A study limited to M youth of Turkey, & further restricted to U S's at Robert Coll, Istanbul, & at the U of Ankara. Robert Coll is a private institution founded under US auspices using US textbooks. S's are from wealthier families including many Christians probably sympathetic to Westernization. Values were studied by a questionnaire condensed from one used by J. Gillespie & G. W. Allport to study youths in 10 diff countries & translated into Turkish & supplemented with some additional questions. It was administered anonymously during group meetings to 72% of Coll M Turkish S's & 68% of the relevant pop at Ankara although an attempt was made to obtain a complete coverage of M Turkish citizens. By comparison with the Gillespie-Allport study of Egypt & Israel, Westernized countries such as the US & France, & other countries such as Africa & Mexico, the Turkish S value profile can be located with this spectrum of countries. The S's at Ankara are modern in respect to dress, hygiene, health practices, possessions, etc,in comparison with neighboring villages. Turkish history has emphasized militarism & this is revealed in the S's attitude toward war: 33% feel war is sometimes a good thing, & this is similar to findings for other emergent countries such as Egypt, Mexico, & South Africa; but Turkish S's are more apt than others to think the world will escape another war. Nationalism is a recent development & is strongly emphasized by these S's. The data do not suggest that Turkish youth are ready to support a newer Western value of internationalism. Family loyalties are part of the traditional position, & these S's show these loyalties though sometimes they are 2nd to nationalism where rankings are asked for. The Revolution removed religion from influence in pol'al & private life; & though some of the policies have recently been relaxed, these S's ranked religion as the lowest of 6 sectors of life while 69% felt a religious belief was necessary to a mature philosophy of life. In comparison with the Gillespie-Allport findings, the Turkish youth rank with the Westernized countries on this value. Traditional pol'al absolutism no longer exists among the S's, but authoritarianism has persisted. Data on various classes show that the central values decline during their Coll stay, becoming more Western as a result of educ & the particular emphasis of the curriculum on soc & pol'al sci. These changes do not result from greater maturity of higher educ per se since the S's do not show the progressive change from freshman to senior yr though they differ in their aggregate values. The Robert Coll S value profile should be more Western. Comparisons are for Moslem youth since this provides the test of the educ'al process without the subcultural influences. Robert Coll S's are less likely to exhibit the value of nationalism, more likely to exhibit internationalism. They are less likely to be militaristic, less likely to be religious, & though they are similar to Ankara S's on absolutism, they are less authoritarian. The data on family values are inconsistent. Comparison to the Gillespie-Allport findings shows that they are as extremely traditional as any groups on the central value of nationalism & militarism. Christian S's at Robert Coll are more Westernized than either Robert Coll Moslems or Ankara S's though in comparison with other countries studied, they also adhere to the central Turkish traditional values. Reforms designed to improve the quality of teaching by reforming personnel practices, such as pay for performance arrangements, usually run into opposition from well-organized teacher unions that can either block reform in the short run or undermine it over the longer term. The experience of a series of reforms that introduced collective and individual pay incentives for teachers in Chile from 1990 to 2010 provide a rare example of ongoing negotiation with the teacher union that resulted in an institutionalized structure of incentive pay for teachers as well as widespread attitudes of sustained support among teachers for performance pay. A conclusion to this collection of essays on contemporary public attitudes toward the welfare state revisits the development of modern society, identifying the core values of civilization (particularly in Eastern & Western Europe) & the role of the state in sustaining them. The concept of civilization is discussed in terms of Norbert Elias's (1939) work & later theories derived from it. Focus is on how the withdrawal of the state from many of its former functions has impacted the citizens of complex, modern societies, specifically, in terms of (1) social coexistence; (2) the evolution of cultural values & their "trickling down" from the highest to the lowest strata; (3) the distribution of resources & access to them; (4) civilizing agents; (5) the greater refinement & intricacy of civilizational patterns at the top of the social strata; (6) changes in the role of physical & symbolic violence; & (7) the lengthy time necessary to achieve civilization & various factors that can cause de- or anticivilization. Specific factors shaping modern civilization are identified, & the state's role in addressing new challenges posed by increased social density & complexity, social differentiation & exclusion, & competitiveness is explored. 49 References. The East-Central European post-socialist transformations have now reached a new stage, with the need to address the problems of further modernisation & maintenance in the context of the EU. The role of elites in this process is as intermediators between the influence of the European context & the needs & interests of differentiated internal social structures. Their attitudes & behaviour exhibit a high degree of internal fragmentation & division corresponding to various strategical orientations favouring various societal models. The post-socialist Czech economic elite was initially reproduced out of former state socialist managers & their cadre reserves. After the first phase of economic developments, inspired by neo-liberal radical privatisation & elements of 'shock therapy', & once the new, more European phase ushered in many new factors, there was a distinct decline in the number of 'old-new' economic elite on the scene. In the empirical part of the article the results of several surveys are used to briefly describe the changes in the composition of the Czech economic elite in the 1994-2005 period & to summarise their attitudes & behaviour. The analysis concludes that the current image of a liberal & pro-European Czech elite is consistent with the stable & remarkable progress of the Czech economy since 1999, the considerable wealth, strong profits, & high salaries enjoyed by top elites, & the enhancement of their role in the European economy. There are also some limitations & weak points that diverge from this general picture. The article's conclusions touch on the question of the role of the economic elite in the progress of arriving at more consensual attitudes & behaviour among societal elites as a whole, favouring further economic growth, modernisation & the strengthening of social cohesion in the context of the EU.

