Svrha - Klimatske promjene i druga ekološka pitanja zahtijevaju odgovarajuća rješenja svih aktera uključujući i potrošače. Svrha rada jest istražiti odrednice spremnosti potrošača u borbi s klimatskim promjenama kao i vjerojatnost kupovine električnih automobila kao jedne od aktivnosti koja potencijalno može pomoći u borbi s klimatskim promjenama. Metodološki pristup - Analiza se temelji na odgovorima iz anketnoga istraživanja Eurobarometra na uzorku od 25 009 ispitanika iz 28 europskih zemalja. Odrednice vjerojatnosti poduzimanja akcija u borbi protiv klimatskih promjena, kao i kupovine električnoga automobila, identificirane su pomoću Heckmanova modela odabira. Rezultati i implikacije - Rezultati pokazuju da pojedinci koji su svjesni ozbiljnosti klimatskih promjena i koji smatraju da su prijeko potrebne aktivnosti na svim razinama vlade, poslovnoga sektora i građana, skloniji su i sami uključiti se u aktivnosti usmjerene zaštiti okoliša. Što se tiče kupovine električnoga automobila, potrošači koji pripadaju srednjoj i višoj klasi kao i oni zadovoljni svojim životima vjerojatnije će kupiti električne automobile. Ipak, njihovi stavovi o klimatskim promjenama i odgovornim akterima nemaju utjecaja na stvarnu kupovinu. Ograničenja - Glavno ograničenje istraživanja povezano je s izborom varijabli koji je bio ograničen na one dostupne u istraživanju Eurobarometra. Doprinos - Rad doprinosi razumijevanju čimbenika koji određuju ekološki prihvatljivo ponašanje i kupovinu električnih automobila na velikom uzorku europskih potrošača. Za razliku od većine istraživanja u ovom području, analiza se temelji na podacima o stvarnoj kupovini, a ne na namjeri kupovine. ; Purpose – Climate change and other environmental issues require adequate solutions by all actors, including consumers. The purpose of this paper is to explore the determinants of consumers' willingness to fight climate change and the probability of their purchase of an electric car, as an action that potentially helps mitigate climate change. Design/Methodology/Approach – The analysis relies on Eurobarometer survey responses of 25,009 individuals from 28 European countries. The determinants of probability of taking action to fight climate change and the determinants of probability of buying an electric car are identified using the Heckman selection model. Findings and implications – The results show that people who are aware of the gravity of climate change and believe that it requires action at all levels of government, business sectors and citizens are more likely to engage in pro-environmental actions. As for electric car purchase, consumers belonging to the middle class and higher classes as well as consumers satisfied with their lives are more likely to buy electric cars than others. However, their attitudes to climate change and actors responsible for it have no impact on their actual purchase. Limitations – The main limitation of this research study is associated with the choice of variables, which was limited to those available in the Eurobarometer survey. Originality – This paper contributes to a better understanding of factors behind environmentally friendly behavior and purchase of electric cars on a large sample of European consumers. Unlike most of the research in this field, the analysis is based on actual purchase data instead of purchase intention.
RIJEČ UREDNIŠTVAViše puta pisali smo o tome kako smo očekivali da će ova Vlada ponajprije vratiti šumarstvo u naziv resornog ministarstva, a potom i promijeniti odnos prema šumi i šumarskoj struci. To se na žalost nije dogodilo, tako da je šumarski resor u Ministarstvu na razini dijelova poljoprivrede, primjerice povrtlarstva, iako se radi o resursu koji pokriva gotovo polovicu kopnene površine Republike Hrvatske. O tome da je šuma najsloženiji ekosustav na svijetu, koji samim time zahtijeva visoku stručnost gospodarenja njime pa je i u Ustavu naznačeno da je šuma uz tlo i vode resurs od posebnog interesa za Republiku Hrvatsku, u uređenom gospodarstvu ne bi trebalo to opetovano govoriti. Ne inzistiramo na tome da resorni ministar mora biti istaknuti šumarski stručnjak, ali to onda mora biti državni tajnik ili pomoćnik ministra zadužen za šumarstvo. Ministar pak treba koristiti svaku priliku da se informira o struci, sastavnici njegovog resora, a najlakše će to učiniti nazočnošću barem na nekoliko stručnih skupova na kojima se znanstveno-stručno raspravlja o stanju i problemima u struci – njegovom resoru. Nažalost, smijenjeni resorni ministar nije nazočio niti jednom takvom skupu, pa niti onome u organizaciji Hrvatske akademije znanosti i umjetnosti, što ocjenjujemo i podcjenjivanjem struke, ali i ove znanstvene institucije. Vidljivi trag u šumarstvu ostavio je jedino osnivanjem "svoje" Uprave šuma, smanjujući površine susjednih Uprava. Trenutno naš resor vodi drvni tehnolog, što je nelogično, a s čime se očito šumarska struka prešutno slaže, što je pak sramotno. Tko nam uopće vodi i kakvu šumarsku politiku i imamo li dobru strategiju da je provodimo? Kome je zapravo podređena šumarska politika? Opći je dojam da je vode drvoprerađivači i to nažalost oni primarne prerade drva, naravno po netržišnim uvjetima i zanemarujući načela potrajnog gospodarenja. U svome obraćanju nazočnima na znanstveno-stručnom skupu održanom u povodu Dana hrvatskoga šumarstva, predsjednik Hrvatskoga šumarskog društva Oliver Vlainić, naznačio je sadašnje probleme šumarstva i stavove struke. Nemamo ništa tome za dodati, nego upućujemo čitatelje da u prošlom dvobroju časopisa pročitaju prikaz sa spomenutoga skupa. Dakle, struka