Proměny a problémy české sociální politiky

The article describes the development of Czech social policy & the issues that have surrounded it since 1989. The author begins by describing the character of the communist welfare state & outlining its theoretical alternatives. Despite the introduction of energetic changes during the early years of transition, since the mid-1990s the area of social policy has been dominated by stagnation, & instead of any real & specific efforts in this area there are only debates. Despite all the problems that plague the current social policy, at present the system performs satisfactorily, as is evident in the very low rate of poverty. However, in the long run, concerns may arise over inadequate family situations, a frozen pension system, & poor work motivation. The 'reform' year of 2005 has seen the emergence of many different efforts relating to social policy, but it has not heralded any substantial changes aimed at a more efficient functioning of the system.

Stručné uvedení do policy analysis v kontextu sociální antropologie ; Brief introduction to the policy analysis in the social anthropology perspective
The aim of this text is to briefly introduce practically oriented discipline called policy analysis, and to do so in the perspective of (applied) social anthropology.After the introductory definition of terms, which are crucial within the area of public policy, such as policy, policy studies, policy evaluation and policy analysis, I continue with the definition of the very policy analysis of which the explanation of its types and gradual steps towards reaching it are the necessary parts. Another part of the study summarizes the interrelation, interconnection and the enrichment of both disciplines – the policy analysis and the social and cultural anthropology. Institutional and Documentary Framework of the Czech Security Policy
In this article its author wanted to treat the history and presence of the system constitutional institutions competent for the area of conception, execution and control of security and defence policy of the Czech Republic and also addresses in short the function and content of the main security documents of the country. The author tried to sketch the institutional and documentary framework of the Czech security policy and to explain roles, relations and obligations of the highest-level constitutional bodies in the process of creation and carrying out of this policy (especially positions of the President, the Parliament, the Government and its so called power ministries and other important institutions). This article puts forward the concept of street-level bureaucrats and their role in public policy in its full complexity. In the first two parts the authors define street-level bureaucrats and the roots of the basic ideologies that determine their behaviour (principles of bureaucracy, professionalism, bureau-professionalism and managerialism). They draw on previous analytical
studies they conducted on this theme and present the latest empirical findings on the behavior of street-level bureaucrats who work with unemployed people. In this way they try to demonstrate the importance of principles of bureaucracy, professionalism, and bureau-professionalism in contemporary public policy.
Eurofederalistické organizace a jejich prosazování zájmů z hlediska analýzy policy ; Eurofederalist organizations and their interests' assertion from the policy analysis point of view
The number of existing so called Eurofederalists groups and organizations advocating or, at least, having the Eurofederalist idea in their name, leads to a reflection about origins and sense of the existence of these groupings. It is a question if structures nominally advocating European federalism really assert in reality this idea. If the answer is yes, then it is interesting to examine which tools they use for that assertion. The application of the concepts of polity, politics & policy can serve as a useful tool for the analysis of the EU's regional policy. The aim of the article is to highlight several divergences that were recognized by applying the aforementioned concepts to a single policy. The main framework of the analysis is based on the partnership principle, which is closely linked to all three dimensions (ie, polity, politics, policy) of the regional policy of the EU. References. Efektivnost vybraných nástrojů bytové politiky v České republice

The article begins by citing selected examples of state intervention in the area of housing in the Czech Republic, which dates back to the founding of the First Czechoslovak Republic in 1918, & a brief description is provided of the most important milestones in the evolution of housing policy since 1989. The second part of the article is devoted to empirically testing the effectiveness of selected housing subsidies applied in the Czech Republic at the end of the 1990s. Housing affordability declined after 1989 & required the introduction of new social & housing policy tools. However, the goals of the new housing assistance programmes have often been laid out in very general terms, which, combined with the lack of data on the recipients, has complicated the execution of any kind of effective analysis. For this reason the selection of programmes submitted to the empirical analysis of effectiveness was limited to the following: housing allowance, rent regulation, & the tax deduction of interest from mortgages & housing saving scheme loans. The analyses showed that only the housing allowance met the selected effectiveness criteria.
Východné rozšírenie a politika EÚ v oblasti energetiky: smerom ku spoločnej európskej energetickej politike? ; Eastern Enlargement and the EU Energy Policy: towards Common European Energy Policy?
The paper analyses the development of the EU energy policy since the beginning of the European integration and argues that the eastern enlargement and two gas crises in 2006 and 2009 have crucially impacted its evolution. Originally, the ES/EU dealt primarily with the formation and liberalisation of internal energy market, however after 2004 the focus has shifted towards issues of energy security and external energy relations in general. The paper uses the spillover concept to analyse the development of the EU energy policy. It argues that the development of internal energy market was caused by a spillover from internal market as such, while the progress in the area of energy policy after the eastern enlargement was an outcome of efforts to achieve energy security; efforts that resulted in further spillover effects in areas such as diversification, external energy relations or efficiency. The paper thus claims that common European energy policy in its internal and external dimensions started to evolve gradually after the Eastern enlargement.
