According to the Romanian and universal historiography, the document of 22 June 1941 marked the beginning of the first Romanian-Russian war. The present article aims to emphasize such a conclusion, reviewing all theaggressive, hegemonic or annexational actions of Tsarist Russia and mostly of Soviet Russian (the Soviet Union, as of December 1922) directed against the Romanian historical territories and the Romanian national state. In the light of those mentioned, Romania's joining the war effort of Germany against the USSR, in June 1941, appears not as a historical accident, but as the outcome of prolonged states of suspicions and latent conflict.Keywords: foreign policy; military relations; alliances; offensive;defensive.
On June 28, 2018, the California Legislature passed the nation's strictest data privacy law, the California Consumer Privacy Act of 2018 ("CCPA"). Although effective January 1, 2019, the provisions of the CCPA did not become operative until January 1, 2020. The CCPA enforces compliance obligations on any business that collects covered personal information about California residents ("Consumers") and exceeds one of three thresholds: (i) annual gross revenues of $25 million, (ii) collection of personal information for commercial purpose of 50,000 or more covered consumers, or (iii) 50% or more annual revenue from selling Consumers' personal information. This low threshold demonstrates the incompatibility of the CCPA's language with its alleged mission of consumer protection. This Comment discusses the catch-22 of the CCPA-consumer data privacy versus actual consumer protection-and suggests amendments to address this conflict. In its current state, the CCPA fails to protect the Consumer as a "complex consumer." Unlike "singular consumers"-those who purchase goods and services for personal use-complex consumers hold the simultaneous role of consumer and business-owner/business-employee. This Comment suggests the following amendments to help bridge the gap between privacy and protection: (1) Restrict the scope of applicability to exclude businesses with limited financial and/or personnel resources, i.e. small businesses; and (2) Narrow the definition of "personal information" to exclude purchasing histories or tendencies and inferences drawn from the CCPA's enumerated categories. The foregoing suggestions will provide protection for complex Consumers, resulting in actual consumer protection, while maintaining the data privacy rights provided to the Consumer by the CCPA.
The League of Women Voters of Texas is a non-partisan organization that works to promote political responsibility through active informed participation of all citizens in their government. In 1919, the Texas Equal Suffrage Association evolved into the Texas League of Women Voters, and today is recognized as the League of Women Voters of Texas. Their hallmark activity is the circulation of Voters' Guides through newspapers prior to elections; locally, regionally, statewide, and nationally. The League's intent is dissemination of information on political candidates, and the objective promotion of "political responsibility through informed and active participation of citizens in government." This article is based on a plenary held during the Child & Youth Care in Action VI Conference: Moving Through Trails and Trials Toward Community Wellness, held in Victoria, British Columbia in April 2019. It explores how we can re-imagine child and youth care practice with African Canadian youth. This emerging paradigm aligns with child and youth care politicized praxis as well as trauma-informed and strengths-based approaches in the field's literature. We highlight the importance of mobilizing critical and transformative theoretical frameworks along with an Africentric worldview to substantially support youth of African descent with a strengths-based approach. While some sectors of the local economy continue to be devastated by the COVID-19 pandemic, many area firms are now beginning to recuperate from this spring's shockwaves. Overall local employment was 3.1 percent lower in July 2020 than it was one year earlier, but this is a clear improvement from what was seen in last quarter's St. Cloud Area Quarterly Business Report (at which time we reported an 11.5 percent year-over-year decline in area employment). In addition, published job losses in the Twin Cities (and across the state) are considerably worse than what is seen locally. For example, Twin Cities employment declined 8.7 percent over the year ending July 2020 (and state employment dropped 8.5 over the same period). These relatively stronger numbers in the St. Cloud labor market are little comfort to those firms in the leisure & hospitality sector, where local employment fell 23.1 percent over the past twelve months. The information and "other services" sectors, along with the local government sub-sector, also experienced double digit percentage employment declines over the year ending July 2020. Combined, these four sectors account for 17.3 percent of overall area employment. Other key local sectors are faring better than three months ago. For example, employment in the education/health sector was one percent higher in July 2020 than it was one year earlier (these numbers do not reflect the closure of the Health Partners Central Minnesota Clinic at the end of August). In addition, retail trade employment grew 9.8 percent over the year ending July 2020. Mining/logging/construction employment was also higher locally. These three growth sectors account for more than 40 percent of local jobs. The St. Cloud Index of Leading Economic Indicators was down 0.1% in the quarter and down 0.9% over the last year. Current business activity at surveyed firms was improved from three months ago (when reported activity was weaker than at any time over the 22 years that the St. Cloud Area Business Outlook Survey has been administered). For example, nearly half of surveyed firms report an increase in business activity over the past three months and more than one-third of firms indicate increased capital expenditures in the current quarter. The future outlook of surveyed firms is weaker than usual for the August survey but, on balance, area firms still expect improved business conditions by the beginning of next year. In special questions, nearly half of surveyed firms expect the local recession to continue into 2021—few firms think the local recession will be over by the end of 2020. In other special questions, area business leaders share any positive long-term impact that COVID-19 has had on their firms. They also weigh in on the extent to which the pandemic is likely to influence election outcomes. Finally, firms describe ways in which they are likely to be impacted by the form taken of K-12 school re-openings.