opominje i ukazuje na alarmantno stanje u šumarstvu, kojega resorno ministarstvo očito ne prepoznaje.Za saniranje stanja nakon ledoloma i vjetroloma u Gorskom kotaru i situacije s katastrofalnim sušenjem jasena te nadolazećega problema s hrastom, našom najvrjednijom vrstom drveća, bit će potrebna znatna financijska sredstva. Gdje ih pronaći ako smo novim Zakonom o šumama znatno smanjili priliv financijskih sredstava od naknade za općekorisne funkcije šuma (OKFŠ), a drvne sortimente prodajemo i dalje po netržišnim uvjetima? Nismo trebali dugo čekati da nova ministrica Odlukom o smanjenju naknada za šume i šumska zemljišta, pokaže kako će se odnositi prema šumi i šumarstvu. Vrijednost bodova je smanjena za 30 do 90 %, ovisno o uzgojnom obliku šume. To će, kaže ona, ubrzati investicijske projekte, jer su navodno mnoge investicije u kojima je bilo potrebno izdvojiti šumu ili šumsko zemljište iz šumsko-gospodarskih planova, bile dovedene u pitanje zbog previsoke naknade za lokalnu i regionalnu samoupravu. Naravno, "nisu ludi" platiti privatnicima, koji imaju na stotine tisuća hektara zapuštenog i zaraslog zemljišta, kada je državno (čitaj općenarodno) gotovo besplatno. Uostalom, za njih primjerice: šikara, šibljak, makija, garig i nije "neka šuma". A najnovije je najava novoga smanjenja naknade za općekorisne funkcije šuma "povećanjem granice ukupnog godišnjeg prihoda i primitka s 3.000.000,00 kn na 7.500.000,00 kn " što je obrazloženo opterećenjem, kako na poduzetnike, tako i na administrativnu obradu". Ionako smanjenim sredstvima OKFŠ-a, koja se danas većinom koriste za razminiranje i vatrogasnu zajednicu, za "zelene" radove u šumi na oko milijun hektara krša, preostaje jako malo novaca. Što reći na sve to?Idemo malo pričati o klimatskim promjenama, kisiku, ugljičnom dioksidu, eroziji, pitkoj vodi, rekreaciji i općenito zaštiti okoliša, gdje je šuma jedan od najznačajnijih i najsloženijih ekosustava, o kojoj i bez stručnog obrazovanja, nažalost svi sve znaju, jer jako vole šumu.Često spominjemo načelo potrajnosti i osiguranje višenamjenske uloge šume, što je moto poslovanja u šumarstvu, ali za to je ponajprije potrebno promijeniti mišljenje da šumu možemo samo koristiti, a ne ulagati u nju, odnosno vratiti joj dio benefita kako bi bila vječna.Uredništvo ; EDITORIALWe have written on several occasions about how we expected the present Government to bring the word forestry back into the name of the line ministry and to change its attitude towards forests and the forestry profession. Regrettably, this has not happened, with the final result of the forestry sector within the Ministry being at the level of parts of agriculture, vegetable growing for example, although forests cover almost half of the land area of the Republic of Croatia. Needless to say, the forest is the most complex ecosystem in the world, whose management requires supreme expertise. The Constitution itself states that, along with soil and water, the forest is a resource of particular interest for the Republic of Croatia. We do not insist that the sector minister should be a renowned forestry expert, but the state secretary or assistant minister in charge of forestry should definitely be one. The Minister should take every opportunity to get to know the profession which is a constituent part of his Ministry. The best way to do it is to attend at least several professional symposia in which the status and problems of the profession are discussed on a scientific-professional basis. We regret to say that the deposed department minister did not attend one single gathering, not even the one organized by the Croatian Academy of Sciences and Arts. This we regard as both the belittling of the profession and of the mentioned scientific institution. The only visible trace that he left in forestry was the establishment of "his" Forestry Administration at the expense of reducing the area of the adjacent Administrations. At present, the forestry department is headed by a wood technologist, which is illogical, but even worse, the forestry profession seems to approve of this. Who runs the forestry policy and do we have a good strategy for running it? Who is the forestry policy subjugated to? There is a general impression that the forestry policy is led by wood processors, and what is tragic, by wood processors in primary wood processing, who are guided by non-market conditions and who disregard the principles of sustainable management. At the scientific-professional gathering held to mark the Days of Croatian Forestry, Oliver Vlainić, President of the Croatian Forestry Association, mentioned current problems in forestry and attitudes of the profession. We have nothing more to add to this but to ask the readers to read the reviews of the gathering in the past double issue of the journal. Clearly, the profession repeatedly warns of the alarming conditions in forestry which the competent ministry obviously does not recognize. Considerable financial means will be required to repair the damage caused by ice and wind storms in Gorski Kotar and to remedy the situation with disastrous ash dieback and the oncoming problems with oak, the most valuable tree species in Croatia. Where to find these means if, according to the new Forest Act, the financial means from non-market forest functions fees have been significantly reduced while wood assortments continue to be sold at non-market conditions? We did not have to wait long to see how the new lady minister will treat forests and forestry by her Decision to lower the fees for forests and forest land. The