An analysis of Australia's governmental policy towards indigenous peoples has been done. The negative consequences of the colonization of the Australian continent have been revealed, in particular, a significant reduction in the number of aborigines due to the spread of alcohol and epidemics, the seizure of their territories. It is concluded that the colonization of Australia was based on the idea of the hierarchy of human society, the superiority and inferiority of different races and groups of people, and accordingly - the supremacy of European culture and civilization. It is demonstrated in the creation of reservations for aborigines and the adoption of legislation aimed at segregating the country's white and colored populations and assimilating certain indigenous peoples into European society, primarily children from mixed marriages. It has been proven that, considering the aborigines an endangered people and seeking to protect them from themselves, Europeans saw the way to their salvation in miscegenation - interracial marriages and the isolation of aboriginal children from their parents. This policy has been pursued since the end of the XIX century by the 1970s and had disrupted cultural and family ties and destroyed aboriginal communities, although government circles positioned it as a policy of caring for indigenous Australians. As a result, the generation of aborigines taken from their parents and raised in boarding schools or families of white Europeans has been dubbed the "lost generation". The activity of A.O. Neville who for more than two decades held the position of chief defender of the aborigines in Western Australia and in fact became the ideologist of the aborigines' assimilation policy has been analyzed. He substantiated the idea of the biological absorption of the indigenous Australian race as a key condition for its preservation and extremely harshly implemented the policy of separating Aboriginal children from their parents. It is concluded that the policy towards the indigenous population of Australia in the late XIX – first third of the XXcentury was based on the principle of discrimination on racial grounds. ; Здійснено аналіз урядової політики Австралії щодо корінного населення. Розкрито негативні наслідки колонізації австралійського континенту, зокрема значне зменшення чисельності аборигенів внаслідок поширення алкоголю й епідемій, захоплення їхніх територій. Зроблено висновок, що колонізація Австралії ґрунтувалась на ідеї ієрархії людського суспільства, вищості і нижчості різних рас і груп людей, а відповідно – зверхності європейської культури і цивілізації. Її унаочненням стало створення резервацій для аборигенів і прийняття законодавства, спрямованого на сегрегацію білого і кольорового населення країни і асиміляцію окремих представників корінного народу в європейське суспільство, у першу чергу – дітей від змішаних шлюбів. Доведено, що, вважаючи аборигенів вимираючим народом і прагнучи його захистити від самого себе, європейці бачили шлях його порятунку у міцегенації – міжрасових шлюбах та ізоляції дітей аборигенів від батьків. Така політика здійснювалась з кінця XIXст. до 1970-хрр. і призвела до порушення культурних і родинних зв'язків і руйнування общин аборигенів, хоча урядові кола позиціонували її як політику турботи про корінних австралійців. У зв'язку з цим, покоління аборигенів, яких забрали від батьків і передали на виховання в інтернати або сім'ї білошкірих європейців, отримало назву «втраченого покоління». Розкрито діяльність А.О.Невілля, який більше двох десятиліть обіймав посаду головного захисника аборигенів у Західній Австралії і фактично став ідеологом політики їхньої асиміляції. Він обґрунтував ідею біологічного поглинання корінної австралійської раси як ключової умови її збереження і надзвичайно жорстоко впроваджував політику відділення дітей аборигенів від їхніх батьків. Зроблено висновок, що політика щодо корінного населення Австралії кінця XIX – першої третини ХХст. будувалась на принципі дискримінації за расовою ознакою.

