anche valutati aspetti estetici e funzionali ed il follow-up ad oggi. Avere strumenti ed indicatori validati, riproducibili e misurabili consente, in centri certificati e dedicati alla patologia mammaria di migliorarsi qualora tali obiettivi non fossero raggiunti, garantendo i più elevati standard di cura alle pazienti affette da patologia mammaria. ; Breast cancer is the cancer with the highest incidence in females. The European Parliament has indicated breast cancer a priority in the health policy of European member States and invited them to organize a network of "Breast Units". It had to be effective from 2016. Breast units have to follow a codified program of quality control, responding to a set of indicators that comply with the European Guidelines. The aim of the research project was to evaluate the outcomes of the indicators defined "mandatory" by the EUSOMA at the Breast Unit of Policlinico di Sant' Orsola in Bologna directed by Prof. Taffurelli in the years 2014/2016. Also patient's aesthetic results, functional aspects and follow-up were analyzed. Having validated, reproducible and measurable tools and indicators allows, in breast centers, to improve if these objectives are not achieved, guaranteeing the highest standards of care for patients suffering from breast pathology

The quality of the library school education in European universities ; La qualità della formazione universitaria delle scuole di biblioteconomia in Europa
The Bologna Process, the reform process of the universities after the Bologna Declaration, currently represents both a great opportunity and a challenge for librarianship schools in Europe. It is an opportunity for governments to stimulate and support the internationalization and necessary change of higher education institutions: all European nations have renewed legislation for a reform of the universities in the direction of a common architecture of courses and a better transparency of the teaching offer. It is a challenge, as it is difficult to achieve true cooperation in Europe for the overall improvement of university education. The main goal is that of allowing each student to move freely from one university to another, and be able to compete after graduation in the European labour market for obtaining a workplace. It is the first time that internationalization and quality assurance are considered together in Europe. In the Bologna Process, which has been guided by politicians up to now, the professional sectors must now become active. They are in fact responsible for constructing the so called zones of mutual trust, areas in which mutual trust is based on agreements and concrete results is created (declarations of goodwill are not sufficient). Some sectors, as for example that of engineers, have already formed agreements and projects for the internationalization of the quality assurance processes. The article analyzes the problems to be faced when constructing a quality assurance process that is both national and international, centred on the specificity of Library Schools in Europe. The question for which an answer must be found is: how can the Bologna Process improve the quality of education for information professionals in Europe? The paper focuses on the results of a survey carried out by the IFLA Education and training section in 2004. This survey describes how at the moment quality is evaluated in Library Schools in Europe. Studio progettuale per l' implementazione di un sistema di gestione integrata in una cooperativa di trasformazione delle nocciole ; Study for the implementation of an integrated management system in a cooperative society of hazelnut trasformation
Dottorato di ricerca in Meccanica agraria ; L'obiettivo dello studio è la verifica di una prima fase di integrazione e miglioramento dei processi di una cooperativa di trasformazione di prodotti agroalimentari, nell'ottica della qualità, della sicurezza igienica e della rintracciabilità interna dei prodotti stessi. La particolare struttura societaria, da una parte società di servizi per un insieme di produttori primari agricoli dall'altra organizzazione impostata su obiettivi mutualistici, rendono interessante lo sviluppo e l'implementazione di sistemi di gestione standardizzati, quali i modelli ISO (International Organization for Standardization). Tali sistemi si propongono come schemi di lavoro per il raggiungimento e mantenimento della conformità ai requisiti cogenti e come meccanismi di integrazione delle attività e di miglioramento continuativo nel tempo. Ci si inserisce in un settore con un grande fermento normativo, comunitario ed internazionale, per il controllo dei processi che dovrebbero portare ad un miglioramento continuo del requisito generale di sicurezza alimentare, in una filiera produttiva primaria per l'uomo, composta (prescindendo dal canale della distribuzione) dai due settori produttivi dell'agricoltura e dell'industria alimentare. L'organizzazione oggetto dello studio è stata la "Cooperativa Produttori di Nocciole dei Colli Cimini e Sabatini", una giovane società cooperativa con sede a