value of the points was reduced by 30 to 90%, depending on the silvicultural form of the forest. To quote her words, this will accelerate investment projects, because, allegedly, many investments in which it was necessary to exclude forests or forest land from forest management plans, were called into question due to excessive fees for local or regional self-managing units. Of course, they are "not crazy" to pay to private owners, who have hundreds of thousands of hectares of abandoned and overgrown land, when the state (read: public) land is almost free of charge. For them a scrub, a thicket, maquis, and garrigue is not much of a forest anyway. The latest is the announcement of a new reduction in the non-market forest function fee by "increasing the level of total annual income from 3 000 000.00 kuna to 7 500 000.00 kuna, which was explained by a burden, both on the entrepreneurs and the administrative processing". Due to reduced means from non-market forest functions, which are currently mainly used for demining and for the fire fighter service, very little is left for "green" operations on about one million hectares of karst. What is there left to say?Let us talk a little bit about climate change, oxygen, carbon dioxide, erosion, potable water, recreation and environment protection in general, where the forest is one of the most important and most complex ecosystems, and about which everybody, although lacking professional education, knows everything because they all love forests.We often mention the principle of sustainability and the insurance of the multipurpose role of a forest, which is the motto of business-making in forestry. However, the first step is to change the general belief that the forest can be used without investing into it or without returning to it a part of the benefits. Only if we do so will forests remain an eternal asset.Editorial Board
Koncept inkluzivnog obrazovanja sve odgojno-obrazovne ustanove stavlja pred nove zadaće u kojima se uloga učitelja i nastavnika mijenja u skladu sa zahtjevima obrazovnih politika. Stavovi uvjetuju ponašanje ljudi, a formiraju se na temelju različitih čimbenika. U kontekstu inkluzivnog odgoja i obrazovanja pozitivni stavovi učitelja i nastavnika prema implementaciji i provođenju inkluzije ključna je pretpostavka za uspješan proces inkluzije na razini školske prakse. Cilj ovoga rada je prikazati stavove nastavnika prema provođenju procesa inkluzije u osnovnim školama. Dobiveni rezultati istaknuli su značaj i ulogu nastavnika na razini predmetne nastave u procesu inkluzije. Identificirana su i područja u okvir kojih nastavnici mogu pridonijeti podizanju kvalitete procesa inkluzije u svim njenim dimenzijama. U okviru odgojno-obrazovnog sustava i pedagoškom smislu riječi, smanjenje razlika u svakodnevnoj praksi znači prihvaćanje razlika među učenicima kao poticaja u aktivnostima stjecanja potrebnih znanja za školovanje, život i rad, a ne kao prepreke. ; The concept of inclusive education puts all educational institutions in front of new tasks in which the role of teachers and other important educator's changes in line with the demands of education policies. Attitudes determine people's behavior and they are formed on the basis of different factors. In the context of inclusive education, the positive attitudes of teachers and other educators towards implementation and providing inclusive education is a key prerequisite for a successful inclusion process at the level of school practice. The aim of this paper is to present teachers' attitudes towards the inclusion process in elementary schools. The results of this research have highlighted the importance and role of teachers at the level of teaching in the inclusion process. The results also represent some other important areas in which teachers can contribute to raise the quality of the inclusion process in all its dimensions. Within the educational system and the pedagogical sense of meaning, reducing the differences in everyday practice means accepting differences among students as an incent in the process of teaching and learning, and not as an obstacle.

On the South of its Eastern flank, the Black Sea region looms as one of the most unstable areas, with a number of frozen conflicts in non-NATO countries as well as an increasing unrest overall. This article explores the political discourses, commitments and attitudes towards NATO of the three allies at the Black Sea, namely Romania, Bulgaria and Turkey, as well as exploring their role in regional security. The purpose of the research is to compare NATO's representation in the mainstream politics of these countries. From an extensive comparative study conducted in 27 European countries about the attitudes of young people toward history, the winnowed variables show not only attitudes toward history & the causes of historical changes, but also attitudes toward nation & religion. The results (obtained from a sample including 1,025 Croatian first-year high school students) show that the attitudes of young people toward history do not significantly differ from those in other European countries. However, the interest of young people in national problems, national communities, & religions has increased. Obitelj je oduvijek bila u interakciji s društvenim, gospodarskim, kulturnim i drugim povijesnim tekovinama. U posljednjih 50 godina dolazi do povećanja broja žena na tržištu rada, a dvohraniteljske obitelji postaju normativ u razvijenim zemljama. Ipak, velik broj žena iz takvih obitelji ima poteškoća u usklađivanju poslovnog i obiteljskog života, posebno