The economy of the 21st century in the OECD countries and in China, is characterized by a new phenomenon: the structural surplus of private savings in relation to private investment. On the one hand, this excess saving is due to people's increasing inclination to save in light of rising life expectancy. On the other hand, investment is not keeping pace with the rising desire to save. The resulting gap between the private desire for wealth and private investment can only be closed by increasing public debt. This open access book offers a new, capital-theoretical perspective on the macroeconomic relationship between desired wealth and investment, and it presents new empirical data on private wealth and its composition in the OECD plus China area. The authors argue that a free economic and social order can only be stabilized if the wealth aspirations of individuals are met under conditions of price stability. This is not possible without substantial net public debt. A new way of thinking about the economy as a whole is required. "Author Stephen Lowe provides the first comprehensive study of legal action in South Carolina, beginning in the mid-1930s, when Charles Hamilton Houston established the framework for the assault on segregation, and continuing well into the post-Brown era. He situates the study within the historiography of the "Long Civil Rights Movement," demonstrating that both advancement towards, and resistance to, the expansion of African American civil rights began much earlier, and continued much later, than is often recognized within the standard periodization of the movement. African American plaintiffs and lawyers from South Carolina, with support of lawyers from the NAACP Legal Defense and Education Fund, brought and argued civil rights lawsuits in the federal courts of South Carolina attempting to equalize, then desegregate schools, parks, and public life. Meanwhile, White citizens, mostly state politicians and local officials, hired lawyers who crafted new legal theories to defend state practices and forestall Black equality. Over the course of several decades, Blacks and Whites in South Carolina used the courts as a venue within which to contest the Constitutional definitions of justice, equality, and citizenship. Among its contributions, the manuscript expands the dominant narrative of the civil rights movement in South Carolina. While there is a growing literature on the struggle for civil rights in South Carolina, the current project further enhances our ability to understand the many and varied events and individuals who contributed to the struggle in the state. It also explores, in great detail, the extent to which South Carolinians, both black and white, used the courts as a battleground, either to advance racial justice or to delay the implementation of civil rights decisions through new legal and (spurious) sociological arguments respectively. It complicates the "desegregation with dignity" narrative that dominates the popular memory of the civil rights movement in South Carolina. In so doing it helps to answer the question of why the state, which had a long history of often violent repression of African American rights, saw relatively few incidents of the bus burnings and gubernatorial confrontations that marked the period in other states. "The true story behind a labor leader reputed to be a serial killer. Aaron Goings offers a vivid biography of Billy Gohl (1873-1927), a prominent union official in Grays Harbor, Washington who came to be known for killing dozens of people, maybe even more than one hundred. "This book considers the manner in which the enactment and implementation of law and governance is changing in the global context. It explores this through a study of the deployment of the global anti-doping apparatus including the World Anti-Doping Code and its institutions with specific reference to professional cycling, a sport that has been at the forefront of some of the most famous doping cases and controversies in recent years. Critically, it argues that the changes to law and governance are not restricted to sport and anti-doping, but are actually inherent in broader processes associated with neoliberalism and social and behavioural surveillance and affect all aspects of society and its political institutions. The author engages with concepts and arguments in contemporary social theory, including: Dardot and Laval on neoliberalism; Agamben on sovereignty; Hardt and Negri on globalisation; and others including Foucault, Deleuze and Guattari and Louis Dumont. The work seeks to answer a question posed by both Foucault and Agamben; that is, given the growing primacy of the arts of government, what is the juridical form and theory of sovereignty that is able to sustain and found this primacy? It is argued that this question can be understood by reference to the shift from a social or public contract that was understood to be the foundation of society, to a society that is constituted by consent, private agreement and contract. In addition, the book examines the juridical concepts of the rule of law and sovereignty. This book is about China's economy transformation. Currently, China's macro-leverage ratio has been effectively controlled, the central market interest rate (one year fixed interest rate) has gone down, and liquidity is now relatively abundant. However, financial institutions are generally reluctant to lend, the local