From the second half of XX century issues about rights and freedom of national minorities become a subject of active discussions in world political area. Originality of each culture makes it not only the richest source of overall knowledge about indigenous but also shows us unique experience of o-existence. In the end of XX century in countries with ethnic diversity (USA, Canada, Australia, Latin America countries) state policy strategy settled multiculturalism, which regards each ethnos as bearer of special culture, at the same time with globalism. Poliethnic countries usually deal with necessity of saving cultural legacy and implementing special ethno-cultural policy toward nations, which live there. Till the middle of XX century in USA was laid the legislative foundation for new American-Indian relations which stands on equality of rights, and nevertheless for existing problems, USA become making some steps for improving the indigenous living. Stating from the second half of XX century government of USA makes permanent steps for saving legacy of the indigenous by elaborating bills, which intends to strengthen rights of the aboriginal population and aspires to bring harmony in American-Indian relations. Nowadays traditions and customs, spiritual and material culture of USA aboriginal population rebirths and its condition needs to be guided by the government. North American Indians cultural development analysis has to be realized in context of USA ethnocultural policy, because during a long time this process was determined by exactly political factors. Such approach accords to direction of political research, seeing political science integrate methodological possibilities of numerous disciplines ; Сучасне суспільство за період тривалого історичного поступу усвідомило цінність культур етносів, що входять до нього. Починаючи з другої половини XX ст., питання, що стосуються прав, свобод і умов життя представників національних меншин, стали предметом активного обговорення на світовій політичній арені. Наприкінці XX ст. поряд із глобалізмом, націленим на створення універсальних зразків, у країнах, що відрізняються етнічним різномаїттям (США, Канаді, Австралії, країнах Латинської Америки), в стратегії державної політики утвердився мультикультуралізм, який розгядає кожний етнос як носія особливої культури. Аналіз культурного розвитку північноамериканських індіанців здійснюється в контексті етнокультурної політики США, оскільки протягом тривалого часу цей розвиток визначався саме політичними факторами. This article represents the first attempt in Ukraine of complex interdisciplinary investigation of the history of Australian film development in the XX-th century in the context of Australian culture. Analysing films in historical order the peculiarities of each decade are taken into consideration. The periods of silent films, sound films and colour films are analysed. The best film productions, their film directors and prominent actors are outlined. Special attention is paid to the development of feature films and documentaries. The article concentrates on the development of different film genres beginning with national historical drama, films of the first pioneers' survival, adventure films. It is shown how they contribute to the embodiment in films of the main archetypes of Australian culture, the development of Australian identity. After World War I and World War II war films appear to commemorate the courage of the Australian soldiers in the war fields. Later on the destiny of the Australian women white settlers' wives or native Australians inspired film directors to make them the chief heroines of their movies. A comparative analysis of films and literary primary sources underlying their scripts is carried out. It is concluded that the Australian directors selected the best examples of Australian national poetry and prose, which reveal the historical and social, cultural and racial problems of the country's development during the twentieth century. The publication dwells on boom and bust periods of Australian film making. The governmental policy in this sphere is analysed. Different schemes of film production and distribution are outlined to make national film industry compatible with the other film industries of the world, especially with the Hollywood. The area of a new discipline - Australian Film Studios - is studied as well as the works of Australian scholars. It is clarified in what Australian universities this discipline is taught. It is assumed that the experience of Australia in this sphere should be taken by Ukraine. ; Стаття представляє собою першу спробу в Україні комплексного інтердисциплінарного вивчення історії розвитку австралійської кіноіндустрії в ХХст. в контексті австралійської культури. Аналізуючи фільми в історичній послідовності особливості кожної декади беруться до уваги. Проаналізовані періоди німого, звукового та кольорового кіно. Виокремлені кращі фільми, режисери та видатні актори. Особлива увага приділена художнім та документальним фільмам. У статті розглядається розвиток різних жанрів кінофільмів, починаючи з історичної драми, фільмів про виживання поселенців-піонерів, пригодницьких фільмів. Показано, як вони сприяють втіленню у кінострічках головних архетипів австралійської культури, розвитку австралійської ідентичності. Після Першої та Другої світових воєн створюються фільми, щоб увічнити хоробрість австралійських солдатів на полях цих воєн. Згодом з'являються кінострічки, в яких режисери змальовують долі австралійських жінок, чи то дружин переселенців, чи аборигенок. Проведено компаративний аналіз фільмів та літературних першоджерел, покладених в основу їх сценаріїв. Зроблено висновок, що австралійськими режисерами були обрані найкращі взірці австралійської національної поезії і прози, які розкривають історичні і соціальні, культурні і расові проблеми розвитку країни протягом ХХст. У статті приділяється увага періодам буму і спаду у сфері австралійського кіновиробництва. Проаналізована урядова політика в кіноіндустрії. Окреслені різні схеми виробництва та дистрибуції національних фільмів, аби зробити їх конкурентоспроможними з фільмами інших кіноіндустрій світу, особливо з Голлівудом. Вивчена сфера нової дисципліни – австралійські фільмові студії так само, як і праці національних вчених у цій галузі. З'ясовано, в яких університетах Австралії вона викладається. Зроблено висновки, що досвід Австралії в цих сферах корисний для України.