Capranica (VT), fondata nel dicembre 2005, molto rappresentativa della realtà imprenditoriale agroalimentare della Tuscia viterbese L'obiettivo dello studio è stata la progettazione di un Sistema di Gestione Integrata per la Qualità, secondo il modello ISO 9001:2000 ("Sistemi di Gestione per la Qualità - Requisiti"), per l'Autocontrollo Igienico, secondo la metodologia HACCP, in conformità con le indicazioni riportate nella UNI 10854:1999 ("Azienda agroalimentare - Linee guida per la progettazione e realizzazione di un sistema di autocontrollo basato sul metodo HACCP") e per la Rintracciabilità Aziendale dei prodotti, secondo la UNI 11020:2002 ("Sistema di rintracciabilità nelle aziende agroalimentare - Principi e requisiti per l'attuazione"). Si è sviluppato uno schema integrato, che soddisfi i requisiti di cui sopra: la Qualità è concepita come "driver" del Sistema, con una sua Politica al miglioramento, contenente gli elementi degli altri due sistemi (Autocontrollo Igienico e Rintracciabilità). All'interno del Sistema sviluppato si sono realizzati processi per l'ottemperamento dei requisiti cogenti in materia di sicurezza alimentare, in particolare del Regolamento (CE) N. 178/2002 e del Regolamento CE n. 852/2004 (parte del cosiddetto Pacchetto Igiene). Con tali normative da una parte si obbligano le organizzazioni del settore agroalimentare a realizzare appositi sistemi per la rintracciabilità dei prodotti e dei materiali e dall'altra si estende l'Autocontrollo Igienico, realizzato mediante metodologia HACCP, alla produzione primaria. Obiettivo della nuova politica comunitaria in materia di sicurezza alimentare è, infatti, proprio la responsabilizzazione di tutti i nodi dell'intera filiera agroalimentare come presupposto di sicurezza dell'alimento al consumatore finale. Tra gli elementi caratteristici del Sistema di Gestione Integrata sviluppato ci sono: l'identificazione del Socio come cliente stesso dei servizi erogati dalla Cooperativa; una pianificazione del sistema di rintracciabilità delle nocciole lavorate e delle confezioni utilizzate; un piano di gestione delle emergenze di sicurezza alimentare. Per la gestione della rintracciabilità si è reso necessario uno studio tecnico-economico per opportune modifiche alle infrastrutture, con particolare riferimento ai magazzini di stoccaggio iniziale. Il Sistema di Gestione Integrata sviluppato è stato realizzato nell'ottica di: una futura eventuale integrazione al suo interno del nuovo modello gestionale certificabile ISO 22000, relativo alla sicurezza alimentare; una estensione del controllo diretto sulla produzione primaria dei Soci fornitori, in modo da fornirgli un valido e coordinato supporto per l'adempimento degli ultimi requisiti cogenti in materia di sicurezza alimentare. ; The aim of the following study is the preliminary check for the improvement of management processes and their integration in a food transformation and selling cooperative society, in order to ensure quality, hygienic safety and traceability of products. The particular company structure, which pursues a cooperation working model providing, meanwhile, services to crop producers, makes interesting the development and implementation of standardized management systems, e.g ISO models (International Organization for Standardization). These systems provide the necessary mechanisms to ensure the compliance with law requirements and the integration of activities and regulations for a continual process improvement. This study represents an important experience in a sector subject to a continuous regulation change in the European Community and the international environment which is aimed at controlling processes that should continuously improve the general requirements for food safety in primary economic sectors such as crop and food production, apart from distribution. The company studied in the work is "Cooperativa Produttori di Nocciole dei Colli Cimini e Sabatini", that is a young cooperative society in Capranica (Viterbo), instituted in December 2005; it is a very representative example of the crop and food industry in Tuscia region. The aim of the study has been the design of an Integrated Management System for: quality assurance, according to ISO 9001:2000 (Quality Management System - Requirements); HACCP Plan, according to UNI 10854:1999 ("Crop and food production company - Guidelines to realize a HACCP Plan"); traceability assurance of products, according to UNI 11020:2002 ("Traceability Management System in Crop and food production companies - Principles and requirements for building"). It has been designed an integrated management scheme that satisfies the aforementioned requirements: the Quality is conceived as the driver of the System accounting for its improvement Policy and containing the elements of the two other systems (HACCP and traceability assurance of products). Within the designed System, several processes have been realized to obtain the compliance with the law in force for food safety, with particular attention to the Regulation (ECC) N. 178/2002 and Regulation (ECC) N n. 