Wenn ›Verfassung‹ als gegenüber der übrigen Rechtsordnung höherrangige Grundordnung politischer Gewaltübung verstanden wird und ›Öffentlichkeit‹ als Sphäre der Kommunikation, in der ein Austausch von Informationen und Meinungen im Zusammenhang politischer Willensbildung erfolgt, dann lassen sich vielfache Beziehungen zwischen beiden Phänomenen ausmachen.