The main object of the research is to identify the features of the formative stage of the external vector of Australian environmental policy, which dates back to the 1970s. Methodology of the research is based on an analysis of documents of the Australian Parliament, Department of Foreign Affairs and Trade and the Ministry of Water, Agriculture and Environment. It is found that by the early 1970s, Australia had adopted the first international agreements that formed the basis for the further development of its multilateral environmental cooperation. During this period, various mechanisms and models of multilateral cooperation were developed. The role of United Nations Conference on the Environment held in Stockholm in 1972 in the development of a new level of international environmental cooperation is revealed. It is proven that a number of environmental problems has been has exacerbated in Australia. This led to the country's need for a broad exchange of information with other countries of the world in order to overcome them and to join forces more closely to combat them. By this time in Australia, at both the federal and state levels, government agencies responsible for implementing environmental policies were established. This facilitated the coordination of the internal and external vector of environmental activities. It is concluded that after this conference, in the 1970s, the period of formation of the international vector of Australian environmental policy began. This is justified by the fact that it was based on new principles and background and included new directions. Its peculiarity is demonstrated. It is emphasized on the important role played by the Australian Parliament in the implementation of international agreements.

Визначено історичні, соціально-економічні, політичні детермінанти становлення та розвитку освіти корінного населення у США і Канаді; показано взаємозв'язок особливостей функціонування системи освіти корінного населення з процесами колонізації північноамериканських земель європейцями; розкрито сутність політики асиміляції корінного населення, яка породжувала расову дискримінацію корінного населення країн, посилювала їх маргіналізацію і деградацію; закцентовано увагу на діяльності шкіл-інтернатів для дітей корінних народів як однієї з форм освітньої асиміляції, показано їх негативний вплив на виховання дітей корінних народів; виявлено, що сучасною тенденцією освітньої політики щодо корінних народів є перехід від політики асиміляції до політики інтеграції; показано, що сучасна освіта корінних народів у США і Канаді базується на принципах мультикультуралізму, демократії, гуманізму, на націоналістичному підході, урахуванні освітніх потреб та потреб ринку праці. ; The article identifies and analyzes the determinants of formation and development of the education of indigenous peoples of the United States and Canada, identifies the features of functioning of boarding schools and their impact on the education and training of indigenous peoples' children. In order to achieve the aim, we used a retrospective analysis that helped track the emergence and development of the education of the indigenous peoples of the United States and Canada; structural-logical analysis which contributed to the study of legislative provision for the indigenous population; structural-functional analysis which allowed determining the specific features of education of indigenous peoples in the United States and Canada, to find out the features of the functioning of boarding schools; systemic-structural and comparative analysis which contributed to the definition of the common and distinctive in the countries under study. It has been established that the problem of indigenous education in the US and Canada has deep historical roots since the discovery of the American continent; the main determinants of development of indigenous peoples education in the North American countries are socioeconomic, political, historical, socio-cultural factors which are closely linked to the colonization of American lands by Europeans; the policy of indigenous assimilation was carried out in various forms, in particular, a policy of paternalism, the main purpose of which was the so-called "civilization of wild nations" and the policy of termination, which was aimed at eliminating the personal status of indigenous people, the abolition of federal care and waiver of obligations to provide financial assistance; the policy of indigenous assimilation proved to be ineffective, gave rise to racial discrimination of the indigenous people of the country, increased their marginalization and degradation. It was found out that the policy of assimilation was applied to educational policies concerning the indigenous population; boarding schools for indigenous children have become one of the forms of educational assimilation that have irreparably damaged the indigenous culture, their purpose was to destroy the values, principles, customs, and the language of indigenous peoples. It is revealed that the current tendency in educational policy is transition from assimilation policy to integration policy. It is shown that modern education of indigenous peoples in the USA and Canada is based on the principles of multiculturalism, democracy, humanism, nationalist approach, taking into account educational needs and labor market needs.