The St. Cloud area economy remains in recession as the uneven effects of the COVID-19 pandemic continue to plague the local labor market. While some local sectors are experiencing uninterrupted strong growth, the virus' impact on the leisure/hospitality and other services sectors is creating historic existential challenges for some area firms. Overall local employment was 3.4 percent lower in October 2020 than it was one year earlier, but this is a clear improvement from what was seen in the June St. Cloud Area Quarterly Business Report (at which time an 11.5 percent year-over-year decline in area employment was reported). The St. Cloud Index of Leading Economic Indicators rose marginally over the past quarter, but was 3.5% higher over the last year. Current business activity at surveyed firms was weaker than usual as was their future outlook, although, on balance, area firms still expect improved business conditions over the next six months. In special questions, business leaders identify COVID-19 relief as the most important issue for the upcoming legislative session in St. Paul. Tax burden, job creation, and health care reform also rank high on firms' list of legislative concerns. In a separate question, most firms report dedicating less than 5 percent of their spending on capital improvements meant to combat COVID-19.
The paper analyzes the prominent 22@ Innovation District project, which was initiated at the beginning of the 2000s by the city of Barcelona to regenerate part of the Poblenou district, a former industrial area. The goal was to create an innovation district able to generate economic activity and employment by focusing on knowledge economy and new technologies. The innovative features of the project emphasize the uncertainty and the need to adapt to new technologies and their economic and social influence in urban regeneration projects. The paper uses the adaptive governance framework to analyze how the dynamic process of urban regeneration and creation of an innovation district has been able to adapt to internal and external changes of political, economic and technological nature. Adaptive governance has been conceptualized by focusing on three key aspects (i.e., level of complexity, conflict and uncertainty) and three main actions (i.e., anticipate, learn and adapt) that have been considered in the case study. These elements emphasize the need for bridging organizations that are able to work cross-level and cross-scale. The article shows the suitability of adaptive governance systems in urban regeneration projects, aiming to combine top-down and bottom-up initiatives within a comprehensive strategy.
Prolonged seizures (status epilepticus, SE) may drive hippocampal dysfunction and epileptogenesis, at least partly, through an elevation in neurogenesis, dysregulation of migration and aberrant dendritic arborization of newly-formed neurons. MicroRNA-22 was recently found to protect against the development of epileptic foci, but the mechanisms remain incompletely understood. Here, we investigated the contribution of microRNA-22 to SE-induced aberrant adult neurogenesis. SE was induced by intraamygdala microinjection of kainic acid (KA) to model unilateral hippocampal neuropathology in mice. MicroRNA-22 expression was suppressed using specific oligonucleotide inhibitors (antagomir-22) and newly-formed neurons were visualized using the thymidine analog iodo-deoxyuridine (IdU) and a green fluorescent protein (GFP)-expressing retrovirus to visualize the dendritic tree and synaptic spines. Using this approach, we quantified differences in the rate of neurogenesis and migration, the structure of the apical dendritic tree and density and morphology of dendritic spines in newly-formed neurons.SE resulted in an increased rate of hippocampal neurogenesis, including within the undamaged contralateral dentate gyrus (DG). Newly-formed neurons underwent aberrant migration, both within the granule cell layer and into ectopic sites. Inhibition of microRNA-22 exacerbated these changes. The dendritic diameter and the density and average volume of dendritic spines were unaffected by SE, but these parameters were all elevated in mice in which microRNA-22 was suppressed. MicroRNA-22 inhibition also reduced the length and complexity of the dendritic tree, independently of SE. Slides from a presentation delivered through a virtual meeting on December 17, 2020 that reviews the December 2020 St. Cloud Area Quarterly Business Report. Local economic business activity between August and October was the worst in a decade, according to 38 respondents to the St. Cloud Area Quarterly Business Survey. Local labor markets are tight, however, with 27% of respondents saying they foresee greater difficulty finding qualified workers. The St. Cloud Area