što se tiče skrbi za djecu, što upućuje na dvostruku ulogu žena u suvremenoj obitelji. Dakle, status žene se u društvu promijenio, no njezina uloga u obitelji, briga o djeci i teret kućanskih poslova ostaju isti kao u prošlosti kad je žena bila vezana za kuću. Cilj ovog istraživanja bio je ispitati stavove studenata Sveučilišta u Zadru prema dvostrukoj ulozi žena u obitelji u Hrvatskoj, odnosno prema položaju žene na tržištu rada i njezinim obiteljskim obvezama te utvrditi u kojoj mjeri ocjenjuju ponuđene mjere pomoći ženama u usklađivanju poslovnih i obiteljskih obveza te poboljšanja njihovog položaja u društvu efikasnima. U istraživanju je korišten prigodan uzorak od 181 ispitanika, od kojeg 91 čine žene, a 90 muškarci. Studenti općenito pokazuju umjereno egalitaran stav prema ovom problemu, a kao što je i pretpostavljeno, dobivene su razlike u stavovima, u smjeru da žene, kojima je majka stalno zaposlena te ispitanici kojima je majka obrazovanija, s jedne strane, izražavaju egalitarnije stavove od muškaraca, kojima je majka domaćica te niže obrazovana, s druge strane. Razlika se najviše očituje u vidu usklađivanja obiteljske i poslovne uloge žene te utjecaja ženine zaposlenosti na dijete. Također, analizom rezultata dobiven je podatak da ispitanici/e koji pokazuju veću osjetljivost prema pitanju dvostruke uloge žene u obitelji, kao korijen problema vide u zakonu i društvenim vrijednostima, dok rješenje za pomirenje obiteljske i profesionalne uloge žene i poboljšanja njezinog položaja u društvu vide u dosljednom primjenjivanju zakona, obrazovanju te promjeni svijesti o ravnopravnosti spolova. ; Family has always interacted with social, economic, cultural and other historical changes. In the last 50 years women have increasingly been represented in the labor market, and dual-earner families have become the norm in developed countries. Nevertheless, a great number of women from those families experience difficulties in balancing work and family life, which suggests the dual role of women in contemporary families. The status of women in society has changed, but their role in the family, childcare and household responsibilities have remained the same as when they were primarily tied to the house. The aim of this paper was to examine the attitudes of students of the University of Zadar towards the dual role of women in Croatian families, i.e. towards women's market position and family obligations, as well as to determine the extent to which students evaluate the efficiency of the offered measures that could help women with balancing work and family obligations and improve their status in society. The research was conducted on a convenient sample of 181 participants, 91 of which were women, and 90 of which were men. Students generally showed moderately egalitarian attitude towards this issue. However, as it was assumed, the results showed a difference in attitudes according to independent variables, where women, participants from humanities and social sciences, those whose mothers are employed and more educated, on the one hand, showed more egalitarian attitudes than men, participants from technical field of study, those whose mothers are homemakers and less educated, on the other hand. This difference in attitude was most evident in terms of women's balancing between work and family obligations, and the effect of their employment on the child's wellbeing. Moreover, data analysis showed that the participants who express more sensitivity towards the issue of the dual role of women, think that the root of the problem lies in the law and social values, and that a solution for the reconciliation of women's work and family obligations should be consistent gender equality law enforcement, education and the increasing of gender issue awareness.

Zajednička poljoprivredna politika (ZPP) ustanovljena 1962.god. je najznačajnija javna politika na koju odlazi velik dio proračuna Europske unije. Nakon 30 godina stabilnosti, ZPP prolazi kroz prvu značajnu reformu 1992., poznatijom kao MacSharryjeva reforma. Zatim slijede Agenda 2000 (1999.), Srednjoročni pregled (eng. Mid-Term Review, MTR 2003.), Zdravstveni pregled (eng. Health-Check, 2008.), Reforma ZPP-a 2013.-2020. i Reforma nakon 2020. Početkom 1990.-ih, kroz trgovinske pregovore u sklopu GATT-a (današnjeg WTO-a) na međunarodnoj razini se postiže dogovor, Sporazum o poljoprivredi, čime su se postavile prihvatljive i neprihvatljive mjere agrarne politike. Promjenom stavova društva o poljoprivredi i njezinom financiranju, unazad 30-ak godina, mijenjali su se i ciljevi agrarne politike, te oni sada obuhvaćaju zaštitu okoliša, krajobraz, dobrobit životinja, kvalitetu i sigurnost hrane. ; The Common Agricultural Policy (CAP) established in 1962 is the most important public policy to which a large part of the European Union budget goes. After 30 years of stability, the CAP is undergoing its first significant reform in 1992, better known as the MacSharry reform. This is followed by Agenda 2000 (1999), Mid-Term Review (MTR 2003), Health-Check (2008), CAP reform 2013-2020. and CAP post 2020 reform. In the early 1990s, through trade negotiations under the GATT (today's WTO), an agreement was reached at the international level, the Agreement on Agriculture, which set out acceptable and unacceptable agricultural policy measures. With the change in society's attitudes towards agriculture and its financing, over the past 30 years, the goals of agricultural policy have changed, and they now include environmental protection, landscape, animal welfare, quality and food safety.