852/2004. According to these laws, the crop and food companies are forced to realize special systems for the traceability assurance of products and materials and the crop companies are forced to implement the HACCP methodology in the crop production. In fact, the aim of the new European Community policy for the food safety is to make responsible all nodes in the crop and food production process as a starting point for ensuring a safe food to end-consumers. Among the distinctive elements of the designed Integrated Management System there are the identification of the Partners as customers themselves of the Company, the introduction in the company of a planning management for the traceability assurance of produced hazelnut and used packaging and of a planning management for food safety emergencies. For the management of the traceability, a technical and economic study has been required to identify the necessary changes in infrastructures, with particular attention to input storerooms. The designed Integrated Management System has been realized considering the possible future integration of the new management model ISO 22000, related to food safety, inside it and the possible extension of the direct control to crop producing Partners. In this way the Company may provide Partners also with a good and coordinated support for compliance with recent laws in force regarding to safety in crop and food production.

La giustificazione trans-religiosa dell'ethos. Sapere della giustizia e politiche dello spirito ; On Trans-religious justification of the ethos
In this essay the author maintains that the brelationship with the ideality of being is characterised by the well- promising convergence of truth's revelation with justice's assurance. The being's truth is attested by the stability of good. Being is being comme il faut, as it must be in order to be good, as it must be in order to be fine. From this point of view, post-modern conscience is criticised. The author argues that modern conscience is something different both from the figures of illuministic subjectivity, and from the figures moulded by historical conscience: it is not diachronic in relationship with the projectual, constructive, emancipatory orientation of freedom, but it is not synchronic either, as on the contrary structuralism (functionalism, constructivism, contractualism) wrongly maintain because of its need of coherence. We could define it chronic: linked to symbolic values of temporal flood and distrustful of any stability of being in its different ties (as truth and as justice). Distrustful, because it has separated being from its connections. In this way the contemporary drift of European secularisation has generated a new figure: that of an agnosticism interested in religion and uninterested in faith. The author gives an accurate analysis of this type of agnosticism by treating it as a figure of post-modern secularity.

Le misure di sicurezza adottate a tutela dei lavoratori e della popolazione residente nel corso della bonifica del Sito di Interesse Nazionale di Bagnoli
Łe Superfund site "Naples Bagnoli Coroglio", identified through the Law 388/2000(financiallawof2001), islocated in the western part of the city of Naples. It has been initially designed through M.D. 31/8/2001 (subsequently modified by the M.D. 08/08/2014). Łe site shows a total area of about 250 hectares and diRerent industrial facilities, including the Eternit asbestos cement production plants. Łe article contains a historical ex- cursus of both administrative and op- erational iter, in the framework of the main remediation activities carried out in the Eternit area of the Superfund. In particular, the characterization and the history of the site have been reported, with reference to the areas, the changes of companies and the subsequent activi- ties of site assessment and remediation. Specifically, the remediation has been carried out through separate and successive steps, as follows: 1) Evaluation of the structures and the subsoil through various analysis and cores; 2) Removal of above-ground facilities (building and industrial buildings), sewage networks and sub-services; 3) Reclamation of some areas contami- nated by Asbestos Containing Waste (ACW) and processing waste; 4) Remediation of the remaining lots of contaminated land. Łe present work focuses on the reme- diation techniques used and the preven- tion/safety measures envisaged for both workers and environment. Łe National Institute for Assurance against Accidents at Work (INAIL) was involved especially in the last remediation phase. INAIL issued three technical-scien- tific reports with the aim of improving the safety aspects related to workers and environment. In fact, the Institute plays an important consulting role on behalf of all the public administrations - among which, relating to Bagnoli Superfund, the Extraordinary Commissioner of Government, Environmental Minister and Local Authorities. It also takes part in technical meetings, carrying out on- site surveys and drawing up appropriate reference documents at national scale.

