This article is based on a plenary held during the Child & Youth Care in Action VI Conference: Moving Through Trails and Trials Toward Community Wellness, held in Victoria, British Columbia in April 2019. It explores how we can re-imagine child and youth care practice with African Canadian youth. This emerging paradigm aligns with child and youth care politicized praxis as well as trauma-informed and strengths-based approaches in the field's literature. We highlight the importance of mobilizing critical and transformative theoretical frameworks along with an Africentric worldview to substantially support youth of African descent with a strengths-based approach. While some sectors of the local economy continue to be devastated by the COVID-19 pandemic, many area firms are now beginning to recuperate from this spring's shockwaves. Overall local employment was 3.1 percent lower in July 2020 than it was one year earlier, but this is a clear improvement from what was seen in last quarter's St. Cloud Area Quarterly Business Report (at which time we reported an 11.5 percent year-over-year decline in area employment). In addition, published job losses in the Twin Cities (and across the state) are considerably worse than what is seen locally. For example, Twin Cities employment declined 8.7 percent over the year ending July 2020 (and state employment dropped 8.5 over the same period). These relatively stronger numbers in the St. Cloud labor market are little comfort to those firms in the leisure & hospitality sector, where local employment fell 23.1 percent over the past twelve months. The information and "other services" sectors, along with the local government sub-sector, also experienced double digit percentage employment declines over the year ending July 2020. Combined, these four sectors account for 17.3 percent of overall area employment. Other key local sectors are faring better than three months ago. For example, employment in the education/health sector was one percent higher in July 2020 than it was one year earlier (these numbers do not reflect the closure of the Health Partners Central Minnesota Clinic at the end of August). In addition, retail trade employment grew 9.8 percent over the year ending July 2020. Mining/logging/construction employment was also higher locally. These three growth sectors account for more than 40 percent of local jobs. The St. Cloud Index of Leading Economic Indicators was down 0.1% in the quarter and down 0.9% over the last year. Current business activity at surveyed firms was improved from three months ago (when reported activity was weaker than at any time over the 22 years that the St. Cloud Area Business Outlook Survey has been administered). For example, nearly half of surveyed firms report an increase in business activity over the past three months and more than one-third of firms indicate increased capital expenditures in the current quarter. The future outlook of surveyed firms is weaker than usual for the August survey but, on balance, area firms still expect improved business conditions by the beginning of next year. In special questions, nearly half of surveyed firms expect the local recession to continue into 2021—few firms think the local recession will be over by the end of 2020. In other special questions, area business leaders share any positive long-term impact that COVID-19 has had on their firms. They also weigh in on the extent to which the pandemic is likely to influence election outcomes. Finally, firms describe ways in which they are likely to be impacted by the form taken of K-12 school re-openings.
The St. Cloud area economy remains in recession as the uneven effects of the COVID-19 pandemic continue to plague the local labor market. While some local sectors are experiencing uninterrupted strong growth, the virus' impact on the leisure/hospitality and other services sectors is creating historic existential challenges for some area firms. Overall local employment was 3.4 percent lower in October 2020 than it was one year earlier, but this is a clear improvement from what was seen in the June St. Cloud Area Quarterly Business Report (at which time an 11.5 percent year-over-year decline in area employment was reported). The St. Cloud Index of Leading Economic Indicators rose marginally over the past quarter, but was 3.5% higher over the last year. Current business activity at surveyed firms was weaker than usual as was their future outlook, although, on balance, area firms still expect improved business conditions over the next six months. In special questions, business leaders identify COVID-19 relief as the most important issue for the upcoming legislative session in St. Paul. Tax burden, job creation, and health care reform also rank high on firms' list of legislative concerns. In a separate question, most firms report dedicating less than 5 percent of their spending on capital improvements meant to combat COVID-19.
The paper analyzes the prominent 22@ Innovation District project, which was initiated at the beginning of the 2000s by the city of Barcelona to regenerate part of the Poblenou district, a former industrial area. The goal was to create an innovation district able to generate economic activity and employment by focusing on knowledge economy and new technologies. The innovative features of the project emphasize the uncertainty and the need to adapt to new technologies and their economic and social influence in urban regeneration projects. The paper uses the adaptive governance framework to analyze how the dynamic process of urban regeneration and creation of an innovation district has been able to adapt to internal and external changes of political, economic and technological nature. Adaptive governance has been conceptualized by focusing on three key aspects (i.e., level of complexity, conflict and uncertainty) and three main actions (i.e., anticipate, learn and adapt) that have been considered in the case study. These elements emphasize the need for bridging organizations that are able to work cross-level and cross-scale. The article shows the suitability of adaptive governance systems in urban regeneration projects, aiming to combine top-down and bottom-up initiatives within a comprehensive strategy.
Prolonged seizures (status epilepticus, SE) may drive hippocampal dysfunction and epileptogenesis, at least partly, through an elevation in neurogenesis, dysregulation of migration and aberrant dendritic arborization of newly-formed neurons. MicroRNA-22 was recently found to protect against the development of epileptic foci, but the mechanisms remain incompletely understood. Here, we investigated the contribution of microRNA-22 to SE-induced aberrant adult neurogenesis. SE was induced by intraamygdala microinjection of kainic acid (KA) to model unilateral hippocampal neuropathology in mice. MicroRNA-22 expression was suppressed using specific oligonucleotide inhibitors (antagomir-22) and newly-formed neurons were visualized using the thymidine analog iodo-deoxyuridine (IdU) and a green fluorescent protein (GFP)-expressing retrovirus to visualize the dendritic tree and synaptic spines. Using this approach, we quantified differences in the rate of neurogenesis and migration, the structure of the apical dendritic tree and density and morphology of dendritic spines in newly-formed neurons.SE resulted in an increased rate of hippocampal neurogenesis, including within the undamaged contralateral dentate gyrus (DG). Newly-formed neurons underwent aberrant migration, both within the granule cell layer and into ectopic sites. Inhibition of microRNA-22 exacerbated these changes. The dendritic diameter and the density and average volume of dendritic spines were unaffected by SE, but these parameters were all elevated in mice in which microRNA-22 was suppressed. MicroRNA-22 inhibition also reduced the length and complexity of the dendritic tree, independently of SE. Die Frage nach der Verbindlichkeit des Rechts, die Frage also, ob dem Recht über seine äußere Zwangsgewalt hinaus eine verpflichtende Kraft zukomme, versteht sich nicht von selbst. Hat der aus der Trennung von Recht und Moral entspringende Rechtspositivismus doch zu der These geführt, daß das Recht – rein rechtlich betrachtet – zu nichts verpflichte. Das widerspricht allerdings den vorherrschenden sozialen Anschauungen. Sie verlangen folglich nach einer Begründung für den dem Recht zugeschriebenen Anspruch verbindlicher Maßgeblichkeit. Demgemäß ranken sich um die Idee solcher Normativität des Rechts Vorstellungen, Bilder und Begriffe, die eine innere Bindung durch Recht plausibel zu machen suchen. Es wird gezeigt, daß sich diese Konnotationen der Idee der Rechtsverbindlichkeit auf drei Grundfiguren zurückführen lassen, die der Grammatik der persönlichen Fürwörter korrespondieren.Der Autor ist Professor für Öffentliches Recht, Rechts- und Staatsphilosophie an der Humboldt-Universität zu Berlin.