Predmet istraživanja ovog rada su modernizacijski razvojni procesi u gradu Splitu i uloga ekoloških stavova i percepcija urbanog okoliša u tim procesima. Rad je utemeljen na kombiniranom pristupu proizašlom iz sociologije okoliša i modernizacijskih teorija. Osnovni je postulat suvremene ekološke sociologije, proizašao iz tradicije "nove ekološke paradigme", da se društvo i okoliš ispituju u interakciji, s povratnim vezama između obje razine. Istraživanje se djelomično temeljilo na ovom pristupu, s obzirom da mu je cilj ispitati na koji se način odnose sociokulturne determinante ekoloških stavova i kvaliteta urbanog okoliša. Ovako orijentirano istraživanje ne zadovoljava strogi Durkheimov postulat o tumačenju društvenih činjenica (isključivo) drugim društvenim činjenicama, ali je usklađen s proširenom istraživačkom paradigmom sociologije okoliša koja teži eksplikaciji međusobnih odnosa društvene i okolišne razine. Drugi dio konceptualnog utemeljenja rada odnosi se na teorijske pristupe koji ekološke orijentacije smještaju u širu sociokulturnu matricu društvenih odnosa. U ovoj su tradiciji posebno prominentna tri pristupa: teorija društva rizika, teorija refleksivne modernizacije i Inglehartova teorija modernizacije. Iz ovih su pristupa proizašle brojne studije o odnosu bogatstva, postmaterijalističkih vrijednosnih orijentacija i okolišnih stavova, koje su se odvijale ili na makro razini nacionalnih država ili na mikro razini individualnih stavova. U posljednjih desetak godina istraživanja proizašla iz ove tradicije bilježe veliki napredak zbog konceptualnih poboljšanja, uz koje slijede i važne metodološke inovacije. U skladu s odgovarajućim nacrtima, istraživanja se provode na individualnoj razini, ali se analiziraju i na individualnoj i na agregiranoj razini, što je urodilo sadržajno bogatijim zaključcima nego studije koje su se zadržale na (odvojenoj) mikro ili makro jedinici analize. U radu opisano istraživanje potaknuto je idejom da se istraživanja odnosa okoliša i stavova moraju baviti i entitetima koji se nalaze između ovih dviju razina. Kao odgovarajuća prostorna mezo-razina nametnuo se prostor opsega srednje velikog grada, a kao reprezentativni primjer ovakvog područja izabran je grad Split. Kvaliteta urbanog okoliša je identificirana kao čimbenik koji je od neposrednog značaja za svakodnevni život stanovnika Splita te se očekuje da će imati moderirajući utjecaj na ekološke stavove, uz prije spomenute sociokulturne čimbenike koji proizlaze iz teorija modernizacije. Cilj je istraživanja bio na odgovarajući način izmjeriti kvalitetu urbanog okoliša i potom utvrditi postoji li interakcija između ekoloških stavova, postmaterijalizma i kvalitete okoliša na individualnoj razini, razini gradske četvrti i razini grada Splita. Istraživanjem provedenim na uzorku građanki i građana Splita utvrđeno je da nema empirijske podrške za tezu o prevlasti sociokulturnih determinanti ekoloških stavova u razvijenim društvima. Raširenost ekoloških orijentacija može se bolje objasniti tezom o njihovom općem prihvaćanju među stanovnicima Splita, u skladu s hipotezom o globalizaciji brige za okoliš. Empirijski uočene varijacije u ekološkim stavovima su više povezane sa sociodemografskim karakteristikama i partikularnim elementima modernizacijskog procesa poput političkog sudjelovanja nego sa širokim konceptom postmaterijalizma. Vezu između ekoloških stavova i modernizacijskih tendencija u gradu Splitu moderira kvaliteta okoliša, čiji je utjecaj na navedenu povezanost analiziran na razini gradskih zona. Istraživanje je pokazalo da u različitim zonama grada postoje bitno različiti obrasci povezanosti percepcije okoliša i ekoloških stavova. U pojedinim je dijelovima grada ova povezanost negativna, a u nekim pozitivna, što implicira da se s razlikama u kvaliteti okoliša pojedinih dijelova grada fundamentalno mijenja i struktura ekoloških stavova. Znanstveni je doprinos provedenog istraživanja detaljni opis strukture ekoloških stavova te utvrđivanje obrazaca veza između ekoloških stavova i (post)modernizacijskih vrijednosti, sociodemografskih varijabli i dodatnih čimbenika poput političke participacije na razini grada Splita. Nalaz da u pojedinim dijelovima grada na ekološke stavove djeluju percepcije okoliša u različitim smjerovima i intenzitetima ne bi bilo moguće utvrditi korištenjem samo uobičajenih - mikro ili makro - analitičkih razina i bez ciljanog prikupljanja podataka na razini urbane cjeline. ; Subject of this thesis are the modernization processes in the city of Split, in the context of environmental attitudes and the perception of urban environment in those processes. The thesis is based on the hybrid approach stemming from the environmental sociology and the modernization theories. Furthermore, it is based on the basic assumption of the modern environmental sociology, that society and the environment should be researched interactively, taking into account the links among both levels. The research was partly based on such approach, as its goal was to describe the links between sociocultural determinants of the environmental attitudes and the urban environmental quality. Such research does not fulfill the strict Durkheim's proposal on the explanations of the social facts using (exclusively) other social facts. It is in line, however, with the extended research paradigm of the environmental sociology which aims to make explicit the interrelations between the social and the environmental aspects. The second part of the conceptualization deals with the theoretical approaches which place the ecological orientations into the wider matrix of the social relations. In this tradition, we find three especially prominent approaches: risk society theory, reflexive modernization theory and Ronald Inglehart's version of modernization theory. Many studies analyzing the interrelations between wealth, postmaterialist values and environmental attitudes were based upon these approaches; they were however based either on the macro level of nation states or the micro level of individuals. In the last ten years, conceptual and methodological advances have been made in the environmental attitudes research. In accordance with the appropriate research designs, data has been collected at the individual level, but they are analyzed simultaneously both on the individual and the aggregated level. This has led to the richer conclusions than have been possible in the studies which dealt with the data analyzed separately on the micro and the macro level. The research design described in the following thesis has been motivated by the need to study entities beyond micro and macro levels. Thus, meso level unit in the form of a middle-sized city of Split was chosen. Urban environmental quality was identified as an important factor in the day-to-day lives of the citizens of Split. It is expected that the environmental quality will have a moderating effect in the link between the sociocultural factors and environmental attitudes. Research goal was thus to measure appropriately urban environmental quality and then determine the extent of the interaction between the environmental attitudes, postmaterialism and environmental quality on the 3 levels: individual-, neighborhood- and city-level. Research results, based on the sample of citizens of Split, indicate that there is no empirical support for the hypothesis of sociocultural factors being the most important predictor of environmental attitudes in the developed societies. Variations in environmental orientations are better explained using the globalization hypothesis. In other words, those variations are more closely linked with sociodemographic variables and some particular modernization elements such as political participation, than with a broad postmaterialism concept. The association between the environmental attitudes and the modernization tendencies in Split is moderated by the environmental quality, which was analyzed at the city-zones level. Study results show that there are markedly different patterns of association among the environmental quality perception and the environmental attitudes. The association is negative in some parts of the city, while it is positive in others, implying that differences in environmental quality fundamentally change the structure of environmental attitudes. Scientific contribution of the study is twofold. First, the structure of environmental attitudes is described in detail. Second, the associations in the city of Split among the environmental attitudes, (post)modernization values, sociodemographic variables and additional factors like political participation are disentangled. The main finding - that the perception of environmental quality affects environmental attitudes differently in various city zones - could not be established using only traditional (micro and macro) levels of analysis and without data gathered at the level of the urban settlement.