Criteria, Indicators e Benchmarking for the Quality and Evaluation Impact of the ICT in the Higher Education System ; Criteri, Indicatori e Benchmarking per la Qualità e la Valutazione dell'Impatto delle ICT nel Sistema dell'Istruzione Superiore
The aim of this paper is to describe how the absence of interpretative frameworks of quality assessment in terms of the adoption of ICT in the context of teaching-learning university is pretty serious. The use of technology is transforming the nature of teaching and learning as well as the organization and management of teaching, though, in terms of evidence, it must also clearly determine its effectiveness. The literature points out that, beyond the systemic international comparative surveys, are still absent appropriate models of Quality Assurance (QA) to assess the extent of these changes and the existing ones appear poorly aligned with institutional strategies related to quality policies University. In order to overcome this limitation is necessary to develop criteria, indicators and benchmarking will be able to reflect this reality, even considering the fact that there is a diversity in institutions in the adoption of ICT both domestically and internationally that feeds or less a different digital divide even within those institutions that have adopted innovative ICT. ; L'obiettivo del presente contributo è quello di descrivere come l'assenza di quadri interpretativi della valutazione della qualità sul piano dell'adozione delle ICT nei contesti di insegnamento-apprendimento universitario sia piuttosto grave, poiché l'impiego delle tecnologie sta trasformando la natura dell'insegnamento e dell'apprendimento oltre che l'organizzazione e la gestione didattica, anche se, sul piano delle evidenze, occorre ancora con chiarezza determinarne l'efficacia. La letteratura rileva come, al di là delle ricognizioni sistemiche internazionali di tipo comparativo, siano ancora assenti modelli adeguati di Assicurazione della qualità (AQ) atti a valutare la portata di tali cambiamenti e quelli esistenti appaiano scarsamente allineati alle strategie istituzionali legate alle politiche di qualità delle Università. I limiti alla tutela del "Made in" fra integrazione europea e ordinamenti nazionali
La monografia affronta il tema dei limiti alla tutela del c.d. "Made in" fra integrazione europea ed ordinamenti giuridici nazionali. Dopo una ampia premessa introduttiva, volta ad inqadrare l'argomento nel contesto evolutivo dell'integrazione europea e i suoi recenti sviluppi in chiave "personalista", i due capitoli centrali affrontano il tema definendo il concetto giuridico di "origine" ai fini della c.d. "comunicazione commerciale", gli obblighi europei e nazionali in materia di etichettatura, presentazione e pubblicità dei prodotti con riferimento alla specifica questione trattata, la politica UE di valorizzazione della qualità e le sue ricadute applicative nonché i residui spazi per la regolamentazione naizonale di marchi certificativi di origine, denominazioni geografiche ed attestazioni di tipicità. Il volume si conclude con una rilettura critica della giurisprudenza consolidata della Corte di giustizia UE alla luce della possibile natura di "diritto culturale" della dichiarazione di origine delle merci e del nuovo approccio dell'Unione europea ai temi della tutela del consumatore e dei suoi diritti fondamentali, fra i quali la trasparenza e l'informazione.