There are now more than 5,000 ethnic and 2,500 language groups in the world, while there are virtually no monoethnic states left. Almost all states have interethnic problems, which determines the severity of the problem and its relevance. The relevance of the topic is: 1) to gain experience of Brazil, Canada, India in solving the problem of the constitutional status of indigenous peoples; 2) in emphasizing the need to provide them not only with language rights, but also with an appropriate level of well-being; 3) in the ability to help stabilize the domestic political situation in Ukraine and strengthen relations with neighboring countries and the European Union. The purpose of the article – an attempt to conduct a comparative analysis of the constitutional status of the indigenous peoples of Brazil, Canada and India on the basis of studying the relevant provisions of the Constitutions, special international documents, scientific papers. The Conventions of the United Nations and the International Labor Organization of 1957, 1982, 1989 «On protection and integration of indigenous and other peoples leading tribal and semi-tribal lifestyles in independent countries», «On indigenous peoples and peoples leading tribal way of life in independent countries» were considered and analyzed. An analysis of the Constitutions and Constitutional Acts of Brazil, Canada and India, which reflect the reaction of these states to these Conventions, was also conducted. There are similar and distinctive features in the formation of the constitutional status of the studied ethnic groups. Similar features: centuries-old cruel treatment of the colonizers, the corresponding influence of international documents on the design of the constitutional status, the introduction of their requirements into the constitutions. The current state of the legislative base concerning the regulation of Crimean Tatar issue is researched. The article investigates the common aspects of home policy determinants of foreign policy. The author argues that before the modern political science international relations raises questions about the possibility of aggravation of geopolitical confrontation in the process of alternative models of world order and the impact of the internal heterogeneity of the leading countries in the world in the development of a new system of international relations. On the example of the Peloponnesian War, the internal factors of international relations are reviewed and analyzed, the inadequacy and inaccuracy of many of the stereotypes of the theory of international relations, inspired liberal propaganda are clearly demonstrated. Falseness of the statements about the innate aggressiveness of authoritarian regimes is proved, the position about an inherent pacifism of democracies is refuted. ; Стаття присвячена дослідженню загальних аспектів проблеми внутрішньополітичних детермінант зовнішньої політики. Визначено, що перед сучасною політологією міжнародних відносин постає питання щодо можливості загострення геополітичного протистояння в процесі формування альтернативних моделей світоустрою загалом, і впливу внутрішньополітичної гетерогенності провідних держав світу на становлення нової системи міжнародних відносин зокрема. На прикладі Пелопоннеської війни розглянуто і проаналізовано внутрішні чинники міжнародних відносин, продемонстровано неадекватність та помилковість багатьох стереотипів теорії міжнародних відносин, навіяних ліберальною пропагандою. Доведено хибність положень про вроджену агресивність авторитарних режимів, спростовано твердження про іманентний пацифізм демократій.

The article examines the prerequisites for the creation and early stages of development of the Commonwealth of Australia from the founding of the first European colonies prior to the legal formalization of the federation. Also mentioned are the variability of approaches to the development of Australia's historiography, in particular from the positions of classical English and modern Australian views. Also, the early stages of the development of the continent that preceded the discovery of Australia by Europeans are considered. It analyzes the wide context of geopolitical processes in Europe in the era of imperialism (XVI-XIX centuries), as well as the circumstances of the formation of large colonial empires. In particular, features of the status, place and role of England in the international political processes of the XVIІ and XVIII centuries are shown, and the stages of the formation of the British colonial empire are also considered. The complex of internal socio-economic as well as foreign policy prerequisites for the beginning of the colonization of Australia by Great Britain is analyzed, in particular the attention paid to the consequences of the British Industrial Revolution XVIII. The stages of formation of the British colonies in Australia, as well as the development of the mainland from the establishment of the first settlement - New South Wales until full control of the continent are investigated. The characteristics of the economic, social, political, demographic and other aspects of the development of Australian colonies are analyzed. The article discusses the evolution of trade and administrative relations between individual colonies, as well as the stages of preparation for the creation of a federation, which was called the Commonwealth of Australia and changed the country's colonial position to the dominion status in the British Empire. Particular attention is paid to the international political processes that accompanied the development of the Australian continent, as well as the role of colonial administrations in regional geopolitical processes, in particular the colonization of New Guinea. ; У статті досліджуються передумови утворення та ранні етапи розвитку Австралійського Союзу від заснування перших європейських колоній до юридичного оформлення федерації. Окремо розглянуто варіативність підходів до формування історіографії Австралії, зокрема з позицій класичного англійського та сучасного австралійського поглядів. Приділено увагу раннім етапам розвитку континенту, що передували відкриттю Австралії європейцями. Проаналізовано широкий контекст геополітичних процесів у Європі в епоху імперіалізму (XVI-XІXст.) та обставини формування великих колоніальних імперій. Зокрема, показано особливості статусу, місця й ролі Англії в міжнародно-політичних процесах XVII і XVIIIст., а також розглянуто етапи становлення британської колоніальної імперії. Проаналізовано комплекс внутрішніх соціально-економічних та зовнішньополітичних передумов початку колонізації Австралії Великою Британією, зокрема приділено увагу наслідкам англійської промислової революції XVIIІст. Досліджено етапи формування системи британських колоній в Австралії та освоєння материка від створення першого поселення – Нового Південного Уельсу до набуття повного контролю над континентом. Аналізуються особливості економічного, соціального, політичного, демографічного та ін. аспектів розвитку австралійських колоній. Розглянуто еволюцію торгівельних та адміністративних відносин між окремими колоніями, а також етапи підготовки до утворення федерації, яка отримала назву Австралійський Союз і змінила колоніальне положення країни на статус домініону Британської імперії. Особливу увагу приділено міжнародно-політичним процесам, які супроводжували освоєння австралійського континенту, а також ролі колоніальних адміністрацій в регіональних геополітичних процесах, зокрема колонізації Нової Гвінеї.