Predmet istraživanja ovog rada su modernizacijski razvojni procesi u gradu Splitu i uloga ekoloških stavova i percepcija urbanog okoliša u tim procesima. Rad je utemeljen na kombiniranom pristupu proizašlom iz sociologije okoliša i modernizacijskih teorija. Osnovni je postulat suvremene ekološke sociologije, proizašao iz tradicije "nove ekološke paradigme", da se društvo i okoliš ispituju u interakciji, s povratnim vezama između obje razine. Istraživanje se djelomično temeljilo na ovom pristupu, s obzirom da mu je cilj ispitati na koji se način odnose sociokulturne determinante ekoloških stavova i kvaliteta urbanog okoliša. Ovako orijentirano istraživanje ne zadovoljava strogi Durkheimov postulat o tumačenju društvenih činjenica (isključivo) drugim društvenim činjenicama, ali je usklađen s proširenom istraživačkom paradigmom sociologije okoliša koja teži eksplikaciji međusobnih odnosa društvene i okolišne razine. Drugi dio konceptualnog utemeljenja rada odnosi se na teorijske pristupe koji ekološke orijentacije smještaju u širu sociokulturnu matricu društvenih odnosa. U ovoj su tradiciji posebno prominentna tri pristupa: teorija društva rizika, teorija refleksivne modernizacije i Inglehartova teorija modernizacije. Iz ovih su pristupa proizašle brojne studije o odnosu bogatstva, postmaterijalističkih vrijednosnih orijentacija i okolišnih stavova, koje su se odvijale ili na makro razini nacionalnih država ili na mikro razini individualnih stavova. U posljednjih desetak godina istraživanja proizašla iz ove tradicije bilježe veliki napredak zbog konceptualnih poboljšanja, uz koje slijede i važne metodološke inovacije. U skladu s odgovarajućim nacrtima, istraživanja se provode na individualnoj razini, ali se analiziraju i na individualnoj i na agregiranoj razini, što je urodilo sadržajno bogatijim zaključcima nego studije koje su se zadržale na (odvojenoj) mikro ili makro jedinici analize. U radu opisano istraživanje potaknuto je idejom da se istraživanja odnosa okoliša i stavova moraju baviti i entitetima koji se nalaze između ovih dviju razina. Kao odgovarajuća prostorna mezo-razina nametnuo se prostor opsega srednje velikog grada, a kao reprezentativni primjer ovakvog područja izabran je grad Split. Kvaliteta urbanog okoliša je identificirana kao čimbenik koji je od neposrednog značaja za svakodnevni život stanovnika Splita te se očekuje da će imati moderirajući utjecaj na ekološke stavove, uz prije spomenute sociokulturne čimbenike koji proizlaze iz teorija modernizacije. Cilj je istraživanja bio na odgovarajući način izmjeriti kvalitetu urbanog okoliša i potom utvrditi postoji li interakcija između ekoloških stavova, postmaterijalizma i kvalitete okoliša na individualnoj razini, razini gradske četvrti i razini grada Splita. Istraživanjem provedenim na uzorku građanki i građana Splita utvrđeno je da nema empirijske podrške za tezu o prevlasti sociokulturnih determinanti ekoloških stavova u razvijenim društvima. Raširenost ekoloških orijentacija može se bolje objasniti tezom o njihovom općem prihvaćanju među stanovnicima Splita, u skladu s hipotezom o globalizaciji brige za okoliš. Rastuće klimatske prijetnje zahtijevaju adekvatno djelovanje svjetske zajednice i pojedinih zemalja. Stoga je danas za međunarodnu i nacionalnu politiku održivog razvoja izuzetno važno dobiti pouzdane podatke o stavu javnosti u različitim zemljama prema pitanju klimatskih promjena na Zemlji. Porast razine svijesti stanovništva u svijetu o klimatskim promjenama može se upotrijebiti kao pouzdan pokazatelj tog problema. Obećavajuće sredstvo za njegovo proučavanje je usluga brojanja pretraživanja Google Trendsa. Članak prikazuje komparativnu analizu interesa za klimatske promjene u gradovima svijeta i stvarne klimatske varijabilnosti u gradovima. Kako bi se prikazali procesi klimatskih promjena, predstavljene su procjene temperaturne varijabilnosti za najveće gradove svijeta i Rusije tijekom 36 godina (od 1980. do 2016. godine). Pokazano je da klimatska pitanja postaju sve važnija za Rusiju, ali svijest o značajnim negativnim posljedicama nije uočena. U rezultatima je utvrđeno da postoji nizak odnos između globalnog pretraživanja i trendova temperature. ; Growing climate threats require adequate action from the world community and individual countries. Therefore, today it is extremely important for international and national sustainable development policies to obtain reliable data on the attitude of the public in different countries to the issue of climate change. An increase in the level of awareness of the world's population regarding climate change may be used as a reliable indicator of this issue. A promising tool for studying it is the Google Trends search query counting service. The article presents a comparative analysis of interest in climate change in the cities of the world and actual climate variability in these cities. To illustrate the processes of climate change, the temperature variability ratings for the largest cities of the world and Russia for a period of 36 years between 1980 are 2016 are given. It is shown that for Russia, climate problems become more urgent with the occurrence of significant negative consequences. Climate issues are becoming more important for Russia, but the awareness of significant negative consequences is negligible. As a result, there is a low correlation between global search and temperature trends.