Annullamento dell'aggiudicazione e inefficacia del contratto ; Annulment of award of contract and inefficacy of contract
Lo studio si occupa del tema della nullità dell'atto amministrativo nell'ambito della attività negoziale della p.a. L'obiettivo è quello di analizzare gli effetti sul contratto di appalto, a seguito dell'annullamento degli atti di gara, alla luce dei recenti interventi legislativi e giurisprudenziali. L'indagine investe anche questioni di giurisdizione e di legittimazione ad agire La tesi è articolata in tre capitoli. Nel primo capitolo "Annullamento della aggiudicazione e sorte del contratto nell'iter ricostruttivo dell'istituto si analizzano le conseguenze dell'annullamento degli atti di gara sul contratto e si riflette sui profili del riparto di giurisdizione tra GA e GO e della qualificazione dei vizi. Si analizza, inoltre, il rapporto tra autotutela, legittimo affidamento e responsabilità della p.a., alla luce della funzione dei principi generali dell'ordinamento, costituendo, questi, sia limite, sia contenuto della funzione amministrativa espressa come potere di autotutela e delineando essi lo spazio entro cui il giudice deve agire. Il secondo capitolo analizza le "Prospettive di sviluppo recenti ed interventi chiarificatori", alla luce del recente decreto legislativo n. 53/2010, della cd. Direttiva ricorsi (n. 2007/66/CE) e delle norme relative al nuovo processo amministrativo, recentemente introdotte, (artt. da 122 a 125 del d. lgs. n. 104/2010) concentra l'attenzione sul profilo della individuazione dei parametri che il giudice può utilizzare per statuire della sorte del contratto. Nel terzo capitolo "Diritto pubblico e Diritto privato nei contratti della Pubblica Amministrazione". si focalizza l'attenzione sul rapporto tra istituti del diritto amministrativo istituti del diritto privato: quanto più l'attività negoziale risulta attratta nella sfera del potere pubblicistico, tanto più il contratto non godrà di autonomia rispetto al provvedimento. La reciproca dipendenza implica che la sorte dell'atto incida irrimediabilmente anche sul contratto. Nell'ultimo paragrafo dell'ultimo capitolo si propongono alcune conclusioni. ; The study deals with the nullity of the administrative measure concerning the contracts of public administration. The aim is verifying the effects on the contract produced by nullity of contract public procedures. The work concerns also with legislation and jurisdiction. The frame is articulated into three parts. In the first part, the A. analyses the contributions of previous studies about the problems of public contracts, in particular giving importance to administrative or common jurisdiction. In this part of the work, the A. underlines the importance of general principles of legal system (self protection measures of public administration, responsibility of the administration, legal assurance) as a link for the judge and as a specific content of public power. In the second part of the work, you can find the analysis of current legislation, concerning the aim. In the third part, the A. focuses the attention on the connection between public administration powers and common law, showing that more the contract is regulated by public rules, more the effect of nullity of public procedures will reflect on contract.

Nuovi orizzonti del Sistema dei Controlli Interni: Continuous Auditing/Continuous Monitoring
La domanda può, a prima vista, suonare un po' accademica: si può misurare il valore di un sistema di controllo? La questione è, in realtà, molto concreta. In una fase, come quella che molte imprese stanno vivendo, di ripensamento dei modelli organizzativi e di business, rispondere è d'importanza cruciale per il management. Le imprese, in generale, hanno investito molto per rendere efficaci i controlli interni: più addetti, nuovi sistemi informativi, maggiore lavoro per tutta l'organizzazione. L'investimento è stato spesso dettato da recenti obblighi normativi e dalle sollecitazioni di regolatori e autorità di vigilanza. Altre volte si è trattato di una scelta determinata dall'operare in contesti di mercato impegnativi, per esempio quelli internazionali, che implicano l'adozione di standard adeguati. La voce controlli ha, in ogni caso, acquisito un peso crescente nel conto economico diventando, inevitabilmente, un possibile target quando, pressate dalla bassa congiuntura, molte imprese si sono trovate a dover stringere la cinghia. E allora anche per gli Internal Auditor è diventato importante dare una misura del proprio contributo al risultato. È in quest'ottica che l'Internal Audit costituisce un supporto per la corporate governance, offrendo un prezioso contributo alla valutazione del