Die Vergleichsuntersuchung wurde vom 3.-11.11.1989 an 218 Schülern mit dem identischen Befragungsinstrumentarium durchgeführt, wie eine im März 1989 in Leipzig bei 765 Schülern durchgeführte Befragung zur DDR-Identität. Bei der Frage nach der territorialen-ethnischen und politischen Identität hat sich nur wenig verändert, hier stand nach wie vor das Nationalbewußtsein als "Deutscher" an erster Stelle (Steigerung von 74 auf 78 Prozent). Auf die Frage "Was ist für Dich Dein Vaterland?" antworteten 50 Prozent mit "nur die DDR" gegenüber 36 Prozent mit "beide deutsche Staaten gleichermaßen". Bei den DDR-Identitätsmerkmalen stehen nach wie vor Werte wie Familie, Heimat, berufliche Perspektive, Friedenspolitik, soziale Gerechtigkeit oder Lebensstandard im Vordergrund. The article described the attitude of Ukrainian leftist parties to church and religion in the late nineteenth century – the first third of the twentieth century. Ukrainian Galicia left hand – is a special phenomenon of the Ukrainian movement in this period. It is significantly different from similar political camp on the Dnieper. First, it soon took shape organizationally, thoroughly used in political practice European traditions left movement, clearly defined Ukrainian aspirations. At the same time left Galicia and Dnieper been characterized by an increase in performance of social justice, political, religious, national equality, democratization of the electoral law so on. In the late nineteenth century left­wing parties experienced a period of ideological formation, search of basic vectors. They varied size, ideology, ethnic composition, the territory in which the distributed activities. During this period Ukrainian Galicia left hand has made his views on religion and the church, which is reflected in the party programs, theoretical heritage of outstanding representatives of socialist and communist parties. In the interwar period of the twentieth century. representatives of leftist political parties of Western Ukraine further critical and negative attitude to the institution of the church and religion, however, given the high religiosity local population had to adapt software principles to the realities of the time. During this period there were also significant differences between the Socialists and the Communists. The first criticized religious dogma based on national principles (criticism «Polish Church» compromise some Greek Catholic bishops, etc.), the latter guided the works of classics of Marxism­Leninism, which denied the need for religion in general society. The article noted that position to the churches and religious representatives held communist forces, mostly professed atheist beliefs, fought for the deepening of Marxist ideology among the population of the region. Передусім, вона швидше оформилася організаційно, ґрунтовніше використовувала у політичній практиці європейські традиції лівого руху, виразно визначала соборницькі прагнення українців. Водночас лівим Галичини і Наддніпрянщини були притаманні виступи за збільшення рівня соціальної справедливості, політичного, релігійного, національного рівноправ'я, демократизацію виборчого права тощо. Наприкінці ХІХ століття партії лівого спектра пережили період ідеологічного становлення, пошуку базових векторів діяльності. У цей період існували також суттєві відмінності між соціалістами і комуністами. Перші критикували релігійні догми виходячи з національних принципів (критика «польського костелу», угодовства окремих греко­католицьких єпископів тощо), другі керувалися працями класиків марксизму­ленінізму, які взагалі заперечували необхідність релігійності суспільства. У статті відзначено, що найнепримиреннішу позицію до церкви та релігії займали представники комуністичних сил, які, здебільшого, сповідували атеїстичні переконання, боролися за поглиблення марксистського світогляду серед населення регіону. Незважаючи на те, що декларативно комуністи проголошували релігію приватною справою, наголошували, що кожен повинен бути цілком вільний у тому, щоб сповідувати яку завгодно релігію або не визнавати ніякої релігії, на практиці члени КПСГ, КПЗУ боролися за поширення атеїстичного світогляду. Висока релігійність населення Західної України, незначні впливи комуністичних сил на суспільно­політичні процеси не дозволили КПЗУ, Сель­Робу реалізувати програмні положення у церковно­релігійній сфері. До того ж, церква також поборювала поширення комуністичних ідей у Галичині. Розглянуто ставлення соціалістів до церкви та релігії. Зауважено, що загалом, незважаючи на своє попівське походження, представники радикалів та соціал­демократів ставилися до духовенства доволі критично. Останні, зокрема, вважали церкву «найбільшим, натуральним ворогом всякої вільної думки, поступу». Соціал­демократи звинувачували церкву у «придушенні національних почуттів» не лише галицького люду загалом, а й молодого патріотичного духовенства. У міжвоєнний період ХХ ст. соціал­демократи підпали під вплив комуністичних ідей, що вплинуло на зміну ідеологічної платформи партії у церковно­релігійному питанні. Радикали у своїй практичній діяльності використовували теоретичні напрацювання І. Франка, який гостро критикував галицьке духовенство. Проте