governments are unwilling to act, and the fact that liquidity released by the central bank cannot be effectively transmitted to the real economy is leading to a contraction of credit and higher financing costs for private enterprises. Meanwhile, the downturn in the internal economic cycle has been exacerbated by the external shocks caused by frictions in Sino-US trade, and this set of circumstances has contributed to the polarization of expectations regarding China's real economic prospects and policy trends, as seen, for example, in the questions and discussions about policy trends relevant to the private economy. Indeed, one might claim that the current confusion of expectations even exceeds that of 2008, when the international financial crisis breaks out. From a dialectical perspective, the more pessimistic expectation of economic trend, the easier it is to build consensus on reform, and the more remarkable actual effects of reform, which must be based on a comprehensive understanding of the phased characteristics of China's economic development. In this book, based on the experience working in central bank of China, the author argues that China's policy should focus on internal demand. In the coming period, China needs to persevere in the market orientation, step up reform and opening up, and create a favorable business environment. "Offering a critical account of the ways in which the US deployed its war power under liberal auspices throughout the Cold War, this book casts a geopolitical lens onto cultural productions preoccupied with black freedom, Asian liberation, and Pacific Islander decolonization against the backdrop of U.S. militarism in the Asia-Pacific region. The book examines the centrality of this militarism to the political and cultural imagination of racialized subjects in an era of serial U.S. "police actions" abroad and what writers such as James Baldwin, Ralph Ellison, and W.E.B. Du Bois described as a police state at home, contending that U.S. informal warfare relied on racial counterintelligence campaigns that structured not only America's hot wars in Asia but also its approach to radical activism, racial protest, and urban riots on the domestic front. As the author demonstrates, even as U.S. war politics may have taken the guise of anti-racist, multicultural alliance-building and marshaled the rhetoric of mutual defense, they gave rise to dissident visions of human rights that converged in a critique of the unilateralism of U.S. militarism, one that did not point in the direction of today's interventionist human rights politics. The book is in critical conversation with a spate of recent publications that might be called "Afro-Asian," but unlike these last, which tend to emphasize cross-racial solidarity, it highlights racial collusion, collaboration, and alignment with the post-1945 U.S. war machine as a paradoxical effect of the securitized "anti-racism" of the so-called Pax Americana. For Asian writers, artists, and filmmakers, Ōe Kenzaburo, Nakazawa Keiji, Byun Young-Joo, and Carlos Bulosan, the imagination of postcolonial or post-imperial justice is troubled by the period's deferral of decolonization. Literature by Miné Okubo, Chang-rae Lee, and Robert Barclay variously takes immigration, repatriation, or relocation as its theme, yet looming over this conditional incorporation into the postwar U.S. body politic is the specter of America's militarism in Asia. "From a stage erected in front of the US Capitol, on April 25, 1993, Michael Callen surveyed the throng: an estimated one million people stretched across the National Mall in the largest public demonstration of queer political solidarity in history. "What a sight," he told the crowd, his earnest Midwestern twang reverberating through loudspeakers. "You're a sight for sore eyes. Being gay is the greatest gift I have ever been given, and I don't care who knows about it." He then launched into a gorgeous rendition of "Love Don't Need a Reason," the AIDS anthem he composed with Marsha Malamet and the late Peter Allen. As Callen finished singing, people stood cheering and flashing the familiar American Sign Language symbol for "I Love You." For they knew the song's sentiment rang true for Callen, who had recently announced his retirement from music and activism after a living for more than a decade with what was then called "full-blown AIDS." After the March on Washington, Callen returned to his recently adopted West Coast home, Los Angeles. In the ensuing months, his health rapidly declined, and on 27 December 1993, Callen died of AIDS-related pulmonary Kaposi's sarcoma.

Love Don't Need a Reason focuses on Callen's most important and lasting legacy: his music. A witness to the overlooked last years of Gay Liberation and a major figure in the early years of the AIDS crisis, Michael Callen chronicled these experiences in song. A community organizer, activist, author, and architect of the AIDS self-empowerment movement, he literally changed the way we have sex in an epidemic when he co-authored one of the first safe-sex guides in 1983. A gifted singer, songwriter, and performer, he also made gay music for gay people and used music to educate and empower people with AIDS. Listening again to his music allows us to hear the shifting dynamics of American families, changing notions of masculinity, gay migration to urban areas, the sexual politics of Gay Liberation, and HIV/AIDS activism.