sistema di governo strategico e operativo dell'impresa e assumendo un atteggiamento proattivo per il suo miglioramento continuo. Tutto ciò determina lo sviluppo di una cultura del controllo interno, inteso non come un mero proliferare di controllori rispetto agli esecutori, ma come un sistema integrato d'azienda ove le attività di controllo si coniugano con quelle di gestione del business. La professione dell'Internal Auditor è stata caratterizzata, nel corso degli anni, da un'importante evoluzione storica, che ha determinato lo spostamento del suo raggio d'azione da verifiche limitate principalmente ad aspetti di conformità normativa e procedurale ad attività di maggiore ampiezza nell'ambito del controllo sistemico, della consulenza organizzativa e della governance aziendale. Questo processo evolutivo ha richiesto un incremento degli skill per lo svolgimento della professione e ha determinato una maggiore visibilità e credibilità della stessa Funzione aziendale. A tal fine l'Associazione Italiana Internal Auditor ha fornito un notevole contributo poiché, oltre a promuovere lo sviluppo delle tematiche di controllo interno e di gestione dei rischi verso tutti gli stakeholder interessati alla corporate governance, garantisce la diffusione degli Standard Internazionali per la Pratica Professionale dell'internal auditing (IPPF), sostiene la formazione continua per la professione e il conseguimento di certificazioni specifiche riconosciute a livello internazionale e contribuisce alla realizzazione di programmi di quality assurance. Le organizzazioni hanno la necessità di considerare nuovi approcci alternativi alle tradizionali attività di Internal Audit, spinti da business in continua trasformazione e dall'evoluzione del panorama normativo e regolatorio che esercitano pressioni sui costi, sulle persone e sui processi. Il Continuous Auditing e il Continuous Monitoring, che si configurano quali nuove opportunità da affiancare all'attività di Internal Audit, utilizzati in modo adeguato, possono aiutare le organizzazioni a gestire in modo efficace le esposizioni ai principali rischi, in quanto consentono di rilevare, monitorare e prevenire anomalie in modo più facile, completo e tempestivo rispetto agli approcci tradizionali. Il processo di Continuous Auditing contribuisce a garantire la conformità alle politiche e procedure aziendali. In molti casi, questo sistema può operare come strumento di «allarme» per individuare preventivamente aspetti critici del Sistema di Controllo Interno. Significa quindi, eseguire verifiche ad elevata frequenza (fino, addirittura, nel continuo) su base dati integrali (senza dover campionare) e in automatico (utilizzando i CAAT). L'uso implicito di strumenti automatizzati permette anche l'applicazione di nuove tecniche di analisi euristica in grado di evidenziare l'esistenza di problemi nascosti o non anticipati. Il processo di Continuous Monitoring permette, invece, di avere una visibilità realtime del corretto funzionamento e dei problemi dei processi operativi o di business dal punto di vista del manager. Il collegamento e l'osmosi di approcci tra i due processi arriva in profondità, a tal punto che in determinati casi gli strumenti automatizzati possono essere i medesimi, impiegati con ottiche e scopi diversi, ma sempre con l'obiettivo di minimizzare i tempi di intervento e le conseguenze di errori, di non conformità e di potenziali frodi. Appare evidente il vantaggio che le organizzazioni possono trarre dall'introduzione di approcci di questo tipo, in termini di risparmi diretti e di minori problemi dei sistemi operativi e di quelli di controllo. Non si tratta di abbandonare gli audit tradizionali, si tratta di introdurre nuove tecniche che consentano di aumentare la copertura della funzione e di focalizzare meglio la pianificazione degli audit tradizionali che per loro natura sono molto affidabili ma anche particolarmente dispendiosi in termini di tempo e costi. In quest'ottica, l'ottimizzazione della qualità dei controlli si lega alla capacità di prevedere i comportamenti a maggior rischio nei vari cicli aziendali che possono impattare sul business e quindi sul conto economico. La capacità di identificare ex ante un insieme di comportamenti anomali (dall'inosservanza delle procedure interne fino alla frode), costituisce la nuova sfida cui sono chiamate a rispondere le funzioni di controllo, congiuntamente alle funzioni di business. L'introduzione di strumenti di Continuous Monitoring o Continuous Auditing nelle organizzazioni consente la realizzazione di questi obiettivi. In una survey pubblicata cinque anni fa si prevedeva che " nei prossimi cinque anni gli internal auditor si focalizzeranno sempre più sui