Index of Leading Economic Indicators indicates improving conditions by the middle of 2021. To increase student learning opportunities up to high school level, the DKI Jakarta government provides the Jakarta Smart Card (KJP) program for people who are classified as poor. Evaluation on the implementation of this program needs to be done to see the extent of program success. This study aims to look at the evaluation of the KJP program at SMA Negeri 22 Jakarta using the CIPP (Context, Input, Process, Output) method. The results showed that SMAN 22 had run the KJP program very well. The results of the evaluation on context aspect shows a very good result with 85% of implementation. The input aspects have been carried out 80% with good categories. The process aspect is running well with a percentage of 80% of the plan, and the product evaluation (output) aspect also reaches 80% of the specified criteria. The study also recommends that there should be an officer from provincial government officials to conduct home visit program to maintain the quality of KJP implementation.
En septiembre de 1955, un movimiento encabezado por las Fuerzas Armadas junto con la adhesión de numerosos sectores civiles, dieron fin al gobierno peronista mediante un golpe de estado. Luego del mismo, y del fracaso del proyecto conciliador del General Eduardo Lonardi, el presidente Pedro Eugenio Aramburu habilitó una serie de acciones tendientes a revisar el "régimen depuesto". En este marco surgieron las denominadas Comisiones Investigadoras con la finalidad de obtener herramientas justificadoras de la persecución y proscripción del peronismo. En este trabajo analizaremos los expedientes que elaboró la denominada "Comisión n° 22", la cual tuvo a su cargo la investigación sobre lo actuado en YPF durante el gobierno peronista, enfocándonos en los tipos de denuncias que se hallaron en los mismos. La hipótesis que guía este artículo es que no solamente la Revolución Libertadora impugnaba la politización de YPF, que la habría llevado a la decadencia y por ende a la "entrega del petróleo", sino que lo que resultaba ahora inadmisible era la fidelidad al peronismo que todavía expresaban los agentes de la empresa estatal luego de 1955. Joseph Heller combined the irrational sensations, the mocking and satirical tones to describe a collapsed and degenerate world in the postmodern condition. Through the living background of an American military unit of World War II, the author reflected some absurd problems such as: the distortion of justice, the influence of greed, and the issue of personal integrity. This article focuses on analyzing the absurdity of character imagery and reality that is automatically accepted and followed in postmodern condition. It is also to shed a light on this issue and evaluate historical, technical, political, and mental barriers between technology supplier / recipient and future prospects and successful steps to be made to overcome those. The workputs a problemto scrutinize today's and future materials science dual use technology transfer control regulations and all premises associated and leaving an imprint on the realities existing in Ukraine. First of all, it is important to study technology transfer issues and a vital role of those premises appeared in Ukraine otherwise one may chase a ghost while trying to understand how to put it correct in a right legal and political way to successfully resolve this matter since in this case none turnkey solutions ever exist. For example, central to a control regime debate is to discuss an evolution, or lack of the existing transparent legislation covering dual-use technologies, and a discussion on its orientation and scope. Does this really work and sound in practice, and if "yes" then to what extent? Second, at a time of fundamental change in nature and order of international relations, the wisdom of ad hoc control regimes must not escape scrutiny. Although experts are very much aware of these problems, future of control regulations remains still blurred and uncertain, so what are their potential implications for international state's security? The research revealedthat a reassessment of the problems surrounding dual use materials science technologies and today's control regulations should be made – both in terms of their potential improvement and/or possible new universal multilateral agreements and transparency among states involved in technology transfer. This further argues a need for new international mechanisms to ensure the transfer of dual-use materials science technologies, while not powering proliferation opportunities for weapon systems. The results of this endeavormake a ground floor for further debates in terms of politics and export control in the field of transfer of intangible technologies.