According to the regularly conducted polls by "Globus," political rating of HDZ significantly increased after the military actions "Flash" & "Storm" while those of liberals & other parties decreased. On the basis of certain assumptions, the author concludes that this does not indicate a radical change in political attitudes & orientations of the electoral body; the changes have been caused by political conjuncture. The research has shown that political attitudes are halfway between traditionalism & modernism & that the prospects for the development of democracy in Croatia once peace has been established are notable. Students enter the labour market through a Student Service to have the opportunity to pay for tuition fees or to earn additional income that would allow for the parents or guardian's budget to be disbursed. Although almost 70% of full-time students were working through a student contract in 2016, the Regulation on intermediaries for employment of full-time students from 1996 was the only legal document that was regulating student employment. Due to improperness of this document and the fact that student employment is not under the Labour Law, in November 2017 the Croatian Government published a proposal for the new Student Employment Act, which was passed in November 2018. Subsequently, the reform of regulatory framework of student employment is important to student work force. According to the Regulation in force, there is no constraint on the maximum weekly working hours or maximum annual earnings. Nevertheless, student income can become taxable under the rules of Personal Income Tax Law if it exceeds the annual limit of 60,600.00 HRK. Consequently, the reform of personal income tax is also significant for students if they do not want to become a taxpayer of personal income tax. Based on this, the main goal of this paper is to analyse attitudes of students towards the regulatory framework of student employment, reform of personal income tax and their work under the mediation of the Student Centre. In order to question student attitudes, the questionnaire was used and the results of the analysis carried out before changes in legislation, in February and March 2018, indicate that students were not satisfied with the existing regulatory framework and the personal income tax reform, and that they expect the improvement of working conditions with the implementation of the new Student Employment Act. ; Studenti se uključuju na tržište rada preko studentskog servisa kako bi imali priliku platiti školarinu ili zaraditi dodatne prihode s ciljem financijskog rasterećenja roditelja ili staratelja. Iako je gotovo 70% redovnih studenata radilo preko studentskog ugovora u 2016. godini, jedini pravni dokument koji je regulirao zapošljavanje studenata je bio Pravilnik o posredovanju pri zapošljavanju redovitih studenata iz 1996. godine. Zbog neprimjerenosti ovog dokumenta i činjenice da zapošljavanje studenata nije regulirano Zakonom o radu, u studenome 2017. godine Vlada Republike Hrvatske objavila je prijedlog novog Zakona o obavljanju studentskih poslova, koji je izglasan u studenom 2018. godine. Zbog toga, reforma regulatornog okvira zapošljavanja studenata važna je za studentsku radnu snagu. Prema važećem Pravilniku, ne postoji ograničenje maksimalnog tjednog radnog vremena ili maksimalne godišnje zarade. Unatoč tome, dohodak studenata može postati oporeziv prema pravilima Zakona o porezu na dohodak, ako premašuje godišnju granicu od 60.600,00 kuna. Slijedom toga, reforma poreza na dohodak je također značajna za studente ako ne žele postati poreznim obveznikom poreza na dohodak. Na temelju toga, glavni je cilj ovoga rada analizirati stavove studenata prema regulatornom okviru zapošljavanja studenata, reformi poreza na dohodak i njihov rad pod posredovanjem Studentskog centra. Kako bi se ispitali stavovi učenika, korišten je upitnik, a rezultati analize provedeni prije izmjene zakonodavnog okvira, u veljači i ožujku 2018. godine, pokazuju da studenti nisu zadovoljni postojećim regulatornim okvirom i reformom poreza na dohodak, te da očekuju poboljšanje radnih uvjeta stupanjem na snagu novog Zakona o obavljanju studentskih poslova.