temi del continuous auditing and assessment, nel tentativo di ottimizzare e migliorare i processi di audit. Gli audit diventeranno più dinamici e saranno effettuati secondo necessità dettate più dai cambiamenti dei profili di rischio di volta identificati che da calendari di audit prestabiliti secondo le logiche tradizionali. In questa ricerca di maggiore efficacia ed efficienza gli auditor faranno leva sulla tecnologia combinata con la loro innata capacità analitica di identificare key risk indicators che possono monitorare al meglio le condizioni di rischio". Quella che cinque anni fa sembrava solo una possibile evoluzione, ottimisticamente azzardata, delle funzioni di controllo, in questi ultimi anni è diventata realtà: in tutto il mondo le organizzazioni più avanzate hanno compiuto questo fondamentale passo avanti nel percorso evolutivo della funzione di Internal Audit, e sono sempre più aziende che stanno seguendo l'esempio dei leader, affacciandosi con interesse a questa soluzione. La maturità raggiunta dalle funzioni di controllo e dai suoi protagonisti, unita a una tecnologia finalmente in grado di analizzare e rendere disponibili i risultati in real time, ci consente di vedere con chiarezza le future evoluzioni. Ecco che le imprese sono sempre più alla ricerca di tecnologie specifiche che garantiscano gli imprescindibili requisiti di trasparenza, sicurezza e disponibilità dei dati, nonché l'integrità di ogni singola transazione. Il software di data mining maggiormente adottato in relazione al rispettivo fabbisogno, è Audit Command Language (ACL), con la finalità di rielaborare le informazioni secondo alcuni algoritmi associati agli indicatori di rischio, i quali a loro volta hanno il compito di attivare dei segnali di "alert" in caso di superamento dei livelli di soglia predeterminati. Specificamente concepite per le attività di controllo e gestione dei rischi, le soluzioni ACL di Audit Management si rivelano essere le migliori attualmente sul mercato e sono riconosciute come leader nel campo della Data Analysis. Per questo oltre 14.500 aziende in tutto il mondo, di cui più di 100 tra le maggiori imprese italiane di tutti i settori, hanno già adottato ACL.

Progetti contemporanei nei paesaggi consolidati del Mediterraneo. La modulazione della luce come strumento di analisi compositiva
The research opens a new chapter about the studies conducted until now on the traditional architecture of the smaller towns in Sardinia, which I have been part from 2007 to 2010 and has been completed with the editing of Manuals Retrieval of the historical centers of Sardinia. The research started from a socio-anthropological knowledge of the characters, urban and technological centers and from the study of the traditional Sardinian architecture. Furthermore, having the opportunity to meet the Mediterranean architecture on the same viewpoints, the research investigates the archetypal elements of traditional architecture under the aspect of composition. It looks at the ways in which the contemporary design strategies, released by ideological references, take them over elaborating them, comparing with the memory of places, beyond of every stylistic affiliation. Belonging to minimalist positions, regionalist or post-modern resuming solutions, contextualizing and reinterpreting them in a practical and empirical way, even trying to see which characters and modes could be identified as typical and recurrent. This kind of research, which specifically aims to verify the composition and some elements of the experience of this project, needs to be based on the knowledge of the culture and the debate which marked the activity of designers in the near past, from the first modernity trying to recognize which characters were conditioners, which continue to influence the present and which are typical and original in the actuality. For this reason, the research has an introductory part which incorporates some emblematic moments of the debate on the architecture of the twentieth century, referring to reality and figures of the Mediterranean. One is the myth of modernity celebrated from the first rationalism, especially in Italy and Spain, the other one is the debate about the historical centers of the late twentieth century, still typical of our country: in the first season the traditional Mediterranean architecture is transformed into a progressive ideal used to specify shapes and intentions of the new architecture, especially in its character of anonymity and puristic reduction. The first part of the research, introduces the relationship between modern architecture and Mediterranean inspiration and deepens in a critical manner, the weakness of the concept of