УРП дистанціонувалася від церковної проблематики, наголошуючи, що її електорат сам вибиратиме як ставитися до церковних інституцій та загалом релігії. Соціалістично­радикальна партія продовжила лінію УРП, проте трансформувала національно­культурну програму до вимог часу. Перебуваючи в умовах політичної системи Другої Речі Посполитої, УСРП розглядала церкву як один із засобів національного усвідомлення населення, виступала проти ліквідації православних храмів, збільшення церковного землеволодіння, наголошувала на необхідності відокремлення церкви від держави. Since the beginning of the new millennium, the partisan leanings and presidential voting of state white electorates have been changing. Drawing on party realignment theories and analyses of cultural politics, this paper hypothesizes that cultural issues may be the dimension along which the realignment is occurring. The empirical findings are consistent with this view. The cultural issue preferences of state white electorates are strongly related to change in partisanship from 2000 to 2016. Further, only cultural issue attitudes have become a stronger predictor of state white presidential voting over this period. The apparent effects of partisanship, economic issue attitudes, and racial attitudes have either declined over time or been substantial in some elections and less so in others.

This paper analyses the changes in the legitimacy of the Serbian police in wider social and political contexts that occurred in the last two decades. The paper presents the analysis of the legitimacy of governmental/political authority and police in the Serbian academic community. Through the analysis of the social context and the empirical findings of surveys on the public opinion, the authors examined the delegitimization of the Serbian police during 1990­2000, and an attempt for its re-legitimisation after the launch of the reforms of the Ministry of the Interior in 2000. In this research, a survey was conducted on a sample of the students at the Academy of Criminalistic and Police Studies and the students at the Faculty of Security Studies of the University of Belgrade in order to determine how they perceive the legitimacy of the Serbian police. The attitudes of the students from the two faculties were compared after the survey results. In conclusion, the paper provides a review on possible perspectives of perceptions on the legitimacy of the Serbian police. ; Autori u radu analiziraju promene legitimiteta srpske policije u širim društvenim i političkim kontekstima koji su se desili u poslednje dve decenije. Kroz analizu društvenog konteksta i empirijskih nalaza istraživanja na javno mnjenje, autori ispituju delegitimizaciju srpske policije tokom 1990-2000, i pokušaj za njenom ponovnom legitimizacijom nakon započinjanja reformi Ministarstva unutrašnjih poslova 2000. godine. Osim svog teorijskog dela, rad sadrži analizu rezultata empirijskog istraživanja stavova studenata Fakulteta bezbednosti Univerziteta u Beogradu i studenata Kriminalističko-policijske akademije u Beogradu, koje je sprovedeno u drugoj polovini 2014. godine. Cilj istraživanja je bio da se utvrdi percepcija studenata o legitimitetu policije kao institucije, kao i legitimitetu policijske funkcije uopšte. Rezultati prikazani u ovom radu su potvrdili hipotezu da su mlađi i obrazovaniji članovi društva više kritički nastrojeni prema pitanu legitimiteta policije. Istovremeno, postoje značajne razlike u percepciji legitimnosti policije među studentima Kriminalističko-policijske akademije i studenata Fakulteta bezbednosti. To jest, studenti KPA doživljavaju legitimitet policije na povoljniji način nego studenti Fakulteta bezbednosti. Ovo se može objasniti činjenicom da su studenti KPA, samim odabirom obrazovne institucije unapred izrazili svoj afirmativni stav perma policiji. S druge strane, Fakultet bezbednosti je potpuno civilna institucija i deo je Univerziteta u Beogradu, To im daje mogućnost zaposlenja u drugim bezbednosnim institucijama ili u sektoru privatnog obezbeđenja, a ne samo u policiji. U zaključku autori daju pregled o mogućim perspektivama percepcije o legitimnosti srpske policije.

Education in any nation and to individuals within it is very important because education remains a valuable tool for fighting ignorance, disease, squalor and poverty. It is a means to raising enlightened citizenry who will help in bringing about a prosperous nation. Adult education is therefore not to be neglected as it had been in the past as its focus is to get adult (who had never been to school before or those who could not further their education because of one challenge or the other) to learn and through learning, change their attitudes and behaviors with the hope that this process of change will affect not only individuals positively but also the nation. This article will explore the importance of adult education and give an overview of the various challenges facing adult education and to seek solutions to such. Such challenges include long years of neglect by the government, perception of people about adult education, teaching methods and facilitators, funding and the problems facing adult learners themselves.