Klimatske promjene su jedan od najvećih izazova za postizanje ciljeva održivog razvoja. Formiranje odgovarajućih institucionalnih okvira za upravljanje klimatskim promjenama, koji uključuju i koordiniraju brojne interese i aktivnosti različitih aktera, razina i sektora, problem je i za zemlje jugoistočne Europe. Bosna i Hercegovina (BiH), Hrvatska, Slovenija i Srbija imaju značajne prirodne resurse koji su bili ugroženi proteklih godina zbog prirodnih katastrofa, što je utjecalo i na sektor šumarstva. Cilj rada je proučiti institucionalne okvire u šumarstvu i zaštiti prirode, kao i stavove ispitanika o kompetencijama relevantnih institucija i organizacija, identificirati potrebe za poboljšanjem postojećeg okvira i ocijeniti njihove interese i utjecaje u procesu upravljanja klimatskim promjenama. Prikupljanje podataka provedeno je korištenjem intervjua, u razdoblju od studenog 2016. do travnja 2017. godine. Protokol za intervju sastojao se od 22 pitanja podijeljenih u pet skupina. U svrhu ovoga rada analizirani su odgovori na pitanja u vezi s institucionalnim okvirima za upravljanje klimatskim promjenama u šumarstvu i zaštiti prirode. Uzorak je činilo 29 ispitanika (Federacija BiH-8, Hrvatska-6, Slovenija-5, Srbija-10), odnosno predstavnika javnih uprava i javnih službi u šumarstvu i zaštiti prirode, poduzeća i ustanova za gospodarenje državnim šumama i upravljanje zaštićenim područjima, obrazovnih i istraživačkih organizacija te organizacija civilnog sektora. Ispitanici su odabrani probnim uzorkovanjem (uzorak na bazi vrijednosnog suda). Ispitanici su bili predstavnici institucija i organizacija na nacionalnoj razini upravljanja u šumarstvu i zaštiti prirode, koji su izravno ili neizravno povezani s problematikom klimatskih promjena u odabranim oblastima. O postojećim institucionalnim okvirima, 52,4% ispitanika nema pozitivno mišljenje, a 85,7% se zalaže za njihovo unapređenje, u smislu poboljšanja suradnje i koordinacije između različitih sektora, institucija i organizacija. Značajne su razlike u procjeni interesa i utjecaja institucija i organizacija u upravljanju klimatskim promjenama među ispitanicima iz Slovenije i Hrvatske, kao i onima iz Federacije BiH i Srbije. Ispitanici iz područja zaštite prirode procjenjuju da je interes veći u odnosu na predstavnike šumarskog sektora (ispitanici iz područja zaštite prirode smatraju da je interes "veoma visok" – prosječna ocjena 4,6, a iz sektora šumarstva da je "visok" – prosječna ocjena 4,1). Potrebna su daljnja istraživanja o suradnji i koordinaciji svih sudionika na različitim razinama upravljanja, kao i drugih elemenata koji, uz institucionalne okvire, dovode do stvaranja odgovornog sustava upravljanja klimatskim promjenama i rješavanja različitih izazova klimatskih promjena. ; Global environmental and ecological problems such as climate change and other related issues (e.g. biodiversity losses) do not recognize state boundaries. Therefore, intentions to address these problems require a multi-actor, multi-sector and multilevel approach. The concept that enables joint effort against these problems implies an active participation of all stakeholders, establishes the rules for shared responsibilities and strives to make efficient and effective procedures for addressing these issues is known as "governance" (Mutabdžija, 2012).Climate change and occurance of extreme events are presenting a threat to the natural resources, exposing the vulnerabilities of current resource governance regimes, including also forestry and nature conservation. The occurance of extreme events in last several years thretened the natural resources and impacted the forestry sector in all four selected countries of Southeast Europe (Bosnia and Herzegovina, Croatia, Serbia, and Slovenia). This has provided a further arguments for understanding the institutional framework for climate change governance in forestry and nature conservation as important element in dealing with uncertanties posed by the climate change challenges on natural resources.Hence, the aim of the paper is to examine the institutional frameworks of forestry and nature conservation, as well as the attitudes of respondents about the competences of the relevant institutions and organizations, to identify the need to improve the existing framework and to evaluate their interests and impacts in climate change governance.In this research were used individual, structured interviews as a research technique in collecting the primary data. The questionnaire consisted of 22 questions, divided into 5 groups. For the purposes of this paper, responses to questions related to institutional frameworks for climate change governance in forestry and nature conservation are analyzed. The sample consisted of 29 representatives (Federation of Bosnia and Herzegovina – 8, Croatia – 6, Serbia – 10, Slovenia – 5) from public administrations and services in forestry and nature conservation, enterprises and organization for forest and protected area management, educational and research organizations, and non-governmental organizations. The respondents were selected by judgemental sampling. Current institutional framework for climate change governance comprises of various institutions and organizations in all analyzed countries (Table 1). In selected countries, there is a clear division of responsibilities between public administration institutions in forestry and nature conservation (these institutions are directly or indirectly are related to forestry). There is a number of common primary objectives within the given competencies common to the same organizational category (Table 2), in all four countries. Despite current institutional and organizational variaty and competency alignment between different institutions and organizations, there is a need for further improvement of institutional framework for climate change governance through cooperation and coordination, accross different sectors, institutions and organizations, as stated by the respondents attittudes (Table 3 and 4). Respondents attitudes towards the interest and influence of institutions/organizations on climate change governance are mostly showing a visible interest but indicating challenges in providing suitable inflluence (Table 5). Also, visible discrepancy in assessment of the interest and influence of institutions and organizations on climate change governance is between the respondents from Slovenia and Croatia at one side and respondents from Federation of Bosnia and Herzegovina and Serbia at the other side, indicates differences in inclusion of climate change challenges accross different competency levels. Regardless of the category of institutions and organizations, the respondents recognized the importance of the investigated issues and they assessed its interest as "high" and "very high" (Table 6).Further development of suitable institutional frameworks for climate change governance in forestry and nature conservation needs additional attention especially in the field of multilevel coordination between different actors and their activities, as well as the acknowledgment of potentially significant influence forestry sector might have in climate change governance.
The changes in the social position of women in transitional countries is the consequence of the latest economic & political changes in the countries of Central & Eastern Europe. Croatians think that the social position of women today is worse than in the former regime; in this, women are more critical than men, particularly well-educated women, working outside the home (modernists). Those who believe that the position of women today is better than it used to comprise a smaller group; they believe that a woman's place is primarily in the home, that the church should have a decisive say in the position of women, that women are not born for politics, & that pro-choice attitudes should not be tolerated. Women should resolve their dissatisfaction with their lives & social position by choosing either the modern or the traditional variant, or a middle path, which has been suggested by the logic of the newly created living conditions. 8 Tables, 2 Graphs, 9 References.