Mediterranean, founded on one hand in a sham and on the other on how rationalism looks at the historical landscape searching for a radical overhaul of the style of architecture. The Mediterranean myth in the Italian architecture is mainly influenced by the idea of the correspondence of the formal themes of modernity and is used for political reasons in order to find a place of modern Italian positions within the regime. The Mediterranean architecture is not, therefore, re-interpreted conservatively, but revised into a new paradigm, a new way of imagining the architecture. In the second part, by the pre-war myth, still literary and idealized, we move to a more critical and accurate knowledge to the empirical verification and philological sort order, losing the progressive tension of the first season and building a system of strict preservation rules, revealed, too deterministic and inhibitory. The weakness of the rationalist positions, reveals the architecture of the Second World War, who looked to the Mediterranean, devoid by now, of the ideal tension during the rationalism: it is less parallelism between cutting-edge research and charm of the Mediterranean landscape and the question begins to focus more on the relationship with the towns, with the existing environment, and for a certain range of the debate, with the preservation of historic centers, up to produce more and become part of the theories of critical regionalism, political manifesto, as Frampton says, of resistance towards globalization. The enhancement of local realities is no longer specific to the Mediterranean, but is extended: it is as if the great architecture of Mediterranean figures lost part of the universal value, which instead is recognized during rationalism. In the present, after the crisis of the great paradigms interpretive, the debate about relationship between new and old loses strength and becomes eccentric compared to issues considered preeminent. Some great works receive media attention representing particular methodologies, these are exceptional circumstances, related to charismatic personalities who avoid to define a strong theory. This research select a field of attentive investigation to the works of medium size on which you can recognize an empirical approach (not programmatic), which could be recognized as typical of this period. An approach that addresses issues that in the past were strongly ideological - the relation between modernity and tradition and continuity and rupture with the figures of history - out of those programmatic intentions and norms: in this way many architects of the younger generation, active in the Mediterranean territories, they built a sensitive and imaginative dialogue between the elements inherited from the context and strategies - even radical - of contemporary design, defining a fertile scene and interesting to build new methodologies and practices of intervention. Currently there is no attention to the great paradigm, but an open and practical approach. I will approach the scope of this study as part of the Mediterranean, in order to understand the outcome of discussions which are the current approaches and isolating a specific subject of the tradition, one of the most characteristic, trying to figure out how the projects chosen take up and rework the issue. The modulation of the light, treated according to the manner in which you relate to some elements of tradition: the dematerialization of the building mass, the dimming systems, gaps in the patio and courtyard and places of shade. Each of the examples treated, shows that there is a traditional way to control the light that has characterized the Mediterranean architecture of the past and that has been expressed by the categories identified. I prove that there are contemporary projects which reflect those solutions contextualizing and reinterpreting them in an empirical and practical way: this is very interesting because it demonstrates the vitality of the relationship between contemporary architecture and history and how certain paradigms of the Mediterranean tradition have survived as a cultural and architectural legacy, in the attempt to offer a possible answer to the complexity of the problems posed by the existing historic and how have been reinterpreted. Beyond each "nuovismo", as well as the obsession of memory, which often gave rise to an analytical mummification that carries with it the nostalgic for the unachievable quality of the ancient city and the assurance of the absence of quality of the city modern-contemporary, can be an alternative based on the careful study of places to go back to the essential qualities that the architectures are realized in it.
